House of Representatives elect representing Yewa South/ Ipokia Federal Constituency, Mr Isiaq Akinlade has lauded President Muhammadu Buhari for signing the bill to change the name of the area referred to as Egbado to Yewa into law.

Mr Akinlade who stated this while speaking with Radio Nigeria after exercising his franchise at Ahamadiya ward 2 in Owode Yewa, Yewa South local government, described the signing of the bill into law as a hallmark and a good signal for the residents of the area.

Mr Akinlade who also applauded the president for his efforts to grant local government autonomy said the step would enhance development especially, at the grassroots level.

He expressed satisfaction over the peaceful conduct of voters during the gubernatorial and State Houses Assembly elections in the area.

Also, the gubernatorial candidate of the African Democratic Congress, ADC, Barrister Biyi Otegbeye who performed his civic duty at 9:50 am at the State hospital, Ilaro ward 1 commended INEC for addressing the challenges recorded during the Presidential and National Assembly.

An Observer, Mrs Abiodun Oyedele who commended the peaceful conduct of the exercise said the turnout of voters was impressive.

President Muhammadu Buhari has given assurance that he will make Nigeria safer before leaving office.

The President reiterated this in Abuja at the Emblem Appeal Launch for the 2023 Armed Forces Remembrance Day celebration.

He donated N10m to the appeal fund and called on Nigerians, as well as corporate organizations to join in and support the country’s veterans and families of the fallen heroes, whose past sacrifices have kept the country together.

President Buhari commended the nation’s armed forces for their efforts at making the nation a safer place, assuring his administration’s continued support.

The event, which preceded the weekly Federal Executive Council, FEC, meeting, had Vice President Yemi Osinbajo, President of the Senate, Dr. Ahmed Lawan; ministers, military and other security chiefs in attendance.

The virtual meeting of the Federal Executive Council is going on at the Council Chambers of the presidential villa, Abuja, with President Muhammadu Buhari chairing the meeting.

Physically present at the meeting are Vice President Yemi Osinbajo, Secretary to the Government of the Federation, Boss Mustapha Chief of Staff to the President, Professor Ibrahim Gambari and Head of the Service of the Federation, Dr Folasade Yemi-Esan.

Also present are Ministers of Justice, Abubakar Malami, Communications and Digital Economy, Isa Pantami, Finance Budget and National Planning, Zainab Ahmed, Federal Capital Territory, Mohammed Bello and Education, Adamu Adamu.

Others are the Ministers of Health, Dr Osagie Ehanire, Foreign Affairs, Geoffrey Onyeama, Humanitarian Affairs, Disaster Management and Social Development, Sadiya Farouq, as well as Ministers of State for Agriculture, Mustapha Shehuri, Budget and National Planning Clement Agba and Environment, Udi Odum.

The rest cabinet members are participating virtually from their respective offices in Abuja.

President Muhammadu Buhari on Tuesday, inaugurated the 36km dual carriageway of Owerri-Orlu road in Imo State.

Buhari was earlier welcomed at the airport by the Imo State governor, Hope Uzodimma, and other dignitaries dressed in white outfits and red caps.

The president, in his visit to Owerri, is expected to inaugurate other projects by Uzodimma.

President Muhammadu Buhari says the United Kingdom under the late Queen Elizabeth stood by Nigeria during torrid times.

President Buhari said the UK during the Civil War between 1967 and 1970 supported the unity of Nigeria, adding that the Queen visited the country twice before her demise.

The President spoke during a condolence visit to the British High Commissioner to Nigeria, Catriona Laing, at her residence in Abuja on Saturday.

He was represented by the Secretary to the Government to the Federation, Boss Mustapha.
Buhari said, “We have maintained very close ties with the monarchy. She was a very gracious and elegant queen.

For the purposes of remembrance, the fact is that 90 per cent of Nigerians do not know any monarch in the UK other than the queen. We welcome the new king and we look forward to a strong working relationship with the UK.

They have been a very strong ally even in the midst of our difficult time during the Biafran war; they stood for the indivisibility of the Nigerian state, supported and ensured that we overcame that problem.

We are partnering to deal with the insurgency so that it doesn’t overwhelm us. They have always stood as a very strong ally.”

Buhari added, “The head of the commonwealth to which we belong. Not only that, she was the head of state for three years from 1960 to 1963 and when we became a republic she ceased to be.

We have had very close ties with the queen. She visited the country twice; first in 1953 when she spent about 20 days visiting different towns, and the second one was in 2003 during president Olusegun Obasanjo’s tenure.”

Laing had said on Friday that a condolence book would be opened at the High Commission Office in the Central Business District area of Abuja from September 12 to 16 and on 19th from 11am to 3pm daily.

The Federal Government has increased the Duty Tour Allowances of ministers, permanent secretaries and other civil servants in the federal public service with effect from September 1, 2022.

This was disclosed in a circular from the National Salaries, Incomes and Wages Commission, with reference SWC/C/04/S.6/II/333, dated August 31, 2022 and titled, “Review of Duty Tour Allowance in the Federal Public Service.”

