The Osun State House of Assembly, OSHA, has commenced the screening of Local Government and LCDAs Caretaker nominees sent by the governor on July 1st.

Chairmen, Vice Chairmen, Secretaries and Councillors from 13 Local Government, 12 LCDAs, 3 Area Council and one Area Office were screened on Tuesday on the floor of the House of Assembly.

The exercise was intensive with screening of each nominee’s curriculum vitae and questions on innovative ideas the nominees intend to bring on board to develop their local government.

Lawmakers representing each state constituency of the local government, LCDAs, Area Council & Area Office confirmed the names of the caretaker nominees that were screened at the floor of the House.

In his remarks, the speaker, Mr. Timothy Owoeye charged the nominees not to divide the party or create factions in the local government.

Mr. Owoeye advised the nominees to get their tax clearance by Friday before they can be confirmed.

The plenary was held amidst tight security, with many stakeholders, including observers and party supporters, shut out of the chamber while the plenary lasted.

Protesters from Iwo, OlaOluwa and Obokun local government areas of Osun State stormed the Osun House of Assembly to protest against the nominees of Governor for the local government.

The protesters carrying various placards with inscriptions like “Enough is Enough, O to gee”, “APC is nobody’s property”, “2022 is Shaking” “Iwo are not Slaves”, “Obokun people want Justice”.
The spokesperson from Iwo, Mr. Nurani Musbau in an interview, said they want the Assembly to step down the whole lists of nominees presented to them.
Mr. Musbau said the harmonised list prepared by the party leaders in their local government had been compromised and asked the House of Assembly to revisit the harmonised list submitted by the party leaders.
Addressing the Protesters, the Speaker, Mr. Timothy Owoeye appealed to the protesters to be calm and patient while the House look into the matter.
Mr. Owoeye assured the protesters that Assembly would intervene and look into their petition.
It would be recalled that the Assembly had on Thursday read out names of nominees to run the affairs of Local governments, LCDAs and Area Councils  in the state.

The Osun State Legislative Fund Management Bill 2021 has passed through the first reading on the floor of the Osun State House of Assembly.

This is sequel to a motion moved by the Majority Leader, Mr. Maroof Olanrewaju and seconded by the Deputy Chief Whip Mr. Olugbenga Ogunkanmi.

The Speaker, Mr. Timothy Owoeye in his remark, noted that the Bill when passed into law would make funds available for the Assembly and various standing committees to carry out their legislative duties.

The Speaker, committed the Bill to the House Committee on Judiciary, Human Rights, Public Petitions and Legal Matters to study the Bill critically and do the needful.

He commended members of the Judiciary Staff Union, JUSUN and Parliamentary Staff Association of Nigeria, PASAN for their steadfastness during the strike embarked upon by it’s members across the country for financial autonomy of the Judiciary and  Legislature.
In another development, the Osun State House of Assembly has assured people of the state that the process of putting Administrators at the Local Government, Local Council Development Areas, LCDA and Area Councils administration would begin soon.

The Speaker, Mr. Owoeye maintained that for the people to properly feel the impact of government, a local government administration must be in place.

The Speaker, Osun State House of Assembly, Mr. Timothy Owoeye says the challenges facing policy implementation in Nigeria is as a result of tribalism and corruption.

Mr. Owoeye stated this during the visit of management of National Institute for Policy Strategic Studies, NIPSS, Kuru, Plateau State to the State House of Assembly Complex in Osogbo.

While condemning tribalism, nepotism, selfishness and corruption of political office holders and public at large, the speaker said it is the duty of all Nigerians to ensure proper implementation of government policies.

The speaker called for the review 1999 constitution and proactive restructuring of Nigeria for peaceful coexistence of all tribes in the country.

Mr. Owoeye who called for inclusion of people at the grassroots in designing policies and implementation, noted that implementers of the policy are not sincere to the nation.

Some of the lawmakers at the meeting urged everyone to eschew politics of bitterness, community conflict and corruption for better society.

They advised governments on proper implementation of security, education, economy and electoral policies as well as the independence of each arm of government.

Earlier, the leader of the team and Acting Director of Studies, Dr. Nasirudeen Usman, said the aim of the tour was to look into challenges facing policy implementation in the country.

