…. _dogs amendment bill passes second reading_ 

The Dogs Amendment Bill 2019 has passed through second reading in the Oyo State House of Assembly.

The bill sponsored by member representing Ogbomoso North State Constituency, Hon Olawumi Oladeji is meant to amend the Dogs Law of 1943 which was revised in 2000.

According to Hon Olawumi Oladeji, the bill is to prevent incessant dog bite as stories of dogs attack abound in the society.

The lawmaker noted that when passed, the law will make it mandatory for every dog owner to keep them under control so as to prevent the animals from attacking people while their dogs must also be vaccinated against all communicable diseases including Parvovirus, Hepatitis, Leptoftirosis and Rabies, hence a certificate of vaccination must be issued to ascertain such in line with international standard.

Presenting the bill for second reading, Hon Oladeji said if convicted, owners of dogs whose animals attack or bite people shall be guilty of an offence and liable to a fine of one hundred thousand naira or six months imprisonment or both .

The amendment further recommends that the total medical expenses incurred by the one bitten or injured by a dog must be borne by the owner, and if he fails to do this he or she will be guilty and liable on conviction to a fine of two hundred thousand naira or six months imprisonment or both.

Besides the above, the amendment is making it an offence for dog owners not to vaccinate their animals and the penalty for this, if found culpable, is a fine of two hundred thousand naira or six months imprisonment or both

In his contributions, Hon Isiaka Kazeem Tunde, Oyo East/Oyo West argued that the proposed fine was rather too small and should be increased to Five hundred thousand naira, maintaining that this would discourage dog owners from leaving their dogs to wander about without being properly kept in cages and without be adequately vaccinated.

However, other lawmakers including the Majority Leader, Hon Sanjo Adedoyin and the Minority Leader, Hon Asimiyu Alarape appealed for even further reduction of the fines, saying that not many dog owners would be able to afford the penalties.

According to them, one hundred thousand naira should be reduced to fifty thousand naira while that of two hundred thousand naira be reduced to one hundred thousand naira.

While passing the bill for second reading, the Speaker, Oyo State House of Assembly, Hon Adebo Ogundoyin, who acknowledged the importance of the Dogs Amendment Bill, stated that the House had been on the bill since last year and this was to ensure a thorough job was done on the amendment so as to have a law that would address contemporary issues of dog attacks and proceed necessary punishment.

The House thereafter referred the bill to its Committee on Agriculture and Rural Development for further consideration and scrutiny and report back.

Oyo State House of Assembly has received three requests from the Executive on matters geared towards moving the state forward. 

In a letter from the Executive, read during the first live streaming plenary of the Oyo Assembly, presided over by the Speaker, Mr Adebo Ogundoyin, the Executive requested the screening of Barrister Idowu Oyeleke as commissioner to replace Mr Kehinde Ayoola who died on the 14h of May this year. 

The House directed the commissioner nominee to submit sixty copies of his credentials to the office of the clerk before tenth of this month. 

Other requests by the executive were the proposed bill on the Establishment of Oyo Development Agency for Socio Economic and Advancement, OYODASA, and an Executive extract on Oyo Prosperity Bond of 100 billion naira to further stimulate infrastructure development in the state. 

The bond is expected to cater for Ibadan Inland Dry Port, Ibadan Airport upgrade, Circular Road, upgrade of hospitals in three senatorial districts and construction of Iseyin-Ogbomoso road. 

Deliberating, the lawmakers though had different opinions, urged the Executive to make judicious use of the bond to develop the state.

Oyo State House of Assembly has directed the embattled local government chairmen in the state to immediately hand over government property in their care to their respective councils and LCDAS for proper accountability. 

The House also urged the commissioner of police in the state and other security agencies to intervene, to ensure the property were recovered.

In a matter of urgent public importance presented to the House, the Majority Leader, Mr Sanjo Adedoyin said some government property had been declared missing at local councils allegedly taken away by the embattled ALGON chairmen. 

Deliberating the motion, the lawmakers held divergent views as some believed the House should not debate on the matter since the chairmen have proceeded to the Supreme Court. 

In his ruling, Speaker of the House, Mr Adebo Ogundoyin described the motion as apt and advised the ALGON chairmen to return the government property in their care for use in the council areas. 

The Speaker said the actions of the chairmen to further hold on to the property in their possession is illegal. 

The House also refer the downward review of the 2020 Oyo State budget to the committee on finance and appropriation for proper scrutiny.

Environment

Oyo State House of Assembly has summoned the Commissioner for Energy, Mr. Seun Ashamu, Personnel of Ministry of Energy and Oyo State Rural Electrification Board over abandoned and uninstalled transformers across Local governments in the State.

The house during its plenary lamented the condition of abandoned transformers procured by the Executive in 2011.

In a motion jointly moved by Mr. Julius Okeyoyin, representing Saki-West, Mr. Abiodun Fadeyi, Ona Ara and Mr. Kazeem Olayanju representing Irepo/Olorunsogo state constituencies, the lawmakers described electricity as indispensable in socioeconomic development of any state.

Speaker of the House, Mr Adebo Ogundoyin, said the concerned persons, Ministries and Agencies are to appear next week Tuesday, 5th November, to give situation report on the issue.
