Lagos State Materials Testing Laboratory has launched a new certification and training programme for artisans in the construction industry as part of efforts to stem the spate of building collapses in the state.

The initiative, known as the Certified Structural Integrated Programme, was unveiled at a stakeholders’ forum held in Ese-Offin and Badagry, where block moulders, bricklayers, concrete mixers, steel fabricators and welders converged to pledge support for safer construction practices.

In a statement on Thursday by the Lagos Government, General Manager of LSMTL, Olayinka Abdul, said the programme marked a decisive step in tackling recurring tragedies linked to substandard construction materials.

Without artisans, there is no construction. But with you, we have the power to ensure every construction is safe, sound, and secure. We need to earnestly curb episodes of collapse in high-water-prone communities, and we do not want such in your community. It ends today,” he said.

According to the statement, the CSIP is a five-year assessment programme aimed at certifying construction materials as fit-for-purpose.

It will also produce an official directory of approved block moulders, concrete mixers and steel fabricators, to whom developers will be directed for supplies.

This is not just about enforcement; it is about partnership and empowerment. Together, we can forge an unbreakable alliance that makes Lagos a model for building safety and integrity,” Abdul added.

Technical experts at the forum highlighted the scientific backing for the initiative. Director of the Soil and Geotechnics Unit, Engr. Abimbola Adebayo, stressed the need for mandatory soil tests before construction.

Similarly, Kayode Akinfeleye of the Technical Services Department advised builders to ensure architectural drawings are obtained and preserved, describing them as “a core requirement in the Lagos building process.”

Artisan guild leaders welcomed the initiative. Chairman of the National Association of Block Moulders of Nigeria, Alhaji Fabiyi Oyeleke, described frequent collapses as “disheartening” and commended the forum as a step in the right direction.

On his part, Chairman of the Lagos State Bricklayers Association, Mr. Fashina Aro, noted the peculiarities of Lagos’s swampy terrain and urged all stakeholders to ensure materials and soil tests are completed before bricklayers commence work on any site.

Building collapse has been a persistent challenge in Lagos, with many lives lost and substantial property damage over the years.

In recent incidents, emergency responders have had to rescue workers from collapsed structures.

It would be recalled that rescue teams pulled eight workers from the debris of a collapsed building in September.

Rescue teams in Indonesia are racing against time to save students trapped in a collapsed Islamic boarding school building in Sidoarjo, East Java, that collapsed on Monday.

Hundreds of rescuers, police, and soldiers are working tirelessly to free the trapped students, providing oxygen and water to those still buried in the rubbles.

Officials say, three students were killed and ninety nine others taken to the hospital, some of whom were critically injured in the incident.

According to reports, many of those who were trapped were teenage boys who had gathered for prayers when the building collapsed.

 It was gathered that the building, which was allegedly undergoing unauthorized expansion, collapsed during the pouring of concrete for the third floor, likely due to the foundation’s inability to support the additional weight.

Authorities are investigating the cause of the collapse, and officials say the death toll may rise as rescuers find more bodies.

Families of the students are anxiously waiting for news, and many are gathering at hospitals and near the collapsed building.

Ogun state government says it will ensure that structurally defective buildings are demolished to forestall imminent collapse of buildings in the State.

The Commissioner for Physical Planning and Urban Development, Mr Olatunji Odunlami stated this during an interview with newsmen in Abeokuta.

Mr Odunlami said his Ministry would continue to provide a regular audit of housing structures to safeguard buildings from constituting a menace to the society.

He pointed out that some buildings situated in Ijada area, off Olisa road  Ijebu- Ode, in Ijebu-Ode Local Government Area of the State had been pulled down, due to the distressed state of the buildings.

According to the Commissioner, the demolished buildings are old mud structures that had outlived their lifespan, ill-maintained, and partly abandoned, with degenerated roofs and partially collapsed walls.

He advised landlords to ensure regular maintenance of their houses beyond collection of rent.

Oyo State government on Friday, vowed to punish those behind the collapsed storey building at Awosika, Bodija, Ibadan, after the completion of  its  investigation.  

Commissioner for Lands, Housing and Urban Development, Mr. Olusegun Olayiwola, stated this during the State’s delegates visit  to the scene of the collapsed building in  Ibadan.


He decried the quality of materials used at the site and jobs done by those engaged by the owner of the property.


Mr. Olayiwola enjoined residents of the state  to always engage professionals while embarking on construction of buildings for such structures to stand the test of time.


He maintained  that the land allocated for the project is not suitable for the structures put in place, adding that the contractor also failed to follow the laid down procedures for constructing buildings in the state.


According to him, this is a great loss but we thank God that no life was lost. The building is mightier than the land and materials used were not good enough”” We are going to present our report to the Deputy Governor the moment we leave this place and adequate steps would be taken.