The circular was addressed to the Chief of Staff to the President, Minister/Minister of State, Secretary to the Government of the Federation, Head of Civil Service of the Federation, Clerk of the National Assembly, among others.

The duty tour allowance increase is coming at a time economists and financial experts are raising concern about Nigeria’s huge debt profile, which, according to the Debt Management Office, stood at N41.6tn as at March, 2022.

The circular read in part, “The President of the Federal of Nigeria has approved the upward review of Duty Tour Allowances applicable to permanent secretary/equivalent from N20,000 to N70,000, and to Minister/SGF/HCSF/equivalent from N35,000 to N80,000.

“This approval takes effect from September 1, 2022. Given the above, and further to our Circular No. SWC/S/04/S.6/II/208 dated February 2, 2022 on the above-mentioned subject, the comprehensive list and Duty Tour Allowances are as follows: Grade Level 01 to 04 and its equivalent – N10,000 per diem.”

Others include Grade Level 05 to 06 and equivalent would get N15,000/diem; Grade Level 07 to 10 and equivalent, N17,500/diem; Grade Level 12 to 13 and equivalent, N20,000/diem; Grade Level 14 to 15 and equivalent, N25,000/diem; Grade Level 16 and 17 and its equivalent, N37,000/diem.

Permanent secretary/equivalent would henceforth get N70,000/diem; while minister/SGF/HCSF/equivalent would now get N80,000/diem as DTA.

The commission stated that all enquiries relating to the circular should be directed to the NSIWC. The agency’s Chairman, Ekpo Nta, signed the circular.

The authenticity of the circular was confirmed by the spokesperson of the NSIWC, Emma Njoku, as a former President, Association of National Accountants of Nigeria, Dr Sam Nzekwe, wondered why the government was still raising its recurrent expenditure amidst Nigeria’s mounting debt.

“Our debt is high as a country and the government should be looking for ways to reduce and not further increase it. Recurrent expenditure is so high because the cost of governance is high,” he Nzekwe.

He added, “We should stop taking initiatives that would continue to raise our debt, because it is not good for our economy and our rating globally.”

On Thursday the Director-General, DMO, Patience Oniha, confirmed that Nigeria’s total debt profile as at March, 2022 stood at N41.60tn, attributing the high debt profile to shortfall in revenues and the deficit in the annual budget as approved by the National Assembly.

Oniha added, “We have been running deficit budget for many years and each time you approve a budget with a deficit, by the time we raise money, because when you approve it is giving us a mandate, authority to borrow, it will reflect in the debt stock, so the debt stock will increase.

“Also note that states are also borrowing. So we add their own. They also have laws governing their borrowings and as debt stock increases, so does debt service. Until the issues of personnel, overhead and capital expenditure are properly addressed in the budget, borrowing would not stop.”

President Muhammadu Buhari on Wednesday, hailed the Vice Presidential candidate of the All Progressive Congress, Kashim Shettima, following hi unveiling by the party’s presidential flagbearer, Bola Tinubu.

According to a statement signed by his Senior Special Assistant on Media and Publicity, Garba Shehu, the President spoke when he received Shettima at the Presidential Villa hours after he was unveiled by the leadership of the party as Tinubu’s running mate.

The statement is titled ‘President Buhari to Kashim Shettima: I will respond to you when I am handing over to you and your boss.’

Reacting humorously to a flowery speech by the new VP candidate, the President said “I will respond to your speech when I am handing over to you and your boss. God willing, you are going to win.”

“I wish you the best. Your consistency in the party is very respectful.  You served your two terms as Governor and finished well. You have kept touch with your base. At every important occasion or event, you are maintaining support for the one who succeeded you. This is commendable,” Buhari added.

In his remarks, the vice presidential candidate thanked the President for his “empathy, support and positive role,” leading to his emergence as running mate to the APC presidential candidate.

He praised the President for having “a special place in your heart for Borno and North-East,” adding, “I can cite 20-30 instances of support you have rendered, for which you will be remembered.”

Citing the establishment of the North-East Development Commission, and the Independent Power Plant for Maiduguri by the NNPC, Shettima said “after many years of darkness, words cannot describe our appreciation of your support. We will remain eternally grateful.”

The former Governor of Borno State also requested the President to appreciate his successor, Prof. Babagana Zulum, who was in his company, along with the Minister of State, Agriculture, Mustapha Shehuri, for spurning “recurring mention” of him and pressure from his Governor colleagues to bid for the vice presidential ticket.

He promised that his vice presidency would not be for the “troika of Hausa, Fulani and Kanuri,” but for all Nigeria, irrespective of ethnicity, religion or geographical place of origin.

Speaking shortly after the visit, Shettima told newsmen that he “felt morally bound” to thank the president personally, before returning with a larger delegation on Friday.

Reacting to agitations over the Muslim-Muslim ticket floated by his party, he said the APC ticket is not designed to protect the interests of one faith as there are religious leaders to do that.

“In Borno, we spent over N1bn naira rebuilding churches destroyed by the Boko Haram insurgency. And this legacy has been continued by Governor Babagana Zulum. We have taken more Christian pilgrims to Jerusalem than some of the Northern states headed by Christians.

