The Police Service Commission has ordered four senior Deputy Inspectors-General of Police, Dan-Mallam Mohammed, Moses Jitiboh, Hafiz Inuwa and Adeleke Bode to immediately proceed on compulsory retirement for failing to retire following the appointment of their colleague, Olukayode Egbetokun, as the acting Inspector-General of Police.

The PSC, however, approved the appointment of four Assistant Inspectors-General of Police, Ibrahim Ka’oje, Daniel Sokari-Pedro, Ayuba Ekpeji and Usman Nagogo to the rank of DIGs pending ratification by the board of the commission to replace the retired DIGs.

The spokesperson for the commission, Ikechukwu Ani, disclosed this to journalists in Abuja on Monday, noting that the PSC gave the order in the exercise of its statutory powers pursuant to the Third Schedule, Part 1 M, para A&B of the 1999 Constitution, reinforced with Section 6 of the PSC (Establisment) Act 2001, para a, c, d, e, & f.

He explained that the order became imperative because the PSC had expected those DIGs who were seniors in rank prior to Egbetokun’s appointment as IG, to voluntarily retire, adding that such expected application was in consonance with the revered tradition of discipline and regimented culture of the Nigeria Police Force.

Ani said, “In the wake of the appointment of the acting Inspector-General of Police, Kayode Egbetokun on June 19, 2023 by Mr President, the Commission had expected in consonance with the revered tradition of discipline and regimented culture of the Nigeria Police Force that those DIGS who were seniors in rank prior to his elevation will voluntarily apply for retirement or elect to leave the Force.

“The Commission, having waited for ample time with no such application from any of them, took the decision to compulsorily retire them in order to uphold discipline which is the bedrock of the Force, and to discourage status reversal which is inherently inimical to the exercise of authority by the Inspector General.”

The newly appointed DIGs, who are without pending disciplinary matters and/or without any serious medical conditions and health impairments, according to Ani, were drawn from the same respective geo-political regions of the retired ones.

Singapore police have seized about S$1bn ($735m; £578m) – including luxury homes, cars and watches – in one of its biggest anti-money laundering probes.

Gold bars, designer handbags, wine and S$23m in cash were among the items seized in the raids.

Police arrested ten people in the operation, all of whom held foreign passports.

Raids of this size are rare in Singapore, which has one of the lowest crime rates in the world.

The Singapore Police Force said in a statement that simultaneous raids were held across the city-state on Tuesday.

It added that 94 homes, including houses in some of the country’s most sought after areas, were seized, along with 50 vehicles.

Ten people, aged between 31 and 44, were arrested for alleged money laundering and forgery offences. Police said that those arrested had passports from China, Cambodia, Turkey and Vanuatu.

The group was “suspected to be involved in laundering the proceeds of crime from their overseas organised crime activities including scams and online gambling,” according to the police.

“We have zero tolerance for the use of Singapore as a safe haven for criminals,” said David Chew, director of the police’s Commercial Affairs Department, which investigates white-collar crime.

“Our message to these criminals is simple – if we catch you, we will arrest you. If we find your ill-gotten gains, we will seize them. We will deal with you to the fullest extent of our laws,” he added.

Police said another 12 people were assisting with investigations, while eight others are currently on its wanted list.

The country’s central bank and financial regulator, the Monetary Authority of Singapore, said it had been in contact with financial institutions “where the potentially tainted funds have been identified”.

It added that it would take “firm action” against institutions which did not meet official anti-money laundering requirements.

The Federal Government has withdrawn the Mobile Police Force personnel attached to several Very Important Persons, including ex-governors, former ministers and lawmakers.

The order, which was contained in a police wireless message from Mopol 45 Force Headquarters, Abuja, affected Daura Buhari, brother to former President Muhammadu Buhari as well as former First Lady, Aisha Buhari’s sibling and former Secretary to the Government of the Federation, Boss Mustapha.

The development came a few weeks after the IG vowed to withdraw Police Mobile Force personnel from VIP escort and guard duties.

He had also announced plans to establish the Special Intervention Squad, which according to him, would have 40,000 highly trained police officers including selected officers from the Police Mobile Force.

This, the IG said, was to allow the police to take back its place in the “internal security architecture” of the country.

Egbetokun, who spoke during a meeting with Squadron leaders and Tactical Commanders in Abuja, on June 26, stated, “We shall effect the withdrawal of PMF personnel from VIP escort/guard duties. While the protection of dignitaries remains paramount, it is imperative that we realign our priorities to address the escalating security challenges faced by the nation as a whole. By relieving the PMF of VIP escort and guard duties, we can redirect their focus and efforts toward addressing critical security concerns that affect our communities at large.

“In a bid to kick-start the process of regaining our pride of place in the internal security architecture of our dear country first and foremost, modalities for the creation of a new special squad – the Special Intervention Squad have been initiated.

