Policymakers, activists, traditional leaders, and development partners have called for technology-driven action to eliminate female genital mutilation, FGM, describing it as a persistent human rights violation that demands scalable, innovative solutions.

The call dominated a multi-sectoral symposium in Ibadan held as part of activities marking the 16 Days of Activism Against Gender-Based Violence (GBV).

The event, themed “Leveraging Technology to End Gender-Based Violence,” took place at the Oyo State Local Government Training Centre, Government Secretariat, Agodi.

Delivering the keynote address, Commissioner for Women Affairs and Social Inclusion, Mrs Toyin Balogun, said FGM remains both a public health emergency and a gross violation of women’s rights despite progress in legislation and advocacy.

“While progress has been made through legislation and advocacy, the deep-rooted cultural beliefs sustaining FGM require smarter, more scalable interventions. Technology offers us unprecedented tools for education, reporting, and support,” she said.

Mrs. Balogun commended collective efforts that have reduced FGM prevalence in Oyo State from 68 percent to 18 percent, describing the development as evidence of the effectiveness of coordinated action.

Also speaking, UNFPA Gender/FGM Analyst for the South West, Mrs Uzoma Ayodeji, said Nigeria remains one of the countries with the highest number of FGM cases globally, with notable prevalence in several states, including parts of Oyo.

“Technology can bridge gaps in data collection, real-time monitoring, and access to sexual and reproductive health services for survivors,” she said.

Earlier, Director of the Centre for Comprehensive Promotion of Reproductive Health (CCPRH), Emeritus Professor Oladosu Ojengbede, presented a draft action plan to the commissioner.

He explained that the proposal outlines a coordination framework, a Ministry/SGBVRT-led technical review, and pathways for integrating digital platforms into both review and implementation.

“We must ensure that technology does not only gather data but triggers action and accountability,” Professor Ojengbede said.

Traditional institutions and community-based organisations at the symposium pledged to intensify awareness campaigns using WhatsApp groups and other digital platforms to amplify anti-FGM messaging.

Participants drawn from the health, education, justice, and traditional sectors also examined integrated approaches to prevention, reporting, and survivor support.

The symposium was organised by the Oyo State Ministry of Women Affairs and Social Inclusion in collaboration with CCPRH, with support from the United Nations Population Fund (UNFPA).

As the 16 Days of Activism continue, Oyo State has positioned itself as a leading force in the fight against gender-based violence, leveraging innovation, collaboration, and sustained political commitment.

President Bola Tinubu has requested from the Senate the approval to deploy troops to the neighbouring Republic of Benin as part of a peace mission following a failed coup attempt against President Patrice Talon.

The move comes two days after rogue soldiers briefly seized control of a TV station in Cotonou, Benin’s economic capital, before being repelled by government forces.

The request was presented in a letter read by Senate President Godswill Akpabio during plenary on Tuesday, as captured in a live broadcast aired on National Assembly TV.

Reading the president’s letter aloud, Akpabio explained the request for military support to stabilise the region.

He read, “Distinguished Senate President, request for the consent of the Senate for the deployment of Nigerian troops to the Republic of Benin for a peace mission.

“Pursuant to Section 5, Subsection 5, Part 2 of the Constitution of the Federal Republic of Nigeria as amended, I seek, further to consultation with the National Defence Council, the consent of the Senate for the deployment of Nigerian troops to the Republic of Benin. This request is made further to a request received from the Government of Benin Republic for the exceptional and immediate provision of air support by the armed forces of the Federal Republic of Nigeria.

“The distinguished Senate may wish to note that the Government of the Republic of Benin is currently faced with an attempted unconstitutional seizure of power and the disruption and destabilisation of democratic institutions. The situation, as reported by the Government of Benin, requires urgent external intervention. The distinguished Senate considers the close ties of brotherhood and friendship which exist between Nigeria and the Republic of Benin, as well as the principles of collective security upheld within ECOWAS.

“It is our duty to provide the support as requested by the Government of the Republic of Benin. While it is my hope that the Senate will consider and approve this request expeditiously, please accept, distinguished Senate President, distinguished Senators, the assurances of my highest consideration and personal regards. Yours sincerely, Bola Ahmed Tinubu, President, Commander-in-Chief, Armed Forces of the Federal Republic of Nigeria.”

