Management of Ministries, Departments and Agencies, MDAs of the federal government in Oyo State have been urged to put in place adequate security measures to guarantee the safety of workers in their working environment.

The Vice Chairman, National Forum of Heads of Federal Establishments, NAFOHEADS, Oyo State branch, Mr Paul Oke gave the charge during the monthly meeting of the Forum in lbadan.

He said it had become necessary to prioritize the safety of workers against the backdrop of growing insecurity in some parts of Nigeria.

Mr Oke called on the management of the various MDAS to leverage on the Nigeria Police Force and NSCDC for security assistance.

While reiterating the commitment of the forum executive to the welfare of members, Mr Oke enjoined them to be update on the payment of their annual fees.

In a goodwill message to the meeting, the Zonal Director, Federal Radio Corporation of Nigeria, FRCN, lbadan Zonal Station, Mr Olufemi Fulani called on members of the Forum to see themselves as one indivisible entity united in promoting and driving the activities of the federal government through the instrumentality of their various ministries.

Mr Fulani who was represented by an Assistant Director News and Current Affairs, Mr Tayo Sanni gave assurance that Radio Nigeria lbadan Zonal Station would not relent in its support and cooperation with the executive of the Forum especially in the areas of information dissemination and sensitisation of members of the public.

The Ogun State House of Assembly, through its Committee on Finance and Appropriations, has directed the State Traffic Compliance and Enforcement Agency, TRACE to immediately address indiscriminate parking under the Kuto Flyover in Abeokuta and enforce compliance with traffic regulations to restore order around the Kuto Roundabout.

Chairman of the committee, Mr Musefiu Lamidi, issued the directive during the ongoing 2026 budget defence by Ministries, Departments and Agencies, MDAs, at the Assembly Complex, Oke-Mosan, Abeokuta.

The Committee Chairman attributed the persistent gridlock at the location to driving against traffic, indiscriminate loading and offloading of passengers by commercial vehicles amongst others.

The Committee also charged the Ministry of Transportation to align the development of the Gateway Airport with the State’s economic agenda to ensure that the project delivers its mandate of boosting investment, connectivity and revenue generation.

Defending the Ministry’s budget proposals, the State Commissioner for Transportation, Mr. Olugbenga Dairo, said plans were underway to establish a State-owned airline, and gave the assurance that the State would commence cargo flight operations, situate an aircraft maintenance and repair facility at the Gateway Airport from the next fiscal year.

Heads of agencies under the ministry who appeared before the committee included officials of TRACE, the Gateway Airport, and the Vehicle Inspection Office.

Other agencies that took turns to defend their 2026 budget proposals before the House Committee were the State Ministry of Community Development and Cooperatives, ministry of Rural Development, the State House of Assembly, the Assembly Service Commission, office of the Auditor-General for the State and its Local Government counterpart.

As Ministries, Departments and Agencies of Government in Ogun State commenced the defence of the 2026 budget proposals, the Chairman, House Committee on Finance and Appropriation, Mr Musefiu Lamidi said that the 2026 budget defence sessions anchored on accountability and transparency with focus on getting value for government resources towards achieving the goal of budget of sustainable legacy.

While presiding over the budget defence sessions, Mr Lamidi stated that all figures presented before the committee would be thoroughly scrutinised to ensure the completion of ongoing projects, block revenue leakages and deliver a people-oriented and sustainable budget.

While playing host to the Ministry of Health and its allied agencies led by the Commissioner for Health, Dr. Tomi Coker, the committee solicited increase and prompt release of funds for the state to achieve better budget implementation in the next fiscal year.

The House Committee stressed the need to improve on the capital performance of the sector in the next fiscal year, stressing that the Assembly would closely monitor their performance to ensure accountability and value for money.

Presenting the Ministry’s budget estimate, Dr. Coker disclosed that a sum of N17.577bn was proposed as total expenditure for the next fiscal year, with ₦5.47bn allocated for recurrent expenditure including personnel and overhead costs,  while capital expenditure stood at ₦12.103bn, representing 68.86% of the total budget.

