Raheem’s Death: IGP Recommends Suspension of ASP Drambi Vandi

The Inspector-General of Police, IGP Usman Alkali Baba, has recommended the immediate suspension of Assistant Superintendent of Police Drambi Vandi, the officer attached to the Ajah Divisional Headquarters of the Lagos State Police Command, responsible for the shooting and killing of Barrister Omobolanle Raheem while waiting for the detailed report on the incident.

The IGP noted that the recommendation for the suspension of the officer is in line with the internal disciplinary processes of the Force.

In a statement signed by CSP Olumuyiwa Adejobi, the force PRO, IGP noted that the suspension is also expected to create an enabling environment for necessary legal procedures to uphold justice in the case without interference.

The suspension is without prejudice to the constitutional presumption of innocence in favour of the officer. 

Meanwhile, the IGP has reaffirmed the commitment of the Force to the Rule of Law and assured the public of his administration’s commitment to ensuring that justice is not just done but seen to have been manifestly done in the matter. He, therefore, appeals to the public to be calm as all hands are on deck to ensure justice prevails while measures have been put in place to prevent future occurrences.

Police Dismiss Officer Over Gross Misconduct

The Inspector-General of Police, IGP Usman Alkali Baba, psc(+), NPM, fdc, has expressed grave disappointment at the reports of brutality and extortion levelled against some police officers via various complaint channels available to the public, particularly on social media platforms.
The IGP has therefore directed all supervising Commissioners of Police and Tactical/Strategic Commanders to ensure strict supervision of their personnel as further incidences of this nature would be viewed strictly.

The IGP has also ordered a wholistic overhauling of the Intelligence Response Team (IRT), the Special Tactical Squad (STS), and the Special Weapon and Tactics (SWAT) Units to ensure that their operations are in tandem with the purpose for their creation, and maximum effectiveness and output in line with the mandate of the IGP’s administration and public safety.

He, however, directed the Assistant Inspector-General of Police in charge of the Force Intelligence Bureau (AIG-FIB) to carry out a supervisory role over the three units to ensure their operations are professional, active and productive and do not infringe on the fundamental rights of the citizenry, and other members of the public.

In the same vein, the Force has dismissed Force No. 524503 PC Liyomo Okoi attached to Ekori Divisional Headquarters, Cross Rivers Police Command for gross misconduct captured in a viral video on 31st July, 2022 where he was flogging a man with a machete. His dismissal takes effect from today the 8th of August, 2022.

The Inspector-General of Police, has therefore reiterated his commitment to ethical regeneration, restoration of professional standards and enhancement of the anti-corruption drive with dedication to entrenching human rights-driven policing within the country. The IGP expressed confidence that the current overhauling will improve the effectiveness of the units, and rid them of negative elements that deviate from the standard operating procedure of the Units, and the Nigeria Police Force in general.

​Eid-el-Fitri: IGP Orders Adequate Security Nationwide

The Inspector-General of Police, IGP Usman Alkali Baba has ordered heavy nationwide deployment of Police officers, especially intelligence operatives, traffic officers and other operational assets of the Force for adequate security ahead of the  Eid-el-Fitr celebration and beyond.

The IGP equally ordered that adequate priority be accorded to Eid prayer grounds, highways, recreational centres, financial institutions especially ATM and POS points, to safeguard religious celebrations and financial transactions during the festive period.

The IGP’s order to Strategic Police Managers at various levels is predicated on the need to maintain a more secured public and social space for the celebration. He further directed that all men deployed must be properly briefed and adequately supervised to ensure they maintained high level of proactiveness, visibility patrols and professionalism in the discharge of policing services to all and sundry.
 
The IGP equally tasked all Commissioners of Police and their supervisory Assistant Inspectors-General of Police to ensure that crime and criminality was put in check and brought to its lowest ebb for a hitch free celebration.

The Inspector-General of Police, on behalf of the Force Management Team, and the entire workforce of the Nigeria Police Force, felicitated with all Muslim faithful in the country as they join the global Muslim Ummah to mark this year’s Eid-el-Fitr.

He admonishes them to practicalise the values of empathy, faith, charity and other salient teachings of Ramadan in their relationship with other members of the society.