Judiciary

By Funmi Ojo

Osun state Governor, Senator Ademola Adeleke says his administration is not responsible for the ongoing strike by the Judiciary Staff Union of Nigeria, JUSUN, in Osun State.

‎In a statement by his Spokesperson, Mallam Olawale Rasheed, the Governor while reacting to allegations made by the Forum of Nigerian Bar Association, NBA, branches in Osun State, said the paralysis of the state judiciary was caused by the alleged failure of the Chief Judge to convene statutory meetings of the Judicial Service Commission, JSC.

‎The NBA, in a petition dated December 8, had accused the Governor and his appointees to the JSC of contributing to the crisis within the judiciary.

‎The government described the allegations as misrepresentations, stating that Governor Adeleke remains committed to constitutional governance and the smooth functioning of the judiciary.

‎According to the statement, the shutdown in the judiciary was not due to a refusal by government-appointed members of the JSC to participate in meetings, but rather the Chief Judge’s persistent refusal for two years to convene any meeting of the Commission as required by law.

‎The statement recalled the Governor’s intervention during the last JUSUN strike in February 2024, when he met with the JUSUN national leadership to resolve their grievances, which led to a tripartite Memorandum of Agreement (MOA) signed on February 16, 2024, between JUSUN, the State Government, and the Judiciary.

‎The MOA included commitments to reinstate suspended staff, convene JSC meetings, process promotions, pay robe allowances, withdraw pending litigations, and develop a new scheme of service for judiciary staff.

Judiciary

By Adenitan Akinola

The Forum of Nigerian Bar Association (NBA) Branches in Osun State has said that the ongoing shutdown of the judicial arm of government may plunge the state into a constitutional crisis capable of inviting a declaration of a state of emergency if urgent steps are not taken.

In a strongly worded letter addressed to Governor Ademola Adeleke and other top state officials, the association described the prolonged industrial action by the Judiciary Staff Union of Nigeria (JUSUN) as a direct threat to law, order and democratic stability.

“We want Your Excellency to note that the prolonged paralysis of the Judiciary may also attract escalated Federal attention, considered as inability of the State to maintain law and order through its Judicial institutions and lead to constitutional breakdown, which, in extreme scenarios, may justify a declaration of a state of emergency, which we do not pray for in Osun State.” The NBA said.

The letter, dated December 8, 2025, and signed by Mauruf Adeniran, Chairman Osogbo, Niyi Akinsola Chairman Ikirun, F.O Ajani Chairman Iwo, Ayodele Olawoye, Chairman, Ife and Raymond Oki Chairman, Ilesa branches, called for immediate intervention to avert what it termed a looming breakdown of governance.

The crisis began on September 22, 2025, when JUSUN embarked on an indefinite strike over unpaid allowances, delayed promotions and the alleged non-sitting of the Judicial Service Commission (JSC).

Since then, all courts in the state have remained closed, leaving litigants stranded, commercial transactions halted and criminal justice completely stalled.

According to the NBA, its various branches have made several attempts at brokering peace, including holding meetings with JUSUN leadership, the Chief Judge, and the Attorney-General.

The association blamed the stalemate mainly on the alleged refusal of government-appointed members of the Judicial Service Commission to honour invitations to attend a meeting convened by the Chief Judge, Honourable Justice Oyebola Adepele Ojo.

This development, the lawyers said, had crippled the only lawful platform through which JUSUN’s grievances could be deliberated upon and resolved.

“Despite those extensive efforts, no concrete progress has been made, as the JSC has continued to fail to sit due to the refusal of government-appointed members to attend the convened meeting.”

The NBA warned that the absence of a functional judiciary amounts to a direct assault on the rule of law, saying that more troubling, is the fact that the situation has left Osun State exposed to heightened criminality, human rights violations and economic stagnation, posing serious security risks.