“So, we have that history of inclusivity, of togetherness. What we need is competent leadership. We are not coming into government to represent the Muslim or the Christian faith. The Sultan of Sokoto is eminently qualified to protect Muslim interests and the CAN president is eminently qualified to defend Christian interests as well,” he said.

President Muhammadu Buhari had an emotional re-union in Daura with his primary and secondary school classmates coming to pay homage to him to mark the Sallah celebrations.

President Buhari enquired about each individual’s wellbeing, their health and wellbeing of their family members.

They prayed for the repose of those that died between last year, when they last met and within this year.

The President expressed his joy and happiness for the meeting, saying he got the same feeling that he used to have when they were young.

They chatted for a while, talked about the school days and shared memories.

The leader of the class association, Senator Abba Ali commended the sacrifices the President had been making and urged him to maintain focus on the nation which he said was more important at the moment.

A gift was presented to the President, thereafter, a group photograph was taken by the president and his classmates.

President Muhammadu Buhari has sworn in 7 ministers recently confirmed by the Senate.

The Ministers are Henry Ikechukwu, from Abia State, to serve as Minister of State, Science, and Technology, Umana Umana, Akwa Ibom, deployed as Minister of the Niger Delta, Odum Odih, Rivers, to serve as Minister of Environment, and Ademola Adegoroye, from Ondo State, to serve as Minister of State, Transportation.

The rest are Umar El-Yakub, Kano State, deployed as Minister of State, Works and Housing, Goodluck Opiah, Imo, to sent as Minister of State, Education, and Egwumakama Nkama, from Ebonyi State, to serve as Minister of State, Health.

The new Ministers are a replacement for their predecessors who left to pursue higher political opportunities.

Addressing the new Ministers, President Buhari urged them to prove themselves worthy of the trust reposed in them.

The President also urged them to bring their expertise to bear in the efforts to deliver the country from its predicament.

Before their inauguration, a minute’s silence was observed in honour of the outgoing Secretary-General of the 4th Organisation of Petroleum Exporting Countries, OPEC, Mohammed Barkindo, who died yesterday, at the age of 63.

President Muhammadu Buhari has expressed the nation’s gratitude to the outgoing Secretary-General of the Organisation of Petroleum Exporting Countries, OPEC, Mohammed Barkindo, describing him as a worthy ambassador of the country.

Receiving Barkindo at State House, the President said posterity would remember him kindly for making the nation and himself proud during his six years of meritorious service at the helm of affairs as the 4th OPEC Secretary-General from Nigeria.

The President directed the Ministry of Petroleum Resources and the Nigerian National Petroleum Company, NNPC, to mobilise the oil and gas industry to organise a befitting welcome reception in honour of Barkindo.

In his remarks, Barkindo attributed his success to the tremendous guidance, charisma, and international gravitas of President Buhari, support from the OPEC secretariat in Vienna, and cooperation by members of the organisation.

He recounted how the counsel from President Buhari helped in the birthing of the Declaration of Cooperation of OPEC and non-OPEC oil-producing countries, after he assumed office in Vienna, Austria in 2016 during a downturn in the sector when oil prices plunged to less than 10 U.S dollars per barrel.

Having survived the major turbulences in the fluctuations of oil prices and the effects of Covid-19 in 2016 and 2020, Barkindo expressed confidence that the worst was over and the future looked promising for OPEC.

He thanked President Buhari for giving him the opportunity to serve, pledging that Nigeria would continue to play its leadership role in OPEC as well as in the global oil industry.

President Muhammadu Buhari has written to the Senate seeking the confirmation of seven Ministerial nominees to replace those who earlier resigned to pursue their political ambitions ahead of the 2023 general election.

In a letter read by the President of the Senate on Tuesday, President Buhari requests the Senate to confirm the nominees to replace the former ministers.

The nominees are Henry Iko (Abia State), Umana Umana, (Akwa Ibom), Ekuma Joseph, (Ebonyi), Goodluck Opiah, (Imo), Umar El-Yakub, (Kano), Ademola Adegoroye, (Ondo( and Odum Odi, (River State).

The ministerial nominees are expected to replace those who resigned from the cabinet after they must have been screened and confirmed by the senate.

President Muhammadu Buhari , congratulates his French counterpart, Emmanuel Macron, for winning his second term in office and making history as the only sitting leader of the country to return in two decades.

Buhari’s congratulatory message was contained in a statement by his Senior Special Assistant on Media and Publicity, Garba Shehu, titled, ‘President Buhari hails French President Emmanuel Macron’s victory’.

President Muhammadu Buhari , Wednesday in Abuja, said the Boko Haram insurgency has neither religious nor ethnic underpinning, and with adequate education, majority of Nigerians now know the truth.

The President spoke when he received the Chief Prosecutor of the International Criminal Court, Karin Khan, at State House, Abuja, saying that with concerted public enlightenment, it had become clear to the people that Boko Haram was a perversion of religion, rather than Islamic ideology.

According to a statement signed by his Special Adviser on Media and Publicity, Buhari said, “To say Western education is unacceptable (Haram) is very fraudulent. That is why we are fighting them, and educating the people. Education is fundamental. Religion and ethnicity are out of it. Some people have just made it a lifestyle to cause confusion, destruction, and death.”

