Catholic journalists and media professionals must be responsible in the use of Artificial Intelligence, AI for information dissemination.

Also, to avoid the consequences which could stem from fake news, fact-checking mechanisms are essential and non-negotiable.

The President of Union Catholique Africaine de la Presse, UCAP Africa, Charles Ayetan stated this at the African Catholic Conference held recently in Accra, Ghana.

Using the African concept of Ubuntu, the UCAP Africa President encouraged members of the Catholic Church to work in togetherness and also explore how the church can employ trending technologies in form of ethical AI, for the purpose of evangelism and ultimate betterment of Africa

Oghogho Odubanjo of FRCN Ibadan

In a message to the conference, the Prefect of the Dicastery of Communications. Bishop Paolo Raffini, noted that disintermediation and social media have radically transformed relations between institutions and people, hence the need for the church not to forget that it has been called to bear witness to the beauty of its own communion.

“We were to read and tell history with the intelligence of the heart, with the wisdom of love, without confusing its means and ends, truths and lies, intuitions and calculations. We should remain human”.

Addressing the participants, the Apostolic Nuncio to Ghana, Archbishop Julien Kaboré, encouraged them to resist every temptation to delegate moral responsibilities to AI.

Archbishop Kabore further outlined the limitations of AI, including the manipulation of truth, the inability to embody emotions, and the tendency to erode values.

He called on media practitioners to ensure that their works remain rooted in the dignity of humanity and the use of AI guided by moral responsibility.

Some dignitaries present at the conference were Catholic Archbishop of Accra, Most Rev. John Bonaventure Kwofie, the second Vice President of the Symposium for the Episcopal Conferences of Africa and Madagascar (SECAM), Rev. Fr. With the advancement of technologies including Artificial Intelligence, AI, digital platforms are now flooded with misinformation in different forms.

To combat the spread of false narratives, the concept of prebunking emerged, which is to serve as a proactive strategy in the fight against fake news on both traditional and social media.

What is “Prebunking”.

Prebunking is a term from “preemptive debunking”, which means focusing on prevention rather than reactive mitigation. It involves effectively fortifying the public against deceptive narratives. Also, prebunking is an approach that shields media content consumers from the influence of false information, by providing accurate information ahead of time.

A key component of prebunking strategies is proactive communication and education campaign. This component preemptively debunk misinformation from identified potential sources of misinformation by disseminating accurate information.

Engaging media content users through various channels such as social media platforms and through traditional media as well as community outreach programmes, would make prebunking process more impactful among the heterogeneous audience and ensure a culture of critical thinking and media literacy.

Nevertheless, prebunking strategies in  preserving the truth in media have many potential benefits, which are significant. These include mitigating the impact of misinformation on public discourse, strengthening the resilience of democratic societies and promoting informed decision-making.

However, there are some challenges surrounding prebunking. Identifying and preemptively debunking misinformation before it goes viral requires time and a robust fact-checking process. Also, addressing echo chambers and confirmation bias, which can been classified as drivers of misinformation  requires a detailed and subtle comprehension of how people think, feel, and behave, as well as the underlying psychological factors that influence their actions.

Moreover, collaboration among journalists, media organisations, fact-checking organisations, government agencies, educational institutions and civil society organisations can amplify the impact of prebunking mechanisms and counter spread of misinformation.

All stakeholders must embrace the various innovative approaches such as prebunking to counter misinformation through proactive communication, education and partnership, so as to build a more dependable information ecosystem.

Claim: A WhatsApp user posted a video multiple times claiming that the government has scrapped the key government agency in Nigeria.

Verdict: MISLEADING. Findings reveal that the six-minute, 19-second video showed Hadiza Usman, President Bola Tinubu’s Special Adviser on Policy and Coordination, speaking on the merger and relocation of some government agencies, not the scrapping of Federal Radio Corporation of Nigeria (FRCN), Economic and Financial Crimes Commission, (EFCC) Independent Corrupt Practices Commission, (ICPC) Nigeria Centre For Disease  Control, (NCDC) Nigeria Communication  Commission, (NCC), and  Nigeria Television Authority, (NTA).

Full Text

In 2011, President Goodluck Jonathan established the Presidential Committee on Restructuring and Rationalisation of Federal Government Parastatals, Commissions, and Agencies, with Steve Oronsaye as the Chairman.

The Oronsaye report, submitted in 2012, highlighted the existence of 541 federal government parastatals, commissions, and agencies, both statutory and non-statutory.

