The Speaker of the Delta State House of Assembly Mr. Imomotimi Guwor, says measures to repeal the 2022 Electricity Act and to establish a new power sector law in the state have passed the first reading.

Mr. Imomotimi Guwor stated this in Asaba, while briefing newsmen on the extent of collaboration between the 8th State Assembly and the Executive, regarding the promotion of laws and oversight of programs of government in the past year.

The Speaker noted that the review of the federal power sector law was aimed at attracting private sector investment and addressing challenges associated with the epileptic power supply to the state.

Mr. Guwor also expressed support for the establishment of state police formations in the 36 states, stressing there were adequate laws to address the concerns that such a force in the states might be abused by state governors.]

On infrastructure development in the state, Mr. Imomotimi Guwor said the government had focused on completing outstanding projects by the previous dispensation, while it has also awarded new projects including the over seventy billion naira contracts aimed at giving Warri metropolis a facelift.

Distribution Electricity Company, IBEDC, has restored power supply to the University College Hospital, UCH, Ibadan.

Chairman Joint Action Committee JAC UCH  Mr Oladayo Olabampe confirmed the development to Radio Nigeria Ibadan.

Mr Olabampe said a meeting would be reconvened to enable workers to resume their normal shift for prompt health service delivery.

The Ibadan Electricity Distribution Company (IBEDC) said the University College Hospital (UCH), Ibadan has paid 10 per cent of its indebtedness, and subsequently, a payment plan has been worked out.

The IBEDC spokesperson, Busolami Tunwase said she hoped the hospital management would fulfill its side of the agreement.

It would be recalled that Ibadan Electricity Distribution Company, IBEDC, disconnected the  Power Supply at Teaching Hospital from National Grid on the 19th of March this year over an accumulated bill of 495 million naira.

Oyo State Governor, Seyi Makinde has signed into law Oyo State Electricity Regulatory Commission Bill.

Governor Seyi Makinde made this known on his verified X handle @seyiamakinde.

According to Governor Makinde, the law will facilitate the generation, transmission and distribution of electricity within Oyo State.

The State’s helmsman said his action was a fulfilment of the promise he made earlier in the week, pointing out that in years to come citizens will be able to hold State Governments accountable on the issue of electricity supply.

Governor Makinde noted that the development is a mark of fiscal federalism, a reflection of what the amendment of the Constitution brings about.

People of Aiyekire, Ekiti East Local Governments and Gboyin LCDA could not hide their joy and adulation for the state government following the flag off of the road and restoration of electricity to the towns in the areas after ten years in darkness.

Sod turning for the reconstruction of the Ikole – Ara – Isinbode road was performed, while 108KM, 33KV Line Electricity supply to Aiyekire, Gbonyin LCDA and Ekiti East LGAs was commissioned as part of programmes lined up for Governor Biodun Oyebanji’s first anniversary in office.

Addressing the people of the local governments in Isinbode and Omuo Ekiti, governor Biodun Oyebanji said it was sad for any community in this modern age to be without electricity for ten years, saying this will not only inconvenience residents but will retard development and hinder economic growth of such community.

Mr Oyebanji urged the people of the local councils to see the facilities as their properties and ensure their safety from vandalisation while assuring other towns with similar challenges that the government would soon attend to their needs.

Earlier, the state commissioner for Infrastructure and Public Utilities, professor Mobolaji Aluko said the achievements were in line with the campaign promise of the present administration to bring significant development to all communities in Ekiti state.

The Osun State Governor, Senator Ademola Adeleke says his administration is set to develop a plan of action for the making of Osun State Electricity Market Policy and Legislation.

Speaking on recent signing into law of a constitutional amendment empowering state governments to regulate electricity market within their boundaries, Governor Adeleke in a statement by his Spokesperson, Mallam Olawale Rasheed, directed the setting up of a technical committee to prepare the state policy plan on the management of state power sector.

The Governor noted that the committee is to come up with a detailed plan to create Osun State Electricity Market Policy and a draft Executive bill to be named Osun Electricity Act.

The new policy will also include creation of Osun State Electricity Regulatory Commission to issue licences to private firms ready to engage in power production and regulate interface among operators within the power sector from the power generators, distributors and the consumers.

The planned policy will also facilitate private sector investment in the state electricity sector, encourage alternative energy sources from renewable to other green power sources, the statement noted.

Other part of the plan is to electrify Osun programmes to ensure all towns and villages in Osun are provided with power supply from mini-dams to other sources of energy.

Governor Adeleke who promised to inaugurate the committee soon also expressed the intention of his administration to seek the support of the National Electricity Regulatory Commission (NERC) on the state electricity market plans.

Governor Seyi Makinde of Oyo state has promised to work assiduously to ensure that the state emerges first to attain energy sufficiency in the country.

