In order to ensure a good budgeting system, which will serve as a clear roadmap for finances in the local government administration, the Oyo State House of Assembly has commenced the 2026 budget defence exercise for the 33 local government areas, LGAs, in the state.

‎The exercise, which is a week-long activity, is being conducted by the Committee on Local Government, Chieftaincy Matters and State Honours at the Caucus Room, Oyo State House of Assembly complex, Secretariat, Ibadan.

‎Declaring the exercise open on behalf of the Speaker, Hon. Adebo Ogundoyin, the Chairman of the Committee, Hon. Olajide Akintunde (AKT), disclosed that the budget defence is not just a routine administrative ritual, but a vital aspect of governance that promotes transparency, accountability, and development at the grassroots level.

‎The lawmaker, who represents Lagelu State Constituency, urged local government chairmen and their teams to present their proposals clearly, justifying their projections and highlighting how their plans will improve service delivery and promote sustainable development.

‎Hon. Akintunde also assured that the Committee would review all presentations with fairness, diligence, and commitment to strengthening governance across the 33 local government areas, in line with the Constitution of the Federal Republic of Nigeria.

‎Also, in her remarks, the Clerk of the House, Mrs. Muraina Taiwo-Akinola, who was represented by the Deputy Clerk, Mrs. Aderonke Ogundeji, appreciated the cooperation of the committee members, local government chairmen, and their staff to ensure a hitch-free exercise.

‎The Clerk expressed that this year’s edition of the exercise will be the second time that the Oyo State House of Assembly would be conducting the exercise with the aim of ensuring that finances of the local governments are in line with the constitution.

‎Hon. Adeola Bamidele, who is the Vice Chairman of the Committee, and Hon. Olusola Owolabi urged local government chairmen and their staff to demonstrate more commitment to the development of their respective council areas by putting in place a good budgeting system that will take care of their immediate needs.

‎They charged them, especially those from agrarian areas, to be productive by investing in agriculture and rearing of cows for future and long-term benefits.

‎Speaking with newsmen on behalf of other council chairmen, the Chairman, Ogo Oluwa Local Government, Hon. Ojo Oluwaseun, appreciated the Committee’s efforts, expressing gratitude for the opportunity to access adequate funding to deliver essential services and promote development in their respective areas.

The Oyo State House of Assembly has appealed to the state Governor, Engr. Seyi Makinde to release ₦500 million to the Abiola Ajimobi Technical University, as promised in 2024.

‎The House also urged the governor to include the university in the payment of monthly subvention from January 2026 to sustain its operations.

‎The appeals were contained in a motion moved by lawmaker representing Ibadan South West state constituency 2, Mr. Oluwafemi Fowokanmi.

‎According to the lawmaker, who is the Chairman, House Committee on Tertiary Education, the Abiola Ajimobi Technical University is grappling with inadequate funding to cater for essential infrastructure, staff welfare and to sustain its academic operations.

‎He noted that the institution chiefly rely on Special Local Government Scholarship Scheme, its internally generated revenue and grants from Tertiary Education Trust Fund, TETFUND.

‎Also speaking on the motion, the lawmaker representing Egbeda state constituency and Chairman, House Committee on Budget and Economic Planning, Mr. Sunkanmi Babalola, appreciated the efforts of the present administration on the university in terms of road network, perimeter fence and street lights, which he said have contributed to its physical outlook.

‎Passing the resolutions, the Speaker of the Oyo State House of Assembly, Mr. Adebo Ogundoyin, granted the request by the mover of the motion to allow the House Committee on Tertiary Education to meet with the management of the university.

The Oyo State House of Assembly Lawmaker, representing Ibadan North 1, Dr Olufunke Comforter, has called for the regulation of large gatherings in the state to prevent tragic incidents and ensure public safety.

The Lawmaker who is the Chairman of the House Committee on Women Affairs and Community Development made the call while presenting the report of her Committee during plenary of the House.

The report also urged the Executive Arm of Government to propose a Bill to regulate public gatherings in the state.

The report was in pursuant to the resolution of the House on Tuesday, 11th February, 2025 that the Committee on Women Affairs and Community Development interfaced with relevant Ministries, Departments and Agencies with a view to receiving inputs on the ‘Need for the Executive Arm of Government to regulate large Public Gatherings to ensure Safety and Prevent Tragic Incidents’.

Dr Comforter said during interactions with stakeholders, the Committee discovered that the Ministry of Health had established some guidelines for regulating public gatherings in the state, which must be adhered to.

She charged regulatory authorities and Security Agencies overseeing public gatherings to always adhere to the Public Order Act to prevent unforeseen circumstances.

The report highlighted the need for a comprehensive framework to guide the organisation and management of public events.

Dr Olufunke Comforter noted that the absence of a comprehensive regulatory framework often led to avoidable tragedies and loss of lives in the past.

The Oyo State House of Assembly, OYHA, has dismissed the petition written against the management of the Oyo State Pacesetter Transport Service (PTS) by the Association of Sacked Supervendors and Investors

The recommendation for the dismissal of the petition was contained in a report presented before the House during the plenary presided over by the Speaker, Mr Adebo Ogundoyin.