President Muhammadu Buhari has welcomed the inclusion of Nigeria among the six countries in Africa designated as manufacturing bases for the Covid-19 vaccine.

Expressing delight on the development at the Roundtable on Health Systems and Vaccine Production at the ongoing 6th Europe-Africa Summit, President Buhari called for collaboration to address the effects of the pandemic.

Pointing out that his administration’s call on the development has yielded the desired result, the President said Nigeria would ensure that the best use was made of the opportunity.

He said Nigeria would host the Bio-manufacturing Training hub proposed by World Health Organization, WHO, but called on the EU to support the World Trade Organisation, WTO, towards the conclusion of negotiations on intellectual property rights’ waiver to ensure early start of the manufacturing of vaccines in Africa.

While commending the efforts of the foreign partners in making the Covid-19 vaccine available, he urged them to do more as less than 10 percent of the African population had got the jab, stressing that the situation can negatively affect Africa’s developmental projections.

President Muhamadu Buhari says Federal Government would consider extending tax credit as a funding option for the reconstruction of the Lagos-Ota-Abeokuta and the Sango Otta-Idiroko Roads roads, as approved for the 100km Sagamu Interchange-Papalanto-Ilaro Road.

The president while inaugurating five projects executed by the Ogun State government during his one day visit, assured Nigerians that two major Federal roads under construction, the Sagamu-Benin Expressway and the Lagos-Ibadan Expressway, would be commissioned before the end of 2022.    

President Muhammadu Buhari who first arrived at Ijebu Ode to inaugurate the fourteen kilometres Ijebu Ode Epe road later flew to the Abeokuta Sagamu by Interchange to inaugurate the reconstructed road, renamed President Muhamadu Buhari Expressway.

The President noted that the projects: the Gateway City Gate; the 42-Kilometre Sagamu Interchange-Abeokuta Road; the 14km Ijebu-Ode-Epe Expressway and two Housing Estates for low, medium and high-income earners at Kobape and Oke-Mosan in Abeokuta, respectively, were achieved as a result of the State government’s huge investment and commitment to the security of lives and property.

The President expressed delight that the 14km Ijebu Ode-Mojoda-Epe Road commissioned by him has been reconstructed into a modern expressway by the State government. 

President Buhari also commended the Ogun government inclusiveness, saying it is equally heart-warming that it cuts across different social strata, capturing the low, medium and high-income earners.

The President states that the projects gave an indication that the people of Ogun state are joining hands to build the future of Ogun State in togetherness.

President Buhari then thanked the people of Ogun State for the warm reception accorded him and his entourage which he saod was his first visit to any State in the New Year.

Governor Dapo Abiodun while speaking had requested the assistance of the Federal government on the rehabilitation of Lagos-Ota-Abeokuta and the Sango Otta-Idiroko Roads roads and sought a special funding status on infrastructure in Ogun state.

The President after the inauguration of the Renamed Abeokuta Sagamu road also visited the two housing estates constructed by the state government before proceeding to the Ogun state presidential Lodged where he met with the political stakeholders in the Ogun state project.

President Muhammadu Buhari has endorsed the establishment of the Nigerian Diaspora Investment Trust Fund, NDITF, to support direct investments in the country.

The President made the endorsement in Abuja at the presentation of a compendium entitled +600 Diaspora Icons at 60, published by the Nigerians in Diaspora Commission, NIDCOM,

The President said Nigeria was open to welcoming the Diaspora Direct Investment by compatriots abroad, a private sector investment window with Nigerians in the Diaspora

He noted that the foreign exchange remittances by Nigerians in the Diaspora had helped families and enhanced the development index of Nigeria.

President Buhari described the 327-page compendium as a historical record of the worth of Nigeria’s compatriots globally, adding that the distinguished list in the publication is a reminder of what Nigerians are capable of doing to the delight of the global community.

He stressed that irrespective of the few bad eggs, which is not peculiar to Nigeria, the country remains a great nation populated by great people, living at home or abroad, making citizens proud.

The President urged Nigerians to make it a duty to celebrate and extol compatriots who have excelled in their chosen careers and professions.

He noted that no country would do that for Nigerians except themselves, emphasising that their failure in recognising their own will make other countries capitalise on the few bad eggs and characterise Nigeria in their own negative narratives.

President Buhari called on Nigerians across the world to continue to be of exemplary behaviour and with determination to offer quality services that contribute to the progress of humanity.

While congratulating those whose names have made it to the first edition, President Buhari encouraged others to work more conscientiously to make the list in the subsequent editions.

He commended the Diaspora Commission for the energy and innovative steps it put together to ensure better engagements with the Diaspora Community.

The Chairman of NIDCOM, Mrs Abike Dabiri-Erewa had said the idea of the compendium was inspired by the regular Diaspora Presidential Town Hall meetings.

She said the Commission planned to publish the compendium at regular intervals, towards changing the negative stereotypes typified by the activities of a few bad Nigerians.