He said this during the commissioning of an electrification project in Olorunda Ogunsola Idi-Obi and environs in Ona-Ara Local Government Area facilitated by Chief Dotun Sanusi to complement efforts of the state government 

Governor Makinde said Oyo state would soon commence the generation and distribution of electricity for the benefit of the people with the recent legislation to regulate electricity supply across the country,

While lauding the support of Chief Dotun Sanusi in facilitating the project, Governor Makinde said the Ibadan Electricity Distribution Company (IBEDC) must ensure a discount in its billing of the people to compensate for the donated facilities.

Earlier, the facilitator of the 500 and 300 KVA transformers as well as other electrical facilities, Chief Dotun Sanusi affirmed that the motivation for the project is inspired by the exploit of the Governor in lifting the bar of governance in Oyo state.

An Abeokuta resident, Ms. Nosimot Alalade has been arraigned before a Chief Magistrates’ Court at Isabo on a three-count charge of assault; conduct likely to breach public peace and endangering the life of staff of Ibadan Electricity Distribution Company while on duty.

The defendant residing at Number Five, Amadiya Street, Olomore area of Abeokuta was brought to court by the prosecutor, Ms.  Olaide Rawlings.

The prosecutor explained to the court that Ms. Alalade assaulted the staff of the distribution company, Mr. Silas Olaleye by pushing him from a ladder while performing his duty which had caused him a permanent injury to the right leg.

The prosecutor explained that the staff of the Electricity Distribution Company and his team had asked for Ms. Alalade”s electricity bill and could not produce it prompting the order to disconnect her building.

Ms. Rawlings said that the defendant later in anger pushed the complainant off the ladder from where he sustained the injury on his right leg.

The prosecutor told the court that the offences contravened Sections 338, 343, 355 and 249 of the Criminal Code of Ogun State of 2006.

The defendant, Ms Alalade in her plea however told the court that she was not guilty to the charges.

The Magistrate, Mrs. Osinbajo, later granted the defendant bail in the sum of a hundred thousand and surety in like sum and adjourned the case to twenty-eight of April for trial.

The Federal Competition and Consumer Protection Commission has declared that it is not the responsibility of electricity consumers/customers or communities to buy, replace or repair transformers, poles, cables and related items used in the power supply.

The disclosure was made on Wednesday in Benin, the Edo State capital by FCCPC’s Executive Commissioner, Operations, Dr Adamu Abdullahi, in his remarks at the opening of the commission’s four-day electricity consumers’ complaints’ resolution platform, which was sponsored by MacArthur Foundation and attended by many consumers.

Abdullahi stated that there were many issues in electricity consumption in Nigeria while condemning disconnection of consumers’ lines without notice, outrageous/crazy bills, non-supply of paid-for meters and disregard for regulations, among other complaints by electricity consumers in the country.

He said, “The Nigerian Electricity Regulatory Commission (NERC), an independent regulatory body, has the authority to regulate the electric power industry in the country, while FCCPC is to protect consumers throughout Nigeria.

“Electricity consumers in Nigeria have the right to properly-installed and functional meters. Payment for meters shall not be made if meters are not available. The Meter Asset Provider (MAP) shall install the meters at the premises of the customers within ten working days of payment.

“Unmetered customers shall not experience any cost increase, beyond what is chargeable to metered customers in the same area. Customers have the right to contest bills and withhold payment of disputed bills.”

The Managing Director/Chief Executive Officer of Benin Electricity Distribution Company (BEDC), Mrs Funke Osibodu, in her goodwill message, insisted that officials of the company were trying their best to make their customers in the franchise states of Edo, Delta, Ondo and Ekiti happy, thereby quickly resolving issues.

Osibodu, who was represented by BEDC’s Chief State Head for Edo, Mr Abel Enechaziam, stated that she was aware of limited power supply and inadequate metering, which he said should not be blamed on the electricity Distribution Companies (DisCos), stressing that BEDC was always ready to listen to the consumers’ complaints, with quick actions being taken.

BEDC’s managing director also stressed that there was an inadequate supply of meters by NERC while pointing out that DisCos across Nigeria were facing challenges from the generation and transmission of power, which she expressed optimism that NERC would soon be able to resolve.

A top official of the Nigerian Electricity Management Services Agency (NEMSA), Mr Akinbadejo Akinleye, while also speaking, noted that the agency’s officers were always striving to ensure the maintenance of quality in electricity management in the country.

One of the displeased consumers of BEDC, Daniel Ikhanaede, lamented having about four days of electricity supply in a month, in a small residential apartment in Benin, only to receive an outrageous bill of over N200,000.

Peter Asekhaino, a lawyer, who is the Legal Adviser to Hotel Proprietors Association of Nigeria, Edo State chapter, revealed that he earlier wrote over forty complaint letters, on behalf of his clients, to BEDC’s head office in Benin, without response, while tendering photocopies of the no replied letters, particularly on overbilling, wondering why a hotel’s monthly bill would suddenly jump from N900,000 to over N6 million.

While also speaking, an aggrieved elderly customer, Pa Vincent Igbinosu, lamented the irregular supply of electricity to his house in the Edo State capital, while monthly receiving crazy bills, which he said should be looked into.