In the letter, the Bar leaders stressed that the paralysis of the judicial system could attract the attention of the Federal Government. According to them, when a state is unable to maintain law and order through its judicial institutions, it may be considered to be in constitutional distress an extreme situation that can justify a declaration of a state of emergency.

The association noted that such a scenario would be detrimental to Osun’s image, economy and political stability and urged the governor to act swiftly to avoid forcing the state into the hands of federal emergency administrators. “We do not pray for this in Osun State,” the association emphasized.

The NBA further explained that the judiciary was not just another arm of government, but the stabilizing pillar of democracy. Its continued shutdown threatens the very foundation on which justice, peace and good governance are built. “When it is shut down, the State itself becomes exposed and vulnerable,” the letter added.

The lawyers therefore urged Governor Adeleke to direct JUSUN to suspend the strike and return to work within seven days. They also demanded assurances that the union’s grievances would be addressed through a time-bound and transparent process jointly supervised by the JSC and the Bar.

Additionally, the association called on the governor to immediately mandate the Attorney-General and all JSC members appointed by him to attend all meetings convened by the Chief Judge. Such action, they said, is necessary to restore the Commission to full operation and rekindle public confidence in government.

Governor Seyi Makinde of Oyo State has approved the payment of 13-month salary to the state workers for the seventh year running.

The governor has also approved the payment of outstanding salaries and minimum wage arrears to staff of Ladoke Akintola University of Technology (LAUTECH) Teaching Hospital, Ogbomoso.

The governor stated this while inaugurating the Governing Board of the Teaching Hospital at the Executive Chambers of the Governor’s Office, Secretariat, Agodi, Ibadan.

He gave an assurance to resolve the issue of LAUTECH lecturers embarking on strike soon.

Governor Makinde equally tasked the newly inaugurated Governing Board to revamp the Oyo Annex of the Teaching Hospital within 12 months, promising that the state government would give necessary support to the board to make the facility operational.

“You have been selected or nominated based on merit. The Chairman of the Governing Board, Professor Banji Oyelaran-Oyeyinka, is an accomplished individual. He has been everywhere, and a lot of people, associations and organisations are looking for him. So thank you, Prof, for agreeing to serve your state.

“Prof has developed a roadmap, and he has asked me when can we sit down and agree on this so that he can start implementation.

“Also, I have been trying to see Prof. Ayodeji Omole, Chairman of LAUTECH Governing Council, for a while now because I have been reading about the lecturers either going on strike or not going on strike. I haven’t really taken a deeper dive into what is going on in there. So, I hope in the next one or two days we will be able to see what is going on.

“When I came to LAUTECH Teaching Hospital, I made a promise about the issues around the minimum wage arrears, and all of that. And a lot of your people have been asking ‘what’s the situation because we haven’t received the alert?’ Let me explain. I made that pronouncement and I expected it to be implemented, but they came back and said, ‘Well, we have to follow due process.’ I am happy to report that just this morning, I signed the salary file for the December salary and the 13th month salary. All those arrears were included.

“So they should rest assured. I can also announce here that just like we did last year, and just like we have been doing since 2019, there will be 13th month salaries as well.”

Speaking on behalf of the Governing Board, the Chairman, Professor Oyelaran-Oyeyinka, thanked the governor for the opportunity to serve and assured of the board’s readiness to complement government efforts with policies that would transform the LAUTECH Teaching Hospital to a world-class facility.

Retirees in Ogun State have described the current Contributory Pension Scheme, CPS, as an unfriendly policy that does not meet their expectations.

The retirees, who staged a peaceful protest at the Governor’s Office, Oke-Mosan, Abeokuta, carried placards with inscriptions such as “Mr Governor, Please Save Our Souls,” “No to CPS,” and “CPS is Killing, Give Us DBS.”

Speaking on behalf of the aggrieved pensioners, Mr. Daniel Akanji said those who retired from the state service in July 2025 were facing severe financial hardship under the scheme, alleged that government had failed to meet its obligations, including non-remittance of almost 18 years of their deductions into the scheme.

The protesters appealed to the state government to disengage the policy or suspend it entirely, noting that past administrations had delayed similar policies in the interest of workers’ welfare.

