The Joint Admissions and Matriculation Board on Monday announced that it had resumed the 2023 Direct Entry registration nationwide.

The Registrar of JAMB, Professor Is-haq Oloyede, who made this known at a press briefing on Monday in Abuja, said that the DE registration would come to a close on April 28, 2023.

While lamenting the high level of forgery of “A” Level certificates used for the registration, Oloyede said the board had introduced new guidelines to check such acts.

He said, “You will recall that the board commenced the 2023 Direct Entry registration on Monday, 20th February 2023, but had to immediately suspend it following the discovery of the plethora of devices and machinations to circumvent and compromise the standard of A’ Level qualifications required from DE candidates.

Recall that recent joint operations of the Federal Ministry of Education and the Independent Corrupt Practices and Other Related Offences Commission, ICPC, on “DE” qualifications brought to light some of these unsavoury and nefarious activities.

“The Board, concerned stakeholders and institutions are working assiduously to detect such and the ones already found are being dealt with according to the provisions of the law.”

Speaking further, Oloyede said the Board would only accept 13 qualifications/certificates for the 2023 Direct Entry registration, which include; First degree, University diploma, Higher National Diploma, Ordinary National Diploma /National Diploma and Nigeria Certificate in Education.

Others are Interim Joint Matriculation Board A’ Level, Joint Universities Preliminary Examination Board A’ Level, NABTEB Advanced National Business Certificate, NABTEB Advanced National Technical Certificate,  NABTEB GCE-A’ Level (2015 – 2021), Higher Islamic Studies Certificate by NBAIS, International Baccalaureate and the  National Registered Nurse /National Registered Midwife.

He, however, said that the 127 candidates who had earlier registered for the 2023 DE before the exercise was suspended would be requested to return to the registration centres and update their applications.

The JAMB boss also revealed that the data bank was put in place to address challenges associated with the “A’ Level qualifications had now been renamed as ‘Nigeria Post-secondary Education Data System’.

On the 2023 Unified Tertiary Matriculation Examination, Oloyede said JAMB had introduced new measures in the conduct of the exam and called for understanding.

“The Board has instituted some measures which are to be deployed during the 2023 UTME exercise. Despite the fact that the innovations have been tested and certified, it is not unlikely that some hiccups might spring up when the new technology is deployed live and nationwide. We, therefore, solicit your support and understanding as we promptly address any unforeseen circumstances.

“One major feature of the new dispensation is that no examination would be allowed to take place after one hour of its scheduled start time because the Board has discovered that some of the problems reported at the centres are contrived to delay the commencement of a session in some centres with a view to securing undue advantage for the delayed candidates.

Consequently, any session that, for whatever reason(s), could not take off within one hour of its schedule is automatically rescheduled. When such occurs, affected candidates are expected to file out of the examination hall into the waiting hall and await the new scheduled time and place which most likely would be the same or the following day,” he said.

The Oyo State Government has urged Education Secretaries to strive to impart discipline and sound morals within their Local Government Universal Basic Education Authorities for the overall good of the state.

The government equally stressed the importance of the state’s religious diversity and the need to tolerate one another.

The Executive Chairman, Oyo State Universal Basic Education Board, Dr Nureni Adeniran, who gave the advice at a meeting with Education Secretaries, said their duties were not just about academics but they are vehicles for instilling moral values in their subordinates.

The Executive Chairman noted that Education Secretaries, their teaching and non-teaching staff must be disciplined, in order to be able to impart sound morals and discipline to schoolchildren.

Dr Adeniran also said the Oyo State through the board, will not tolerate religious intolerance.

He observed that every religion and law protects the life of every citizen, adding that no pupil must be coerced into a belief system he/she finds unpersuasive.

“It is important that each Education Secretary must be self-disciplined, otherwise they will lose the right to discipline others, as immediate role models to others”.

Dr Adeniran, while commenting on the imbalance in the number of teachers in public schools, hinted at a possible redistribution of teachers across the state.

The Education administrator, who noted that there is an urgent need to correct the lopsidedness of teachers’ deployment in Oyo State, added that an intra-local government distribution would aid education in the state.

He, therefore, charged each Education Secretary to compile lists of teachers in each school under their supervision and enrollment in each school.

The OYOSUBEB boss warned Education Secretaries and teachers against extortion or imposition of unauthorised levies on students, noting that offenders would be sanctioned.

