Commissioner of Police in Oyo State, Mr Adebowale Williams while felicitating with the Christian faithful has assured of adequate security measures to ensure a crime-free environment during and beyond the Easter festivities.

The police commissioner stated this while briefing his officers and men on their preparations towards Easter Celebration at the Police Headquarters, Eleyele, Ibadan. 

Mr Adebowale said the command’s spotlight during this period shall be beamed extensively on critical infrastructures, places of worship, recreation centres, public spaces, correctional facilities, media houses, financial institutions, all connecting routes and major highways leading inwards and outside the state.

Consequently and in line with Standard Operational Practices, SOP, the commissioner explained that he has directed Area Commanders, Divisional Police Officers, Heads of Tactical teams and formations throughout the command to lead security operations from the frontline.

He said these shall include; intelligence-led convoy patrols, intensive stop-and-search, surveillance routines around critical infrastructures/residential areas and also purposeful raids to rid criminal elements.

He explained that the command had also increased layers of supervision for its field operatives to provide the necessary guidance and as well ensure optimum professionalism while discharging their statutory duties in tandem with respect to the rights of residents.

While reiterating the command’s commitment towards a safer and more secure Oyo State, the police commissioner appealed to residents to continue cooperating with the officers and men of the command and be relentless with the provision of actionable, credible and timely information to help nip crime in the bud.

Ahead of the Governorship and State Assembly Elections, security agencies in Oyo State have assured the citizens of a safe and secure atmosphere before, during and after the exercise.

This was contained in a communique released by heads of security agencies and paramilitary organizations at the end of its strategic security meeting held at Police Headquarters, Eleyele Ibadan, in preparation for the Saturday’s elections.

Briefing newsmen at the end of the meeting, the Commissioner of Police in Oyo State, Mr Adebowale Williams said all the security agencies have synergised to collectively ensure that the security architecture was restructured and re-modified to clamp down on any criminal acts in the state during elections.

Mr Adebowale said this would be the second meeting after the Presidential/National Assembly Elections where they reviewed their performances with a view to having a better and a near perfect outing on Saturday’s Governorship and House of Assembly Elections.

“On behalf of the Oyo State Heads of Security Agencies I want to applaud your support and cooperation so far. We equally appreciate your inspiring commendations and appraisals which for us means more commitment towards the protection of democratic values in the state.”

The police commissioner explained that all Heads of Security Agencies and Paramilitary Organizations in the state wished to inform residents that more pre-emptive measures towards the protection of lives and property have been emplaced towards the overall success of the Saturday’s elections.

“Residents shall witness a complete overhaul of the present security architecture to accommodate more inclusive measures effective this moment.”

He said part of the measures being put in place include joint visibility patrols, raids of black spots, coordinated intelligence surveillance as well as close monitoring of habitual criminals.

“Also, included in the new security schedule is the involvement of cyber-forensic experts to handle cyber-related offences especially circulation of fake and unverified news in other to heat up the polity as violators would be sanctioned in accordance with the provisions of sec 24(1)(b) of the Cybercrime, Prohibition, Prevention Act of 2015.”

“In a bid to secure a safe and conducive environment for electorates in the interest of Public Order and Safety, the extant ban on VIP escorts, accompanying their principals to polling units, Use of sirens and revolving lights by unauthorized persons. Tinted glasses and covered number plates, and Vehicular restrictions from 1201hrs (12:01AM Election Day) till 1800hrs (6:00pm) of same. i.e. Saturday 18/03/2023.”

He noted that vendors of food, alcohol and other consumables would not be allowed to operate around polling units and wards to deter vote buying.

“Going armed is a criminal offence and would be viewed seriously on Election day. i.e. Don’t be caught with as little as a knife in your pocket.”

Mr Adebowale also advised residents against placing objects such as bricks, wooden materials or stones on streets and major roads under the guise of recreation as it might debar immediate intervention during times of distress.

“In furtherance of the above, it is advised that post-election celebrations should be done in moderation, devoid of inciting utterances and provocative gestures that could lead to an eventual breach of peace.”

