A group of activists in Delta State have demanded a review of certain provisions in the controversial Infectious Disease Bill 2020, which they say could lead to abuse of power and undermine constitutionally guaranteed rights of the citizens.

They made this known during a press briefing in Asaba, the state capital where they called on the National Assembly to suspend all matters relating to the bill pending the fight against Coronavirus to enable full public participation in the process.

The coordinator Delta State Civil Society Community, Mr Okezie Odughala, explained that the briefing was intended to highlight grey areas in the proposed Infectious Disease Control Bill before the upper and lower chambers of the National Assembly, especially as the affects the rights of the citizenry and to address avenues for abuse of power.

Mr Odugala faulted the timing of the bill which he described as austere in nature, noting that the CSOs in the state have begun to enlighten the public on the threats to their liberties if the bill is passed into law.

Similarly, a representative of Noble Delta Women for Peace and Development, Miss Benedicta Chukwuyem, was particular about sections 15, 16, 19 and 20 of the bill which she alleged poses a threat to freedom of the individual, religious freedom and liberty of association as enshrined in sections of the 1999 Constitution.

Also, Mr. Sylvester Itimi of the Civil Society Advance Forum and Sustainable Development listed other purported loopholes in the bill to include Sections 25 and 71 which gave undue leverage to disease controlling agencies where they could arrest an individual or designate a location as isolation center based on suspicion, stressing it could lead to abuse of power.

The stakeholders advocated an outright termination or complete overhaul of the gray areas in the Infectious Disease Control Bill including provisions for compulsory vaccination and payment of fees for the injections to conform to public interest.

Ekiti State Government says it will not hesitate to close any public or commercial institution that fails to observe all rules laid down to contain the spread of Coronavirus in the state.

The Secretary to Ekiti State Government and Chairman, Ekiti state Committee on the Containment of COVID-19, Mr Biodun Oyebanji made this known in a statement in Ado-Ekiti.

Mr Oyebanji who explained that the guidelines were consciously put in place to ensure a healthy and virus free society, maintained that anyone caught violating the rules would prosecuted for willfully endangering public health.

While noting that the guidelines would be reviewed on weekly basis to evaluate the level of compliance, Mr. Oyebanji said it was compulsory for commercial banks and other institutions provide hand sanitizers to their workers and customers, limit number of customers to maintain social distancing and ensure mandatory use of face-masks.

He warned that beer parlors, club, bars and social gardens were to remain closed, saying that anyone caught in a beer parlor would be prosecuted, both operator and customers.

There was an inter-religious prayers at the palace of Owa-Ale of Ikare Akoko, against the coronavirus pandemic as a substitute for the popular annual Aringiya Festival which was supposed to hold today in the ancient city but was cancelled as a result of the COVID-19 outbreak.

The maiden festival was cancelled for this year due to the government’s directive on social distancing to prevent further spread of COVID-19.

During the prayers held by few religious leaders, the Owa-Ale of Ikare, Oba Kolapo Adegbite-Adedoyin urged Nigerians especially Muslims, to use the ongoing Ramadan fast to seek the face of God for an early cure to the disease.

Oba Adegbite-Adedoyin said the Aringiya festival which has been used to celebrate maidens in the town for about 800 years now, was shelved this year in the interest of the people, as it usually attracted a large crowd.

The monarch who prayed for all inhabitants, sons and daughters of Ikareland, home and abroad, also sought God’s guidance for President Muhammadu Buhari and Governor Oluwarotimi Akeredolu in running the affairs of the country and Ondo state.

Owa-Ale advised the political class to imbibe tolerance and decorum for a hitch-free governorship election in the state which is set for October 10, this year.

Another case of coronavirus disease has been confirmed in Ondo state.

Commissioner for Health, Dr Wahab Adegbenro while confirming the latest case to Radio Nigeria said the patient, a woman was reported by a private hospital as a suspected case after which necessary test was conducted and it turned out positive.