“This special squad shall consist of 40,000 specially trained elite officers. The Squad will be formed by selecting officers from the pool of existing Police Mobile Force personnel and all tactical units in the country.

“These officers will undergo intensive pre-deployment training to make them combat-ready for frontline operational duties in all the states of the Federation, with a particular focus on areas plagued with unrest and turmoil.

“By pooling together the expertise and experience of our PMF personnel and other tactical units, we can establish a formidable force that is well-equipped to handle the evolving challenges we face.”

Egbetokun set up a committee headed by the Deputy Inspector-General of Police (Operations), Adeleke Bode, to assess and advise on how the new policies could be implemented seamlessly.

The committee submitted

The PUNCH reports that thousands of police operatives were attached to public officials, ex-political officer holders, businessmen and other private individuals, thus reducing the number of police personnel required to protect the public while fewer officers were available for core police duties like investigations and patrols.

Though previous IGs had withdrawn the police orderlies deployed to protect some politicians in the past, the cops found their way back to the VIPs.

Statutorily, only the president, vice president, governors, local council chairmen, legislative principal officers in the states and at federal level, magistrates and judges are entitled to police protection.

But this privilege has over the years been extended to just about anybody who can pay, leaving ever fewer personnel for real police work.

However, the Force headquarters in its order with reference CB: 4001/DOPS/45PMF/FHQ/ABJ/VOL.15/353 signed by the AIG MOPOL, directed the addressees to implement the directive with immediate effect.

The message was addressed to DSPs Lauretta Iruonagbe; Yusuf Ishaq; Okeme Emmanuel; Ilesanmi Temidayo; Emmanuel Akaniro; Yakubu Francis; Chindo Atege; Zakari Mohammed and ASPs Osori Sani; Job Andrew; Iyabo Oluwadamilola, and Yakubu Anthony who are believed to be attached to some of the affected dignitaries.

VIPs affected by the withdrawal order include former governors of Imo State, Ikedi Ohakim and Rochas Okorocha; former governor of Bauchi, Adamu Muazu; ex- Gombe State governor, Danjuma Goje and former governors of Ogun and Zamfara, Gbenga Daniel and Bello Matawalle, respectively.

Similarly, the MOPOL attached to some former ministers who served under the Buhari administration were withdrawn.

They are ex-Minister of Police Affairs, Maigari Dingyadi; former Minister of State for Petroleum, Timipreye Sylva; former Minister of State for Mines and Steel, Gbemisola Saraki; former Minister of State for Science, Technology and Innovation, Henry Ikoh; former Minister of State for Budget and National Planning, Clem Agba and former Minister of State for Power, Goddy Agba.

Also, the orderlies working with the former Chairman Senate Committee on Police Affairs, Haliru Dauda; former Chairman House Committee on Police Affairs, Rabiu Lawan, and Senator Stephen Adey, were equally withdrawn.

The mobile police officers to the suspended National Chairman of the Peoples Democratic Party, Iyorchia Ayu were also affected.

The order read in part, “You are directed to withdraw all personnel mine attached to the under-listed politicians: Former governor of Imo state, Ikedi Ohakim; former Secretary to the Government of the Federation, Boss Mustapha; former governor of Bauchi, Adamu Muazu;  former governor of Imo, Rochas Okorocha; former governor of Gombe State, Danjuma Goje; former governor of Ogun, Gbenga Daniel; former governor of Zamfara, Bello Matawalle;  former Minister of Police Affairs, Maigari Dingyadi; former Minister of State for Petroleum, Timipreye Sylva; former Clerk of the National Assembly; Aisha Buhari brother; Daura, brother to the former president Buhari ; APC National women leader; former Minister of State for Mines and Steel; former Chairman Senate Committee on Police Affairs, Haliru Dauda; former Minister of State for Science, Technology and Innovation; former Minister of State for Power; National Chairman of the Peoples Democratic Party, Iyocha Ayu; former Chairman House Committee on Police Affairs, Rabiu Lawan; Minister of State for Budget and National Planning, Clem Agba and former Senator Stephen Adey. Treat as very important.”

Reacting to the action of the police authorities, the media aide to Senator Gbenga Daniel, Steve Oliyide, said it was in the power of the IG to determine the security architecture of the country.

Oliyide said, “It is actually within the precinct and powers of the IGP to determine the security architecture for the country and Senator Otunba Gbenga Daniel will support any and every initiative towards strengthening the country’s security system, notwithstanding any temporary discomfort to his personal safety.’’

“Once there are composite security arrangements for the entire country, it also suggests that VIPs too will also be secured, and Senator Daniel has implicit confidence in the capacity of the IGP to provide and make adequate security for all in the circumstance. Where and when the need arises, I am sure he will arrange complimentary security supports,” he added.