While commending the state government under the leadership of Mr. Gboyega Oyetola, on developmental policy implementation in Osun State, Dr. Usman solicited the support of every stakeholders to ensure successful policy implementation.

The Speaker Osun State House of Assembly, Mr. Timothy Owoeye has called for security beef-up in some areas in Oriade Local Government of Osun State.

The Speaker made the call during Plenary after the member representing Oriade state Constituency, Mr. Desmond Ojo raised the issue of Kidnapping, banditry and robbery under Matter of Public Importance.

Mr. Owoeye said security must be increased at Iwaraja(d-m-m-r), Oke-Ana (d-d-d-d), Esa-oke and Ilesha-Akure expressway to end criminal activities of bandits.

He urged the Police and Amotekun Security to take proactive steps to ensure the security of the state is not undermined.

Speaking under Matter of Public Importance, Lawmaker representing Oriade, Mr. Desmond Ojo had pointed out that the activities of Kidnappers and Bandits have been on the increase with many cases reported.

The House later dissolved to Committee of the Whole for consideration of the Osun HIV/AIDS Antidiscrimination Bill 2021.

The Osun State House of Assembly has reaffirmed its confidence in the leadership of the Speaker, Mr. Timothy Owoeye and the administration of Governor Gboyega Oyetola.

The Deputy Majority Leader, Mr. Kunle Akande said the reaffirmation was in response to some misgivings in certain quarters.

Mr. Akande, who is also the Chairman, House Committee on Media and Publicity, in a release noted that the Speaker has piloted the affairs of the 7th Assembly in a collective and participatory manner, giving every member a sense of belonging.

He said the State Executive had been working in harmony with the Legislature to the disappointment of the opposition. 

The lawmakers in the release signed by twenty two members expressed satisfaction with the performance of Governor Gboyega Oyetola despite the meager resources accruing to the state. 

The Assembly said it would continue to maintain a productive and cordial relationship with the Executive for the development of the state.

The Speaker, Osun State House of Assembly, Mr Timothy Owoeye wants Nigerians to put behind the negativities of the outgoing year and forge ahead with hope that the year 2021 will be a year of prosperity. 

The Speaker in a New Year message by his Chief Press Secretary, Kunle Alabi said people and governments at all levels must strive to ensure that the New Year herald a speedy recovery of the economy.

Mr. Owoeye stressed that residents of Osun must wait in hopes that all that was lost with happenings of the previous year would be recouped through hard work and perseverance.

He stated that the 7th Assembly under his watch in Osun while passing the year 2021 Appropriation Bill into law ensured that it was a budget that would bring dividend of democracy and prosperity to the people of the State. 

The Speaker maintained that the House of Assembly in collaboration with Governor Oyetola-led executive ensured that the 2021 budget focused strongly on post COVID-19 recovery with huge investments in the economy and a sum of 1.4 billion naira budgeted for youth development programmes.

The Speaker, Osun State House of Assembly, OSHA, Mr Timothy Owoeye wants Nigerians to be more cautious of the second wave of Coronavirus pandemic.

The speaker in his Christmas said all hands must be on deck to stem the devastation that may want to arise from the second wave of Coronavirus.

He encouraged Osun State residents to begin to take necessary precautions to prevent community transmission of the disease as they celebrate the birth of Christ.

While urged the state government and relevant health stakeholders to coordinate an early response system to curtail the second wave, Mr Owoeye advised the people to ensure that all COVID-19 precautionary measures by governments are observed. 

He advised Nigerians to avoid long trips to family members and physical contact should be avoided as much as possible, but should take advantage of technology by connecting to Christmas party through video conferencing.

The speaker urged well-meaning Nigerians to help the needy during the Yuletide period, stating that sharing of love and food will go a long way in cushioning the effect Coronavirus on the masses.

The Governor of Osun State, Mr Adegboyega Oyetola has signed the 2021 Appropriation Bill of about 109 billion naira into law.

Signing the budget in his office, Mr Oyetola said the estimate would offer greater hope of job opportunities; improved welfare for all; human, capital and massive infrastructure development than the previous year.

The governor said his administration was resolved to follow time-tested economic principles to enhance optimum results of the 2021 budget.

He reaffirmed the administration’s commitment to employing creative and probity strategies in the implementation of the budget to effect maximum performance.