Dr Adegbenro hinted that the patient had since been moved to the Infectious Disease Hospital along Igbatoro Road, Akure for treatment.

He said there was no plan to quarantine the private hospital but contact tracing had commenced to reduce the spread of the disease in Oke-Aro Community where the facility was situated.

Dr Adegbenro appreciated the private hospital for alerting government promptly urging other private health facilities in the state to emulate such step.

The latest infection now brings to twenty the total number of coronavirus in Ondo state out of which there are six active cases, thirteen discharges and one death.

In Oyo state, eleven COVID-19 patients at the Olodo Infectious Disease Centre in Ibadan have been discharged and certified free of coronavirus having tested negative twice. 

The patients consisting of three females and eight males were reintegrated back into the society after spending over two weeks at the centre.

Speaking with journalists while discharging the patients, the Coordinator of Isolation and Treatment centres in the state, Professor Temitope Alonge explained some of the treatment procedures used by the centre to boost the immunity of the patients to be free from the virus. 

Professor Alonge also said that thirty-two patients currently at the centre are in stable condition promising that the team would continue to do all within its power to ensure that the patients get well as soon as possible. 

Speaking on behalf of the patients, one of the transfer cases from Lagos who was also discharged expressed satisfaction about the care and concern showed by the medical team in assisting her defeat the virus.

The patient who is now free from Covid-19 commended the Oyo state government for its commitment in providing care and treatment for patients of COVID-19 in the state.

News Analysis

After weeks of total lockdown in some states including Lagos and Ogun, as well as Abuja, as a result of the Covid-19 pandemic, the Federal Government decided to relax the lockdown in Lagos and Ogun states, including Abuja for two weeks.

Residents of the affected cities did not hesitate to commence their daily activities on the first day of the relaxation, though restrictions on interstate travels, schools, religious and large gatherings remain.

Relaxing the lockdown and ensuring strict adherence to “Stay Safe” regulations, places a great task on the people and governments in observing and enforcing the regulations.

Or what can we say about commercial drivers who overload their buses despite several warnings for them to observe social distancing while carrying passengers.

The markets still witness large turnout of people without facemasks, shoving one another.

This also defeats the social distancing regulation.

President Muhammadu Buhari, in his latest nationwide broadcast, said the easing of the lockdown was to strike a balance between protecting public health and preserving livelihoods.

No doubt, the threat from the virus is far from being over, with over four thousand cases now recorded in Nigeria.

Now is the time for state governors to exercise their powers at enforcing the “Stay Safe” regulations.

For instance, Governor Nyesom Wike of Rivers state directed the demolition of a hotel that violated the lockdown order, while areas that flouted Covid-19 regulations were subjected to an indefinite lockdown.

The governor also constituted a task force to ensure compliance with the interstate travel protocols.

Also, state governors should be more vigilant, as many drivers conveying food items from the northern part of the country also smuggled passengers into some states.

Many state governments have come up with modalities to concerning the partial or total lockdown which included ban of commercial motorcyclists, fewer passengers in buses and taxis, hand-washing and sanitising at motor parks, controlled access to markets, allotting time-frame and schedules for business operations.

However, compliance by citizens and the ability of state officials to enforce the protocols are not forthcoming.

Despite the ban on interstate travels for those not on essential duties, many people not in this category still move from one state to another.

There is need for states to intensify public enlightenment campaigns, for people to know more about the dangers in violating the “Stay Safe” regulations.

The partial lockdown does not mean the nation has seen the end of the Covid-19 pandemic.

 In fact, the number of confirmed cases is increasing and if people fail to abide by all the regulations, there might be an explosion.

Now is the time for active testing and contact tracing measures, therefore state governors should set up the much-needed molecular laboratory test centres.

The Federal Government cannot alone provide the centres; therefore states should be actively involved.

