Osun State House of Assembly, OSHA, says the Osun State 2024 Appropriation Bill when implemented would reduce the poverty amongst residents to the barest minimum.

The 2024 Appropriation Bill would also revitalize the economy of the state and meet the yearnings of the people of the state.

The Chairman, House Committee on Finance and Appropriation, Mr. Olumide Fatunmise gave the assurance while delivering the report of the two-week budget defence exercises during plenary presided by the Speaker, Prince Adewale Egbedun.

Mr. Fatunmise advised that all available means must be explored to generate more Internally Generated Revenue, IGR, enjoined the Osun State Internal Revenue Agency to work in close relationship with other revenue generating agencies, heads of ministries and agencies to compliment the activities of field officers in tax collection amongst other recommendations.

He explained that 89 Ministries, Departments and Agencies, MDAs in the state appeared before the OSHA during the budget defence exercise.

Mr. Fatunmise commended the speaker and other relevant stakeholders for the giving the Committee on Finance and Appropriation an enabling environment to attain a successful budget defence exercise.

In separate remarks, the other legislators including; Mr. Abiola Awoyeye, Prince Adewunmi Adeyemi, Mr. Simeon Popoola and Mr. Laide Ajibola commended the committee for the diligent work done.

Meanwhile, the majority leader, Mr. Kofoworola Adewunmi moved the motion for the adoption of the report and seconded by member representing Ife East State Constituency and Chairman, House Committee on Finance and Appropriation, Mr. Olumide Fatunmise.

Radio Nigeria Correspondent, Mojisola Oladele reports that the legislators also dissolved to the Committee of Supply to make necessary corrections in the Osun 2024 Appropriation Bill.

It will recalled that the Appropriation Bill of over Two Hundred and Seventy-Three Billion naira which was christened “Budget of Reconstruction and Recovery” was laid before the House on 9th November by the governor, Senator Ademola Adeleke.

The Osun State Universal Basic Education Amendment Bill 2021 has scaled through the second reading on the floor of the Osun State House of Assembly.

This follows a motion moved by the Majority Leader, Mr. Maruf Olanrewaju and seconded by the member representing Egbedore State Constituency, Mr. Babatunde Ibirogba.

Earlier, reading the policy thrust of the bill, the Majority Leader, Mr. Maruf Olanrewaju noted that the passage of the bill would ensure the harmonisation of Universal Basic Education Law across the country.

Mr. Olanrewaju said the bill would enhance the productivity of the board members and staff of the board at the state and local government levels.

Also, the chairman, House Committee on Education, Mr. Babatunde Ibirogba maintained that the bill would ensure that all children have access to basic education.

In his remark, the speaker, Mr. Timothy Owoeye urged members to study the bill and come up with submissions to deliberate upon at the Committee of the Whole during the consideration of the bill.

Serving and Former  Members of the Ogun State House of Assembly have described the late Babatunde Elemide, as a legislator whose wealth of experience is significant to the success recorded by the first legislative session.

Late Babatunde Elemide was the Pioneer Majority leader and member, who represented Odeda State Constituency between 1979 and 1983. 

The Speaker of the Assembly,Mr Olakunle Oluomo, at a special plenary in his honour at the Assembly Complex, Oke Mosan, Abeokuta, recalled that it was worthy to celebrate the life and time of the late lawyer, who conquered his world with unique achievements.

Mr Oluomo added that his contributions to debates in the Assembly from the perspective of the legal profession remained a model for all public officials to emulate.  

Earlier while recalling the deceased’s legacies as a lawmaker between 1979 and 1983, members who represented Owode and Ijebu-Igbo State Constituencies in the third legislature in 1992 to 1993,Mr  Oladipo Akingbade and Mr Babatunde Odugbesan remarked that the deceased was a thoroughbred lawyer, and an astute legislator, worthy of emulation.

In their tributes, a family member, who currently represents Odeda State Constituency, Mr Oludaisi Elemide, the deceased’s eldest son, Mr Olabode Elemide and a daughter of the late lawmaker, Mrs. Ayo Adenekan, said their father was a community leader, who served the common man with passion.

The Osun State Legislative Funds Management Bill has scaled through the second reading on the floor of the Osun State House of Assembly, OSHA.

The bill, which would ensure accountability, transparency, effectiveness and efficiency in the utilisation of funds for the House of Assembly was considered at the Committee of Whole.

The lawmakers, during the Committee of the Whole took turns to effect some corrections in some clauses of the bill.

After thorough deliberations on the bill, the Majority Leader, Mr. Maruf Olarewaju moved a motion that the amendment and corrections made on the clauses should form part of the bill.

According to the bill, all moneys due to the Osun State House of Assembly for capital and recurrent expenditure shall be paid by the State Commissioners for Finance and Accountant-General into the Assembly’s account in Proratal basis in accordance with provisions of the 1999 Constitution as amended.

It also stated that the account of the Assembly shall be audited annually by the auditors appointed from the list of auditors, in accordance with the guidelines issued by the Auditor-General of the state.

The Osun State House of Assembly, OSHA, has passed the Osun Local Government Areas Creation and Administration Amendment No 4 Bill 2020.

The bill was passed during plenary at the floor of the House of Assembly Complex, Osogbo after a motion moved by the Majority Leader, Mr. Maruf Olanrewaju and seconded by member representing Atakumosa East and West, Mr. Babtunde Komolafe.

The Speaker of the House, Mr. Timothy Owoeye in his remarks said the bill would put an end to illegal impeachment of Chairman in various Local Government area of the state.

The Speaker noted that no parliamentarian has power to remove any council Chairman without petition to the State House of Assembly.

He urged the executive to urgently assent into the bill for the benefit of the people and entire state.

It would be recalled that the Clause 4 of the Osun Local Government Areas Creation and Administration Amendment Law had empowered the parliamentarians in the council to impeach a Chairman for misconduct which had led to impeachment of some council chairmen before the intervention of the House of Assembly.

Osun State House of Assembly, OSHA, has passed into law a bill for the prohibition of kidnapping, abduction of persons and other related crimes.

This follows the motion moved by Majority Leader of the House, Mr Maruf Olanrewaju for the third reading of the bill and seconded by member representing Ife North, Mr Tunde Olatunji.

The House recommended the death penalty for those found guilty of kidnapping and ritual killing, while those aiding and abetting the crime are to face life imprisonment.

In his remark, the Speaker, Mr Timothy Owoeye, said it now a crime to find human parts with anybody or engaging in kidnapping and abduction.

Mr Owoeye who noted that kidnapping and ritual killing have become issues of concern in the state said the signing of the bill into law would put an end to kidnapping, banditry and ritual killing.

While the commending his colleagues for their contribution to the passage of the bill, the Speaker said when the bill is signed by the governor, the punishment would serve as a deterrent to perpetrators and others.
