The Osun State House of Assembly has passed 13 bills,10 resolutions and held 2 Public Hearings since the assumption of duties of the Lawmakers of the 8th Assembly.

The Speaker of the House, Prince Adewale Egbedun stated this during a plenary to commemorate the one year anniversary of the 8th Assembly held at the Assembly Complex.

Prince Egbedun who appreciated God for the successes recorded in the last one year, gave the assurance that the 8th Assembly under his watch would not relent at ensuring valuable Laws for residents of the State.

While commending the State Governor, Senator Ademola Adeleke for his usual support for the Assembly, The Speaker also lauded his colleagues and urged them to be more dedicated to their Legislative Duties with a view to develop the State.

In separate remarks Lawmakers including; Mr. Abiola Awoyeye, Mr.Saheed Fatunmise, Mr. Lawrence Adeoti, Mr Simeon Popoola and Mr. Kofoworola Adewunmi on behalf of legislators highlighted some of their achievements in their various Constituencies and pledged to continue policies aimed to better the lives of those in the grassroot.

They also appreciated the speaker for embracing Equity, Accountability and Transparency in handling the Assembly Matters in the last one year.

However, The Speaker also read before the floor of the House,Two Private Member Bills sponsored by the Majority Leader of the House, Mr. Kofoworola Adewunmi namely; Osun Consumer Protection Agency Bill 2024 and Osun State Fire Service Establishment Bill 2024 .

Meanwhile, The Executive Director, Value Female Network Africa, Dr. Costly Aderibigbe briefed the House about the project and it upcoming programme aimed to educate the girl child between the range of 13 to 19 years on female genital mutilation, slated for Monday 10th of June.

Recalled that the 8th Assembly of the Osun State House of Assembly was inaugurated on 6th June, 2023.

Commissioner nominees in Osun state are to undergo screening commencing from Wednesday ,12th July2023.

The indication emerged at the plenary held on Tuesday.

Speaker, of the Osun House of Assembly, Prince Adewale Egbedun urged the constituted adhoc committee to be just and fair while performing the exercise.

While emphasizing that the screening should be held with uttermost interest of the State, Prince Egbedun appealed to colleagues to carry out the Statutory exercise in line with the provision of the Constitution.

The Speaker also urged colleagues to be diligent in their duty and prayed God for the 8th Assembly to succeed.

The Screening Exercise which is slated for two days will be held on Wednesday and Thursday.

Meanwhile, the State House of Assembly also received two bills Osun State Community Social Responsibility bill 2023 and Osun State Local Content bill 2023 sponsored by Prince Adewumi Adeyemi representing Obokun State Constituency.

The Majority Leader and Member Representing Ede North State Constituency, Mr. Kofoworola Adewumi while enumerating the Policy Thrust of the bills noted that the bill would enhance trade and commerce sector of the state.

Mr. Adewumi pointed out that the bills if passed into law would allow active law for artisans and other workers in the State.

However, the Osun State House of Assembly is set to comply with State High Court ruling on State Anthem, Crest and Flag amendment bill whicj has scaled through the second reading

It would be recalled that a lawyer, Mr. Kanmi Ajibola had instituted a case against the State government to revert from State of Osun to Osun State at State High Court.

The Speaker of Osun State House of Assembly, Prince Adewale Egbedun has disclosed the Twenty- five commissioner nominees in the letter sent to his office by the Executive Governor of the State, Senator Ademola Adeleke, this week. 

The Commissioner nominees are; Barrister Oladosu Babatunde, Prince Bayo Ogungbamigbe, Mr, Sesan Oyedele, Barrister Kolapo Alimi, Mr Soji Ajegbe, Mr. Moshood Olagunju, Mr. George Alabi, Mr. Sunday Oroniyi, Mr Abiodun Ojo, Doctor Bashir Salami, Mr Moruf Ayofe and Mr. Shola Ogungbile. 

Also, Reverend Bunmi Jenyo, Mrs Ayo Awolowo, Barrister Wole Bada, Hon. Dipo Eluwole, Alhaji Rasheed Aderibigbe, Professor Moruf Adeleke, Mr Adeyemo Ademola, Mr OlabiyiOdunlade, Barrister Jola Akintola, Hon. Mayowa Adejonrin, Mrs Adenike Adeleke, Mr Tola Fasheru and Alhaji Gani Olaoluwa were amongst the list. 

Prince Egbedun who presided over the plenary also constituted an Adhoc Committee to be chaired by the Deputy Speaker, Mr. Akinyode Oyewusi, saddled to conduct preliminary screening of the nominees before they would appear before the House for full screening and confirmation.

