The Oyo State House of Assembly, OYHA, has opened a public hearing on the Post-Legislative Scrutiny of the Open Rearing and Grazing Regulation Law, 2019.

The session, held in partnership with the Westminster Foundation for Democracy, brought together stakeholders from the Ministry of Agriculture, Amotekun, the Oyo State Rule of Law Enforcement Authority, and Miyetti Allah Cattle Breeders Association of Nigeria, MACBAN.

The Speaker, Mr Adebo Ogundoyin, represented by his Deputy, Mr Muhammed Fadeyi, said the adoption of Post-Legislative Scrutiny marked another milestone for the Assembly.

He assured participants that all memoranda would be reviewed and harmonised.

The Commissioner for Agriculture and Natural Resources, Mr Olasunkanmi Olaleye, described the law as a work in progress, saying its framework was still evolving.

MACBAN recommended broader education and sensitisation on the law to ensure full understanding before implementation.

As the 2025 farming season kicks off, the Oyo State Government has announced the commencement of the second phase of the 50 per cent land ploughing subsidy, also known as the “Tractorisation Policy”, as part of its efforts to support smallholder farmers in the state.

Oyo State Commissioner for Agriculture and Rural Development, Mr Olasunkanmi Olaleye, gave this indication during a press conference held at the ministry’s office.

Mr Olaleye explained that the state could also boast of having become one of the food baskets of the country, as more than 9,569 tonnes of cassava, representing about 300 trailers, were moved out of only the Ibarapa zone of Oyo State into neighbouring states between December 2024 and March 2025.

The commissioner equally hailed Governor Makinde for approving the continuation of the 50 per cent tractorisation policy, which began in 2024, noting that the policy represented the governor’s commitment to progressive and sustainable agricultural development.

Mr Olaleye maintained that the state government reached about 1,487 farmers through the programme in 2024, with about 6,090.91 acres of farmland mechanically ploughed across the state.

The commissioner added that as a result of the policy, the state witnessed significant increases in productivity per hectare due to proper land preparation, as many small and medium-scale farmers transitioned from manual to mechanical farming methods.

He explained that the agriculture ministry has designated at least four extension officers to each of the 33 Local Government Areas of the state, calling on farmers to approach these officers, who would visit their proposed farm sites, take the measurements and send necessary information to the ministry.

The Chairman of the Agricultural Credit Corporation of Oyo State (ACCOS), Sheik Taofeek  Akeugbagold, declared that apart from the 50 per cent tractorisation policy, which would help farmers, they could also access agriculture credit and loans from the corporation.

Alhaji Akeugbagold lauded Governor Seyi Makinde for taking genuine interest in the development of agriculture and the well-being of the teeming farming population in the state.

Oyo State Executive Council has re-awarded Saki township road for the sum of #4.7 Billion.

The state Commissioner for Education, Mr Olasunkanmi Olaleye stated this while briefing newsmen after the weekly executive council meeting.

He explained that the Saki township road was initially awarded by the previous administration for over 8 billion naira with only 3 billion naira paid before it was revoked and re-awarded. 

Mr Olaleye who noted that the project would be completed within 12 months said it would be funded through an alternative funding approach with the contractor bearing the cost while government would refund over a period of 28 months .

Also speaking, the state commissioner for Energy and Mineral Resources, Mr Seun Ashamu noted that the executive council has also awarded the Gedu/Oroki/Sabo/Asipa road in Oyo town for a total sum of #2.9 billion.

Similarly, the state commissioner for justice, professor Oyelowo Oyewo, explained that the Oyo state government has approved the purchase of #84 million fire truck for the Ibadan Airport to improve its facilities for the prevention of fire accidents.

Professor Oyelowo gave the hint that the state government would revise the state Energy and Mineral Resources law of 2019 and modify its functions very soon.

Education

As students in primary and secondary schools in Oyo State are preparing to resume on next Monday 6th July 2020, the state government has announced various measures that have been put in place to prevent the spread of coronavirus in schools.

The State Commissioner for Education, Science and Technology, Mr Olasunkanmi Olaleye, who made this known today at his office in Ibadan, said various trainings have been given to categories of school heads, principals and teachers on how to monitor and report any symptom of Covid-19 to the authority.

Mr Olaleye said the state had set up Emergency Operation Centers, EOCs, in the state capital and at the zonal levels and had appointed Incident Managers for each school who would report any emergency directly to the EOCs through special communication lines.

He stated further that each class would have a Warder whose duty is to relate his or her observations to the Incident Managers .

Among the measures are compulsory hand-washing points at the school entrances and at the entrance of each classroom as well as alcohol-based sanitizer for the use of students and teachers.

Heads and teachers of public and private schools had been trained on Covid-19 prevention measures as schools resume .

He added that each school had been mandated to strictly enforce social distancing and observe other protocols against Covid-19 among teachers and students as laid down by NCDC.

Mr Olasunkanmi said the fear being exercised by the general public over the resumption was appreciated by the government, as it had helped the administration to still go deeply into keeping to stringent measures to avert the spread of the virus.

Oyo State Government announced that teachers of public schools in the state should resume on Monday 29th of June in preparation for the July 6th students’ resumption.
