The Conference of Speakers of State Legislatures of Nigeria has called for bold economic reforms and the establishment of State Police to address the country’s growing security and socioeconomic challenges and concerns.

The Conference Chairman, Mr. Adebo Ogundoyin, made the call at the inaugural National Policy Dialogue on the Legislative Agenda of the House of Representatives held in Abuja.

He emphasised the need for collaborative efforts between the National Assembly and State Houses of Assembly to drive meaningful national impact.

According to Mr Ogundoyin, also the Oyo state speaker, a decentralised police force would allow states to implement localised security measures tailored to their unique needs, rather than relying solely on federally controlled forces.

“Security remains a paramount concern for every Nigerian. It is not enough to merely condemn acts of terrorism, banditry, kidnapping, and communal violence each time they occur. As legislators, we must enact laws that support proactive, intelligence-driven security measures, strengthen the capacity of our security agencies, and promote community-based policing.

A critical step towards addressing the multifarious security crises in the country would be the establishment of the State Police, a position long advocated for by the Conference of Speakers of State Legislatures of Nigeria. The safety of Nigerians cannot be effectively managed through a one-size-fits-all approach. State Police would enable swift and strategic responses to security threats at the community level.”

The Conference Chairman further called for a complete overhaul of the nation’s security architecture, including the recruitment and training of more personnel, the provision of modern equipment, and the adoption of technology-driven strategies to combat emerging threats.

Beyond security, Mr. Ogundoyin reiterated the need for economic reforms and policies that focus on empowering Nigerian youths, boosting entrepreneurship, and strengthening key industries.

He outlined youth empowerment (skill acquisition), support for MSMEs, agricultural expansion, advancement of digital economy, improved access to healthcare and education as five strategic areas for economic reforms

Mr. Ogundoyin commended the leadership of the House of Representatives for its progressive and inclusive approach, particularly in constituting the Committee on Nutrition and Food Security and inaugurating the National Legislative Network on Nutrition and Food Security.

The Conference of Speakers emphasised the importance of synergy between the National Assembly and State Houses of Assembly in translating legislative agendas into tangible outcomes for Nigerians.

“As we reflect on the mid-term progress of the 10th House and chart a course for the future, I wish to reaffirm the commitment of the Conference of Speakers to deeper collaboration with the National Assembly. Together, we can build a legislative culture that is proactive, people-focused, and fundamentally rooted in service to our great nation.

“As leaders and lawmakers, we must rise above partisan interests and regional differences to serve the greater good. We must act not just as representatives of our constituencies, but as true patriots committed to the unity, security, and prosperity of our beloved country.” Mr. Ogundoyin said

“The Nigerian workforce is the backbone of our economy, and we must prioritise their welfare through effective policies. I urge state legislatures to enact robust labour laws that ensure job security, equitable remuneration, and workplace protections. Workers deserve the assurance that their hard work is recognised and rewarded,” Ogundoyin stated.

The Speaker of Oyo state House of Assembly, Mr Adebo Ogundoyin has called on federal legislature to ensure the Constitution review process that is about to be embarked upon reflects the yearnings of Nigerians.

Mr. Ogundoyin, who also doubles as the Chairman, Nigeria Conference of Speakers of State Legislatures emphasized the importance of ensuring that the result of Nigeria’s Constitution review meets the expectations of Nigerians.

The lawmaker made the call in Abuja at the official inauguration of the Federal Representatives Constitution Review Committee on Monday, February 26 during his goodwill message on the Review of the Constitution of the Federal Republic of Nigeria 1999 as Amended.

Honourable Ogundoyin however, noted that the move to review the nation’s Constitution again was a pointer to the fact that Nigeria not only found it expedient but important and necessary to amend and review some fundamental deficiencies in the law.

He explained further that it was also very important for the exercise to fully appreciate and understand the nation’s diversities and complexities to enable the outcome of the Constitution review to address salient issues, realities and challenges ordinary Nigerians face daily so that the society can be better off after the review exercise.

“It is important to appreciate and understand the true reflection of the nation’s diversities and complexities to better address the current issues, realities and challenges ordinary Nigerians face daily.  We must be responsive to the yearnings of Nigerians, especially in these tough times.

“There have always been and always will be debates and calls for the review of the 1999 Constitution until we get it right. While pundits and citizens alike have called for a review of some parts and sections, some others have clamour for a holistic review of the constitution.

“I personally have always been a true Federalist. I support a system of government in which several states unite under a central authority, but in which the states are empowered to address their own challenges and navigate their own destiny.

“This latest amendments will no doubt touch on key areas such as devolution of power, national and sub-national restructuring, resource control, and most importantly issues of security.

“On this note, permit me to say that the members of the 10th Oyo State House of Assembly along with several other State Houses of Assembly consider the issue of State and Community Police a critical component of National Development.