The governor who described the budget as a product of reality, said modalities had been put in place to ensure that the budget offered more hope as government is determined to perform better than before.

The Osun State helmsman maintained that, the state was on the path of delivering its development agenda in the year 2021 with 54 percent for capital and 46 percent for recurrent expenditure allocations and creative income strategies. 

He announced that the 2020 budget recorded over 90 percent performance and the results were demonstrated in the massive delivery of programmes and projects across the state during the year, despite the fact that government was only able to perform for less than six months because of the lockdown occasioned by the COVID-19 pandemic and the EndSARS protest.

While presenting the Year 2021 Appropriation Bill to the governor for signing, the Speaker, Osun State House of Assembly, Mr Timothy Owoeye, commended the governor for his sterling performance in the implementation of the 2020 budget.

Also speaking, the Commissioner for Budget and Economic Planning, Professor Olalekan Yinusa, maintained that the success of the 2020 budget was due to the ingenuity and proactiveness of Governor Oyetola in spite of the challenges witnessed during the year.

He said the 2021 budget was prepared based on realistic and stringent conditions to meet the statutory obligations.

Osun State House of Assembly, OSHA, has implored the state government to invest in Agriculture, Mining and Tourism as a way to fund 2021 Budget and job creation in the state.

The speaker, Mr Timothy Owoeye made the call during the General Talk on 2021 Budget with the Ministry of Economic Planning and Budget at the floor of the House in Osogbo.

Mr Owoeye observed that there should be a law to allow the state government to generate revenue through Mining and invest in the tourism and agriculture sectors.

While urging the executive to always carry the lawmakers along in the implementation of the budget, the Speaker said the House will not approve budget of any ministry or agency who refused to reply its budget query.

Osun State Commissioner for Economic Planning and Budget, Professor Olalekan Yinusa said the state government is set to partner with organisations in the tourism sector and also invest more on Agriculture to fund 2021 budget.

Professor Yinusa said major programmes such as the anchor borrowers scheme to would be put in place to fund 2021 budget.

The commissioner assured the House of budget implementation and performance in the fiscal year of 2021.

The Speaker, Osun State House of Assembly, OSHA, Mr Timothy Owoeye has promised a speedy passage of the Disability Bill.

The speaker in a statement by his Press Secretary, Kunle Alabi, to commemorate the International Day of Disabled Persons noted that the 7th Assembly under his watch will be committed to making life more meaningful for people living with disabilities through quality legislation.

He said the observance of the day aims to promote an understanding of disability issues and mobilize support for the dignity, rights and well-being of persons with disabilities. 

The speaker also noted that the bill seeks to increase awareness of the gains to be derived from the integration of persons with disabilities in every aspect of political, social, economic and cultural life.

He maintained that the 7th Assembly is working on a bill, saying the House is already working with critical stakeholders in developing a bill that would address all the needs of Persons with Disabilities.

The speaker said when the bill is passed into law, people living with disabilities will be safeguarded against any form of discrimination and also have equal access to a conducive socio-economic environment.

On the passage of the disabilities bill, Mr Owoeye promised to work with the executive under the leadership of Governor Gboyega Oyetola to ensure a speedy passage of the bill.

The Speaker, Osun State House of Assembly, OSHA, Mr Timothy Owoeye has congratulated the governor of the state, Mr Gboyega Oyetola on the celebration of his two years in office describing the two years of Oyetola-led administration in the state as one that has contributed to the transformation of the state.

The speaker in a statement by his Chief Press Secretary, Kunle Alabi commended the administration for doing everything possible to bridge the gap between government and the citizenry through frequent engagements with the public on government policies.

He also lauded Governor Oyetola for embarking on numerous capital projects despite the pandemic that ravaged the entire world economy.

Mr Owoeye reiterated that the 7th Assembly would at all times be a partner in progress in ensuring that the lives of Osun State people becomes better than the way it was.

The speaker while praying that the remaining years of Governor Oyetola witness more progress and sustainable growth, called on residents and people of the state to cooperate with government by paying their taxes for the state to witness more development.

The Osun State governor, Mr Adegboyega Oyetola is to present 2021 budget to the Osun State House of Assembly, OSHA, on Tuesday.

This is contained in a letter sent to the speaker, Mr Timothy Owoeye which was read during the plenary session.