Defending the budget proposals for the State Hospital Management Board, the Permanent Secretary, Dr. Olayinka Elemide, presented a sum of ₦61.432bn as the total expenditure for the next fiscal year, comprising 16.306 billion naira for recurrent; while 45.125 billion naira would go for capital expenditure, with expected revenue put at 1.52 billion naira.

Other agencies that defended their 2026 budget proposals before the State lawmakers include the State Primary Health Care Development Board, Olabisi Onabanjo University Teaching Hospital, the State Health Insurance Agency and State Hospitals in Ijebu-Ode, Ado-Odo/Ota, Ilaro and Abeokuta.

Federal government has been urged to intensify efforts in upgrading and providing the necessary equipment and working tools for its Ministries, Departments and Agencies, MDAs, to enhance efficient service delivery to the people.

The Chairman, Board of Editorial, Penpushing Media, Mrs Olufunke Fadugba made the plea when she led a delegation of members of the Board, on a courtesy visit to the Management of Radio Nigeria Paramount FM, Abeokuta.

Mrs Fadugba who described the condition of many federal government offices as worrisome, said the situation was hampering the skills and knowledge of workers to contribute meaningfully to nation building.

The Chairman of Editorial Board of Penpushing media, while congratulating Mrs Olugbenro on her appointment General Manager of Paramount FM Abeokuta, advised her to embrace humility, hardwork and team spirit in the discharge of the new task, encouraging the members of staff to provide the necessary support in the quest to take the station to an enviable height.

Responding, the General Manager, Paramount FM Abeokuta, Mrs Oluremi Olugbenro appreciated the members of the Board for the visit, describing the Penpushing Media as a reservoir of information and entertainment, comprising thorough-bred professionals.

Mrs Olugbenro noted that the  mission of the organisation aligned with that of the Federal Road Corporation of Nigeria, FRCN, which aimed at providing impartial, credible, proactive and creative broadcasting for National development, hence the need for mutual working relationship.

She however commended the management and staff of the station for their moral support since her assumption of office and appealed for them to sustain the tempo.

Highpoint of the courtesy visit was the tour of the station by the delegation of the members of Board of the Penpushing Media, which included the founder, Prince Dimeji Kayode-Adedeji, and the former Chairman of Nigeria Broadcasting Commission, NBC, Elder Eddie Aina.

Ogun State House of Assembly says the 2025 budget defence by Ministries, Departments and Agencies of government would provide an opportunity for thorough evaluation, transparency and accountability in the allocation and utilisation of public funds to create value for the government’s resources.

The Chairman of, the House Committee on Finance and Appropriation, Mr Musefiu Lamidi stated this in his opening remarks during the commencement of the 2025 budget defence held at the Assembly Complex,  Oke-Mosan,  Abeokuta.

Mr Lamidi, who noted that the exercise was a significant event in the governance process; emphasized that the focus of the exercise was not merely on figures but on the impact of the proposed program and projects of MDAs on the people of the State.

The Committee Chairman also stressed the need for all Commissioners and heads of Ministries, Departments and Agencies to be physically present at the budget defence of their Agencies for them to be in tune with the vision and mission of the appropriation bill.

Defending the ministry’s budget, Commissioner for Women Affairs and Social Development, Mrs Adijat Adeleye, said that N1.050bn had been earmarked for recurrent expenditure, while N468.4m was earmarked for capital expenditure.

She explained that the total expenditure for the next fiscal year stood at N1.5bn; assuring that the ministry would continue to invest in women, men, young and old in a gender-responsive manner through participatory approaches for sustainable development.

The National Bureau of Statistics, NBS, says it is collating data to address multi-sectoral shortages across Ministries, Departments and Agencies in the country.

The Statistician-General of the Federation, Prince Adéyemí Adeniran stated this at the 2nd Bi-annual meeting of the National Consultative Committee on Statistics (NCCS) ongoing in Ibadan.

Prince Adéyemí explained that NBS was currently visiting states and federal establishments to access and ascertain the level of needs and shortages of manpower and equipment in all the sectors to produce broad statistical data for the government to enable it to formulate policies and laws that would ease the hardship of the citizenry.