The Director-General of the Nigeria Centre for Disease Control, Chikwe Ihekweazu, has hinted collecting samples for testing is the responsibility of state governments.

Lagos and Ogun states were the first states in the South that did not wait for the Federal Government before setting up testing centres, though some states have equally set up these centres.

Other governors should set up these centres now, while state health authorities should also stand on the front lines to ensure a collaborative response to the pandemic.

Countries hardest hit by the coronavirus have begun taking tentative steps towards easing lockdown, and as the country continues its fight against Covid-19, Nigerians should adhere strictly to guidelines issued by relevant agencies.

These guidelines include regular hand-washing, physical-distancing, wearing of face masks, taking body temperature in public places and avoiding non-essential travels, as it is widely believe that health is wealth.

A pregnant woman has reportedly died of coronavirus at the Federal Medical Centre (FMC), Abeokuta, Ogun State.

The woman was said to have visited the Obstetrics and Gynaecology unit of the hospital before the incident happened.

She was said to have developed coronavirus complications and tested for the disease but died before her positive report came out.

The woman was tested alongside two others, a male who tested positive and a female who tested negative.

The male patient had been reportedly transferred to the isolation centre at Ikenne while the remains of the woman had been deposited at the hospital morgue.

The Public Relations Officer of the hospital, Mr. Segun Orisajo, when contacted, said he could not confirm the incident.

The state Commissioner for Health, Dr. Tomi Coker also confirmed the death of the patient but said she was yet to be briefed on the results.

A journalist has tested positive for Coronavirus in Adamawa State.

The PUNCH reports that the journalist is the index case in the state.

It was learnt that the middle-aged journalist recently returned from Kano State and went into self-isolation.

The journalist subsequently submitted himself to health officials for screening and his result returned positive.

The journalist, who spoke with his colleagues from the state COVID-19 isolation centre, said, “Officials of the state COVID-19 Containment Team have informed me that my samples tested positive for the coronavirus.”

The National Association of Government General Medical and Dental Practitioners, NAGGMDP, has called for the expansion and easy access to Covid-19 testing across the country. 

In a statement in Osogbo, the Chairman, Osun State branch of the association, Dr Olufemi Oroge also advocated more government active roles in the quarantine of patients to contain the pandemic.

He stressed the need for the frontline responders in the pandemic to be adequately protected and motivated, while the security and dignity of all health workers must be given top priority in the current situation. 

Commending the Osun State government for its feat against Coronavirus infection so far, Dr Oroge advised health workers to always stay safe by observing standard and transmission-based precautions where necessary.

Christians have been encouraged to hold fast to their faith in Jesus Christ during this challenging period and beyond.

A cleric, Reverend Emmanuel Olubiyi of Assemblies of God Church, Apata Ibadan, made the call while speaking with radio Nigeria on the lockdown which has affected Sunday worship services.

Reverend Olubiyi who noted that coronavirus pandemic was a face in human history, said Christians should renew their faith in Christ believing that the present situation would soon be surmounted.

The cleric also implored Christians to be more fervent in their prayers and remain sources of encouragement to others during the challenging period.

Reverend Olubiyi, added that the outbreak of the disease was a signal that the end was close, hence the need for all to always reflect on their deeds.

Meanwhile, churches are still in compliance with government’s directive regarding ban on gatherings of more than ten people as most churches remain locked.

Federal and State governments affected by the lockdown to curb the spread of coronavirus in the country need to consider the wellbeing of Nigerians in the implementation of the 14 days extension of the lockdown. 

A public affairs analyst, Mr Phil Aragbada stated this while reacting to President Muhammadu Buhari’s speech to Nigerians on the update of COVID-19 pandemic. 

Mr Aragbada said it was the responsibility of government to ensure safety of lives and property but in carrying out such responsibilities, the wellbeing of every citizen must be considered to avoid hunger and its adverse effects. 