He directed the nominees to send thirty-five copies of the Curriculum Vitae declare their assets at the code of Bureau and bring evidence to the Clerk of the House, Mr. Simeon Amusan on or before Tuesday 7th July. 

The Speaker who stated that the nominees to appear before the ad-hoc committee 10 in the morning on Wednesday 8th July, charged members of the committee to discharge their duties diligently and as a matter of importance. 

Other Members of the Adhoc committee to screen nominees included Mr. Kofoworola Adewunmi,Mr Kanmi Ajibola, Mr. Elisha Oderinwale, Mr.Olaide Ajibola, Mr.Sanmi Areoye, and Mr Sikiru Bajepade. 

Meanwhile, The State of Osun Anthem Crest was presented by the Majority Leader of the House,Mr. Kofoworola Adewunmi for consideration into Osun State Anthem Crest.

However, the names of the Special Advisers would be made public later and the House adjoined it sitting to Monday next week.

Consequent upon the alleged vehicles taken away by political office holders of the immediate past administration in Osun State led by Alhaji Adegboyega Oyetola, the Speaker of the Parliament, Right Honorable Timothy Owoeye has invited the new Secretary to the State Government, SSG, Mr. Teslim Igbalaye and Chief of Staff, Mr Kazeem Akinleye for interaction to resolve the grey areas. 

Right Honorable Owoeye specified during plenary that it was not a summon but an interaction in his office. 

He explained that the need to settle the issue according to the Constitutional provisions and politically had become imperative for the state to move forward.

The Speaker, who appreciated the lawmakers for their usual cooperation irrespective of political affiliation, urged them to be more proactive in duty. 

Earlier, Osun State Customary Court of Appeal Establishment Bill 2022 scaled through its final passage.

Osun State House of Assembly has expressed concerns over the reactions trailing the debt profile declaration by the Governor of the State, Senator Ademola Adeleke. 

Chairman, House Committee on Information & Publicity, Honorable Kunle Akande stated this in a statement made available to newsmen in Osogbo. 

Honourable Akande explained that the Assembly, as the accredited representatives of the people, was duty-bound to seek clarifications and inform the people of the state accordingly.

He said appropriate agencies of government had been directed to immediately provide the House with the updated details of the State’s debt and financial profile.

The lawmaker called on investors and business owners not to be deterred by the said debt profile of the State.

Following the report that some armed thugs yesterday attacked members of Peoples Democratic Party, PDP during a ward meeting in Ede, the Minority Leader of Osun State House of Assembly, Akogun Kofoworola Babajide says the whereabouts of his father is still unknown, as at press time. 

Akogun Babajide stated this in a telephone interview with Radio Nigeria Correspondent in Osogbo.

The Lawmaker representing Ede North State Constituency (PDP) explained that his father’s Status and whereabouts is still unknown since yesterday. 

Akogun Babajide noted that the Police had commenced an investigation of the incident.

Also, in a reaction, the State Police Public Relations Officer, Yemisi Opalola said the Police were aware and efforts were on to unravel those involved in the situation. 

She noted that the Press would be notified as the situation unfolds.

Osun Assembly has confirmed some Commissioners and Special Advisers nominees after the due screening process held last week Friday. 

The Assembly approved the confirmation of the nominees whose names were forwarded by the Governor on June 23 after Mr Babatunde Komolafe, lawmaker representing Atakumosa East/West, moved the motion for their confirmation.

Mr Simeon Popoola the chairman of the Seven-Man Ad Hoc Committee that screened the ex-cabinet members (nominees), had earlier submitted its committee’s report and recommended that all the nominees be confirmed.

The Speaker, Mr Timothy Owoeye, said the ad hoc committee set up to screen the nominees operated under Section 103 of the Constitution of Nigeria 1999.

Mr Owoeye recommended that the Governor could thereafter go ahead and swear in the nominees after the Assembly had confirmed their nomination for the designated positions.

The confirmed former cabinet members included: the former Osun Commissioner for Finance, Mr Bode Olaonipekun, former Commissioner for Women Affairs, and Olubukola Olaboopo.

Former Commissioner for Environment, Sola Oladepo, former Special Adviser on Lands, Mr Aleem Bakare, former Special Adviser on Cabinet Matters, Alhaja Lateefat Giwa and Mrs Olanike Omoworare (a new nominee).

Also, the lawmaker representing Ife South, Mr Benjamin Ogundipe raised the issue of mining along Osogbo-Iwo road, and that it posed danger to motorists plying the route.

The speaker, however, said the coordinating director of the Osun Ministry of Environment and Sanitation be summoned to give reports on mining companies in the state.