He hinted that NBS was working on a data innovation laboratory to facilitate seamless data dissemination and exchange for more accessibility at the sub-national level.

In an address, the Governor of Oyo State, Engineer Seyi Makinde, represented by the Deputy Governor, Barrister Bayo Lawal, hinged his administration’s success on data, logic and Science.

He noted that through the aid of data, his administration Roadmap for Accelerated Development tagged “OMITUNTUN 1.0” was able to develop initiatives which tackled the multi-sectoral challenges in the state. Adding that Omituntun 2.0 was recording advancements in solid minerals exploitation and tourism to boost the lively hood of the people.

The two days programme with the theme: “Data Accessibility and Dissemination at Sub-national level” has in attendance Statisticians from the states of the federation, representatives of paramilitary agencies, Academics and members of civil society organisations.

The Chairman, House Committee on Finance and Appropriation, Mr. Saheed Fatunmise wants Ministries, Departments and Agencies to prioritize a strong collaboration with the Assembly towards actualizing the proposed budget estimate for the next fiscal year.

Mr. Fatunmise made the call while addressing the MDAS during the ongoing defence budget exercise held at the State Assembly Complex, Osogbo.

He appreciated the Ministries, Departments and Agencies, who have appeared from the commencement of the exercise to cooperate with the finance and appropriation committee.

Mr. Fatunmise who said the Osun State House of Assembly is determined to ensure judicious and purposeful use of the public funds stressed that taxpayers are entitled to social amenities.

The State Ministry of Environment and Sanitation team was led by the commissioner, Mr. Mayowa Adejorin who presented the ministry’s Budget estimates for the year 2024.

However, the lawmakers took time to examine the performance of the Ministry of Environment and Sanitation especially on issues relating to how to keep the State clean and how to avert environmental hazards.

The lawmaker representing Ife Central state constituency, Mr. Abiola Awoyeye expressed the timely need for the Special Adviser on Mining and Mineral Resources to look into the activities of illegal and indiscriminate miners in the state.

During further drilling for the State Ministry of Environment, lawmakers including, Prince Adekunle Oladimeji, Prince Adewumi Adeyemi, Mr. Babajide Kofoworola, Mr. Sikiru Bajepade and the Chairman House Committee on Environment and Sanitation, Mr. Folorunso Ogundare urged the Ministry to live up to expectations and redouble its efforts in the area of Internally Generated Revenue through the mineral resources the state is blessed with to boost the Economy.

Thereafter Committee on Finance and Appropriation considered all the presented budget estimates of the appeared MDAS.

The Osun State Appropriation Bill 2024 tagged “Reconstruction and Recovery” is designed to improve the economy of the state and the well-being of residents. 

The Chairman, House Committee on Finance and Appropriation, Mr. Saheed Fatunmise stated this while explaining the policy thrust of the 2024 Appropriation Bill during a plenary held at the State Assembly Complex, Osogbo.

Mr. Fatunmise, who stressed that the Budget when passed into Law would reduce the Poverty rate in the State to the barest minimum, commended the State Governor, Senator Ademola Adeleke in fulfilling the section 121 sub-section of the 1999 Constitution of the Federal Republic of Nigeria.

In separate contributions, members representing Ola- Oluwa – Mr. Abiodun Ibrahim, Ife South – Mr Lawrence Adeoti, Obokun – Prince Adewunmi Adeyemi , Olorunda – Mr. Olaide Ajibola ,Ife- Central – Mr. Abiola Awoyeye and Oriade – Barrister Kanmi Ajibola explained that the Budget is all-encompassing and indicates that the State Governor has good plans for the Residents.

In his remark, The Speaker of the House, Prince Adewale Egbedun who appreciated the various contributions of the Legislators explained that the appearance of Ministries, Departments and Agencies, MDAs for Budget Defense would commence next week.

On the 9th of this month, the State Governor, Senator Ademola Adeleke presented the 2024 Appropriation Bill with an estimate of Two Hundred and Seventy – Three Billion naira before the State House of Assembly.

