The Oyo State Government has said it is excited with the news that some non-formal learners, under the Intensive Literacy Programme of Better Education Service Delivery for All programme (BESDA) have been mainstreamed into formal schools.

Speaking during a verification tour of the 21 Local Government Areas implementing BESDA in Oyo State, the Executive Chairman, Oyo State Universal Basic Education Board, SUBEB, Dr. Nureni Adeniran applauded the new development.

He said, it is the kind of testimonial for both the teachers and Government, as the learners have been assessed before enrolled into the formal schools. 

“This is a big plus for us in Oyo State. It shows that BESDA is working for us. Though we do not have the actual figure yet, some non-formal learning centres we visited in certain local governments affirmed that some of their learners have been mainstreamed”, Adeniran boasted.

Dr. Adeniran said it is the aim of the Oyo State Government that the majority of the learners undergoing non-formal education, gain admission into primary schools.

The SUBEB Boss thanked the teachers, who work to teach the students basic education, adding that their roles have bridged the gap between the non-formal learners and children in the formal learning centres.

He added that the Governor Seyi Makinde-led administration is leaving no stone unturned in reducing the out-of-school menace to the barest minimum in Oyo State.

In her comments, the BESDA Consultant for Oyo State, Professor Modupe Adelabu, who also monitored the verification exercise in some Local Government Areas, commended the impressive turn-out of BESDA in Oyo State.

She applauded the Oyo State Government, through the BESDA Technical Committee, noting that the success of the programme is also her main aim.

Speaking in Irepo Local Government, Kishi, the Secretary, Nigeria Union of Teachers, Irepo, Mr Hassan Ajibola applauded the doggedness of the BESDA team, led by Dr. Adeniran.

He noted that the success of the BESDA Programme was made easy through their honesty and commitment to the course.

The NUT leader therefore appealed to the Oyo State Government to consider incorporating the BESDA teachers into the mainstream teaching service.

The Chairman who led a team of BESDA Technical Committee members on the verification exercise visited St. Paul’s Anglican School, Odo-ona, South-West LGA; Community Primary School II, Airport, Ona-Ara LGA; Community Primary School II, Ojimi-Ayinde, Ido LGA; C&S School II, Ayete, Ibarapa North LGA; Baptist Basic School III, Igangan, Ibarapa North LGA; Islamic Mission Primary School, Bode, Ibadan South-East LGA.

Other BESDA implementing schools visited were St. David’s Basic School, Akingbehin, Olorunda-Aba, Lagelu LGA; St. Stephen Basic School, Araromi, Ajobo, Akinyele LGA; LA Pry School, Oke-Esa, Iseyin; Nawar-Ud-Deen Basic School, Otu, Itesiwaju LGA; Macedonia Community Primary School, Idi-Ero Saki; LA Pry School, Igboho; Oorelpoe LGA LA School II, Sabo, Oyo, Atiba LGA.

Also visited were Nomadic Pry School, Gaa-Okenla, Kishi, Irepo LGA; CPS Ayepe, Oriire LGA; Baptist Basic School, Osupa, Ogbomoso North LGA; Methodist Pry School, Oke-Ado, Surulere; Baptist Basic School, Ile-Abu, Ogo-Oluwa LGA.

The Oyo State Government has inaugurated Environmental and Social Safeguard teams in the State, with an aim to ensure that out-of-school children captured and re-enrolled in the Better Education Service Delivery for All (BESDA) programme are taught in child-friendly environment without any form of threat.
Speaking at a 2-day orientation training for the newly constituted local environmental and social safeguard teams in Ibadan, the Executive Chairman, Oyo State Universal Basic Education Board (OYOSUBEB), Dr. Nureni Adeniran outlined that, part of the team’s priorities under supervision of the board is to strategize to consolidate on the gains of ongoing Better Education Service Delivery for All, BESDA programme in Oyo State.
Adeniran listed some of the priorities of the team to include promotion of children’s right in the locality; report cases of any form of child abuse in schools; report adults vulnerable to radicalization and enhance compliance to safeguarding procedures and effective use of Grievance Redress Mechanism boxes, among others.
He said the members selected across the 21 BESDA Focus Local Government Areas, will help reduce adverse socio-environmental impact that may arise in the implementation of development projects.

The OYOSUBEB Boss hinted that the State Government hopes to motivate and retain “these innocent children into the formal school system for a functional education”, emphasising an all-inclusive participation in the educational sector.
Dr. Adeniran charged members of the team to face the challenges ahead with courage, sincerity of purpose, so as to merit and foster the high expectation of the people.


“The idea of Environmental and Social Safeguards was conceived in BESDA as an operational procedures designed to mitigate and minimise adverse environmental and social impact that may arise in the implementation of development projects. Environmental and Social Safeguards also have pro-active dimensions to try to increase chances that development projects deliver better outcomes for people and the environment”, he said.
“Your assignment demands a high sense of responsibility, a large heart, total loyalty your communities, local governments, the Board, the State and Nigeria, as a whole”.
Speaking further, Adeniran said, “We see you as leaders in your assigned duties. We therefore expect you to discharge your duties with good sense of judgement, strong will and dedication”.
He therefore reiterated that Oyo State Government, under the leadership of Governor Seyi Makinde is committed to ensuring that out-of-school children in the State are reduced to the barest minimum, as they access qualitative education.

The Oyo State government has distributed COVID-19 first aid kits to some Non-Formal Learning Centres, under the Better Education Service Delivery for All, BESDA, programme, saying this is part of its efforts at ensuring rapid response to emergency situations at its learning centres.

Distributing the customised kits to the beneficiaries in Ibadan, today, the Executive Chairman, Oyo State Universal Basic Education Board, Dr Nureni Aderemi Adeniran, explained that the Board will not rest on its oars towards ensuring that centres are given required support within BESDA provisions.

He added that the gesture was to guarantee necessary first aid treatment when required and prevent avoidable death, while the BESDA programme goes on in the State.

The OYOSUBEB helmsman said the Board is concerned about the promotion of safety and hygienic practice in non-formal learning centres, adding that this will make learners secure and enhance their capacity on compliance to covid-19 protocols.

Dr Adeniran stressed that the first aid kits would ease the treatment of injuries and sudden illness before the arrival of professional medical care, admonishing the centres to utilise the kits while they comply with covid-19 protocols.

“In view of the nature of the non-formal learning settings, we deem it very significant to equip these centres with first aid kits and covid-19 safety materials because of the children”, he said.

According to him, the kits, which would be supplied in phases to the learning centres, could be used to take care of small wounds, sprains, minor burns and fractures.

Reiterating the commitment of the Seyi Makinde-led administration to the general well-being of learners in the State, the Executive Chairman said two hundred and fifty centres will benefit in the first phase, saying the other centres will be reached out to in the second phase.

He stressed that Oyo State Government is fully committed to the struggle of returning all out-of-school children back to school, saying they must access free basic and qualitative education.

Also speaking at the event, the BESDA Consultant, Prof. Dupe Adelabu described the provision of the kits as a display of the State Government’s passion for the provision of optimum health care delivery in the state.

She urged beneficiaries to judiciously utilise the kits provided, stressing that the kits were safe and easy to use as they contained only non-prescribed drugs that could be purchased over the counter.

The Co-ordinator, Arabic Institute of Nigeria, Ibadan, Alhaji Monsuru Abdulsalam who spoke on behalf of the beneficiaries, expressed gratitude to the state government for its efforts at making life more meaningful for the people.