“Penultimately, parents, guardians and leaders wielding degrees of influence in the society are once again enjoined to prevail on their children, wards, protégés against being used as expendable objects of disruption in Saturday’s Gubernatorial & House of Assembly Elections as stiff sanctions await all violators in accordance with all relevant laws.”

Commissioner of Police in Oyo state, Mr Adebowale Williams has called on the public, especially youths to be of good conduct and shun any act of violence that could truncate their future plans.

The police commissioner stated this at the police headquarters, Eleyele, Ibadan, while receiving Members of the Oyo State Youth Parliament, an offshoot of the National and State Assemblies, established under the 2019 Youth Policy Act.

Mr Williams appealed to the group to use its degree of influence to prevail on the Youth population domiciled across the State against being used by desperate Politicians to distrupt the forthcoming Gubernatorial elections as Commensurate sanctions would be meted out on them.

The police commissioner also reminded them that the relative peace and tranquility in Oyo State was a thing of pride and Law enforcement would never allow it to be meddled with by unpatriotic agents of anarchy and Chaos.

“The police will not relent on its oars to secure lives of property of the citizens but people, especially the youths must collaborate with police and sister agencies to collectively rebirth a safer atmosphere’

“Security jobs is everybody’s responsibility, hence the need for the public to compliment the security personnel by giving out useful informations on how to police effectively”

The police commissioner, therefore, thanked the Parliament for their support and cooperation with the Police and urged them to partner all security agencies by being the ears and eyes of the law in thier environments.

Earlier, the Speaker of the Parliament, Mr Isreal Fawole said the visit became imperative to identify with the Oyo state Police command for professionalism displayed during the just concluded Presidential and National Assembly Elections.

Mr Fawole said the wave of reforms initiated by the Inspector General of Police, Usman Baba, had begun having a positive effect across various Police Commands and Formations.

He stated further that the Parliament appreciated police commissioner for the display of courage, professionalism and patriotism by men of the Command by resisting the vices of unscrupulous elements and agents of anarchy from turning Oyo State into their playground.

Mr Fawole therefore called for the continuation of cohesion, coordination and Professionalism during the March 11 Governorship and House of Assembly elections to maintain law and order before, during and after the exercise.

In attendance at the visit were; the Commissioner of Police, Oyo State Police Command, Adebowale Williams, Deputy Commissioners of Police, Mr Garuba Ahmed and Mr Jimoh Moshood, the Speaker of the Youth Parliament, Mr Isreal Fawole and other Executive Members of the Parliament.

The Nigeria Police Force has assured the entire citizens of a secure and safe society before, during and after tomorrow’s elections.

Deputy Inspector General of Police in charge of the southwest, Mr Babatunde Kokumo stated this while briefing the officers and men of the Oyo State Command, Eleyele on what is expected of them during the elections. 

The DIG said the Police remain the lead agency in internal security affairs and would always be ready to partner with sister agencies in ensuring adequate security for lives and property. 

“We will always play the lead role, officers should not relinquish this leadership role and don’t allow it sleep off you”

“We are Police, we will play the leadership role, policing is a civil Force and not a brutal force, hence the need to be civil while executing their statutory responsibilities and should be at all times have respect for people’s human rights”

“The Inspector General of Police,  Usman Baba had deployed personnel on the ground, air surveillance in synergy with Nigerian Airforce and deployment on waterways through the Nigeria Police marine unit that would work in synergy with the Nigerian Navy”

DIG Kokumo, therefore, called on officers and men that would be on the ground at polling units to use minimum force where applicable in order not to scare the electorates away.

The DIG, therefore, called on officers to always be ready to render assistance to the vulnerable at the polling units and they include the aged, expectant mothers and people with disabilities for easy access. 

On his part, the Commissioner of Police in Oyo state, Mr Adebowale Williams said the command has deployed personnel to all the polling units to maintain law and others, before, during and after the elections.

Mr Williams noted that the extra commissioners of police and order officers deployed to Oyo state for election monitoring had been briefed about threat analysis on each of the senatorial districts and efforts to checkmate them.

The police boss in Oyo state added that the command was ready to provide adequate security for Independent National Electoral Commission, INEC facilities, materials as well as the electorates.