The speaker, urged members to be on ground by 10 O’clock in the morning for the plenary and budget presentation.

Earlier, the speaker, had also read a letter forwarded by the governor, titled, “Medium Term Expenditure Framework 2021 to 2023”, to which the governor is seeking approval of the assembly to implement.

Mr. Owoeye said the governor is seeking speedy consideration, ratification and passage of the expenditure framework, saying its financial submission forms part of the 2021 budget of the state.

He said the expenditure framework contains what the government have and intend doing for the people of the state in the next three years.

Media organisations have been urged to always cross-check their reports to prevent inciting the people against government.

The speaker, Osun State House of Assembly, OSHA, Mr Timothy Owoeye made the call when the management of Gold FM Ilesha paid him a courtesy visit in Osogbo.

Mr Owoeye who noted that the role of the media was to promote the activities of government, said the media should not allow themselves to be used by some people to cause dissent in the state.

The speaker while commending Gold FM for its various impactful programmes assured the management of the State Assembly’s readiness to partner with the station in enhancing the station.

Earlier, the General Manager of Gold FM, Mr Adedamola Tinubu had called for more collaboration between the station and the Osun State House of Assembly.

Parents have been urged to collaborate with teachers in instilling moral virtues in their children. 

The Speaker, Osun State House of Assembly, Mr. Timothy Owoeye made the call during plenary session in his congratulatory message to mark the “World Teachers’ Day”.

Mr. Owoeye who noted that teachers play major role in moulding lives of individual from childhood said parents should not neglect their duty of proper upbringing of their children at home.

He commended teachers for their efforts in educating and moulding lives of individuals in every field of study which has helped in building the society.

The Speaker advised Federal and State governments to enhance the Education sector and the welfare of Teachers.

The House later dissolved into Committee of the Whole for consideration of the Osun State Judiciary Fund Management Bill 2020 after a motion moved by Majority Leader Mr. Maruf Olanrewaju and seconded by member representing Olaoluwa state constituency, Mr. Adirulahi Adgbile.

The Lawmakers during the Committee of the Whole made amendment and correction to clauses 3 to 11 while the amendment and corrections made form part of the bill.

The Speaker, Osun State House of Assembly, OSHA, Mr Timothy Owoeye says the antidote to youths’ restiveness and unemployment remains skills acquisition.

The Speaker stated this during the turning of the sod for the foundation laying of a workshop building which he donated to Federal Science and Technology College in Ilesha.

Mr. Owoeye who commended the management of the school for allowing him to donate the building, emphasised the importance of science and technology to the survival of any economy and how it can create avenue for employment.

He pointed out that unemployment has been a major problem bedeviling the lives of Nigerian youths, causing increased militancy, kidnapping, unrest, socially delinquent behaviours and other social vices.

The speaker, however, called on government at all levels to urgently fund technical schools, as a way to relieve the burden of unemployment, crime and poverty.

The School’s Director of Principals, Mrs. Idowu Akinbamijo, commended the speaker for the donation of the workshop building saying the building is another milestone in the history of the school.

Mrs. Akinbamijo said the building would boost the academic prowess of the students and it would be very useful in technical education and training for the students.

The Nigeria Union of Pensioners, Osun State Council wants the government to urgently attend to the plight of pensioners in the state.

In a statement on the occasion of  eid-el kabir celebration, the chairman and secretary of the union, Alhaji Ganiyu Olasunkanmi and Comrade Lawrence Dele Aina called on Governor Oyetola’s administration to sustain prompt payment of pensions and gratuity.

The statement calls on government to always include pensioners in their various social investment programmes to improve their standard of living.

It however commends Governor Oyetola for his people oriented programmes and policies, saying his ingenuity had reposition the state for socio economic development.

The statement enjoins Muslim pensioners to adhere strictly to government directive on covid 19 to avoid the spread of the virus in the state.

The Osun State House of Assembly, OSHA, joint committee on Works and Transport and Lands, Urban and Physical Planning has ordered the sealing of buildings that contravene safety and professional standards in Egbedore Local Government Area of the state.

This is sequel to the collapse of two buildings under construction at Okinni and Dada Estate areas of Egbedore Local Government Area of Osun State.

