Inspector-General of Police, IGP, Mr. Usman Baba has stressed the need for collaboration among Security agencies in tackling the insecurity bedevilling the nation.

IGP Baba stated this during his working visit to the police headquarters Eleyele Ibadan, Oyo state. 

Inspector-General of Police, IGP, Usman Baba said his visit to Police headquarters in Oyo state became imperative in order to know their level of operations and challenges being faced while discharging their civic responsibility. 

IGP Baba said the police could not work in isolation hence the need for them to build a solid harmonious relationship among the sisters’ agencies as they were all trained in different combat styles. 

He said for example, FRSC have better knowledge on vehicles, roads, while NDLEA,  immigrations and Customs were trained purposely for their special roles which would go along way in a collective efforts with the Police. 

IGP enjoined Police to partner southwest security outfits in southwest code named Amotekun, and shun any forms of rivalry to collectively rebirth Nigeria through a safe and secured Society. 

IGP Baba therefore called on officers and men of the Nigeria Police to be  professional and have a Change of Attitude to earn a reward for a good conduct from authorities. 

In an address of welcome, Commissioner of Police in Oyo state, Mrs Ngozi Onadeko said despite various challenges facing the command, it is recording breakthroughs in its operations. 

Mrs Onadeko stated further that the Command had taken back the the front seat in the matter of internal  security in Oyo state and has being able to reduce the crime rate to the barest minimum. 

The police Commissioner, thereby called for the unrelenting support of the Inspector General of the police to assist the Command to approve the return of the mobile units from Ibadan and Ago- Are on national assignment and deployment of more manpower to the State.

The Inspector-General of Police Usman Alkali Baba has announced the immediate suspension of tinted vehicle windscreens in Nigeria.

The IGP announced this on Monday during a meeting with senior police officers including commissioners and DIGs from across the states.

He also directed that the issuance of spy number plates be put on hold.

This according to the IGP is part of efforts being put in place to curtail the worsening security challenges across the country.

While making the announcement, he reiterated that roadblocks remain prohibited in the country and warned that heads of commands must enforce it and key into the road patrol strategy as an alternative to roadblocks.

As June 12 commemoration of Democracy Day approaches, the Inspector General of Police, IGP Usman Alkali Baba, has directed Zonal Assistant Inspectors General of Police and Commissioners of Police in states and FCT to deal firmly with any person or group who may want to take advantage of the event to threaten internal security order.

Speaking during a meeting with strategic commanders of the Nigerian Police Force in Abuja, the IGP urged them to remain civil with law abiding citizens during the Democracy Day celebration.

“The June 12 Democracy Day is days away. We are currently reviewing the security situation, with a view to ensuring a hitch-free exercise. 

‘’Details of this will form part of our discussion. I must, however, remind you all of the need to remain civil with law abiding citizens, but firm with any person or group that may wish to take advantage of the event to threaten our internal security order,’’ he said.

Expressing dismay that most Command Commissioners of Police ‘still allow their officers to unnecessarily impound vehicles at police stations, the IGP said:  “Police facilities are not junk yards and must not be turned to one. Indeed, such acts create vulnerabilities which often engender attacks on our facilities.

“Accordingly, I task you to return to your commands and undertake a major operation to clear all such indiscriminately impounded vehicles off your stations. 

‘’The compliance to this directive shall be confirmed in the course of my on-going tours to your command and any departmental head, zonal commander, commissioner of police or unit head that is found wanting will be dealt with.

“I have also received reports of abuses associated with the use of SPY plate numbers and tainted glasses. Accordingly, henceforth the issuance of SPY plate numbers and tainted glasses permits are hereby suspended. 

‘’The existing authorizations are being reviewed and a protocol to regulate the issuance of such permits will be evolved.

“An emerging trend in which some motorists cover their plate numbers has also been noticed across the country. This practice inhibits our law enforcement operations and hence, is intolerable. Consequently, commissioners of Police are tasked to as part of their operations, to arrest any motorist involved in this act.

“Furthermore, I have been receiving reports that some Commissioners of Police are still allowing the mounting of road blocks in their jurisdictions. For the avoidance of doubt, road blocks under any description or guise remain banned across the country and any officer found to be contravening this order will be held liable and dealt with firmly.

