The South-West Governors’ Forum has urged the Federal Government to urgently establish state police, saying rising insecurity across the country makes the move necessary.

The call was contained in a communiqué read by Lagos State Governor Babajide Sanwo-Olu after the Forum’s meeting hosted by Oyo State Governor Seyi Makinde in Ibadan.

The governors—representing Lagos, Ogun, Oyo, Ekiti, Ondo and Osun (via the deputy governor)—said state police would strengthen security both in the region and nationwide.

They also announced the creation of a joint security intelligence-sharing and communication system, including a live digital platform to exchange threat alerts, log incidents, and coordinate responses.

The Forum reviewed recent security breaches and set up a South-West Security Trust Fund under the Development Agenda for Western Nigeria DAWN Commission, to be managed by the Special Advisers on Security from the six states.

The governors commended President Bola Tinubu for ongoing security reforms and the swift rescue of abducted victims in Kwara and Niger States.

They called for immediate Federal Government surveillance of forests across the region, noting that criminal groups increasingly use them as hideouts.

They also appealed to the President to deploy forest guards to South-West states while state governments provide personnel.

The communiqué noted concerns about unregulated interstate migration and announced plans for stricter border monitoring, improved data collection and collaboration with the National Identity Management Commission, NIMC, for proper identification.

The governors also raised alarm over illegal mining, calling for a stronger licensing and enforcement framework to curb environmental and security risks.

Reaffirming their support for state police, they said “the time is now,” adding that the region remains committed to reclaiming forests, enhancing food security, and promoting peace.

Ogun State Governor, Prince Dapo Abiodun, has convened an emergency security meeting with all security agencies in the state as part of efforts to reinforce public safety.

Briefing journalists after the meeting, the governor expressed appreciation to President Bola Ahmed Tinubu for his commitment to national security, particularly the recent rescue of abducted victims in Kebbi and Kwara States.

Governor Abiodun announced that Ogun State would begin the registration of non-indigenes to improve documentation and aid early detection of criminal elements.

He also warned community leaders, Baales and royal fathers against allocating land without government approval, saying landlords who sell land to criminals would be prosecuted and such properties confiscated.

Governor Abiodun cited areas identified as security concerns, including “Zanga” in Ijebu-Ode and some parts of Ota.

He, however, clarified that Fulani residents in the Ajebo axis had lived peacefully in the area for years, urging the public to remain vigilant and support security efforts.

The governor assured that his administration would continue to strengthen all security formations, including vigilante groups, to ensure prompt response to threats.

He said Ogun remains a preferred destination for investors, and the government is committed to maintaining a safe environment.

Governor Abiodun added that miscreants hiding among law-abiding non-indigenes would be identified and removed, stressing that while the state is accommodating, it will not tolerate criminal activity.

He also acknowledged concerns about scrap pickers, some of whom reportedly exploit the trade to commit crimes and added that the state would review their activities and meet with leaders of non-indigenes and non-Yoruba-speaking communities to address the issue.

The total number of victims abducted by suspected terrorists from the St. Mary’s Catholic Primary and Secondary Schools, Papiri in the Agwarra local government area of Niger state is now 315 from the 227 earlier reported.

Chairman, Christian Association of Nigeria (CAN), Niger State chapter, Most. Rev. Bulus Dauwa Yohanna, who is also the Catholic Bishop of Kontagora Diocese, gave the update after a verification exercise and a final census was carried out.

A breakdown of newly released data showed that 303 students and 12 teachers were affected.

Yohanna said, “After we left the school at Papiri, we decided to make calls, do a verification exercise, and do further enquiries on those we had thought escaped successfully, only to discover that 88 more students were also captured after they tried to escape.

“Our attention was drawn to when some parents whose children we had thought escaped from the attack also came asking about their children. We became curious, and that was when we did a census and discovered that they were abducted.

“This now makes it 303 students (male and female), including 12 teachers (4 females and 8 males), bringing the total number of abducted persons to 315.”

He said the total of pupils and students before the incident was 629, with primary having 430 and the secondary having 199 students.

He also addressed the widely reported notion that there were intelligent reports before the abduction.

“Also, it is very pertinent that we address the issue of prior warnings from either the government or security agencies, as peddled in some quarters.

“I have just got back to the village this night after I visited the school where I also met with parents of the children to assure them that we are working with the government and Security agencies to see that our children are rescued and brought back safely but was gritted with what I term “propaganda” that the school was given a prior warning by the government through a circular.

“That is not true, we did not receive any circular, it must be an afterthought and a way to shift blame. In the past, around 2022, when we heard of rumours of a security challenge, we did not hesitate; we shut down immediately. Is it when there is a circular from the government asking us to shut down that we will now not obey?”

According to him, the affected school is owned by the Catholic Diocese and not any individual, as earlier reported.

“The school is owned by the Catholic Diocese and not by any individual. None of the Reverend Sisters travelled to Abuja as they alleged. Whoever made that misleading statement should know that it is a false allegation and should withdraw such or provide the proofs and evidence.

“We have asked the Education Secretary if he received a circular, he said no; or if he was asked to send any to us, he said no. We asked if he was verbally informed, and he also said no. Let them tell the world who they gave the circular to, or through what channel they sent it.

“We also asked the National Association of Private Schools, and they did not get any such circular. They claimed the school was shut down and reopened a few days ago, which is also not true. We are law-abiding.”

He called for calm in all quarters.