The Chairman, House Committee on Land, Urban and Physical Planning, Mr Desmond Ojo while addressing the Directors of Town Planning in Local Governments and Director of Works said steps must be taken to ensure standardization of buildings in the state.

Mr. Ojo said town planners should be alive to their responsibility by ensuring house owners comply with building plan and layout in their area as approved by the Ministry of Land, Urban and Physical Planning.

Speaking on behalf of the Director of Town Planning in the local governments, Mr. Femi Odewunmi explained that the challenges being faced by town planners, especially, mobility, had affected them in carrying out their duty.

Mr. Odewunmi also called for political will to enforce the laws already in place guiding construction of buildings in the state.

The Osun State House of Assembly has screened Brigadier General Isa Aderibigbe as Chairman, Governing Board of Osun State Security Network Agency, and Retired Brigadier General Bashir Adewimbi as Corps Commander of the Security outfit.

Some of the Lawmakers, including Minority Leader, Mr. Babajide Kofoworola, in their submissions, described the nominees as diligent, trustworthy and disciplined, capable to paddle the affairs of the State Security Network, Amotekun.

Retired Brigadier General Bashir Adewimbi, while answering questions on how to enhance Security system in the state, said surveillance at the border towns, especially in remote areas would be enhanced to prevent influx of bandits into the state.

Retired Brigadier General Adewimbi promised to work in synergy with other security agencies to ensure security of lives and property.

The Speaker of the House of Assembly, Mr. Timothy Owoeye in his remark urged the nominees to do their best in eradicating crimes from the state.

Thunderstorm has killed seven cows at a ranch in Elepo Village, Ifon/Orolu Local Government Area of Osun State. 

Radio Nigeria gathered that the incident happened around quarter past three in the early hours of Tuesday, 7th July in the village.

Confirming the incident, the Sheriki of Fulani Community, Osun State, Suliaman Oloruntoyin described the incident as unfortunate and a big loss. 

He said the cows were killed as a result of the thunder that struck the place they were kept at the early hours of Tuesday. 

He gave the name of the owner of the cow as one Alhaji Abdullahi.

Wife of the Osun State Governor, Mrs. Kafayat Oyetola wants the state House of Assembly to tackle stigmatization if rape victims by encouraging them to speak out.

Mrs. Oyetola, who was at the Assembly to solicit support in stopping the increasing rape incidents in the state, noted that despite various laws in the state against rape and domestic violence, it was still unfortunate that sexual violence were still prevalent despite the laws.

She said rape and domestic violence cases should not be allowed to assume an uncontrollable situation in the state as female children are no longer safe in the society.

She urged the lawmakers to sensitise the people in their constituencies to fight against rape and encourage victims to promptly report.

In his remarks, the Speaker of the Assembly, Mr. Timothy Owoeye, the commended the governor’s wife for her initiative and campaign against rape in the state

Mr. Owoeye said the Assembly had already passed an anti-rape law since 2002 which stipulated 14 years imprisonment for attempted rape and life imprisonment for convicted rapists.

He however said all existing laws on rape, sexual violence and gender based violence would be reviewed by the lawmakers and that a law would soon be passed that would lead to the establishment of a special court to handle rape and sexual violence related cases in the state.

Earlier, the Assembly had passed the Osun Public Procurement Law Amendment Bill 2020, after it was read for the third time, with the Speaker saying it would become law as soon as it is assented to by the governor.

The Osun State House of Assembly, OSHA, has directed the House Committee on Environment and Sanitation to write a letter to all telecommunication service providers in the state to appear before the Assembly, to furnish it with permits and approvals for citing their masts in the state.

The Speaker, Mr. Timothy Owoeye gave the directive, during plenary, after the Chairman House Committee on Environment and Sanitation Mr. Benjamin Ogundipe, submitted the fact-finding report of its visit to Obalende Area of Ipetu-Ijesha, Oriade Local Government Area of Osun State.

Mr. Owoeye in his directive ordered that a letter be written to the state Ministry of Environment and Sanitation, for it to provide the Assembly with the list of telecommunication service providers in the state.

He said the telecommunication operators should equally come with the land approvals or deeds for the location where their masts were cited.

The Speaker who frowned at the citing of telecommunication masts in residential areas because of its harmful effect on the people, said the Assembly would do the needful, with regards to compensate affected residents or the total removal of telecom masts from residential areas.