“Security continues to be a weak area in our local domains and where is no security, there is no development. From our perspective, insecurity is the greatest challenge facing our country today.

“I commend the House Of Representatives for already considering the amendment of Section 45 of the Exclusive Legislative List of the second schedule of the constitution which places the police and other Government security agencies established by law under the control of the federal government.

“Countries like the United States of America, the United Kingdom, India, France, Algeria and South Africa are successfully practicing State Police because it enhances swift approach to insecurity and allows those who understand the environment and terrain to handle security matters in their respective States.

“I assure you that through the Conference Of Speakers Of State Legislatures of Nigeria, all State Houses of Assembly in the country will collaborate and work diligently and strategically with the House of Representatives Committee on the Review of the 1999 Constitution of the Federal Republic of Nigeria as amended. We will also work studiously and expeditiously to ratify the documents once they are passed down to the States by the National Assembly.

“It is important that I congratulate members of the Constituion Review Committee and to recognize the task before them as important and critical.

“I wish us all success in the task of aggregating people’s voices by public hearings, public opinions, consultations and engagements which are aimed at having a review that will further help in strengthening our democratic ideals and promoting true federalism.

“As I end this goodwill message, let us know that the task before all the stakeholders is huge but with sincerity of purpose, synergy and patriotism, outstanding result in terms of reviews and amendments will be achieved.” Ogundoyin said.

… It Was Promise Kept – Oyo Speaker

The Oyo State House of Assembly has taken the first reading of the Oyo State Mental Health Service Bill, 2022.

The bill jointly sponsored by the Speaker, Hon Adebo Ogundoyin, Deputy Speaker, Hon Muhammad Fadeyi, Majority Leader, Hon Sanjo Adedoyin, Minority Leader, Hon Asimiyu Alarape and Hon Saminu is to provide for the protection, care and treatment of the mentally distressed persons in Oyo State.

Some of the objectives of the bill are to see to the establishment of mental health facilities and medical social work departments and units in all primary, secondary and tertiary medical facilities in Oyo State as well as ensure that mentally deranged persons have access to necessary facilities.

The bill when passed will also guarantee the protection of persons suffering from mental disorders or illness and substance abuse in the State.

In his words to newsmen, the Speaker, Oyo State House of Assembly, Hon Adebo Ogundoyin said the bill is in fulfilment of his promise to stakeholders during the 2022 celebration of World Mental Health Day held on the 10th of October in Ibadan.

“I promised at that forum that Oyo State would be among the first five States to pass the Mental Health Bill in the country. Here we are, the process has commenced. It has now passed the first reading. We will give it an accelerated hearing so that we may record another feat in the House of Assembly. As I speak, Ekiti State has taken the giant stride as the bill has been passed by them. We will follow suit pretty soon”, Oyo Speaker said

He explained that the bill will provide a legal framework for the protection, care and treatment of persons living with mental health challenges or substance abuse.

The Speaker assured that the bill will equally put an end to the stigma and marginalization the people in that category are subjected to which most times lead to their human rights being violated.

“There’s the need for Government to give priority attention to mental health in the public health policies, government initiatives, free healthcare services and prevention methods and efforts.

“In Nigeria, just like in any other growing nation, the healthcare system generally is poorly managed. Not many people have access to basic health care. And it is the same story for mental health too. Access to care is inadequate and unaffordable, and it is most times limited to cities. The bill seeks to address all these identified problems and hiccups so that we can have better care, treatment and protection for mental health patients” Hon Ogundoyin said.

The Speaker, Oyo State House of Assembly, Adebo Ogundoyin has congratulated Muslims across the country on the completion of the 2022 Ramadan.

The Speaker in a statement issued in Eruwa said in spite of the socio-economic situation of the country, Nigerian Muslims still engaged in a series of spiritual and soul-lifting activities during the blessed month of Ramadan.

This, he noted was a clear indication that Nigerians had not despaired and that they still believed in the efficacy of prayers.

“Glory be to Allah for the successful completion of Ramadan this year. Congratulations to our brethren in the Islamic faith for this spiritual attainment. Despite the economic downturn, millions of Nigerian Muslims still dedicated themselves to the worship of Allah while the 30 days exercise lasted“.

“With this act of devotional sacrifice, spiritual uplift and prayers, one is convinced and hopeful of a prayer answered and a better tomorrow for our dear nation. I am happy that many Muslims just like their Christian counterparts who also just concluded 40 days of lent raised their voices in supplications day and night to Almighty Allah seeking redemption, breakthrough and victory for Nigeria over all forms of trials, tribulations and above all freedom from the shackles of bad leaders, ethno-religious conflicts, embezzlement, corruption and insecurities. “Hon. Ogundoyin said

He called for the sustenance of the present tempo of spirituality and Godliness amongst Nigerian Muslims and Christians and stressed the need for the teachings of all the faiths to reflect in our day-to-day interactions and relationship with ourselves.