As Nigerians are getting ready to choose a new political leadership in the country in this Saturday’s elections, the security of lives and property remains germane for a free, fair and credible exercise. 

To this end, our security correspondent examines the readiness of security operatives in Oyo state for the Elections. 

The general election in Nigeria comes every four years and people choose the new crops of leadership through voting. 

This is an exercise where eligible citizens troop out in large numbers to ensure that their choice candidates emerge winners by exercising their franchise without fear, rancour or intimidation from unscrupulous elements. 

Due to the past ugly experiences of violence, mayhem, unrest or crises that often come with Elections in the country, which have claimed many lives and properties,  people are sceptical about their safety before, during and after the general election.

Against this view, All the security agencies in Oyo state have synergized to collectively ensure that the 2023 general election witnessed a hitch-free exercise through some mechanisms put in place at all the 756 polling units all over the state.

General officer commanding, GOC,2 division Nigerian Army ibadan,  Major General Muhammed Usman assured Nigerians of a safe and secure atmosphere before during and after the elections. 

Major General Usman who said the military had partnered all other sister agencies to ensure that the exercise was hitch-free, urged the public to comport themselves and follow all the electoral guidelines to avoid being a victim of molestations.

On his part, the Commissioner of Police in Oyo state,  Mr Adebowale Williams said Police officers in both uniform and mufti would be at all the polling units and INEC offices to maintain law and order. 

Mr Williams, therefore, warned all criminal elements who were in the habit of hijacking ballot boxes or creating artificial panic at polling units to have a rethink or face the wrath of the law as anyone caught would be critically dealt with. 

Similarly, The Commandant of the Nigeria Security and Civil Defence Corps, NSCDC, Oyo state command, Mr Micheal Adaralewa said he has deployed personnel to all the identified trouble areas in the state to maintain a peaceful atmosphere. 

The NSCDC boss, therefore, called on all officers who would be monitoring the elections to shun any act of partisanship and to be professional as well as respect people’s human rights.

The Commissioner of Police in Oyo state, Mr Adebowale Williams says the Command has effectively maximized its operational balance through some mechanisms to secure the lives and property of the citizens. 

The police commissioner stated this while parading some suspected criminals through the police public relations officer in the State, Mr Adewale Osifeso.

Mr Williams said the mechanisms put in place to avert criminalities include the full adoption of Robust Community Policing Strategies, Smart Inter-Agency Collaboration, Visibility Policing, Mass Patrolling Strategy, Technology-Driven Policing Strategy and respect for the rights of residents of Oyo State. 

The police boss stated further that the crusade against crime and criminality had remained unwavering especially with the visible recoveries of firearms through intelligence-led stop and search patrols as well as the arrest of armed robbery suspects.

The police commissioner noted that mopping up of criminal elements from the streets through strategic raids and effective deployments around critical infrastructures especially INEC facilities, Telecommunication Base Stations, Banks, Correctional facilities, campaign grounds, schools and public spaces were part of efforts at clamping down on criminal elements and other related offences. 

He added that all the suspects, who are arrested for various offences ranging from armed robbery, kidnapping, rape, cultism among others would be charged in court after proper investigations.

While speaking with journalists, the suspects who confessed to the crime levelled against them pleaded for leniency and promised to turn a new leaf if pardoned. 

Meanwhile, the Commissioner of Police in Oyo state, Mr Adebowale Williams has reassured residents of his commitments as the lead agency and coordinating arrowhead for election security that comprehensive security provisions had been made to protect lives and property before, during and after the elections. 

Mr Williams also extended his appreciation to all political actors, gladiators and Stewart for abiding with the dictates of the Peace Accord Signing in a bid to maintain the peaceful ambience in the state. 

He said thus far, the plaque of billboard destructions and defacing of posters has come to a drastic reduction.

The police command also wished to intimate the general public about the activation of the Inter-Agency Consultative Committee on Election Security (ICCES) and its regular consultations with the Independent National Electoral Commission all geared towards the conduct of credible, free and fair elections devoid of security glitches.