“The society has evolved. As law enforcement operatives, we must align our policing strategies to this societal dynamics, particularly, at this time that our policing functions are being built in the community policing model in which the citizen’s interests are prioritized.

“Road blocks as a policing model is becoming obsolete and unacceptable, hence we are working towards enhancing our intelligence-led and technology-driven policing capability as well as strengthening the ‘Safer Highway Motorized Patrol Scheme as an alternative to road blocks.

“Therefore you are tasked to ensure that deployments within your command are reviewed and your operations aligned to this new policing approach which discourages the disposition to limiting the liberty of the citizens through road blocks which are known to be avenues for corrupt tendencies and other vices that widens the trust gap between the citizens and the police”.

The House of Representatives has threatened sanctions against the Inspector General of Police, Director General of the Nigerian Maritime Administration and Safety Agency, (NIMASA) and the Central Bank of Nigeria (CBN), if they failed to honour parliament’s invitation within 72 hours.

The resolution was sequel to a motion adopted by the ad hoc Committee of the House investigating the assessment and status of all recovered loots, movable and immovable assets from 2002 to 2020 at the resumed hearing on Monday.

The Chairman of the ad hoc Committee, Mr. Adejoro Adeogun, who announced the resolution, expressed disappointment over the non appearance of heads of various invited agencies of government invited by the Committee.

He further sought to know how many of the agencies were present but to his dismay all the aforementioned agencies sent representatives without a formal or official communication to the Committee which infuriated the chairman.

“You are indirectly undermining the entire parliament, not just the House of Representatives but the entire institution”.

Meanwhile, he also accused the representatives of the agencies as impersonating the agencies they claim to represent hence they could not tender a formal letter of introduction from their principals assigning them to represent them accordingly.

Moving a motion in that regard, a member from Ogun state, Isiaka Ibrahim, lamented the lack of respect accorded the parliament by various agencies of government despite being a creation of the parliament.

The motion was adopted by the Committee and the chairman in his final remarks stated that it will give the agencies till Thursday to appear , threatening to issue sanctions, in line with sections 88 and 89 of the 1999 constitution,  if they failed to do so.

Inspector General of Police, IGP M.A Adamu, NPM, MNI, has ordered the immediate deployment of Police Intervention and Stabilization Forces to Oyo State to reclaim the public space, reinforce security and bolster public confidence in the areas affected by the recent crisis in the State.

The deployments, consisting largely of intelligence and operational assets of the Force, include four (4) Units of the Police Mobile Force (PMF), seasoned operatives from the Force Intelligence Bureau and one (1) operational/surveillance Police helicopter from the Police Air-wing department.

The Intervention Force is charged with the responsibility of reinforcing and stabilizing security in the State, preventing further breakdown of law and order, protecting lives and properties and ultimately enhancing public safety and general security in the State. The Intervention Force is being coordinated by a Deputy Inspector General of Police, DIG David Folawiyo, MNI, who is expected to mobilize all relevant stakeholders towards achieving the mandate of the squad.

The IGP assures that the Force is committed to the safety of lives and properties of the citizens in the country. He calls on the citizens and residents of Oyo State and other Nigerians to embrace peace and cooperate with the Police and the security community as they redouble their efforts in ensuring that sustainable peace and security are restored to the affected areas.

A new Commissioner of Police, Ngozi Onadeko, has been posted to the Oyo State Police Command.

The order was given by the Inspector General of Police, Mohammed Adamu on Monday, January 11, 2021.

The posting, with those of other Commissioners of Police to various other commands, is with immediate effect.

Posted to Ebonyi State Command as Commissioner of Police is Aliyu Garba, while Abubakar Umar Bature has been posted to Airport Command in Lagos State.

The newly-decorated Force Public Relations Officer, CP Frank Mba has also assumed the position of the Commissioner of Police in charge of Force Police Public Relations Office (FFPRO), Force Headquarters, Abuja.

Adeleke Adeyinka Bode has been made the Commissioner of Police in Kebbi State, while Philip Maku is thePolice Commissioner, Special Protection Unit (SPU), Force Headquarters, Abuja.