The former SGF could not be reached for comment on Sunday as he did not respond to several calls and a message sent to him on WhatsApp.

Also, Matawalle, who was also affected by the new development, was not available for comment. The former Principal Private Secretary to the former governor, Lawal Maradun failed to react on behalf of his principal despite repeated messages sent to his mobile phone number.

Commenting on the development, Deputy Inspector-General of Police Adedayo Adeoye (retd.) commended the IG for making good his word.

He, however, expressed fear that the directives could be truncated by the VIPs.

Adeoye said, “I am in total support of what the IG is doing but my fear is that they will not allow him to complete this. Others have tried it in the past and did not succeed.

‘’He needs the president’s support to implement this to the letter. For me, there should be no special protection unit for anybody. The law provides a guideline for people entitled to police protection. We should follow that.”

A retired Commissioner of Police, Emmanuel Ojukwu described the attachment of the mobile police to VIPs as an abuse, adding that the VIPs had denied Nigerians the valuable contributions of the mobile police personnel.

The former force spokesman noted, “The police have what is called a special protection unit for the VIPs to harvest police to protect them. Mobile Police was not created for that. The mobile police is the combatant arm of the police; As a result, the VIPs want the utmost protection; that explains why they have been going for the mobile police.”

A retired FCT Commissioner of Police, Lawrence Alobi, said the withdrawal of mobile police would bolster the security architecture of the country.

He added that the VIPs have nothing to fear as the personnel of the Special Protection Unit are equal to the task.

“Security operations are about the need and the reality on the ground.  The IG must have assessed these before giving that order. Also, the primary duty of the government is to secure the lives and properties of the citizens and not only the VIPs,”.

Detectives say they matched DNA from pizza that the suspect ate to genetic material found on the women’s remains.

Suffolk County Police Commissioner Rodney Harrison told a news conference on Friday: “Rex Heuermann is a demon that walks among us – a predator that ruined families.”

The suspect, who was arrested at his home on Thursday night, is facing three counts of first-degree murder and three counts of second-degree murder in the three women’s deaths. The judge in the case ordered that he remain in custody, citing the “extreme depravity” of the crimes.

After a plea was entered on his behalf in court, Mr Heuermann reportedly broke down in tears, telling his attorney: “I didn’t do this.”

The lawyer, Michael Brown, said his client was “distraught” and called the evidence “extremely circumstantial”.

“We’re looking forward to fighting this case in a court of law, not the court of public opinion,” Mr Brown said.

Rex Heuermann is an architect who has worked in Manhattan since 1987

Ms Barthelemy, Ms Waterman and Ms Costello were found dead in 2010 near a fourth victim, Maureen Brainard-Barnes.

The women have been dubbed the Gilgo Beach Four. All were sex workers, according to prosecutors.

US District Attorney Ray Tierney told Friday’s news conference that “each of the four victims were found similarly positioned, bound in a similar fashion by either belts or tape, with three of the victims found wrapped in a burlap-type material”.

The local prosecutor said the case against Mr Heuermann was built on mobile phone records linking him to the victims, as well as to a pick-up truck that was seen near one of the victim’s homes. He allegedly communicated with the victims using “burner” phones, which he later disposed of.

Phone records also allowed investigators to determine that the deaths had taken place when Mr Heuermann’s wife and children were out of town.

Hair found on a piece of burlap used to wrap one of the victims was linked to Mr Heuermann via a sample from a pizza box he discarded in a rubbish bin in Manhattan in January 2023, according to authorities.

Investigators say he was also snared by taunting calls that a person claiming to be the murderer made to one of Ms Barthelemy’s family members using her mobile phone.

Ms Barthelemy was abducted in 2009. Ms Waterman and Ms Costello both went missing in 2010.

Mr Heuermann is also a prime suspect in the death of Ms Brainard-Barnes, who was abducted in 2007, although he has so far not been charged with her death.

In 2010, police were searching for one missing woman, Shannan Gilbert, when they discovered the remains of four others.

Altogether, 11 sets of human remains were found on the same stretch of Gilgo Beach between 2010-11, linked to nine women, one man and a toddler. The identities of four, including the toddler, her mother and the man, remain unidentified.

Eleven sets of human remains were found on Gilgo Beach in 2010 and 2011

Ms Gilbert’s remains were eventually found, and an official post-mortem examination was inconclusive. Her family believes she may have been murdered – a theory supported by an independent autopsy that they commissioned.

A new task force to investigate the Gilgo Beach murders was formed in February 2022. Mr Heuermann became the focus of the investigation within a month, Mr Tierney said. More than 300 subpoenas and search warrants were issued by investigators on the case.

Since the task force was formed, Mr Heuermann allegedly also used a burner phone to conduct more than 200 searches about topics related to serial killers and the Long Island investigation.