“I want to call on everyone to remain calm and prayerful, and I also want to assure you that we will continue to actively collaborate with security operatives, community leaders, government, and relevant authorities for the safe and quick return of all abductees.

“May the Lord grant quick release to those abducted and continue to protect his people from all dangers”.

It was learnt that the attackers stormed the school, said to be a private Catholic school located in the Agwara Local Government Area of the state, in the early hours of Friday.

Sources said the gunmen arrived in large numbers, riding on over 60 motorcycles and accompanied by a van.

They were said to have shot the school’s gatekeeper, leaving him with serious injuries.

A source in Agwara who confirmed the incident said, “Yes, it happened between 3 and 4 a.m. The number of students abducted is not yet confirmed.”

Another source claimed that some teachers were also forcibly taken away during the attack.

The Inspector-General of Police, Kayode Egbetokun, has deployed a special squad to address the rising violence across the country.

He ordered all Police Mobile Force Squadrons to maintain at least one fully equipped, combat-ready unit on constant standby, effective immediately.

He gave the directive during a meeting with Squadron Commanders in Abuja on Tuesday, as bandits struck in Kwara, Benue and Sokoto States, killing 21 people.

In the past weeks, the attacks on helpless citizens have escalated with increased attacks reported in Plateau, Benue, Enugu and other parts of the country.

Addressing his squadron commanders during the meeting, the IG stressed that the standby units must be prepared to provide rapid support to state commands in times of crisis, high-risk operations, or emergency interventions.

Egbetokun said, “The PMF was created as a strike force – to be swift, decisive and combat-ready.  Effective immediately, all PMF squadrons are directed to maintain at least one fully equipped, combat-ready unit on standby at all times.

“These units must be prepared to support their respective state commands in any situation requiring urgent tactical intervention. Additionally, each squadron will be required to send one unit for training every quarter.

“These sessions will go beyond operational proficiency, placing strong emphasis on ethics, professionalism and the principles of responsible policing.”

He also said squadrons will undergo size reviews and reorganisation to boost efficiency and agility.

Egbetokun further noted, ‘’Currently, squadron sizes will be reviewed and reduced to ensure operational effectiveness and agility. From this moment, PMF commanders will be held vicariously responsible for the conduct of their personnel.

“You are expected to lead proactively through regular lectures, inspections and localised training programmes reinforcing discipline, respect for human rights and operational excellence.”

Restating the withdrawal of mobile policemen from escort duties, the IG noted with concern that this has drained the PMF’s tactical effectiveness.

“As you are aware, directives have already been issued concerning the withdrawal of PMF personnel from authorised deployments. It is the duty of all commanders to enforce this directive without delay. A firm but gradual withdrawal from non-core assignments is underway.

“The priority now is to refocus our strength and personnel towards combating violent crimes and safeguarding national security. We will also inject new leadership perspectives, strategic approaches and continuous capacity-building initiatives aimed at restoring the PMF to its rightful place as a dominant force in internal security and a model of tactical excellence,’’ he stated.

The Police boss declared that indiscipline among the mobile police officers will no longer be tolerated.

“The Nigeria Police Force will no longer allow the values, standards and discipline that once defined the police mobile force to be undermined.

“As a strike force of the Nigerian Police Force, the PMF carries an immense responsibility to confront armed threats, insurgency and criminal violence with integrity and courage,’’ added.

The Conference of Speakers of State Legislatures of Nigeria has condemned the recent wave of terrorist attacks and killings in some states of the federation, including Plateau, Borno, Benue, Niger and Kwara.

These gruesome acts have led to tragic loss of lives, widespread displacement, and unimaginable trauma for thousands of Nigerians.

In a statement by the Chairman, Nigeria Conference of Speakers, Mr. Adebo Ogundoyin, the conference is alarmed by the escalating insecurity in the land and the seeming helplessness with which these attacks are met.

The conference said the time for mere condemnation and rhetoric has passed; urgent and coordinated action is imperatively required at all levels of government to end the bloodbaths and restore peace and order.

It explained that while it acknowledged that defense and national security fall within the exclusive jurisdiction of the federal government, every level of government bears responsibility for the security and welfare of the people.

It states that “State governors, in particular, must rise to the occasion and fully understand that governance is not limited to road construction and ceremonial functions. True governance is rooted in the protection of lives, the preservation of order, and the alleviation of suffering.

“We call on state governments to complement the efforts of the federal government by making and enforcing enabling laws for community policing and other grassroots-driven security models. States must develop proactive frameworks that integrate local intelligence, social support systems, and youth engagement in the fight against insecurity”.

“Furthermore, we urge the federal government to meaningfully engage the citizenry and introduce bold, practical measures to cushion the hardship caused by its current economic policies. Millions of Nigerians are groaning under the weight of inflation, unemployment, and a cost-of-living crisis. It is imperative that relief initiatives targeted, transparent, and impactful are rolled out without delay. Dialogue, not distance, must define the relationship between the government and its people at this critical time.

The Conference of Speakers however affirmed its commitment to supporting all legislative actions necessary to restore security, promote justice, and foster inclusive governance across the country.

“The killings in Benue, Niger, Plateau, Borno, Kwara, and any part of Nigeria must not be allowed to continue unchecked. Justice must prevail, and peace must be restored.

“Let it be known: the safety, dignity, and well-being of every Nigerian must remain the top priority of all arms and levels of government.