President Muhammadu Buhari Thursday in Abuja directed Ministries, Departments and Agencies (MDAs) to study a Report on how best to ensure effective policy design and implementation with a view to implementing some of its recommendations.

The report entitled, “Getting Things Done: Strategies for Policy and Programme Implementation in Nigeria,” was presented to the President by the Senior Executive Course 43 (2021) of the National Institute for Policy and Strategic Studies (NIPSS) , Kuru, Plateau State.

Receiving the report, the President assured the course participants that it would be treated with the seriousness and urgency it deserves.

‘‘As such, I am directing the MDAs and the National Steering Committee on the Vision 2050 to study the Report, with the view to diligently consider the recommendations presented and incorporate them as part of over-all execution strategy,’’ he said.

Declaring that this administration has invested great efforts in the provision of good governance and making tremendous progress at getting the desired results, the President said:

‘‘This report becomes important and timely in our quest to enhance service delivery to our citizens.”

On the importance of NIPSS and its course participants, the President noted it was always a delight to receive their input on important issues that are of very great concern to the government and the nation.

‘‘No nation will progress without paying close attention to the ways policies are made and implemented, as it is often unclear how best to ensure effective policy design and implementation.

‘‘The gaps between policy design and programmes implementation must be closed in order for our country to continue to make meaningful progress.

‘‘This was why I charged Participants of the Senior Executive Course No. 43, 2021 to work on the theme: “Getting Things Done: Strategies for Policy and Programme Implementation in Nigeria,” he said.

Alluding to the report and the presentation done by participants of Course 43, the President noted that their research had drawn attention to the numerous efforts of his administration in policy and programme implementation, as well as the challenges faced.

He acknowledged that the report also generated constructive and compelling recommendations with adequate implementation strategies.

‘‘The structure, content and mode of presentation of this report shows great commitment and hard work that has gone into it.

‘‘This confirms to me and our administration of the consistency and reliability of the National Institute in delivering on very critical and sensitive assignments of national importance.

‘‘While I congratulate the Participants for justifying the confidence in nominating you for this course, I wish to commend the National Institute for once more living up to expectations.

‘‘Let me express my pleasure at the level of knowledge and discipline you have openly demonstrated about our country and our challenges,’’ he said.

President Buhari urged the course participants, mainly drawn from the senior cadre of Federal and State establishments, to put to work all they have learnt in their various establishments.

‘‘I am convinced that you are now well equipped for the task of handling higher and more complex responsibilities for the benefit of our country,’’ he told them.

In his remarks at the presidential parley, the Acting Director-General of NIPSS, Brig. Gen. Chukwuemeka Udaya told the President that the 85 participants of Senior Course 43 of 2021 were distributed into seven groups to interrogate the theme of the study.

‘‘The seven groups received lectures and presentations from top class resource persons, went on study tours in order to interact with and gather data on the theme for study from experts, public and private sector practitioners from across the globe carried out individual and group research work and rigorous intellectual debates,’’ he said.

Asiwaju Bola Tinubu, the national leader of the All Progressives Congress (APC), recently paid President Muhammadu Buhari a visit in Aso Rock.

In photos obtained by TVC NEWS, Buhari and Tinubu can be seen greeting each other, then having a chat on the couch in the government house.

Tinubu said he came to thank the president for paying him a visit while he was in London in a brief statement.

This comes just weeks after the former governor of Lagos returned from the United Kingdom and met with Vice President Yemi Osinbajo.

Both men were wrapped in a warm embrace as they met amid speculation that they would run for president in 2023.

Adoption of the Central Bank Digital Currency, (CBDC) and its underlying technology called blockchain, can increase Nigeria’s GDP by $29billion over the next 10 years, President Muhammadu Buhari said Monday in Abuja at the official launch of the eNaira.

The President also declared that the introduction of the eNaira would enable the government to send direct payments to citizens eligible for specific welfare programmes as well as foster cross border trade.

President Buhari said that alongside digital innovations, CBDCs can foster economic growth through better economic activities, increase remittances, improve financial inclusion and make monetary policy more effective.

 ”Let me note that aside from the global trend to create Digital Currencies, we believe that there are Nigeria-specific benefits that cut across different sectors of, and concerns of the economy.

”The use of CBDCs can help move many more people and businesses from the informal into the formal sector, thereby increasing the tax base of the country,” he said.

The President said with the launch of eNaira, Nigeria has become the first country in Africa, and one of the first in the world to introduce a Digital Currency to her citizens.

He commended the Governor of the Central Bank, Godwin Emefiele, his deputies and the entire team of staff who worked tirelessly to make the launch of Africa’s first digital currency a reality.

 The President, who assured Nigerians of the safety and scalability of the CBDC system, said the journey to create a digital currency for Nigeria began sometime in 2017.

 ”Work intensified over the past several months with several brainstorming exercises, deployment of technical partners and advisers, collaboration with the Ministries of Communication and Digital Economy and its sister agencies like the Nigerian Communications Commission (NCC), integration of banking software across the country and painstaking tests to ensure the robustness, safety and scalability of the CBDC System, ” he said.

The President also used the occasion of the unveiling of the eNaira to painstakingly explain to Nigerians why he approved the use of the digital currency.