The 800-page report recommended the reduction of statutory agencies from 263 to 161, scrapping 38 agencies, merging 52, and reverting 14 to departments in different ministries.

Recently, a WhatsApp user posted  a video on Apr. 16, 2024, with the inscription, “President Tinubu scraps Federal Radio Corporation of Nigeria, [FRCN], Economic and Financial Crimes Commision [EFCC], Independent Corrupt Practices Comission [ICPC], Nigeria centre for disease control [NCDC], Nigeria communication communication [NCC], Nigeria Television Authority[NTA] Several others.”

In the video, Hadiza Usman, Bola Tinubu’s Special Adviser on Policy and Coordination, spoke on the merger and relocation of some government agencies. Throughout the six-minute, 19-second video, she never mentioned the scrapping of the said agencies as alleged in the forwarded message.

Screenshot of viral  WhatsApp message.

The Virality of the post on WhatsApp groups prompted DUBAWA to verify it.

Verification

We conducted a Google Reverse Image Search on the video and discovered that the video was old. It was posted by TikTok users @glowrealmeracool, and @daddyelly0 on Feb. 27, 2024. It was tagged “President Tinubu scraps, EFCC, ICPC, NCDC, NCC, NTA Several others.”

We found the original video on Channels Television on YouTube and discovered that the special adviser, ‘Hadiza Usman, only spoke about merging agencies, not scrapping them.

In her words, “One of the key areas that the honourable minister has mentioned is the fact that our administration is taking bold steps towards implementing the Oronsaye Report, which speaks to the mergers, subsuming, and relocation of parastatals agencies, commission of the federal government.” This is in line with the need to discuss good governance and ensure we have streamlined efficiency across the governance value chain.

On Feb. 26, 2024. Bola Tinubu ordered the full implementation of the Oronsaye report.⁣ As a result, the government announced the merging, subsuming, scrapping, and relocation of several agencies. Coming from a private sector background, Oronsaye transitioned into the civil service at a senior level and ascended to the  Head of the Civil Service of the Federation. In the 800-page report, the only agencies to be scrapped are the Pension Transitional Arrangement Directorate, with its functions transferred to the Federal Ministry of Finance and the National Senior Secondary Education Commission (NSSEC), with its functions transferred to the Department of Basic and Secondary Education in
the Federal Ministry of Education.

According to a report by the Cable, other agencies mentioned in the circulated WhatsApp post were merged and not scrapped.

Conclusion

Our findings show that none of the agencies in the video was scrapped but merged as recommended by the Oronsaye Report. The video circulating on WhatsApp is misleading.

The researcher produced this fact-check for the DUBAWA 2024 Kwame KariKari Fellowship, in partnership with Olufisoye Adenitan, FRCN positive fm Akure Ondo state Nigeria, to facilitate the ethos of “truth” in journalism and enhance media literacy in the country.

On Tuesday, April 2nd, 2024, the fourth estate of the realm observed International Fact-Checking Day.

A day set aside to remember the roles of journalists in safeguarding the credibility and truthfulness of information in the wake of spread of fake news globally.

Fact-Checking is a necessity nowadays as the world is faced with rapid dissemination of information across social media platforms and through traditional media.

Fake news is a false report of happenings disguised as legitimate news and poses threat to public peace, integrity of individuals and societal harmony.

Examples of fake news are deepfakes, photoshopped images, misleading headlines, selectively edited recordings and imposter websites.

Therefore, to stem the spread of fake news, media professionals, most especially the pen pushers, are trained and armed with tools to counter fake news, also known as misinformation.

Some fact checking tools are Factcheck.org, Snopes, Politifact, Google Fact Check Explorer, Whois, TruthBuzz and Media Bias/Fact Check.

Journalists, who emerged as guardians of the truth, must ensure effective fact-checking of information which include accuracy, objectivity, accountability while abiding by the ethical standards of journalism.

The process of fact-checking involves verification of information before dissemination, giving priority for substance over less important angles in the information, which is expected to guide news consumers towards reliable news sources, critical thinking and media literacy.

With the advent of social media, fake news spreads fast like wild fire, therefore journalists who are gatekeepers should be equipped with fact-checking tools and collaborate with fact-checking organisations to stem the tide.

Regulatory bodies, media establishments as well as journalists unions need to come up with trainings and workshops for media professionals on various ways to counter misinformation.

As the war to end fake news continues, journalists should also leverage on technology to strengthen fact-checking efforts and be bold to openly refute errors.
Journalists, who play indispensable roles in fighting fake news, must be dedicated to unwavering commitment to uphold a democratic and peaceful society.