This included a search for “why hasn’t the Long Island serial killer been caught” and “mapping the Long Island murder victims”, court documents show.

Investigators at suspect’s home

Mr Tierney added that “torture porn” and “depictions of women being abused and being killed” were found on Mr Heuermann’s computer.

The investigation into the other victims is ongoing.

Mr Heuermann is the owner of RH Consultants and Associates, a Manhattan architecture firm that describes itself as “New York City’s premier architectural firm”.

The Associated Press has reported that he has a daughter and a stepson. A neighbour described the 6ft 4in suspect going to work every morning, dressed in a suit and tie and carrying a briefcase.

Mr Tierney said that Mr Heuermann had licences for 92 guns and a “very large safe” in which firearms were kept.

In a YouTube interview for a real estate-focused channel last year, he said he had been working in the heart of New York City since 1987, describing himself as a “trouble shooter”. He added that his work helped teach him to “understand people”.

People who lived near his home in Long Island’s Massapequa Park expressed surprise at his arrest.

“The guy’s been quiet, never really bothers anybody,” neighbour Etienne DeVilliers told CBS, the BBC’s US partner.

“We’re shocked. Because this is a very, very quiet neighbourhood. Everybody knows each other, all of our neighbours, we’re all friendly.”

Hundreds of German police have used batons and pepper spray to quell crowds targeting an Eritrean cultural festival in the central town of Giessen.

The protesters were angry that the festival went ahead in Giessen, calling it a propaganda exercise by the authoritarian Eritrean regime.

A police statement said clashes took place for hours on Saturday, and that 26 police officers were injured.

Police arrested nearly 100 people and had to stop traffic in the town centre.

The police statement said protesters threw bottles and stones at police, damaged some vehicles and ripped down fencing around the festival venue.

They also threw stones at buses carrying participants to the festival, the statement said.

Video on Twitter appears to show crowds of protesters engaged in running battles with police in the town.

The town authorities had tried to stop the festival going ahead after similar unrest erupted last year, but a local court overturned the ban.

Giessen has about 84,000 residents and lies roughly 50km (30 miles) north of Frankfurt am Main.

The festival is organised by the Central Council for Eritreans in Germany, which is considered close to the Eritrean embassy.

In recent years Germany has granted asylum to many Eritreans – they form one of the largest groups of African migrants seeking to settle in the EU.

Human rights organisations have documented large-scale abuses by the authorities in Eritrea, including strict censorship, forced labour and military conscription that is likened to slavery.

The acting Inspector-General of Police, Olukayode Egbetokun, has issued a directive ordering all police convoys to henceforth, as a matter of compulsion, obey all traffic regulations.

The IG gave the directive Monday during his meeting with the Mobile Police Squadron and commanders at the Force headquarters in Abuja.

According to him, the Force must lead by example if it is to command the respect of the general public. He therefore pledged to lead by example, promising to also observe all traffic regulations.

He said, “Let me end this speech by reminding you that those who keep the peace must be the epitome of peace. Those whose duty it is to enforce the laws of the land must themselves respect and obey the laws of the land. Without obeying the laws, the Police lack the moral high ground to interrogate and bring lawbreakers to book.

“Consequently, in line with my vision of building a rule of law compliant Police Force, it is my directive that henceforth all police convoys on routine, non-emergency movements must obey traffic lights and other traffic rules, I pledge to lead by example in this regard. As you will be returning to your various bases, I wish you a safe journey and please be assured of my best wishes always.”

Speaking further, the IG also said the newly created special squad—Special Intervention Squad—will comprise 40,000 specially trained officers, selected from the pool of existing Police Mobile Force personnel and all tactical units across the country.

He said, “Modalities for the creation of a new special squad—the Special Intervention Squad have been initiated. This special squad will consist of 40,000 specially trained elite officers. The Squad will be formed by selecting officers from the pool of existing Police Mobile Force personnel and all tactical units in the country.

“These officers will undergo intensive pre-deployment training to make them combat ready for frontline operational duties in all the states of the Federation, with a particular focus on areas plagued with unrest and turmoil. By pooling together the expertise and experience of our PMF personnel and other tactical units, we can establish a formidable force that is well-equipped to handle the evolving challenges we face.

“This dedicated force will bolster our capacity to respond swiftly and decisively to security threats, ensuring that our presence is felt and our response is effective in every corner of our country.

“1,000 personnel from this new squad will be deployed to every state of the Federation for immediate operations as standby intervention units, while more troubled spots or zones will receive the remaining officers out of the 40,000.

“These officers will not perform routine police duties but will be housed and kept combat-ready at all times, engaging in daily training in readiness for deployments to intercept and neutralise high-profile criminals and those terrorising our communities. They will be deployed to intervene rapidly and proactively in any situation necessary in their states of assignment”, Egbetokun said.