”In recent times, the use of physical cash in conducting business and making payments has been on the decline. This trend has been exacerbated by the onset of the COVID-19 pandemic and the resurgence of a new Digital Economy.

”Alongside these developments, businesses, households, and other economic agents have sought for new means of making payments in the new circumstances.

 ”The absence of a swift and effective solution to these requirements, as well as fears that Central Banks’ actions sometimes lead to hyperinflation created the space for non-government entities to establish new forms of “private currencies” that seemed to have gained popularity and acceptance across the world, including here in Nigeria.

”In response to these developments, an overwhelming majority of Central Banks across the world have started to consider issuing digital currencies in order to cater for businesses and households seeking faster, safer, easier and cheaper means of payments.

 ”A handful of countries including China, Bahamas, and Cambodia have already issued their own CBDCs.

 ”A 2021 survey of Central Banks around the world by the Bank for International Settlements (BIS) found that almost 90 per cent are actively researching the potential for CBDCs, 60 percent were experimenting with the technology and 14 per cent were deploying pilot projects.

”Needless to add, close monitoring and close supervision will be necessary in the early stages of implementation to study the effect of eNaira on the economy as a whole.

”It is on the basis of this that the Central Bank of Nigeria (CBN) sought and received my approval to explore issuing Nigeria’s own Central Bank Digital Currency, named the eNaira,’’ he said.

Equally, the Nigerian leader noted that his approval was also underpinned by the fact that the CBN has been a leading innovator ‘‘in the form of money they produce, and in the payment services they deploy for efficient transactions.’’

He noted that Nigeria’s apex bank has invested heavily in creating a Payment System that is ranked in the top ten in the world and certainly the best in Africa.

”This payment system now provides high‐value and time‐critical payment services to financial institutions, and ultimately serves as the backbone for every electronic payment in Nigeria.

”They have also supported several private‐sector initiatives to improve the existing payments landscape, and in turn, have created some of the world’s leading payment service providers today,’’ he said.

 In his remarks, the CBN Governor explained that eNaira is Nigeria’s CBDC and it is the digital equivalent of the physical Naira.

”As the tagline simply encapsulates, the eNaira is the same Naira with far more possibilities. The eNaira – like the physical Naira – is a legal tender in Nigeria and a liability of the CBN. The eNaira and Naira will have the same value and will always be exchanged at 1 naira to 1 eNaira,” he said.

Emefiele added that the CBN has given careful consideration to the entire payments and financial architecture and has designed the eNaira to complement and strengthen these ecosystems and has implemented secure safeguards and policies to maintain the integrity of the financial system.

He pledged that there would be strict adherence to the anti-money laundering and combating the financing of terrorism (AML/CFT) standards in order to preserve the integrity and stability of Nigeria’s payment system.

According to Emefiele, since the eNaira platform went live, there has been overwhelming interest and encouraging response from Nigerians and other parties across the world with over 2.5 million daily visits to the website.

 He listed the following milestones:

 ”33 banks are fully integrated and live on the platform, 500 million has been successfully minted by the Bank, N200 million has been issued to financial institutions, over 2,000 customers have been onboarded and over 120 merchants have successfully registered on the eNaira platform”.

The CBN governor also used the occasion to commend President Buhari for making history, yet again, with the launch of the eNaira – the first in Africa and one of the earliest around the world.

 He also dispelled fears on the nation’s foreign reserves, saying the reserves are strong and getting stronger by the day.

”Mr. President, as you make ground breaking reforms, there have been continuing debate on the true value of the Naira. Rather than worry today on the direction of the exchange rate, let us take a step back and analyze how we got here in the first place.

 ”Please recall that since the advent of the International Monetary Fund (IMF) led Structural Adjustment Programme (SAP) in 1986, and the introduction of the Second Tier Foreign Exchange (SFEM) market, the Naira has been on a one-way free fall from parity to the US Dollar in 1984 to over N410/USD today.

 ”Some 35 years later, we have not been able to achieve the many promises and objectives of that programme.

 ”Instead, what we have seen is widespread import dependency, which has wiped out most of our production and manufacturing bases and exported all our jobs in the process.

 ”What has happened to the massive textile factories across our nation such that we import almost all cotton products when we are rich in cotton?

 ”What has happened to our vehicle assembly plants across the nation such that we import most vehicles and have become a massive dumping ground for dying second-hand vehicles?

 ”What has happened to our rubber plantations through which we made the best tyres and rubber products in the world? What has happened to our groundnut pyramids? What has happened to our Cocoa farms? What has happened to our palm oil mills?

”Under your leadership, Mr. President, we must stop this decline for good! We must return to massive homemade production; we must get our people working again. We must create the economic environment for massive domestic production and significant non-oil exports.

”As custodians of your national reserves, let me first assure you that there is no cause for alarm. Our FX reserves are strong and indeed getting stronger by the day, crossing the 40 billion USD mark, and is one of the highest in Africa – and growing.

”But we cannot fritter our reserves away on cheap imports and currency speculators. We must return to an employment-led growth anchored on productivity and rewarding producers of local goods, services, innovation and new technologies.