They lamented that the current scheme had brought untold hardship, with many retirees unable to meet basic family, health and daily needs.

Responding, the Permanent Secretary, Bureau of State Pensions, Mrs. Arinola Adetayo, said all issues relating to the Contributory Pension Scheme had been addressed, noting that retirees were already benefiting from the state government’s palliatives.

Mrs. Adetayo added that arrears of CPS deductions, including returns on investment, were being paid into retirees’ Retirement Savings Accounts, RSA, for those who had submitted the required documents.

Japan has protested after Chinese fighter jets locked radars on Japanese aircraft as tensions between the two nations worsened.

Locking radar onto an aircraft is considered a threat because it can signal a potential attack. Japan said there were two such incidents Saturday off its southern Okinawa islands.

Japan said it scrambled fighter jets in response to the Chinese J-15 fighter jets, while Beijing accused Tokyo of “harassing” its forces during a training exercise. No injuries or damage were reported.

Diplomatic ties between Japan and China have spiralled since last month, after Japanese Prime Minister, Sanae Takaichi suggested that Tokyo could take military action if Beijing attacked Taiwan.

Beijing views self-governed Taiwan as part of its territory and has not ruled out the use of force to “reunite” with it.

Both sides have since engaged in increasingly hostile rhetoric towards each other, with the widening rift affecting daily life for citizens in both countries.

Last week, China and Japan’s coast guards gave conflicting accounts of a confrontation near disputed islands in the East China Sea.

A Japanese defence ministry official said the intention of the Chinese J-15 jets was “unclear”, but added that there was “no need” to lock on to the Japanese planes if their intention was to locate other aircraft.

The J-15 jets, which were launched from China’s Liaoning aircraft carrier, first locked its radar on Japanese jets at 16:32 local time on Saturday (07:32 GMT) and again at around 18:37.

The official added that the Japanese aircraft “did not do anything that could be considered a provocation”.

“It is extremely regrettable. Japan has strongly protested to the Chinese side, and we firmly requested measures to prevent recurrence,” Takaichi told reporters Sunday in Wajima, Ishikawa prefecture.

“We will respond calmly and resolutely,” she said.

The Chinese navy however said Japan’s claim was “completely inconsistent with the facts” and told Tokyo to “immediately stop slandering and smearing”. It added that its training exercise in the area had been previously announced.

This comes two weeks after Japan scrambled aircraft when a suspected Chinese drone was detected off Yonaguni, island near Taiwan. Tokyo has said it is planning to deploy missiles from Yonaguni in a move that has angered Beijing.

A month of heightened tensions have seen China ask its citizens to avoid travelling to Japan.

China has also banned the importation of seafood from Japan and suspended the screening of popular Japanese films.

A fire at a popular nightclub in India’s coastal region of Goa has killed 25 people, local officials say.

Police believe a gas cylinder exploded in the kitchen of the Birch nightclub, located near a popular beach. The venue was packed with revellers who had come to hear a Bollywood DJ.

Four people from the same Delhi family and 21 staff were among the victims, Goa police said, adding that most had died of suffocation.

The nightclub’s manager has been arrested and an arrest warrant for the owner has been issued.

Goa is a former Portuguese colony on the Arabian Sea. Its nightlife, sandy beaches, and resorts attract millions of tourists annually.

Eyewitnesses told the BBC of scenes of panic in the bustling nightlife area. Another eyewitness said that it was a usual Saturday night and holidaymakers were enjoying themselves.

He said: “I was outside the club when I heard screams, I didn’t initially understand what was going on.

“In a bit, it became clear that a massive fire had broken out. The scenes were just horrific.”

Though the main entrance is wide, the crossing on the small lake leading to the main structure is narrow and that made it difficult for firefighters to reach the spot.

The BBC saw what appeared to be melted remains of chairs, tables and plants in one corner of the club.

Local police chief Alok Kumar said the fire had been concentrated in the kitchen area on the ground floor.

Goa’s Chief Minister Pramod Sawant told journalists three people had died from burn injuries, while others died of suffocation. Six people are in a stable condition in hospital.

A chef who works at a nearby venue told the BBC he knew some of the workers at the Birch club.