The Chairman of the House Committee on Environment and Sanitation, Mr. Benjamin Ogundipe, had reported back to the House that the telecom mast in the area visited was giving residents of the area sleepless nights, and that its power generator was causing noise and air pollution that had forced landlords to vacate their homes to go rent houses in safer locations.

It would be recalled that the lawmaker representing Oriade State Constituency had raised the issue of noise and air pollution from a telecommunication masts erected in Obalende area under Matter of Urgent Public Importance.

The Speaker of the Osun House of Assembly, Mr. Timothy Owoeye says the Independent Corrupt Practices Commission, ICPC and the Economic and Financial Crimes Commission, EFCC, should have no business in investigating government finances and expenditure, if there is an efficient House of Assembly.

Mr. Owoeye stated this after the second reading of the “Osun Public Procurement Law Amendment Bill 2020” at the Assembly’s plenary session in Osogbo.

The Speaker explained that the oversight function of the legislative covers checking government expenditures, which would not allow EFCC and ICPC to further investigate state’s government financial activities, if the legislative arm of government has ensured proper accountability.

He, however, said the Procurement Amendment Bill, if passed into law, would make the financial activities of the state government more transparent and accountable for, saying the bill would give room for the creation of a board, which would oversee government procurements in the state.

He also explained that  the bill, when passed into law would give room for transparency in governance and the state procurement process, and inturn giving value for money, which is very important.

The Speaker added that, the procurement law would equally set guidelines for the boards of directors on how to manage the expenditure of the state government and thus making it more accountable to the public.

The policy trust of the Osun Public Procurement Law Amendment Bill was read by the Majority Leader of the House, Mr. Maruf Olanrewaju and the bill was passed for second reading.

The Speaker of the Osun House of Assembly, OSHA, Mr Timothy Owoeye says the state assembly is considering a post-COVID-19 stimulus bill to assist the people of the state and better it’s economy.

Mr. Owoeye, stated this at the special plenary session to mark the first year anniversary of the 7th Assembly.

The Speaker, Mr. Owoeye said the assembly was concerned about the effect of the Coronavirus pandemic on the global economy which has brought about economic recession and loss of jobs.

The speaker urged the state government to quickly reel out its post COVID-19 economic plan saying the proposed stimulus bill would be given accelerated passage upon presentation before the House of Assembly.

Highlighting the achievements of the state assembly in the last one year, Mr. Owoeye said the assembly, through quality legislation, has passed eight bills that has direct impact on the people of the state.

He said effective oversight of ongoing developmental projects in the state and making the assembly accountable through publication of activities and effective public engagement and E-parliament were also done.

Mr Owoeye thanked the governor of the state, Mr Gboyega Oyetola and the people of Osun for their support and for allowing peace to reign in the state saying the state lawmakers would rededicate themselves to serving the people more in the second year of the 7th Assembly.

In his remarks, Governor Adegboyega Oyetola said the state admires the monumental achievements and people-oriented legislation the state assembly had delivered in the last one year.

Governor Oyetola appreciated the lawmakers for their understanding during the raging Coronavirus pandemic, saying he looks to the future with hope, confident that the state has what it takes to make it to the desired level in the days ahead.

He therefore urge the legislators, who are the representatives of the people to continue to mobilise the people to support the government.

The Osun State House of Assembly says it will make Public Works and Transport Ministry more functional.

Chairman, House Committee on Public Works and Transport, Mr. Taofeek Badamasi stated this on during an interactive meeting with the officials of the ministry at the state House of Assembly, Osogbo.

He said the meeting was not to witch-hunt anybody but to collaborate efforts towards development of the State.

He directed the Ministry to submit documents on details of road contract awarded in the state.

In their various comments, members of the Committee requested for clarification of the Ministry in charge of the construction of Primary Health Care facilities across the state between the Ministry of Works and Health.

The Committee implored the ministry to work on dilapidated roads and filling of potholes on highways to reduce carnage and loss of lives on the roads.

Responding, the Special Adviser to the Governor on Public Works and Transport, Mr. Toke (m-d) Olaniyan explained that lack of funds was the major hindrance to the ministry in completing some projects.

He said, Oba Adesoji Aderemi East bye-pass, Osogbo Stadium fence and some Primary Health Center facilities were among the ongoing projects in the state.