 ”If you consume cheap imports and export our jobs, we will make you pay dearly; but if you produce locally – with little or no foreign inputs beyond machinery, we will support you, and the markets will reward you abundantly,” he said.

 In addition to all policies and actions of the CBN to support the economy especially through the trying times of COVID-19, Emefiele announced a new financial instrument titled “The 100 for 100 PPP – Policy on Production and Productivity”, which will be anchored in the Development Finance Department under his direct supervision.

He explained that under this policy the CBN would advertise, screen, scrutinize and financially support 100 targeted private sector companies in 100 days, beginning from 01 November 2021, and rolling over every 100 days with new set of 100 companies, whose names will be published in National Dailies for Nigerians to verify and confirm.

In order to tackle existing problems and at the same time benefit from domestic and global trends, stakeholders both in the public and private sectors must take timely actions and immediate steps for Nigeria to achieve the desired national goals, according to President Muhammadu Buhari.

The President represented by Vice President Yemi Osinbajo, SAN, stated this today in an address delivered virtually at the opening of the 27th Nigerian Economic Summit, themed “Securing our Future: The Fierce Urgency of Now”.

Emphasizing the imperative of the theme of the summit, the President said, “the theme for this year’s Summit – “Securing Our Future: The Fierce Urgency of Now” is a compelling one. It stresses the importance of taking timely action to tackle existing problems while at the same time urging that we take immediate steps to cope with or benefit from domestic and global trends in order to achieve our desired national goals and objectives.”

Continuing, he noted that “the need for urgent action is even more pressing if we take account of the fact that we are now part of the African Continental Free Trade Area which calls for actions to position the economy to benefit from the opportunity that this regional integration grouping presents while at the same time protecting our industries and businesses from unfair competition.”

The President took the opportunity to explain the new medium-term National Development Plan, saying, “growth figures are meaningless if they do not translate to good-paying jobs and improved standard of living for our people. The question, of course, I insist, that must be answered regarding all our policies, is what they mean for creation of wealth and human capacity development.

“The new plan incorporates aspects of the National Poverty Reduction with Growth Strategy which was articulated as a guide towards achieving our poverty reduction target. The starting point for the implementation of the Strategy is the realization that increased employment is an indispensable tool for reducing poverty”.

According to President Buhari, “the Federal Government is responding to the challenges and opportunities of the moment by articulating forward-looking policies and strategies and implementing a coherent, clear and consistent set of actions in order to achieve our desired objectives.

“The broad objectives of the new medium-term National Development Plan Plan are to diversify the economy, invest in critical infrastructure, build human capital and improve governance and security. The intention is to achieve broad-based and inclusive GDP growth in order to create 21 million jobs and lift 35 million people out of poverty by 2025. This ambitious but realizable target is consistent with government’s vision of lifting 100 million Nigerians out of poverty in a decade.”

Explaining the rationale for government’s policy direction, the President said, “the shock caused by the pandemic (which is still very much with us) was at a time that Nigeria as a developing economy is striving to become a digital economy so that we can leapfrog into the Fourth Industrial Revolution.

“As if this is not a challenge enough, we are also required as a good member of the international community to take steps to mitigate and to adapt to climate change. This is not a simple matter if we bear in mind that we are reliant on oil and gas for revenues and export earnings and yet reducing the use of fossil fuels is the frontline strategy being urged for achieving net-zero carbon emissions by 2050.”

President Buhari then listed some of the interventions by government whose results he noted, “are beginning to show although we must admit that there is still much more work to be done especially in the context of our stated priorities to reduce poverty and unemployment which call for urgency.”

His words: “The Economic Sustainability Plan adopted in response to the economic crisis caused by the pandemic was centered on tackling and reducing the COVID-19 caseload, restoring growth, protecting and creating jobs, rescuing businesses, and reducing social vulnerabilities.

“These were in addition to the priority actions that were already being taken in the Economic Recovery and Growth Plan to invest in social and human capital, build power, road and rail infrastructure and improve the business environment.”

In the MSMEs space, the President said “we were also able through the MSME Survival Fund to support up to 1.1m establishments and individuals. Particularly notable in this regard was the payroll support scheme wherein Government was able to pay salaries to nearly 500,000 employees of MSMEs over a three-month period so that they could remain at work.”

In addition to the Survival Fund scheme, President Buhari explained further that “given the critical foreign exchange needs of the economy, we are also providing support to exporters through the Export Expansion Facility Programme and disbursement is ongoing to beneficiaries of the scheme.”

He further listed the “labour intensive interventions in agriculture, housing and solar power installations which are still on-going will also boost domestic demand, especially for local products”, as some of the interventions expected to create employment.

Speaking about the Solar Power Naija Project, the President explained that “it is another project of the Economic Sustainability Plan that will lead to the creation of a large number of jobs. We expect up to 250,000 jobs to be created from this effort to connect up to 5 million households to solar power.

“This project is particularly important in the context of climate change and in enabling Nigeria to generate renewable electric power against the background of its nationally determined contribution towards net-zero carbon emissions by 2050.”