He reiterated that the Oyo State Government would not condone any corrupt practice by any Education Secretary or Head-teacher.

Dr Adeniran, who also hinted that the government has completed hundreds of school projects across all local governments, added that the Oyo State Government will soon embark on the completion of some abandoned projects.

The Joint Admissions and Matriculation Board, JAMB says it had cancelled the registrations of no fewer than 817 candidates that registered to sit the 2023 Unified Tertiary Matriculation Examinations and Direct Entry examinations.

The examination body said it made the decision owing to the discovery of certain infractions such as the use of strange biometrics during the registration process.

The registrar of the examination body, Professor Ishaq Oloyede, who cited some of the affected cases in a statement made available to newsmen on Wednesday morning, stated that some registration officers in the affected 178 Computer-Based Test centres added their fingerprints to complete the registration process for the candidates.

Professor Oloyede, however, mentioned that the 817 affected students would be given another opportunity to re-register for the exam with the centres bearing the cost.

He said: “For the students who allowed other people to add their fingers to their registration procedure, we found that some of them were only naive, because you will hear them saying my finger was hot, and the man added his own. And you allowed him to add his own?

“Some of them did it deliberately for impersonation, but we can’t identify those who are genuine from those who are not genuine. We will cancel all of them, all the registrations, and we will ask them to re-register.

“The centres involved, we have just met with them, and they all confessed, nobody is disputing it, even students that were telling lies, they know we have the technology that won’t allow any lie to be accommodated.

There is a maxim that “when you empower a girl-child, you are empowering a nation”.

However, few weeks to the general elections, manifestos of political parties in Oyo state does not reflect plans for the girl-child education.

Statistics by United Nations Children’s Fund, UNICEF, 2021 states that 16.3 per cent of female children are out of senior and junior secondary school in Oyo state.

To this end, a Non-Governmental Organization, “One Life Initiative” organized a meeting with Civil Society Organizations, CSOs and other stakeholders in the education sector in Oyo State to brainstorm on the way forward.

Managing Director, “Onelife Initiative” Mr Sola Fagorusi, in a Presentation titled ‘What are the aspirants promising” showed that none of the political parties feature did not include the girl-child education in the manifestoes and needed to be addressed.

Mr Fagorusi pointed out, that inclusion of the girl-child education must be intentional, not lumped up together with the issue of education.

“The needs of the girl-child is actually different. A lot of conversation about reproductive health, teenage pregnancy, expectation of society from them and issue of quality education as well.

“The truth is that, if you solve the problem of the girl-child, you have solved the problem of everybody including the boy child”.

“If you look at the home, the major drivers are the mothers, very unlikely you have a woman who is educated and her children will not be educated. When it comes to issue about health as well, the girl-child is also the major victim sometimes of child marriage.

“It would impact on the girl-child as many of them will be interested in going to school leading to increased number as well as quality of education.

The summary of manifestoes showed that:

-The Manifestoes are most general

– None of them addressed issues of the girl-child in particular

– There is no specific documentation around what will be done for the girl-child

– Each Government needs to account for what is being done, it is an issue of public interest and trust.

Contributing, Executive Director of another NGO, Youth Hub Africa, Rotimi Olawale, stressed that it was imperative for political office holders to prioritize girl-child education as this was needed to fight poverty.

“Girls are disadvantaged when it comes to education, if you look from primary to secondary through tertiary, girls are more at a disadvantage, so the need for the stakeholders meeting”.

“While opinions will be aggregated and presented to the different political parties for implementation”

Mr. Olawale pointed out that the organization was ready to work with whichever party that emerges.

Nigerian Union of Teachers, NUT, Oyo State Chapter was represented by the assistant secretary, Mr Amuda Adegoke, said the programme was one of its kind and pledged the Union’s support in the fight against the neglect of the girl-child.

Earlier, Commissioner for Education, Science and Technology, Oyo State, Barrister Rahman Abdul-Raheem who spoke through the  Director of Schools, Mrs Olukemi Bolaji, identified education as a tool through which ignorance could be reduced.

The commissioner described the meeting as the right step, in the right direction.

“ I am highly elated to be amongst this gathering of a passionate group of people whose intention is geared towards redirecting, re-strategizing and improving the state of education of the girl-child and most importantly, all children within the state”.

The meeting had in attendance Journalists, Education Stakeholders and Civil Service Organizations.