Recently, the Inspector-General of Police, IGP, Mohammed Adamu, ordered the withdrawal of all police officers attached to very important persons, VIPs, across the country, with immediate effect.

The IGP, however, exempted those attached to government houses, the Senate President and the Speaker House of Representatives, from the order.

The new directive came barely ten days after the police authorities disbanded the Special Anti-Robbery Squad, SARS, following the nationwide protests against the squad for its high handedness and extrajudicial killings.

Before the October 21 directive, in March 2018, former Inspector General of Police, Ibrahim Idris ordered an immediate withdrawal of all police orderlies attached to private individuals and companies.

Despite lacking adequate workforce, feeble attempts have been made to withdraw police officers from VIPs in the past by successive IGPs but was unsuccessful.

For instance, the elites believe that having a police officer around for security has become a status symbol for many of them.

Thus, granting them such privilege has left few officers for core police duties like investigations and patrols, as such, most Nigerian communities are at the mercy of criminals.

In other countries, the practice is for VIPs to retain the services of private security guards.

Since the ex-governors, former ministers, businessmen, politicians, entertainers and clerics desirous of extra protection can afford this service, they should be made to get it from private guards without putting undue pressure on the overburdened police system.

The fact that over forty percent of its officers and men are attached to VIPs and unauthorised persons, has made Nigeria grossly under-policed.

Additionally, there are several ills bedeviling the Nigeria Police Force that make it so ineffective in discharging its core duty of maintaining law and order.

The country is yet to meet up with the United Nations recommendation of one police officer for every four hundred and forty citizens ratio, this huge gap has led to increase in crime and criminal acts like armed robbery, kidnapping, gangsterism, cultism, rape and terrorism.

Insecurity has assumed monstrous dimensions around the country while Nigerians are groaning under the yoke of kidnapping and armed robbery.

This pragmatic approach of withdrawing policemen from VIPs will free more officers to face squarely the duty of protecting lives and property of all citizens.

To this end, the action would allow the Nigeria Police to discharge their civic responsibility without any form of distraction.

Police in Ibadan have now complied with the directive of the Inspector General of Police, IGP, Mr Muhammed Adamu for officers to return to their duty posts.

According to Radio Nigeria reporter who monitored some traffic-prone areas in Ibadan, some officers were seen in mufti performing skeletal duties.

A police officer who pleaded anonymity said, though the IGP ordered them to return to their duty posts after some officers were killed during the protest, they needed to be sure of their safety.

He said, the shock from the death their colleagues who died during the protest still lingered in their memories, hence the need for them to operate mostly in mufti.

It would be recalled that the #EndSARS protest that occurred some weeks back, subjected police officers to attacks by suspected hoodlums which led to their withdrawal from public places.

The Inspector-General of Police, IGP M.A Adamu, NPM, mni has ordered immediate nationwide deployment of anti-riot police unit – the Police Mobile Force (PMF) – to protect lives and property of all Nigerians and secure critical national infrastructure across the country. The IGP has also ordered massive deployment of Police operatives to strengthen security around Correctional facilities nationwide. The orders are coming on the heels of increasing attacks including acts of arson and malicious damage to public and private facilities as recorded in some States of the Federation including the Federal Capital Territory (FCT).

Consequently, the Commissioners of Police in the thirty-six (36) States of the Federation and the FCT are to identify and isolate law-breakers from peaceful protesters; immediately arrest and diligently prosecute such perpetrators of violence in their respective Commands. The IGP notes that twelve (12) suspects have been arrested in connection with the attacks and arson on Police Stations in Benin, Edo State. Five (5) AK47 rifles earlier stolen from vandalized Police Stations have also been recovered.

The Inspector-General of Police calls on members of the public to avail the police with useful information that can lead to the re-arrest of the fleeing inmates, unlawfully released from Correctional facilities. Meanwhile, the IGP has advised parents/guardians to prevail on their children/wards to steer-clear of acts of violence and criminality as the Force will henceforth exercise the full powers of the law to prevent any further attempt on lives and property of citizens.