“People from all over the country and also from Nepal work in different clubs in Goa,” he said.”I am really worried for some people who I knew at the club. Their phones are off.”

On Sunday emergency teams were combing through the charred wreckage. An inquiry into the cause of the fire has been launched, the chief minister said.

“Those found responsible will face most stringent action under the law – any negligence will be dealt with firmly,” Dr Sawant said.

Prime Minister Narendra Modi called the Goa fire “deeply saddening” in a post on social media.

Republic of Benin’s government said on Sunday its armed forces had foiled a coup attempt after a group of soldiers in the West African nation claimed on national television to have seized power.

The attempted coup was the latest threat to democratic rule in the region, where the military have in recent years seized power in Benin’s neighbours Niger and Burkina Faso, as well as Mali, Guinea and, only last month, Guinea-Bissau.

At least eight soldiers, several holding weapons, went on state television on Sunday morning to announce that a military committee led by Colonel Tigri Pascal had taken over and was dissolving national institutions, suspending the constitution and closing air, land and maritime borders.

“The army solemnly commits to give the Beninese people the hope of a truly new era, where fraternity, justice and work prevail,” said a statement read by one of the soldiers.

A few hours later, Interior Minister Alassane Seidou said the West African country’s armed forces had thwarted the attempted coup.

“Therefore, the government urges the population to go about their business as usual,” he said.

Foreign Minister Olushegun Adjadi Bakari had earlier told Reuters that “a small group” of soldiers had attempted to overthrow the government but that forces loyal to President Patrice Talon were working to restore order.

He said the coup plotters had only managed to take control of state television, which was cut after the soldiers read out their statement. It resumed broadcasting shortly afterwards, allowing the interior minister to read his statement saying the coup bid had been foiled.
West Africa’s regional bloc ECOWAS and the African Union condemned the coup attempt.

In Adamawa, officers seized over 1.5 million tramadol and exol-5 capsules hidden in bags of slippers, while additional arrests followed in Kano and Niger States.

Major cannabis warehouses in remote forests were destroyed in Ekiti and Ondo States, where more than 68,000kg of cannabis was either seized or set ablaze. Five suspects were arrested in Igoba forest, Ondo, with 5,442kg recovered.

The NDLEA also continued its drug education campaigns in schools and communities under the WADA initiative.

A group of soldiers on Republic of Benin’s national television claimed to have seized power in the West African nation on Sunday, the latest threat to democratic norms in the unstable region.

“The army solemnly commits to give the Beninese people the hope of a truly new era, where fraternity, justice and work prevail,” said a statement read by one of the soldiers who was flanked by half a dozen others, several wearing helmets.

“The constitution is suspended. All institutions are dissolved (and) political party activities suspended until further notice.

“A government spokesperson did not immediately respond to a request for comment. The announcement came as Benin Republic was preparing for a presidential election next April that would mark the end of the tenure of incumbent Patrice Talon, in power since 2016.

The country’s ruling coalition had nominated Finance Minister Romuald Wadagni to be its candidate, positioning a man seen as a key architect of its economic policies to pursue the administration’s current reform agenda if elected.

Talon’s decision to step down after two terms was a rare move in the West and Central Africa region where democratic norms are increasingly under pressure.

A coup last month in Guinea-Bissau was the ninth in the region since 2020.

However, Talon’s entourage said Talon, who has been president of the west African nation for 10 years and is due to step down in April, was safe.

“This is a small group of people who only control the television. The regular army is regaining control. The city and the country are completely secure,” his office told AFP.

The attack is the latest in a string of mass shootings that have shaken the country of 63 million, South Africa Broadcasting News reports.

She explained that ten victims died at the scene, while another succumbed to injuries in hospital. The attack also claimed the lives of a 12-year-old and a 16-year-old pupils.

Mathe described the incident: “Quite an unfortunate incident. Police were only alerted to this incident at around 6 o’clock.”

Authorities said three gunmen entered the premises at around 4:30 am (0230 GMT) and indiscriminately opened fire on a group of men who were drinking. The motive remains unknown, and no arrests have been made.