Ekiti State Governor, Mr. Biodun Oyebanji has restated his administration’s zero tolerance for any form of indolence or non-performance.

He said there would be consequences for lack of performance among heads of Ministries, Departments and Agencies, MDAs. 

The Governor stated this while addressing Heads of Ministries, Departments and Agencies at the opening session of the Ekiti Performance Assessment and Improvement Report, EKPAIR, workshop held in Ado Ekiti

He said if his administration would positively affect the lifestyle of Ekiti people, then government must set benchmark for service and project delivery.

The Governor explained that holding meetings, treating files and organizing programmes without translating them into tangible outcomes would amount to a waste of time, hence they need to put in place templates that would measure performance.

Mr Oyebanji who urged the heads of MDAs to detach themselves from emotions in the discharge of their duties so as to perform optimally, maintained that there would be dire consequences for laxity among them.

He assured them that government would play its part by providing all necessary logistics required to succeed, stressing that he would not want to leave any project uncompleted at the end of his tenure.

Earlier, the Special Adviser, Office of Transformation and Service Delivery, OTSD, Dr John Ekundayo thanked the Governor for his commitment towards ensuring that his administration’s shared prosperity agenda translates into a better life for all the citizens of the State.

President Bola Tinubu has approved the immediate dissolution of the Governing Boards of all Federal Government Parastatals, Agencies, Institutions, and Government-Owned Companies.

The dissolution does not, however, affect Boards, Commissions, and Councils listed in the Third Schedule, Part 1, Section 153 (i) of the 1999 Constitution of the Federal Republic of Nigeria as amended.

In a statement by the Director, Information for the Office of the Secretary to the Government of the Federation, Willie Bassey, directed those affected to refer matters requiring the attention of their Boards to the President, through the Permanent Secretaries of their respective supervisory Ministries and Offices pending the constitution of a new board.

The Permanent Secretaries were in turn directed to route such correspondences to the President through the Office of the Secretary to the Government of the Federation.

All Ministries, Departments, and Agencies are to ensure compliance with the provision of the directive which took effect from Friday 16th June 2023.

The statement, therefore, directed the Permanent Secretaries to inform the Chief Executive Officers of the affected Agencies under the supervision of their respective Ministries/Offices for immediate compliance.  

Earlier, President Bola Ahmed Tinubu approved the immediate retirement of all Service Chiefs, the Inspector-General of Police, Advisers, and the Comptroller-General of Customs from Service as well as their replacements with immediate effect.

Ogun State House of Assembly will commence this year’s budget performance assessment for the First Quarter on the various Ministries, Departments and Agencies of Government as well as Local Government Councils. 

A statement signed by the Clerk of the House, Mr Deji Adeyemo, notes that the annual exercise remains part of the oversight functions of the Legislative Arm of Government in entrenching good governance in line with Sections 128 and 129 of the 1999 Constitution of the Federal Republic of Nigeria, as Amended.

Mr Adeyemo said the essence of the exercise was part of the effort at ensuring transparency and value for money in the running of government business.

The statement adds that the exercise, which is meant to assess and ascertain the level of compliance by the MDAs with the 2022 Appropriation Law; as well as ensure effective and efficient service delivery to the people, will begin from 10 in the morning daily and end on Friday, 29 April 2022.

The statement, therefore, enjoins all Ministries, Departments and Agencies of Government as well as Local Government Councils to make available all relevant documents and information to the lawmakers for the success of the exercise.

Oyo State Government has disclosed its readiness to sanction schedule officers in charge of the preparation of establishment estimates in government ministries, department and agencies, whose lack of proficiency hinder the promotion of staff in the state’s civil service. 

The Commissioner for Establishment and Training, Alhaji Siju Lawal said this at the opening ceremony of a 2-day sensitization programme on the preparation of error-free 2022 establishment estimates for desk officers in charge of establishment estimates in MDAs held at the Simeon Adebo staff development centre, the state secretariat, Ibadan. 