The Oyo state government is going to deal with the culprits accordingly, it is not even likely that the owner of the building will get this space again because the person has to undergo necessary procedures”

A seven-storey building still under construction has caved in, killing at least two persons in the Lekki area of Lagos State.

The building, which collapsed on Sunday morning, is situated at Oba Idowu Oniru Street, near Sandfield Bus Stop, Lekki.

The cause of the collapse is still unknown, emergency workers and security operatives have already moved to the site to possibly rescue the trapped victims.

The Permanent Secretary, Lagos State Emergency Management Agency, LASEMA, Dr. Femi Oke-Osanyintolu, and Lagos Territorial Coordinator of the National Emergency Management Agency NEMA, Ibrahim Farinloye both confirmed the incident.

They also mentioned that six persons were trapped under the rubbles of the collapsed building where search and rescue operations have commenced at the site.

A building at Onipanu area of Lagos has reportedly collapsed.

This is barely two weeks afer a church building under construction collapsed opposite Number 17, Cardoso Street, off Martins Street in Mushin.

The incident occurred at about 1.07 am at Oke Arin street, off Shyllon Ilupeju but details could not be ascertained at press time.

The Permanent Secretary, Lagos State Emergency Management Agency, LASEMA, Dr Oluwafemi Oke-Osanyintolu confirmed the development.

One escapes death in Lagos collapsed building:

A female adult has reportedly escaped death at the scene of a building collapse that occurred at Number 15, Oke-Arin Street, Ilupeju/Palm Grove in Lagos State.

The abandoned Two-storey building reportedly collapsed to ground Zero in the early hours of Wednesday, July 13, 2022.

It was learned that the incident occurred due to the aging of the structure which had fast dilapidated.

However, the incident did not record any loss of life, just an adult male who sustained minor injuries and has been taken to the hospital for medical attention.

Vanguard gathered that the affected building has been cordoned off to prevent any threat.

In his updates about the incident, the Permanent Secretary, Lagos State Emergency Management Agency, LASEMA, Dr Oluwafemi Oke-Osanyintolu said, “Upon arrival at the incident scene, an abandoned 2 -storey building collapsed to ground zero.

“Further investigation revealed that, the incident occurred at about due to aging of the structure.

‘No loss of life’ . However, one adult male sustained a minor injury and has been taken to hospital.

“The affected building has been cordoned off in order to prevent any threat.

“Operation concluded and Cobra team heading back to base,”

Iran state media report says, people have been killed and dozens more are thought to be trapped after an unfinished building collapsed in south-west of the country.

The Iranian Red Crescent said rescue teams had pulled 32 survivors from the rubble of the 10-storey Metropol office block in Abadan.

Pictures showed that concrete floors and steel beams had fallen on to the street below, crushing several cars.

Officials said the cause of the collapse was being investigated.

Local prosecutor Hamid Maranipour said both the Metropol’s owner and the building contractor had been arrested.
State news agency Irna reported that the building was located on Abadan’s busiest commercial street, and that its lower floors had been open for a few days while construction work continued above.

Witnesses said the collapse, which happened at around 12:40 local time, 08:10 GMT, was sudden.

“I thought it was an earthquake at first,” Ahmad, a shop owner, told the Associated Press.

The Iranian Red Crescent said 17 rescue teams from Abadan and neighbouring cities rushed to the scene along with more than a dozen ambulances.

It initially feared that at least 80 people were trapped in the rubble, but after several hours rescuers lowered the missing to “tens” of people.

A building located at 4, Alayaki Lane, Lagos Island, collapsed in Lagos on Saturday during heavy rainfall, killing at least one person.

According to the Lagos State Emergency Management Agency, an unconfirmed number of people were still trapped under the rubble.“The Agency responded to the above incident which was already in violation of building safety protocols,” a statement signed by LASEMA’s Director-General, Dr Olufemi Oke-Osanyintolu, said.“It was discovered that the building had been captured by the LASBCA District Office and served with all Statutory Notices, Sealed at District and Central Enforcement Level.“Further investigation determined that the developer had continued clandestine operations mostly at night and at the weekends.“An unconfirmed number of people are still trapped inside the building.

Two people have been rescued alive while another was recovered dead.

A huge rescue operation is under way in Miami-Dade County, Florida, after a 12-storey residential building partially collapsed, killing at least one person.

According to report, rescuers are combing through the rubble, searching for survivors, and were seen pulling a boy out alive,as images from Surfside, north of Miami Beach, show a pile of debris on one side of the building.

One person died, at least eight people were injured and there are fears that others are trapped.

Miami-Dade Fire Rescue said they had sent 80 vehicles to the scene,while police are also assisting with the rescue operation.