As part of efforts at ensuring effective coordination and full implementation of security arrangements towards a peaceful election in the October 10th, 2020, Ondo State Gubernatorial Election, the Inspector-General of Police, IGP M.A. Adamu, NPM mni has deployed DIG Adeleye Olusola Oyabade, mni, Deputy Inspector General of Police in charge of Research and Planning to administer the general security arrangement for the election in the State. Also deployed to assist the DIG are, AIG Karma Hosea Hassan psc (+), Assistant Inspector General of Police in charge of Federal Operations (FEDOPS), Department of Operations, Force Headquarters Abuja, and eleven (11) Commissioners of Police.

The Coordinating DIG, Ondo Gubernatorial Elections, has been charged by the IGP to bring his wealth of experience to bear by ensuring the due enforcement of all electoral laws throughout the period of the election. CP Garba Baba Umar will be in charge Monitoring/Evaluation and will be assisted by CP Habu Sani. Officers and men of the Force as well as personnel of other security agencies deployed for the election have also been charged by the IGP to conduct themselves professionally and work in line with best practices as highlighted in the Code of Conduct and Rules of Engagement for Elections. He also enjoins members of the public, especially politicians and their supporters to cooperate with the Police and other security agencies in the national assignment of guaranteeing a hitch-free gubernatorial poll. LOCAL Akinyele LGA: IGP Orders Re-Arrest Of Wanted Suspected Serial Killer In Oyo

Inspector-General of Police, Mohammed Adamu, has ordered for the re-arrest of a suspected serial killer, Sunday Shodipe, who escaped from the custody of the Oyo State Police Command.

Shodipe is the prime suspect in the series of killings in Akinyele Local Government Area of Oyo State.

The 19-year-old was arrested by the police and paraded along with two other suspects on July 17 at the Police Command in Ibadan, the state capital.

They were later charged to court but remanded in police custody before Shodipe escaped on August 8 after which he was declared wanted.

Condemning the unfortunate escape of the suspect, Adamu asked the Commissioner of Police in Oyo to intensify efforts and ensure his prompt rearrest.

The Force Public Relations Officer, Frank Mba, disclosed this in a statement on Wednesday, August 19.

According to him, the police commissioner has also been directed to speed up investigations into the circumstances that led to the escape of the suspect.

Mba explained that the IGP has deployed additional investigative aids to Oyo state to complement the efforts of the State Police Command in the ongoing manhunt.

He noted that the additional deployment comprised crack detectives from the Intelligence Response Team (IRT) and the Special Tactical Squad (STS) of the Force Intelligence Bureau in Abuja.

He stated;

The team is expected to bring their vast operational, technical, and investigative experience to bear in supporting ongoing efforts aimed at re-arresting and bringing the fugitive to book. All persons indicted in the escape are to be identified and made to face the wrath of the law.

The police spokesman added that the police commissioner was directed to immediately assess and rejig the security architecture in the state, in order to prevent any future occurrence of untoward incidents.

The IGP called for calm and urged the residents to cooperate with the police by providing useful information that can lead to the unearthing of the whereabouts of the suspect.

Osun State Governor, Alhaji Adegboyega Oyetola says the structure of community policing will enhance the effective security and welfare of the society.

Alhaji Oyetola stated this while inaugurating Community Policing Advisory Committees at the Local Government Service Commission Hall in Osogbo.

He said the idea was borne out of the need to allow the people to participate in policing at the community level to achieve effective, efficient security and safety architecture.

In an address, the Inspector-General of Police, Mr Muhammed Adamu called on Nigerians to seize the opportunity presented by community policing to promote peace and security awareness in their respective communities.

Mr Adamu, who was represented by the Assistant Inspector-General Of Police, Mr David Folawiyo advised the public to use the community policing structure to ensure intelligence gathering to promote communal peace, adding that it offers the best platform for crime-fighting.

The Inspector General of Police, Mr. Mohammed Adamu has ordered the immediate deployment of additional intelligence and operational assets of the Force to the border communities between Lagos and Ogun States.

The efforts according to a statement signed by the Force Public Relations Officer, Force Headquarters, Abuja Mr. Frank Mba was to strengthen security and bolster public confidence over the recent activities of hoodlums and street urchins in the area.

The Intervention Team comprising of the Police Mobile Force Units, Federal Special Anti-Robbery Squad, Intelligence Response Team, and the Special Tactical Squad are being coordinated by a Deputy Inspector General of Police, Mr. Babatunde Ogunyanwo.