He, thereby called on Parents, Guardians and Leaders wielding different degrees of influence are once again advised to prevail on their children, wards and proteges against being used as canon fodders in the election process as there would be dire consequences and commensurate sanctions as required by the law.

Governorship candidates in Oyo State have agreed to allow a level playing ground before, during and after the 2023 general elections.

The candidates made the pledge while signing a peace agreement in Ibadan, organised by the Commissioner of Police in Oyo State, Mr Adebowale Williams. 

While briefing the candidates on the importance of peace, the chief convener of the Peace Accord committee and the Otun Olubadan of Ibadanland, Senator Rashidi Ladoja said they should all eschew violence and embrace peace before, during and after the coming elections. 

Senator Ladoja cautioned them against a campaign of bitterness which he said could create rancour in the state.

He admonished them to focus on issue-based campaigns for the betterment of all the citizens. 

Senator Ladoja noted that the candidates should remember that life would continue after the elections, hence the need for free and fair campaigns and elections. 

On his part, the Independent Electoral Commission, INEC, Resident Electoral Commissioner in Oyo State, Dr Raman Tella, said the peace agreement signed by the candidates indicated that the elections would be conducted in a peaceful manner.

He said INEC was ready to deliver and put all necessary machinery in place to ensure that the elections were free, fair and balanced.

The REC, therefore, called on the residents of Oyo State who were yet to collect their PVCs to do so as INEC had 743,690 uncollected cards with them.

He added that INEC in Oyo State had extended their polling units to 6,390 to reduce the stress people go through while trying to exercise their rights on election days.

One of the governorship candidates in Oyo State and the governor of Oyo State, Engineer Seyi Makinde said the signing of the peace agreement among the candidates would go a long way at ensuring and maintaining a peaceful atmosphere before, during and after elections. 

Reacting, the Commissioner of Police in Oyo State, Mr Adebowale Williams said the signing of the peace accord became imperative as the nation navigated towards the general elections.

Mr Williams noted that there was the need for repeated emphasis on peaceful electioneering before, during and after the exercise to enable members of the public to exercise their franchise without fear or intimidation from anyone.

The parties, their candidates and their supporters were therefore enjoined to be guided by the guidelines for political rallies recently released by INEC.

“So far, the command and indeed the security space is concerned about the disturbing extremities and desperation displayed by some political gladiators. Recently, Oyo State witnessed needless destruction of billboards and defacing of posters of opposing aspirants to stir up provocations and bloody reprisals but for the prompt intervention of security operatives.”

“Hence, the need to reach out to leaders wielding diverse degrees of influence within and outside Oyo State was inevitable for the purposes of guidance and preservation of the state’s relative peace from agents of anarchy and mischief.”

The Commissioner of Police stated further that this process would encourage issue-based campaigns at all levels, devoid of religious, ethnic and tribal incitement by political actors or their supporters acting in the capacity of their principal.

“Dissuade aspirants and any other persons, acting in the capacity of their principals from inciting violence through provocative utterances and hate speeches.”

“Support all institutions of government including INEC, police and other security agencies towards ensuring that the electorates exercise their franchise without fear of harassment or molestation.”

While assuring the electorates of their safety before, during and after the elections, the Police Commissioner also promised to leave no stone unturned in dealing decisively with any individual or group that planned to disrupt the process regardless of their interests or affiliations.

Nigeria Police Force, NPF, has allayed the fear of motorists and road users who ply Lagos-Ibadan Expressway over the lingering cases of kidnapping.

The Deputy Inspector General of Police, DIG in Charge of Southwest, Mr Jonhson Kokumo made the remarks when he embarked on a strategic assessment tour of the Lagos-Ibadan Expressway.

DIG Kokumo, was in the convoy of Commissioner of Police in Oyo State, Mr Adebowale Williams, said the assessment tour became imperative to ensure that the axis was safe for motorists as well as people living in nearby communities.

The DIG said, though, security operatives had been deployed to the expressway, more still needed to be done including equipping and arming the officers for optimal performance.

He said some mechanisms like manpower, patrol vehicles and sophisticated firearms would also be given to the officers to enhance their performance.

Mr Kokumo, therefore, called on the public not to entertain any fear and go about their lawful businesses.