Osun State House of Assembly on Tuesday signed a Memorandum of Understanding (MOU) with a private organisation to upgrade its website to an e-parliament platform.

This would facilitate widely and readily available information to the citizens, aimed at increasing accountability, transparency and openness by creating a high-powered web portal.

The Speaker, Osun State House of Assembly, Mr Timothy Owoeye stated this during the event held in Osogbo.

Mr Owoeye who urged parliamentarians to explore the opportunity of E-Parliament stressed that ICT provides efficient and modernized service.

He commended the organisation for its impact since the commencement of the 7th Assembly.

In his speech, the House, Clerk of the House, Mr Simeon Amusan said all hands must be on deck to ensure the success of the E-parliament platform.

Earlier in an opening remark, the Executive Director of the organisation, Mr Bukola Idowu commended members of the 7th Assembly for their dedication to Transparency and accountability as well as willingness to embrace innovations aimed at improving the governance of the people of Osun State.

Mr Idowu who explained that the benefit of ICT can make democratic process more efficient, transparent, accessible and accountable also expressed the hope that the programme would be launched by June this year.

Osun House of Assembly has extended the tenure of Local Government and Local Council Development Administration caretaker management committees for a period of six months.

The Caretaker Management Committee whose tenure is expected the expire on 12th January, 2022 has now been extended to 12th July 2022.

The Committee led by its Chairman, Mr Babatunde Komolafe, after diligent scrutiny, laid its report before the House during its plenary.

Earlier in a Remark, The Speaker of the House, Mr Timothy Owoeye had received an Audit report of Osun State College of Education, Ila Orangun which he then committed to the house committee on Public Accounts for a thorough investigation.

Mr Owoeye congratulated the State Governor, Alhaji Adegboyega Oyetola and members of his team, the judiciary as well as the Entire State on the occasion of Christmas.

Mr Owoeye called on Nigerians especially the Political Class to Emulate the selfless qualities of Jesus Christ to improve the Socio-Economic Development of the Nation.

The State of Osun House Assembly has passed vote of confidence on the management of Osun Health Insurance Scheme, O’HIS for their steadfastness.

Chairman, House Committee on Finance and Appropriation, Mr. Adebayo Olodo made this known during the ongoing budget defense exercise at the State House of Assembly, Oshogbo.

Mr. Olodo observed that the health insurance scheme is fulfilling the purpose for which it was established.

While commending the state government on his efforts on health care services in the state, Mr. Olodo said the 332 health centers has cared and rendered services to all residence of the state.

He urged the management of the scheme to always carry the House Committee on Health along with its activities.

Similarly, the House also charged the ministry of Science, Innovation and Technology to be the service center for the state.

In their contributions, the lawmakers urged Ministries and Agencies to work more on revenue generation for smooth running of government.

Ministry and Department of government appeared for defense exercise include Osun state ministry of Science, Innovation and Technology, Osun state ministry of Health, Osun Health Insurance Scheme, Osun Primary Health Development Scheme, Osun State University Teaching Hospital and Osun Hospital Management Board.

The Osun State House of Assembly has assured that the Assembly would continue to support the development of the Education sector in the state.

Chairman, House Committee on Finance and Appropriation, Mr Adebayo Olodo gave the assurance during the budget defence by Tertiary Institutions in the state.

Mr. Olodo said through effective and people-oriented legislation, the education sector, especially Tertiary education would be enhanced.

Presenting the budget of Osun State College of Technology, Esa-oke, the Rector, Professor Samson Adegoke called on individuals to collaborate with the state government in enhancing the education sector through the donation of infrastructures to the school.

The college presented 2.7 billion nairas as total Revenue and 3.7 billion nairas as a total expenditure.

Also, The Provost, Osun State College of Education, Ilesha, Professor Kazeem Kolawole presented 1.16 billion nairas as total Revenue and 1.93 billion nairas as total expenditure identifying low enrollment of students as one of the factors affecting the school IGR.

The Osun House of Assembly has assured members of the public that the Olaiya Flyover would be delivered before expiration date.

Chairman House Committee on Works and Transport, Mr. Taofeek Badmus gave the assurance while addressing newsmen after oversight visit to ongoing Olaiya Flyover and some projects in the state.

Mr. Badmus noted that with the seriousness of the construction company, the project would be delivered at the stipulated date.

He said the contractor was capable of handling the project.

Other members of the committee while advising the contractor to use genuine materials for the construction, urged him to speed up work on the project in other to deliver on time.

Similarly, the State Commissioner for Works and Infrastructure, Mr. Oluremi Omowaye who led other officials of the ministry to the construction site, observed that the project was progressing.