Mr. Ogunyanwo is the DIG in charge of the Department of Research and Planning of the Force and is also the coordinating DIG for South-West Geopolitical Zone.

He is to oversee the deployments of the additional assets to enhance public safety, public confidence and general security in the two States.

Meanwhile, the Inspector General of Police has ordered Commissioners of Police across the country to immediately rejig the security architecture in their various Commands to effectively tackle all emerging crimes associated with the COVID-19 lock-down.

They are also to intensify patrols around residential areas, markets, shopping malls and all critical national infrastructures in their jurisdictions.

The Assistant Inspectors General of Police in the twelve Zonal Commands have also been directed by the IGP to bring their supervisory role to bear by ensuring that the Commands under their Zones are safe and secure for the citizenry to live and thrive.

The Inspector General of Police, IGP, Mohammed Adamu had at different fora, announced plans by the federal government to recruit forty thousand community policing officers to compliment Nigeria Police Force in law enforcement functions.

The community policing officers also known as Special Constables, will be recruited within the communities where the applicants reside, while fifty Special Constables are to be engaged in each of the seven hundred and seventy four local government areas.

In addition, one thousand, three hundred community policing officers will be drawn from professional bodies such as the academics, road transport unions, traders associations, religions bodies, women unions, and youth organisations in order to ensure diverse representation.

According to the IGP, the implementation of the community policing strategy is expected to bridge the gap between the police and the citizens that will enhance effective and efficient law enforcement service delivery.

With the adoption of community policing, which has the backing of President Muhammadu Buhari, Nigeria would have joined nations such as United States, United Kingdom, France and India that have decentralised their security system, in which policing functions are citizen-centred and community-drive.

The recruitment of the community policing officers is a welcome development, as they will be able to protect lives and property at communities that have been isolated by police personnel.

Though, many state governors have devised ways of engaging citizens directly and indirectly to provide internal security within their states, the Inspector General of Police said the proposed establishment of community policing would not take away the powers of the Nigeria Police Force.

Some of the advantages of the community policing are that it will engender partnership, accountability and engagement.

The proposed recruitment of the forty thousand special constables would also put to an end to the insufficient methods in combating crime and social disorder in the society.

To make this work therefore, the recruitment of the special constables must be allowed to follow due process, the era of recruiting through the back door or through letters from notable politicians should not be encouraged.

The forty thousand community policing officers should be gainfully employed before they are drafted and trained as volunteers to serve in that capacity within their community.

The community policing officers should be familiar with the terrain they police. Some of those to be recruited need to be indigenes or volunteers that have resided in that particular area for a long period of time.

This will establish bonds between them and people of the communities they police.

Residents of communities should also provide support ranging from intelligence gathering to donation of facilities to the special constables.

The National Assembly should review the police act with a view to providing new legal framework that will regulate policing in a democratic dispensation.

Factors militating against police performance, which include poor resourcing, corruption, poor management and excessive executive control of the police should not be allowed to surface when community policing scheme take off.

If the nation is indeed committed to checking high rate of insecurity, every member of the society should support the realisation of community policing.

Inspector General of Police, IGP, Mr. Mohammed Adamu has reiterated the force efforts at reducing criminality through community policing.

Mr. Adamu stated this in Ibadan at the Southwest Geo-Political Zone Security Summit held in Ibadan.

The IGP who is the convener of the summit, stressed that the police had succeeded in using community policing to stabilise the public security, noting that fleets of patrol vans had been acquired and would be deployed across highways and cities in the country.

Contributing, Lagos State governor who spoke through the Deputy Governor, Dr. Obafemi Hamzat and his counterpart from Ogun state, Mr. Dapo Abiodun in a message from deputy governor, Mrs. Noimot Salako-Oyedele called for the deployment of massive technology to tackle insecurity.

Earlier, in a welcome address, Oyo state governor, Engineer Seyi Makinde noted that South-West governors were committed to safety and security in the region and Nigeria at large.

Olubadan of Ibadanland, Oba Soliu Adetunji who spoke through High Chief Lekan Balogun expressed the determination of traditional rulers to partner security agencies and to achieve a crime free society.