While commending the President’s promise to introduce more measures to encourage the health workers in the frontline, Mr Aragbada challenged government to also ensure rewarding incentives for journalists both in government and privately owned media, considering their roles in information sharing at curbing the spread of COVID-19.

Mr Aragbada appealed to Nigerians to be patient with government, stressing that with all hands on deck the country would successfully overcome the current challenged posed by COVID-19 epidemic.

The Inspector General of Police, Mr. Mohammed Adamu has ordered the immediate deployment of additional intelligence and operational assets of the Force to the border communities between Lagos and Ogun States.

The efforts according to a statement signed by the Force Public Relations Officer, Force Headquarters, Abuja Mr. Frank Mba was to strengthen security and bolster public confidence over the recent activities of hoodlums and street urchins in the area.

The Intervention Team comprising of the Police Mobile Force Units, Federal Special Anti-Robbery Squad, Intelligence Response Team, and the Special Tactical Squad are being coordinated by a Deputy Inspector General of Police, Mr. Babatunde Ogunyanwo.

Mr. Ogunyanwo is the DIG in charge of the Department of Research and Planning of the Force and is also the coordinating DIG for South-West Geopolitical Zone.

He is to oversee the deployments of the additional assets to enhance public safety, public confidence and general security in the two States.

Meanwhile, the Inspector General of Police has ordered Commissioners of Police across the country to immediately rejig the security architecture in their various Commands to effectively tackle all emerging crimes associated with the COVID-19 lock-down.

They are also to intensify patrols around residential areas, markets, shopping malls and all critical national infrastructures in their jurisdictions.

The Assistant Inspectors General of Police in the twelve Zonal Commands have also been directed by the IGP to bring their supervisory role to bear by ensuring that the Commands under their Zones are safe and secure for the citizenry to live and thrive.

Oyo State Governor, Engineer Seyi Makinde has tested negative for Coronavirus.

At the verified governor Makinde tweeter handle, the governor said he had received his second negative test result for COVID-19. 

He said he was moved by prayers and support of the people throughout the period.

Governor thanked Professor Temitope Alonge, who acted as Head of the Oyo State COVID-19 Task Force and other members of the Task Force for their cooperation.

Governor Makinde promised to resume today as Head of the Task Force.

Oyo State Governor, Engineer Seyi Makinde wants residents of the state to obey rules and regulations guiding the prevention and spread of Coronavirus pandemic.

Governor Makinde who stated this during a phone-in segment of a Radio Programme in Ibadan clarified that he truly tested positive for coronavirus.

The governor said though he was in self-isolation but would still be working with the state’s task force on Covid-19 to contain the spread of the virus.

Governor Makinde said those who had contact with him have been asked to self-Isolate with a view to testing their sample. 

Governor Makinde said virology department of the University College Hospital, Ibadan is now fully operational for suspected victims to be monitored and managed.

He therefore urged residents of the state to imbibe hygienic practices to prevent the disease and promised that the Olodo infectious isolation center would finally be put in place before the end of this week.

All twelve suspected cases of covid-19 in Ondo State have tested negative.

The suspected cases included alleged case at Agadagba Obon in Ese-Odo Local Government Area of the State.

This was revealed during a meeting between Governor Oluwarotimi Akeredolu and the state Inter-ministerial Committee on covid-19 in Akure the state capital.

The chairman of the committee and commissioner for health, Dr. Wahab Adegbenro said the state remained covid-19 free.

Meanwhile, Governor Oluwarotimi Akeredolu has ordered total closure of all markets across the state until further notice.

A statement by the state’s commissioner for Information and Orientation, Mr Donald Ojogo blames the new order on the refusal of some residents to stay at home.


The statement indicates that the total ban on all markets irrespective of any item takes effect from tomorrow until further notice.


The State government had earlier ordered partial closure of markets but excluded life-saving items such as food, water and medicines before the new order.



This is to further stem the spread of covid-19 pandemic.