Calling for more public-private partnerships in the transport sector, the President said the efforts of the Federal Government are evident and yielding results.

Said President Buhari: “we can all bear witness to the giant strides that are being made in infrastructure across the country. Rail services are already up and running from Abuja to Kaduna; Warri to Itakpe; and Lagos to Ibadan being the most notable.

“Similar investment is going on in major roads and bridges like the Lagos-Ibadan, Abuja-Kano, Second Niger Bridge, and East-West Road amongst others. The Road Infrastructure Tax Credit scheme holds great potential as the work done on the Apapa-Oworonshoki Road has demonstrated.”

The President also identified digital economy “as another area with great potential and we are working on several initiatives to boost Business Process Outsourcing which can generate a large number of jobs while also contributing to substantial export earnings.”

On her part, Minister of Finance, Budget, and National Planning, Hajiya Zainab Ahmed, commended the partnership with the Nigerian Economic Summit Group over the years and noted the group’s contributions in the development of government’s policies that have and is positively impacting the economy.

Earlier in his remarks, the Chairman of the Nigerian Economic Summit Group, Mr Asue Ighodalo made a call on all stakeholders to support the Buhari administration in securing the future of Nigeria.

According to him, “Although the challenges confronting us are many, we should not despair. We are not inferior people, let’s get to work urgently, together, we can get our country working.”

Also in his remark, a former Prime Minister of Ethiopia, Mr Hailemariam Desalegn Boshe commended the leadership provided by Nigeria in improving the lives of the people through effective policy implementation and inclusive governance.

He noted that efforts made by the Nigerian government in securing the lives of the people and improving the economy will go a long way in securing the future of Africa and called on governments across the continent to put the people at the centre of policy choices and implementation.

Other dignitaries at the opening session of the summit include State governors, ministers, heads of government agencies, and captains of industry among others.

President Muhammadu Buhari will present the 2022 budget estimate to a joint session of the National Assembly on Thursday.

The Deputy President of the Senate, Ovie Omo-Agege, made this known while presiding over the plenary on Tuesday at National Assembly in Abuja.

The budget presentation was coming early enough due to the January to December fiscal budgetary policy introduced by the 9th National Assembly.

In a letter addressed to the Senate, the President urged the lawmakers to approve the planning documents which he said would form the basis and assumptions in the 2022 budget.

The present administration has been making effort to ensure the appropriation bill for the following year is promptly submitted, as part of its commitment to the January to December budget cycle.

President Buhari had presented a proposed 2021 Budget of N13.08 trillion, to the National Assembly on October 8, 2020.

The Budget of Economic Recovery and Resilience, contained a crude oil benchmark price of $40 per barrel and a daily oil production estimate of 1.86 million barrels (inclusive of condensates of 300,000 to 400,000 barrels per day).

A breakdown of the 2021 Budget indicated that the act had a recurrent expenditure of N5.65 trillion, personnel cost of N3.76 trillion, and a debt service of N3.12 trillion.

This included N1.35 trillion spending by government-owned enterprises and grants, as well as aid-funded expenditure of N354.85 billion.

President Muhammadu Buhari has directed security agencies to sustain the onslaught on perpetrators of insecurity in the country until they are completely crushed.

He gave the directive in Abuja when security chiefs came to brief him on the successes achieved and problems being encountered in maintaining security in especially the northwest and the north-central sub-regions.

 Speaking with correspondents after the briefing, the Minister of Defence, retired Major-General Bashir Magashi, and acknowledged that the rebellious stance taken by the bandits had become a source of concern.

The Minister said they had appraised their position, and known that they were capable of dealing with the situation, but that they need the co-operation of every Nigerian in the efforts at ensuring peace.

Also briefing newsmen on their meeting, the Inspector General of Police, Alhaji Usman Alkali Baba, said all security agencies would continue to work in unison to re-invigorate their efforts, which he explained had already begun to yield good results in the northeast, and the southeast.

He said they had given assurance to President Buhari that they would do their utmost to reinstate security within the shortest possible time.

Uzodinma, who spoke upon his return from an official trip to the Federal Capital Territory, Abuja, said that the President would commission some “significant projects” executed by his administration.
The governor said that he visited Abuja to “address some political matters and some critical issues that are supposed to be handled in Abuja.”
He listed the issues to include getting Federal Government’s assistance on the World Bank programmes on rural roads, ecological programmes, the Nigeria Erosion and Watershed Management (NEWMAP) projects and other erosion control issues.
“While in Abuja, I secured approval for President Muhammadu Buhari to visit Imo on Thursday, Sept. 9, to commission some significant projects put together by the Shared Prosperity Administration.
“More to that, Imo has been able to attract additional support from Mr President on management of some ecological problems in the state,’’ he said.
Speaking on his assignment as the Chairman, All Progressives Congress (APC) Campaign Council for the Anambra governorship election, Uzodinma acknowledged the importance of the responsibility thrust on him by the party.
The governor assured that he was doing his best to disseminate the message of what the people stand to gain should they vote in the APC in the Nov. 6 election.
He called on the people of Anambra and the South-East in general to align with the APC, adding that “those who support the party at the centre will get both their rights and their privileges”.