South Africa, the continent’s most industrialized nation, continues to grapple with entrenched crime and corruption driven by organised networks. While many citizens own licensed firearms for personal protection, illegal guns are widespread.

Police data indicates that between April and September, an average of 63 people were killed each day, highlighting the scale of the country’s ongoing violence.

Mathe added that investigations are ongoing.

She concluded, “We are still investigating the motive, but as I’ve indicated, maximum resources have been deployed to arrest those that are behind this incident.”

Oyo State governor, Engineer ‘Seyi Makinde says his administration will continue to strengthen the security architecture of the state in order to secure the lives and properties of residents.

The governor, who was represented by the Deputy Governor, Chief Bayo Lawal, stated this at the commissioning of the Moniya Area Command Headquarters of the Nigeria Police Force, which was reconstructed by Akinyele Local Government.

The governor also commissioned two motorised boreholes situated at the Rehabilitation Centre for the Physically Challenged in Isabiyi Ward 6 and Akuro Community, Olorisaoko, Ward 11.

Governor Makinde maintained that the construction of the new Area Command of the Nigeria Police in Moniya was part of the commitment of the government to securing lives and properties in the state.

He highlighted that Moniya and, indeed, Akinyele Local Government, is rapidly becoming a centre of attraction with massive urban expansion due to several vast infrastructure development projects of the state government, including the ongoing Circular Road, the Ilutuntun Business District and the Dry Port, among others.

The Governor stated that these projects have and would continue to attract more people to the council and that the government must expand its capacity to secure the people, a development he noted was demonstrated by the construction of the police area Command headquarters in Moniya.

While stating the strategic importance of the project, the governor added that the infrastructure development has projected Akinyele Local Government economically, noting that it requires robust security to ensure both public safety and a stable environment for investment.

In a remark, the Commissioner of Police, Oyo State Command, CP Femi Haruna, who was represented by the Deputy Commissioner of Police, Isiaka Salahudeen, urged the residents of the state to cooperate with the government by providing useful information to security agencies to tackle insecurity and other social vices in their communities.

He assured the residents of the police’s readiness to work with other security agencies to support the government to progress and achieve good results.

Earlier , the Chairman, Akinyele Local Government, Akinwole Akinleye, said the area Command of the Nigeria Police Force in Moniya was meant to reposition the command to secure borders and safeguard the people of the state.

He added that the newly built area command has facilities that would enable police to effectively perform the task of tackling security issues associated with urbanisation.

Fresh deadly border clashes have broken out between Pakistan and Afghanistan’s Taliban forces, with both sides accusing each other of breaking a fragile ceasefire.

Residents fled the Afghan city of Spin Boldak overnight, which lies along the 1,600-mile (2,574 km) border the two countries share.

A medical source in the nearby city of Kandahar told BBC Pashto a local hospital had received the bodies of four people. Three injuries have been reported in Pakistan.

Sporadic fighting has repeatedly broken out between the two in recent months, while Afghanistan’s Taliban government has also accused Pakistan of carrying out air strikes inside the country.

Both sides have confirmed they exchanged fire overnight but each blamed the other for beginning the four hours of fighting.

Mosharraf Zaidi, a spokesperson for Pakistan’s Prime Minister Shehbaz Sharif, accused the Taliban of “unprovoked firing”.

Meanwhile, a Taliban spokesperson said Pakistan had “once again initiated attacks” and said it was forced to respond.

Footage from the area showed a large number of Afghans fleeing on foot and in vehicles, with people in neighbouring towns also leaving in fear of the renewed fighting spreading.

The overnight clashes came less than two months after both sides agreed to a ceasefire mediated by Qatar and Turkey.

It ended the worst fighting between Pakistan and the Taliban since the group returned to power in 2021, though tensions have remained high.

The government in Islamabad has long accused Afghanistan’s ruling Taliban of giving shelter to armed groups which carry out attacks in Pakistan.

The Taliban government in Afghanistan denies the accusation and has accused Pakistan of blaming others for their “own security failures”.

Sources familiar with the talks told BBC News that both sides had agreed to continue with the ceasefire.