Mr. Omowaye noted that the state governor, Mr. Gboyega Oyetola was a focused on delivering his election promises on infrastructure, adding that the flyover bridge project would not lead to neglect of other projects in different towns across the state.

Osun State House of Assembly has passed the Osun Local Government Administration Amendment NO. 7 Bill 2021.

This follows a Motion moved by the Majority Leader Mr. Maruf Olanrewaju for the third reading of the Bill.

The Bill, sponsored by the Speaker, Mr. Timothy Owoeye, to amend the Local Government Administration No. 6 law of 2016 and other connected purposes now empowers the Governor to fill vacant positions in the Local Governments Administration.

The Speaker at Plenary explained that section 2(a) of the Osun State Local Government Administration amendment No. 6 Bill 2016 is amended forthwith as “Where a Local Government Council, Local Council Development Areas or Area Council is dissolved and no election has been conducted to reconstitute the council or it has become impracticable to immediately conduct election to fill the vacancies thereby created, the Governor shall appoint a Caretaker Management Committee to run the affairs of the council for a period not exceeding six months.

He said the Local Government Caretaker Management Committee shall comprise the Chairman, Vice Chairman, Secretary to the Local Government and a member from each of the wards in the local Government Area or Local Council Development Area.

The Speaker, however, stressed that the appointments shall be subjected to the confirmation of the House of Assembly.

It would be recalled that the tenure of the elected officials of Local Governments in the state expired February 5th, 2021 and Chairmen had since handed over the administration of local Governments to the most senior career officers of Councils.

The Speaker Osun State House of Assembly, Mr. Timothy Owoeye has promised to build on the legacies of past Legislators in the Southwest.

Mr. Owoeye stated this during a special meeting with Southwest Legislative Reform Implementation Committee, SLRIC, comprising leaders of State House of Assemblies in the Southwest, on sensitization of legislative reform in Osogbo.

The Speaker, who was the pioneer Chairman of the reform, commended the committee members for their zeal, noting that House of Assemblies across the region had achieved a lot on harmonize Standing Order and Rules.

He gave kudos to all Southwest governors for their supports despite different in political ideas, urging members to continue build up the legacies of past Lawmakers in the region.

In his remark, Majority Leader of the Osun Assembly, Mr. Maroof Olanrewaju, assured quality legislation in the state assemblies across the region.

Earlier, the Chairman of Southwest Legislative Reform Implementation Committee, who is also the Majority Leader of Lagos State House of Assembly, Mr. Sinai Agunbiade described legislature as a signpost of democracy in democratic setting.

He said the aim of the committee was to ensure compliance and evaluation of Southwest Houses of Assembly Legislative.

Mr. Agunbiade maintained that there was need to look into the provisions in the Rules and Standing Order for harmonization while a portal would be opened for all Lawmakers in the region to share experience and ideas with one another.

The Osun House of Assembly has passed the state 2021 Appropriation Bill of 109.8 billion naira after it was read for the third time at the plenary.

Our Correspondent, Funmi Adekoya reports that Governor Gboyega Oyetola of Osun, had on November 10, presented year 2021 draft budget estimate of 109,855,051,640 billion naira christened “Budget of Providence” before the state’s House of Assembly for ratification and approval.

Subsequently, the Assembly from November 17 to December 2 entertained the state Ministries, Departments and Agencies, as they all appeared before the House Joint Committees, led by the Finance and Appropriation Committee, for their budget defence.

In his remark, the Speaker of the Assembly, Mr. Timothy Owoeye, after the passage of the budget, thanked his colleagues for their commitment and the effort put into the screening and passage of the budget.

He noted that the budget focused strongly on post COVID-19 recovery with huge investments in the economy and a sum of 1.4 billion naira budgeted for youth development to address the issue of Youth restiveness in the state.

The Speaker reiterated the resolve of the Assembly to strengthen its oversight function, saying the House would hold quarterly budget performance interaction with MDAs as well as sustaining public engagement to enable it get factual feedback from the people.

Mr. Owoeye urged budget the implementing Ministries and Agencies not to dampen the morale of the Assembly by continually working hard to deliver on all the components of the budget.

He said the passed budget would be transmitted to the governor for assent.

The Osun State House of Assembly assures the #ENDSARS protesters of its intervention on their demands from the government. 

The Speaker, Mr. Timothy Owoeye gave the assurance while addressing the protesting youth who stormed the Assembly carrying various placards asking for government response to their demands.

Mr. Owoeye said the House would meet with necessary stakeholders on their demand and get back to them on Monday next week.