IGP Orders Maximum Security in Schools, Colleges

The Inspector-General of Police, IGP Usman Alkali Baba, psc(+), NPM, fdc, has ordered the review of police personnel and operational assets deployments to schools and colleges around the country, to ensure the protection of schools and colleges, particularly boarding schools, tertiary institutions, and its campuses in areas prone to security breaches around the country.

This directive was issued at the management meeting of the Force Management Team at the IGP Conference Hall, Force Headquarters, Abuja, on 19th April, 2022, while reviewing the general security in the country including the security of schools and colleges as a result of some isolated incidences reported in some schools. The IGP equally directed all State Commissioners of Police, Tactical Commanders, as well as their supervising Assistant Inspectors-General of Police (AIGs), to explore all available options and think outside the box to boost security in and around schools, colleges, and student-based communities.

The IGP has equally directed detectives/operatives of the Force Criminal Investigations Department (FCID) and the Force Intelligence Bureau (FIB) to ensure sustained surveillance and intelligence gathering activities within various school environments while the Police Airwing has been directed to extend its aerial patrols to the six geo-political zones of the country.

The Inspector-General of Police therefore assured that all hands will be on deck to ensure a safe environment for all pupils and students in the various schools and colleges of learning within the country. He further reiterated the commitment of his administration to diversifying resources towards sustainable security and safety of all and sundry in Nigeria.

June 12: IGP Reads Riot Act To Zonal AIGs, Command CPs

As June 12 commemoration of Democracy Day approaches, the Inspector General of Police, IGP Usman Alkali Baba, has directed Zonal Assistant Inspectors General of Police and Commissioners of Police in states and FCT to deal firmly with any person or group who may want to take advantage of the event to threaten internal security order.

Speaking during a meeting with strategic commanders of the Nigerian Police Force in Abuja, the IGP urged them to remain civil with law abiding citizens during the Democracy Day celebration.

“The June 12 Democracy Day is days away. We are currently reviewing the security situation, with a view to ensuring a hitch-free exercise. 

‘’Details of this will form part of our discussion. I must, however, remind you all of the need to remain civil with law abiding citizens, but firm with any person or group that may wish to take advantage of the event to threaten our internal security order,’’ he said.

Expressing dismay that most Command Commissioners of Police ‘still allow their officers to unnecessarily impound vehicles at police stations, the IGP said:  “Police facilities are not junk yards and must not be turned to one. Indeed, such acts create vulnerabilities which often engender attacks on our facilities.

“Accordingly, I task you to return to your commands and undertake a major operation to clear all such indiscriminately impounded vehicles off your stations. 

‘’The compliance to this directive shall be confirmed in the course of my on-going tours to your command and any departmental head, zonal commander, commissioner of police or unit head that is found wanting will be dealt with.

“I have also received reports of abuses associated with the use of SPY plate numbers and tainted glasses. Accordingly, henceforth the issuance of SPY plate numbers and tainted glasses permits are hereby suspended. 

‘’The existing authorizations are being reviewed and a protocol to regulate the issuance of such permits will be evolved.

“An emerging trend in which some motorists cover their plate numbers has also been noticed across the country. This practice inhibits our law enforcement operations and hence, is intolerable. Consequently, commissioners of Police are tasked to as part of their operations, to arrest any motorist involved in this act.

“Furthermore, I have been receiving reports that some Commissioners of Police are still allowing the mounting of road blocks in their jurisdictions. For the avoidance of doubt, road blocks under any description or guise remain banned across the country and any officer found to be contravening this order will be held liable and dealt with firmly.

“The society has evolved. As law enforcement operatives, we must align our policing strategies to this societal dynamics, particularly, at this time that our policing functions are being built in the community policing model in which the citizen’s interests are prioritized.

“Road blocks as a policing model is becoming obsolete and unacceptable, hence we are working towards enhancing our intelligence-led and technology-driven policing capability as well as strengthening the ‘Safer Highway Motorized Patrol Scheme as an alternative to road blocks.

“Therefore you are tasked to ensure that deployments within your command are reviewed and your operations aligned to this new policing approach which discourages the disposition to limiting the liberty of the citizens through road blocks which are known to be avenues for corrupt tendencies and other vices that widens the trust gap between the citizens and the police”.