The commissioner noted that the training is geared towards sharpening the skills of the participants as part of efforts by the present administration in the state to swiftly depart from the old order of personnel budget to a more realistic approach in line with the ideals of new public management. 

Alhaji Lawal explained that over one hundred civil servants from both administrative officers and directors would benefit from the training.

Earlier, the permanent secretary, ministry of establishment and training Mr Tunde Adeyanju expressed optimism that the skills acquired would further enhance the performance of schedule officers in charge of establishment estimates in ministries, departments and agencies of government.

President Muhammadu Buhari Thursday in Abuja directed Ministries, Departments and Agencies (MDAs) to study a Report on how best to ensure effective policy design and implementation with a view to implementing some of its recommendations.

The report entitled, “Getting Things Done: Strategies for Policy and Programme Implementation in Nigeria,” was presented to the President by the Senior Executive Course 43 (2021) of the National Institute for Policy and Strategic Studies (NIPSS) , Kuru, Plateau State.

Receiving the report, the President assured the course participants that it would be treated with the seriousness and urgency it deserves.

‘‘As such, I am directing the MDAs and the National Steering Committee on the Vision 2050 to study the Report, with the view to diligently consider the recommendations presented and incorporate them as part of over-all execution strategy,’’ he said.

Declaring that this administration has invested great efforts in the provision of good governance and making tremendous progress at getting the desired results, the President said:

‘‘This report becomes important and timely in our quest to enhance service delivery to our citizens.”

On the importance of NIPSS and its course participants, the President noted it was always a delight to receive their input on important issues that are of very great concern to the government and the nation.

‘‘No nation will progress without paying close attention to the ways policies are made and implemented, as it is often unclear how best to ensure effective policy design and implementation.

‘‘The gaps between policy design and programmes implementation must be closed in order for our country to continue to make meaningful progress.

‘‘This was why I charged Participants of the Senior Executive Course No. 43, 2021 to work on the theme: “Getting Things Done: Strategies for Policy and Programme Implementation in Nigeria,” he said.

Alluding to the report and the presentation done by participants of Course 43, the President noted that their research had drawn attention to the numerous efforts of his administration in policy and programme implementation, as well as the challenges faced.

He acknowledged that the report also generated constructive and compelling recommendations with adequate implementation strategies.

‘‘The structure, content and mode of presentation of this report shows great commitment and hard work that has gone into it.

‘‘This confirms to me and our administration of the consistency and reliability of the National Institute in delivering on very critical and sensitive assignments of national importance.

‘‘While I congratulate the Participants for justifying the confidence in nominating you for this course, I wish to commend the National Institute for once more living up to expectations.

‘‘Let me express my pleasure at the level of knowledge and discipline you have openly demonstrated about our country and our challenges,’’ he said.

President Buhari urged the course participants, mainly drawn from the senior cadre of Federal and State establishments, to put to work all they have learnt in their various establishments.

‘‘I am convinced that you are now well equipped for the task of handling higher and more complex responsibilities for the benefit of our country,’’ he told them.

In his remarks at the presidential parley, the Acting Director-General of NIPSS, Brig. Gen. Chukwuemeka Udaya told the President that the 85 participants of Senior Course 43 of 2021 were distributed into seven groups to interrogate the theme of the study.

‘‘The seven groups received lectures and presentations from top class resource persons, went on study tours in order to interact with and gather data on the theme for study from experts, public and private sector practitioners from across the globe carried out individual and group research work and rigorous intellectual debates,’’ he said.

Public infrastructure is provided with tax payers’ money for ease of doing government businesses.

Annually, the federal, state and local governments budget huge amount of money for this all important purpose.

Such infrastructure includes various offices in the ministries, departments and agencies, MDAs, belonging to the government.

They also points to airports, stadia, public buildings, roads, railways and other facilities largely within the purview of bureaucrats.

Without those infrastructures, there will be a standstill in the chains of providing goods and services to the needy.

This is not peculiar to the government establishments, alone, but to the private sector, which is the engine room of economic growth.