He urged the protesting youth to stop their protest in the interest of maintaining a peaceful atmosphere being enjoyed in Osun while the House wade into the matter.

Earlier, the spokesperson for #ENDSARS protesters, Emmanuel Adebayo said their demands from the state government has not been met and that they deserve to be attended to.

Adebayo said those representing the ENDSARS group in the Judicial Panel of Enquiry are not part of the group.

He also maintained that only political youths were included in the Federal Government #500,000 empowerment fund for youths, and alleged a careless statement from a Police Officer who was quoted to have said a Nigerian youth with his/her family is not worth 1.3m and non-release of arrested protesters.

Despite the presence of heavy security, ENDSARS protesters today barricaded Osun State House of Assembly. 

This time, the protesters called for end to bad governance and corruption. 

Coming under the platform of “Face of #EndSARS Movement,” the protesters demanded attention of Speaker of the Assembly, Mr Timothy Owoeye. 

The protesters, who had barricaded the streets of Osogbo in the morning, marched to the state’s Assembly Complexpeacefully. 

They carried placards of various inscriptions such as: “We Are Not Fighting For Any Political Party”, “We Are Nigerian Youths”, “End Bad Judiciary in Nigeria”, “End Fake Judicial Panel of Inquiry in Osun”, “Unfreeze All The Frozen Accounts”, among others. 

The protesters marched peacefully as they were monitored by heavy security.

The Osun State House of Assembly says it will put end to frivolous spending of public funds by public office holders.

Chairman, House Committee on Public Account, Mr. Gbenga Ogunkanmi stated this at the end of the 3 days Audit account inspection of some government Ministries, Department and Agencies, MDA’s at the hallowed chamber of the House of Assembly, Osogbo.

He said the Assembly invited the affected Ministry, Department and Agencies (MDAs) of government to explain their expenditures in line with Section 125, 128 and 129 of the 1999 Constitution as amended.

Mr. Ogunkanmi noted that every money spent must be accounted for by the ministries and agencies of the state government.

He said the Assembly would not hesitate to sanction any government officials found guilty of misappropriation of public funds.

While advising public office holders to always be careful with public funds in their care, Mr. Ogunkanmi urged the affected MDAs to return all unspent budget to government purse.

 Governor Adegboyega Oyetola has called for more collaboration between the Legislature and the Executive arm of government in Osun State.

Governor Oyetola made the call at a special prayer session to mark the one year anniversary of Legislators in the Osun House of Assembly.

The governor, represented by his deputy, Mr. Adegboyega Alabi said development of the state was as a result of peaceful governance of the Legislature and Executive.

He commended the Lawmakers for making good legislation that affects the people of the state, especially in the area of ensuring security of lives and property.

In his remark, the Speaker of the Assembly, Mr. Timothy Owoeye said God had been faithful to members of the Assembly in the last one year as no rancour was recorded among them.

Mr. Owoeye appreciated his colleagues for their support and resilience to make laws for the benefit of the people, urging them not to relent in the remaining years of their tenure.

Earlier in a message, the Secretary, United Imams, Abdullahi Olorunlomoerue, urged the Lawmakers not to forget the promises made to the electorate and to abide by the laws they were passing in the Assembly.

Also, Minister in charge of Sacred, C&S Church, Oke-Iro, Ilesha, Prophet Oluwawemimo Roberts, in a short exhortation, advised the Lawmakers to be exemplary leaders and work for the good of the people they are representing.

Prayers were offered for Osun State, the Government and the House of Assembly.

It would be recalled that the seventh Assembly of the Osun House of Assembly was inaugurated on 6th June 2019.

The Speaker Osun State House of Assembly, Mr Timothy Owoeye has charged Osun Independent Electoral Commission, OSIEC, members nominees to be diligent in discharging duties with credibility and fairness

Mr. Owoeye who gave the charge during the screening of OSIEC nominees at the Assembly Complex, Osogbo, noted that the nominees are saddle with heavy responsibilities to conduct free, fair and credible elections in the state.

He advised the nominees to play the game according to the rules and to let people see that they are unbiased.

While advising all political parties to always participate in every elections conducted by state electoral commission, the Speaker urged all politicians not to intervene in electoral process, especially in local government council elections.

In their remarks, members of the parliament urged the nominees to be alive to their responsibility and desist from any act that would damage their reputation.

They also warned them not to go contrary to the electoral laws and guidelines while advising them to give all political parties level play ground in all elections.

The screened nominees are Mr. Segun Oladitan, Mrs. Abosede Omibeku, Alhaja Babalola Muibat, Oladosu Gidigbi, Rufus Oyeniran, Olayinka Ajiboye and Wahaab Adewoyin.
