Speaker of the Oyo State House of Assembly, OYHA, Mr Adebo Ogundoyin says the assembly has never acted as a rubber stamp to the executive as speculated in some quarters, but believed in the brilliant vision of the governor, Engineer Seyi Makinde.

Mr Ogundoyin made this know while delivering a speech at a special plenary to mark one year in office of the 9th assembly.

The Speaker who explained that it will be unwise for the 9th assembly in the state not to key into the various people oriented policies of the executive, reiterated that the legislature will continue to be in tune with the ideas of the governor for the benefit of the people of Oyo state.

Mr Ogundoyin gave assurance that the assembly will not relent in its resolve to record more monumental achievements especially in the area of lawmaking without compromising integrity, mandate and independence.

Earlier in an address, Oyo State Governor, Engineer Seyi Makinde who commended the moves of the legislatures as regards the review of laws on rape and sexual assault maintained that the best ways to address a crime was to strengthen the legislation around it.

On the Covid-19 pandemic in the state, Governor Makinde urged religious bodies to be patient with government on reopening of worship centres and other public places.

An address delivered by the Rt. Honourable speaker, Oyo State House of Assembly, Adebo Ogundoyin at a special plenary session to mark one year in office of the 9th Assembly.

PROTOCOLS

Our joy know no bounds today, 10th June, 2020 as we commemorate the first anniversary of the 9th Oyo State House of Assembly.

Recall that the 32 member Assembly was inaugurated at this hallowed chamber by the Executive Governor of Oyo State, Engineer Seyi Makinde precisely on the 10th of June, 2019.

May I welcome us all to this special plenary session held to celebrate one year of legislative success in the 9th Oyo State House of Assembly, to appreciate the Almighty God for the journey so far, to acknowledge the support of all and sundry and to assure of a better performance in the remaining years.

We have every course to celebrate today because the last one year of this Assembly has undoubtedly brought about many unprecedented legislative achievements and innovative law making ideas.

I called it innovative ideas simply because the 9th Oyo State House of Assembly is christened THE HOUSE OF INNOVATION by all the members of the Assembly due to our resolve to do things differently, bring about new ideas and ultimately set the pace for others to emulate.

Our legislative duties, oversight functions and other constituency responsibilities have been remarkable, outstanding and successful in the last twelve months not mainly because we have been working as a team since inauguration irrespective of political party affiliations but also due to our high sense of commitment, dedication and steadfastness to the mandate given to us by the electorate.

This has helped tremendously as in just twelve months, the 9th Oyo State House of Assembly has done what some State Houses of Assembly could not achieve even in four years.

With all sense of gratitude, happiness and fulfilment I made bold to say that the 9th Oyo State House of Assembly within three hundred and sixty-five days in the legislative business has passed 34 notable bills, 37 outstanding motions and numerous resolutions.

Special thanks to everyone who has made this happen in just one year.

Let me commend my colleagues for their comportment and doggedness, and the peace and love that exist among us, while I appreciate the legislative staff of this Assembly for working in synergy and tandem with the 9th Assembly.

Let me state categorically that it is not as if we have not had challenges within the last one year but we have exhibited maturity in handling the issues and resolving them among ourselves amicably.

At this juncture, it is noteworthy for me to specially appreciate the Oyo State Governor, His Excellency, Engineer Seyi Makinde for his all-round and prompt support to the legislature since its inauguration.

Your focused and purposeful leadership has not only helped in enhancing our job and duties as lawmakers but has equally led to the transformation of Oyo State and establishment of good governance which has never been witnessed in the annals of history of Oyo State.

Let me end this address by saying that, since we have never left no one in doubt about our focus, vision and readiness to make and formulate laws for the betterment of our people, may I also assure that we will not relent in our resolve to record more monumental achievements especially in the area of lawmaking.

This we intend to do without compromising our integrity, mandate and independence which is our pact with the people.

Hearty congratulations to my colleagues, the Oyo State Government and the people of the State on this auspicious celebration and I appreciate everyone for their understanding during these hard times of the raging coronavirus.

May the Lord heal our land, nation and the entire world.

Thank you all.

Governor Seyi Makinde of Oyo State inaugurated the ninth State House of Assembly on the 10th of June last year which led to the emergence of Mr Adebo Ogundoyin as the speaker.

One year down the line, how has the assembly faired in its constitutional roles and responsibilities as the second tier of government?

Let’s find out in this special report by our House of Assembly Correspondent, Mosope Kehinde.

After the inauguration, the lawmakers, who are 32 in number, elected among themselves eight principal officers and later inaugurated twenty-five standing committees for the purpose of effective legislative performance.

Some of the activities of the assembly during the year under review, border around making laws and provision of community services to the constituents.

The legislators also embarked on familiarization tours and courtesy calls on some corporate organizations and security agencies in the state.

Aside discharging its statutory responsibility of screening and confirming nominees into the state political offices, the present assembly in Oyo state has passed thirty-four bills, thirty-seven motions while eighty-two resolutions were adopted.

One of the important bills passed so far by the assembly was a legal framework for the much talked about Oyo State Security Network Agency Bill, codenamed “Amotekun Corps” which is in tandem with the southwest Governors’ initiative to create a regional security outfit for the protection of lives and property.

Other significant bills included the Open Rearing and Grazing Regulation Bill 2019, Investment Promotion Agency Bill 2019, and Oyo State Anti-Graft Agency Bill 2019.

Some of the notable events in the present assembly during the year under review were the passage of the 2020 State Appropriation Bill of 208 billion naira into law, the approval of seven point six billion naira loan to boost farm settlements in Akufo and Eruwa areas of Oyo state in October 2019 and the recent approval for the executive to access twenty billion naira contractor-financing-loan-facility as well as the two point five billion naira CBN credit-support-intervention-fund for the health sector in the state.

Just like other spheres of life, the Oyo State 9th assembly is also affected by the effects of the Novel Coronavirus pandemic as the lawmakers unanimously agreed to a thirty percent cut in its monthly allocation from the executive.

Events in the assembly cannot be said to be complete without mentioning the recent controversies among the lawmakers occasioned by a supposed rumour of impeachment of the speaker, Mr Adebo Ogundoyin and that of the governor and his deputy which the leadership of the house denied and passed a vote of confidence on the governor during its plenary.

Speaking on the activities of the assembly in its first legislative year, chairman House Committee on Media and Information, Mr Kazeem Olayanju said though many of the lawmakers are first time members, they have been able to surmount their challenges through their commitment to repositioning Oyo state to greater heights.

Reacting on the delay in the implementation of a number of laws passed and motions adopted, especially the Amotekun and the anti-grazing laws, chairman, House Committee on Legislative Compliance, Mr Adeola Bamidele claimed that the dichotomy between the federal and state governments as well as little or no commitment from relevant agencies were responsible for the non-implementation of some of the house resolutions.

In a chat with radio Nigeria, the deputy speaker, Mr Abiodun Fadeyi who believed that the recent signing of executive order for financial autonomy for state legislatures will bring about quality legislation at the state level, advised the Nigerian Governors Forum, NGF, to look into the workability of the order considering the present economic downturn occasioned by coronavirus pandemic.

In his opinion, a public affairs analyst and political scientist, Dr Babatunde Oyedeji commended the lawmakers saying the achievement of the Governor Seyi Makinde administration shows the understanding between the executive and the legislative arms.

As the 9th assembly begins another journey of 365 days, it is hoped that the lawmakers will prioritise quality legislations and people-oriented laws and also sustain its harmonious relationship for the progress of Oyo state.