“We are no doubt religious but are we Godly at the same time? The two must go parripassu if we want God to answer our prayers and bring us out of the doldrums we find ourselves. The time is now for us to end all our man-made and self-inflicted crises and problems so that Nigeria could truly live up to the appellation of a giant of Africa“.

“Once again, happy Eid-el-Fitri to all our Muslim brothers and sisters. I am wishing us all many more celebrations in life. Now that thirst is over, we can now rejoice but we should avoid returning to all forms of sins we have avoided during Ramadan.” The Speaker added.

“I have also seen the wonders he has performed in other key sectors of health, education, rural infrastructure, trade and Commerce. I can confirm that this can only be achieved in a PDP state.”

Speaking at the official commissioning ceremony held at the Oke-Ogun Polytechnic, Saki, Governor Makinde maintained that the Saki Township road project would enhance the socio-economic development of the state and play a major role in engineering a modern Oyo State.

He added that his administration Would not play politics with the development of Oyo State, noting that his administration will continue to take development beyond Ibadan, the capital of the state.

The governor revealed that the state was able to save over one billion naira from the initial contract awarded by the previous administration, adding that the state would continue to maintain zero tolerance for wastage.

“I am glad to see the happy faces here today and what are we celebrating here? We are celebrating accelerated development because everywhere a strategic road goes, development follows immediately. “History has it that the first road for motorised vehicles in Nigeria was built here in Oyo State in 1906, and the road links Ibadan to Oyo town.”

It was useful for transporting agricultural products from Oyo to Ibadan and from there to the Port for export. So, this is why I am excited about this linkage we are creating here in the Oke-Ogun zone.

“Oke-Ogun is our bread basket and agricultural arbiter and that is why we returned OYSADA to Saki Township. “So, linking Oke-Ogun up to the rest of the zones means we can easily move our clothing for export either by air through our airport or by sea through the dry port at Moniya. Since we fixed the Moniya road, we have been able to cut the travel time from Saki to Ibadan to almost two and a half hours as against the former five hours.
“We know we have to take development beyond the state capital as we cannot afford to continue in the trajectory where one part of the state is generating the revenue that all the other parts of the state benefit from. “This will only create another Nigerian situation in Oyo State. So, it is time to diversify and a proper good linkage is the first step in the diversification process.”

“We will continue to make Oyo State the proof that good governance is possible in Nigeria. We are kick-starting an infrastructural revolution that will make people say, once again, that they are proud of our state.”

“On the request made by both the Chief Judge and Kabiyesi the Okere of Saki, we will extend the road by another 1.2 kilometres.”

“We will keep appealing to the community residents to come to us and ask questions when confused about how we go about our jobs, so that we can maintain mutual respect and cordial relationship. We are also grateful for this prompt gesture by the speaker, it is an evidence that he is passionate about the safety of his people.”

The Speaker, Oyo State House of Assembly, Hon Adebo Ogundoyin has called on Security Agencies to as a matter of urgency unravel those behind Eruwa shooting , describing the development as condemnable, unfortunate, unwarranted and sad.

Hon Ogundoyin while reacting to the death of two people in Eruwa on Saturday during the Local Government election condoled with the families of the victims and the entire people of Eruwa on the sad occurrence.

According to the Speaker, it is completely wrong for any security Agent to open fire on the people no matter the level of provocation.

“I sent my condolences to the entire people of Eruwa and the families of the bereaved in particular. This is grievous and really tormenting. There’s however the urgent need for the Nigeria Police to commence full investigation into the events that led to the death of the two persons, and their findings should be made public pretty soon.

“Eye witness accounts said that Customs officials shot sporadically to disperse a group of supporters who barricaded the road, and who were demanding that their candidate be declared the winner. There’s no justification for officials of Nigeria Customs Service or any other Security agents to shoot and kill people in such a situation. The action of the officers is condemnable and reprehensible, and anyone found culpable in the course of investigation should be brought to Justice.” Hon Ogundoyin stated

He described as untrue the rumor making the rounds that he sponsored political thugs to attack his own people, and stressed that the malicious and misleading information was orchestrated by disgruntled political foes who believe politics is a do or die affair.

The Speaker again maintained that he will never hurt, maim or shed any blood for any political gain.

“Why would I import political thugs for Local Government election? This is unthinkable. That’s another propaganda and cheap political lie. I have won two elections against incumbent and ruling political party in Oyo State. I didn’t use political thugs against my people. They gave me their mandate freely, and on trust. Why would someone think I will start using political thugs now or disrupt voting process when I and the PDP Government in Oyo State are enjoying the support of my people. Let me reiterate that we will continue to stay connected with our people. “

“At this point, it is also necessary for me to urge OYSIEC to investigate allegations of ballot box snatching and stuffing if any in Eruwa to ensure that the Election is not only credible but also acceptable. “Oyo Speaker said.