Therefore, as a matter of due diligence, people who are entrusted with the care of maintaining public infrastructure owe it as a duty to ensure their proper upkeep.

While it is noted that some authorities concerned are doing their best day-in day-out to justify the huge amount of money being spent to provide infrastructure by way of regular maintenance, it is equally observed that their best has not been enough.

In some instances, it was discovered that many people treat infrastructure provided by the government as belonging to the government, and not their concern.

There are sad tales of numerous government facilities, especially abandoned buildings and offices scattered across the landscape of Nigeria.

Others that are not abandoned totally are in varying degrees of dilapidation, making them hazardous for human habitation.

Kudos should be given to the administration of President Muhammadu Buhari for doing its best within available scarce resources to fix some public infrastructure that had become eyesores in recent past.

The rehabilitation of the National Stadium, now M.K.O Abiola Stadium Abuja and the National Stadium at Surulere, Lagos, readily comes to mind.

There are evidences of on-going rehabilitation on other critical infrastructure designed to bring convenience to the citizens, especially railways, roads and deep seaports.

While the government has taken it up as a must responsibility and duty to carry out regular maintenance of public infrastructure, those who are saddled with the task of supervising such utilities must be up and doing.

Government will save a lot of money and use it to provide other amenities if public infrastructure are properly maintained with all sense of purpose.

Civil servants, public office holders and the elected representatives of the people need to see infrastructure provided for their own convenience as belonging to them and treat them accordingly.

Furthermore, parents, guardians and school teachers should inculcate maintenance culture in children as they grow up.

Aggrieved citizens will be doing the nation a lot of good, if they can devise other peaceful means of expressing their reservations rather than targeting public property and facilities for destruction during protest.

Osun State House of Assembly has warned Ministries, Departments and Agencies of the state not to expect a free and easy passage of their respective budget estimates. 

The Speaker, Mr. Timothy Owoeye gave the warning on the floor of the House today at the commencement of the budget defence by the MDAs.

Mr. Owoeye warned that the House will be thorough in the assessment of the budget and any expenditure at variance with economic realities will be discarded. 

The Joint Committees on Finance and Appropriation and Education played host to the Osun Mass Education Agency, Teachers’ Establishment and Pension Office, Osun State Universal Basic Education Board and the Osun State Library Board. 

However, in the course of the defense, Chairman, House Committee on Finance and Appropriation, Taiwo Olodo, observed some discrepancies in figures contained in the initial budget estimates and that submitted by the ministry of Education. 

This prompted the house to shelve the defence of some of the agencies in the ministry, asking them to reappear only when the figures have been reconciled.

Commissioner for Education, Mr. Folorunso Oladoyin, acknowledged the inconsistencies and disclosed that he had sought the indulgence of the House to put the agencies under him in order. 

Meanwhile, chairman of the House Committee on Education, Mr. Babatunde Ibirogba described the discrepancies as an anomaly and emphasised the need to sanitize the education sector, which he described as sensitive. 

On the budget, Education takes the second highest sectoral allocation of 10.71 billion naira which the lawmakers say they intend to be thorough in scrutinizing the ministry’s defence, in order to justify it.

The Delta State Government has denounced the late submission of budget report by Ministries Departments and Agencies, as it commences the 2020 budget review process in the state.

The Commissioner for Economic Planning Dr. Barry Pere-Gbe, made this known in a remark at the opening ceremony of the State 2020 Budget Defense in Asaba, where he described the budget circle as a tedious process, noting early presentation of submissions enable proper assessment of spending by the MDA’s.

Dr. Pere-Gbe said the 2020 Budget was historic as the appropriation bill was presented three times before the State House of Assembly due to unforeseen factors including the COVID-19 pandemic.

The commissioner added that a memo was distributed to the MDA’s containing a summary and breakdown of the 2020 budget, which would form the benchmark for the discussions.

Present at the opening day of budget defense in Delta State were the state Commissioner for Works Chief James Augoye, and his counterpart in the Energy Ministry Mr. Basil Ganaga.

The others are the Permanent Secretaries and Directors of the respective ministries.