This is In furtherance of the resolve and commitment of the 21st Indigenous Inspector-General of Police, IGP Usman Baba Alkali psc(+), NPM, NEAPS, fdc, CFR to strategically end the incessant cases of abductions and to restore back confidence on road users and commuters especially as the country navigates towards the electioneering and ember period.”

While appealing to stakeholders to assist the police in curbing the disturbing security trend by providing credible and timely information capable of nipping crime in the bud, the DIG gave an assurance of operational and tactical interventions from the IGP ranging from remodelling the security architecture to ample deployments to forestall any untoward happenings forthwith.

Communities visited by the DIG were Alapako, Onigaari and Ogunmakin across the Ogun/Oyo State boundaries.

Commissioner of Police in Oyo State, Mr Adebowale Williams has ordered full investigations into the killing of personnel in Iganna, Iwajowa Local Government Area of the state. 

Mr Williams stated this while reacting to the unfortunate incident that led to the loss of lives of an officer and a male civilian with two others seriously injured caused by unknown gunmen.

He said preliminary investigation revealed that in compliance with the stop-and-search directive on unregistered motorcycles and overcrowded pillions which is aimed at reducing the spate of robberies and abductions in the axis, operatives of the command attached to Iganna Divisional Police Headquarters along Elejoka-Igangan road were attacked by hoodlums who clearly opposed the instruction.

The police commissioner noted that the officers were attacked unprovoked by the assailants thus leading to the death of the Divisional Crime Officer and a civilian in custody in the process of repelling the hoodlums from invading the Divisional Police Headquarters at Iganna after forcing themselves into the town.

He also said the Divisional Police Officer and a Police Inspector sustained several lacerations from machete cuts and are currently being stabilized at a government medical hospital.

According to the commissioner, an arrest has been made in connection with the crime.

Commissioner of Police in Oyo State, Mr Adebowale Williams has arrested a suspected kidnapper who threatened to kidnap some students at a private University in Oyo town.

The suspect was paraded at the Police headquarters, Eleyele Ibadan alongside other suspected criminals, who were arrested for various offences ranging from kidnapping, robbery, car snatching and other related criminal offences. 

According to the Commissioner,  a notorious kidnapping syndicate, Adekunle Olarinde, sent a ‘’Hand-Written” note to the management of the Institution threatening to abduct three of its students should the management fail to pay up Ten Million Naira within a stipulated period.

He noted that the threat as expected, disrupted academic activities within the University, stirring up panic and uncertainty among the institution’s community.

The Police Commissioner who spoke through the Police Public Relations Officer,  Mr Olawale Osifeso noted that upon the information, discreet forensic based investigations were carried out which led to the arrest of one Azeez Mufutau whose phone numbers were inscribed on the Hand-written notes sent to the institution’s management.

Mr Williams noted further that the syndicate decided to extend a similar hand-written notification to a branch office of a New Generation Bank within Owode Area, Oyo with the intentions of invading it later in the week.

“in making the State undesirable and inhabitable for criminally minded and other  unscrupulous elements with the adoption of distinctive and multifaceted crime tackling approach premised on improved communal partnerships and technology aided inquiries.”

The suspect,  Adekunle Olarinde who denied the allegation levelled against said he sent the letter to implicate his friend which he put his number in the letter as a decoy for the purpose of concealing his direct involvement.

Reacting,  the vice-chancellor of the university who pleaded anonymity said the letter created panic and fear to them which made him to report to the police and dss.

The VC therefore called on all Nigerian institutions authorities to beef up Security in their environment to always protect the lives of their students. 

Other suspected criminals who were Paraded alongside the suspected kidnapper confessed to the accusations levelled against them and pleaded for leniency. 

Their offence included kidnapping and robbery and their victims were six traders who they took to thick forest,dispossessed of huge sums of money eight cell phones and equally carted away the one hundred and eighty kegs of palm oil valued at Three

Million Six Hundred Thousand Naira .

Exhibits found with the suspects included: ONE DOUBLE BARREL LOCALLY MADE GUN, ONE LIVE CARTRIDGE, ONE MAZDA BUS, TOYOTA COROLLA CAR WITH REG NO SMK 330 FD.