Total blackout looms across the country as electricity workers under the aegis of the National Union of Electricity Employees (NUEE) have threatened to embark on a nationwide strike to halt the proposed sale of the Transmission Company of Nigeria (TCN).

The union has vowed to embark on the suspended nationwide protest if the government continues with the plan of selling the TCN also appealed to the National Assembly and Nigerians to resist the push for the sale of TCN which will further leave the nation with regrets and ‘had I known’

The National Union of Electricity Employees of Nigeria (NUEE) General Secretary, Comrade Joe Ajaero, who disclosed this to newsmen, said the union wonders why the government is still bent on selling off TCN when the transmission and distribution have after eight years of privatization failed to yield expected turnaround of the power sector

“Almost eight years after the privatization of the power sector, there has not been any visible improvement in terms of power supply, expansion or investments by the new owners of the DisCos and GenCos.”Ajaero said.

Residents of Afonta community in Ibadan North West local government have protested perennial power outage.

Radio Nigeria who visited the area observed that the residents were visibly angry at the development.

Reacting, the community leader of Afonta, Mrs Toyin Balogun said despite their contributions to the installation of transformer to the area, Ibadan electricity distribution company, IBEDC left them in total darkness.

A youth leader Mr Akinbode Olayinka who described their situation as pathetic, noted that IBEDC was giving them exorbitant estimated billing without electricity for the past seven months. 

Another resident, Faith Osawe, equally lamented that the police barrack which shared fence with IBEDC office in Dugbe was also without power supply.

All efforts to speak with IBEDC authorities proved abortive as at time of filling this report.

Ogun State House of Assembly has called for the removal of electricity generation and distribution from the exclusive legislative list to the concurrent list with a view to ensuring the establishment of energy system by the state government.

Speaker of the house of Assembly Mr. Olakunle Oluomo, made the appeal at a Public forum on a proposed bill  for the establishment of Ogun State Safety Commission and a Bill to establish the Ogun State Energy Board 2020 held at the Assembly complex Oke-Mosan, Abeokuta. 

Mr. Oluomo said there was need for the domestication of electricity-related issues to cater for the population towards ensuring seamless distribution of power supply to the people.

The Speaker promised that the Bills would be given accelerated passage to improve the security architecture of the State as well as provide the needed energy required for industrial growth in the State. 

In his remarks, the Chairman, Committee on Works and Infrastructure,  Mr Abayomi  Fasuwa, stressed the importance of safety and energy supply to human and socio-economic activities, noted that the State Government remained proactive at ensuring efficient and uninterrupted electricity generation, distribution and supply.

Stakeholders including the Special Adviser to the Governor on Energy, Engr. Laolu Adubifa, State Regional Head, Ibadan Electricity distribution company, IBEDC, Engr. Ademola Adewumi representatives of the State Ministries of Environment, Physical Planning and Urban Development,  amongst others  were unanimous  in their submissions that the legislations would help coordinate all issues relating to establishment of Independent Power Plant.

Chairman, Ondo South Power Project Committee and the Oniju of Iju-odo, Oba Festus Olumoyegun says the area will be reconnected to the national grid in few weeks time.

Oba Olumoyegun gave the assurance in Akure while briefing Governor Oluwarotimi Akeredolu on the efforts of the Committee headed by the Abodi of Ikale, Oba George Faduyile.

Oba Olumoyegun explained that the power transmission to the area will be tapped from Omotosho Transmission Company of Nigeria.

Earlier, the Abodi of Kale, Oba Faduyile and the consultant for the power project, Mr. Idowu Desmennu said the journey of two and a half years had yielded successful story as power would start to radiate in the Southern senatorial district as from end of November.

Reacting, Governor Arakunrin Oluwarotimi expressed happiness over the fruitful efforts to restore power to the district after over eleven years of total blackout

The Governor appreciated the federal government particularly the Vice President, Professor Yemi Osinbajo for their supports noting that power outage in the axis had always been his major concern.

Ogun State government has signed a Memorandum Of Understanding MOU, with a British Power Firm, as part of efforts to improve power generation towards unlocking more  economic potentials and attract more investors.

The state Governor, Prince Dapo Abiodun while signing the MOU with the British Power Firm in his Oke-Mosan, Abeokuta office said as a leading industrial State, there was need for the State to have constant power supply to serve existing companies and attract new ones.

While noting that medium and small scale businesses rely on power to thrive, Governor Abiodun pointed out that self sufficiency in electricity would encourage artisans to venture into small scale businesses which would further boost industrial capacity of the State.

Earlier, the British Deputy High Commissioner in Nigeria Mr. Ben Lienellyn-Jones who led the company’s delegation had said that the company was in the State to partner the state government in the area of energy, power and other businesses towards creating jobs for the people. 

Also, a director in the Company, Mr. Joel Abrams, said the company would provide 250 Megawatts of electricity to serve 50,000 residents and companies at the initial stage and would be improved upon subsequently.