The new commissioner of Police in Oyo State, Mr Adebowale Williams has promised citizens a drastic reduction in violations and robust policing in a peaceful environment.

Mr Williams stated this while parading forty-two suspected criminals at the Police Headquarters, Eleyele, Ibadan. 

The suspects were arrested for various offences ranging from armed robbery, murder, cultism to stealing and fraud.

While parading the suspects, the Commissioner of Police said the command has a responsibility to maintain law and order and enforce all laws without prejudice to the enabling acts of all other security agencies in the State. 

He said as part of modalities emplaced to achieve this safety-assured vision, the command commenced the use of intelligence-led and robust community-oriented partnership where policing would be a participatory and collective responsibility of all. 

He added that as part of the instruments of community policing, this administration is open to work with all key stakeholders including but not limited to, credible informants, and repentant criminals that could provide useful information to the Police.

 “This will consequently be translated into veritable and actionable tools utilizable for clamping down on criminal elements and building credible and viable intelligence networks”

“We are not oblivious of the fact that we are still faced with some security challenges in the state, some of which are: robbery by men on motorcycles, kidnapping, mob action, cult clashes, snatching of vehicles/remove from park et cetera”.

 “I want to use this medium to sound a serious note of warning to criminal elements and perpetrators of these evil vices to desist from their unwholesome and nefarious activities as their criminal enterprise would not be allowed to flourish anywhere in the State” 

“We shall not hesitate to identify, isolate and bring to deserved justice any person or group that attempts to threaten our sacred democratic order and peace.”

“It is our belief that these criminal elements that are daily scheming to make life intolerable for the law abiding citizens of the State are neither ghosts nor spirits but human beings living among us. Suffice to say, as occasioned in our soon to be showcased success stories, we are resolute that with the reinvigorated security strategies emplaced, which include: Robust Community Policing Strategy, Smart Inter-Agency Collaboration, Visibility Policing, Mass Patrolling Strategy, Technology-Driven Policing Strategy, we have begun to address each of the challenges.

 He stated further that it was therefore the duty of everyone, including parents, community leaders, traditional/ religious leaders, opinion leaders, royal fathers and other relevant stakeholders to act well their parts, no matter how negligible as it may seem in the enforcement of laws and prevention of crimes to enjoy peace.

“As proof that our clampdown on these hoodlums and criminal elements has begun to pay off, having fully launched the force intelligence and operational assets available at our disposal we are pleased to render our stewardship by parading some of the perpetrators of the several incidences of crime that”

“I would want to use this medium to acknowledge and appreciate the cooperation we are receiving from all sister security agencies, State and non-State actors and members of the public without which the recent breakthroughs would have been difficult”.

“We are not unmindful that there might be some misguided elements out there whose focus is on maligning Police image”.

Mr Adebowale Williams has assumed duty as the 44th Commissioner of Police in Oyo State.

Mr Williams took over from Mrs Ngozi Onadeko who was recently promoted as assistant inspector General of Police  in charge of Police armament.

The new Commissioner of Police,  Mr Williams hails from Akure North LGA Ondo State and was enlisted into the Nigeria Police Force on 18th of May 1992.

He holds a B.sc in Political Science, M.sc in Peace Studies and Conflict Resolution and an LLB in Law.

As a thoroughbred professional he has  record 30 years stellar working experience spanning across administration, intelligence, operations and Public Relations.

He commenced his job in the Nigeria Police Force after his Commissioning in 1993 at Enugu State Police Command, South-East Nigeria where he later became the State Public Relations Officer.

 he has also served and held different positions which includes but not limited to Command and Staff Positions, Commander Special Anti-Robbery Squad and 2i/c Special Enquiry Bureau.

Mr Williams was Area Commander Kontagora, Niger State, an active member of the IGP Special Investigation Unit, Staff Officer Federal Operations, Director Professional Studies Police Staff College Jos and CP FCID Annex, Gombe.

His leadership and operational prowess is Internationally recognized across the Security Space, evident upon this was his draft to perform key operational Peace-Keeping Mission functions in Kosovo, Sierra Leone and East Timor.