Reading the report, the Chairman, House Standing Committee on Transport, Mr. Babajide Adebayo, recommended that the petition be dismissed on the ground of lack of merit and substantive evidence.

Clarifying the incident that led to the petition written by the Chairman of the Association, Mr. Adebayo, disclosed that the Committee discovered illegal activities, collusion and fraud between the vendors and the drivers, which led to the termination of the appointment of the vendors.

Before the introduction and implementation of the card payment system to streamline transactions, the company faced leakages in revenue with average daily income reportedly around two hundred thousand naira (N200, 000:00). Following the introduction of the card payment system, the revenue increased to two million naira (N2,000,000:00) on the first day.

The engagement of vendors to monitor card reader machines and prohibit cash payments initially reduced the leakages. However, the vendors’ collusion with drivers on fare collection in cash led to further fraud, which prompted the company to terminate their contracts.”

Mr Adebayo said that the Committee also discovered that it is the Pacesetter Transport Service that is responsible for the payment of pensions and gratuities of its retirees and staff salaries.

The lawmaker maintained that it discovered that the activities of PTS are in line with guidelines of its operations and are subject to the approval of the state Governor, Engineer Seyi Makinde.

He recommended that “the Executive Arm of Government be urged, through SAFER Program, to increase the subvention to the Pacesetter Transport Services (PTS) to support its subsidised service to citizens of the State.

“The petition submitted by Mr. Ibrahim Asiwaju Chairman, Association of Sacked Supervendors and Investors Oyo State Pacesetter Transport Services (PTS) to the House be dismissed for lacking in merit and credible evidence, the use of vendors system for revenue generation be terminated due to misconducts and the terms of engagement of contract staff be redefined regarding period of engagement and other conditions of service.

“The Management of Pacesetter Transport Services be urged to restructure its workforce and those who have been found guilty of misconduct and have been suspended more than twice. The Management of PTS be urged to design and implement a well-structured organogram that clearly defines reporting lines, job roles and responsibilities of all personnel. This will help eliminate ambiguity, prevent role duplication, and enhance overall productivity in the Pacesetter Transport Services; and the Pacesetter Transport Service (PTS) be urged to operate strictly in accordance with its conditions of service,” Mr. Babajide Adebayo said.

The Oyo State House of Assembly has passed the Oyo State Council of Obas and Chiefs (Further Amendments) Bill, 2025, following its third reading and review by the Committee on Local Government, Chieftaincy Matters, and State Honours.

The Bill was passed during plenary following the presentation of the report of the House Committee on Local Government and Chieftaincy Matters and State Honours by its Vice Chairman, Mr. Bamidele Adeola.

The newly amended bill retains the rotational chairmanship clause and expands the council’s membership, reflecting a more inclusive leadership structure within the state’s traditional institutions.

The House affirmed the rotational chairmanship system, ensuring that leadership alternates among the Alaafin of Oyo, the Olubadan of Ibadanland, and the Soun of Ogbomoso every two years.

This measure is aimed at strengthening unity among the state’s foremost traditional rulers and ensuring balanced representation within the council.

Additionally, the membership of the Council of Obas and Chiefs was expanded from 35 to 41, incorporating more traditional rulers from different regions of the state.

According to the Speaker, Mr Adebo Ogundoyin, the expansion was aimed at fostering inclusivity and providing broader representation for traditional leaders across Oyo State.

The amendments also include provisions for deputy chairmanship and vice chairmanship, further structuring the leadership of the Council.

Under the revised Schedule II, deputy chairmanship positions are designated for the Eleruwa of Eruwa, the Olugbon of Orile-Igbon, and the Aseyin of Iseyin, among others.

The Speaker said the passage of the bill would enhance the operational framework of the Council, promote unity among traditional rulers, and strengthen governance within the state’s royal institutions.

Oyo State House of Assembly has called on the Oyo State Commissioner of Police to ensure that the officer allegedly responsible for the killing of a Secondary School boy by a stray bullet is identified and prosecuted according to the law.

The call followed a matter of urgent public importance brought by the lawmaker representing Egbeda Constituency, Mr. Olasunkanmi Babalola, on the need for government action, following the death of the student.

The House also set up an eight-man committee headed by the Deputy Speaker, Mr. Muhammed Fadeyi to visit the Commissioner of Police in the state and report to the House immediately.

The assembly, however, appealed to the Inspector-General of Police to issue clear directives prohibiting the reckless use of firearms in public places and to ensure officers undergo regular training in responsible crowd and suspect management.

Earlier in his submission, Honourable Babalola hinted that witness accounts confirmed that the student was not involved in the police chase and was an unintended target of the reckless gunfire.

The House added that the Ministry of Education, Science and Technology should provide psychological support and financial compensation to the bereaved family, especially the surviving twin brother.

Similarly, Oyo State Government has commiserated with the family of a secondary school boy slain during a routine traffic infraction operation on Alakia Old Road, Ibadan, describing the incident as sad, shocking and painful.

It stated that the state government would work with the Oyo State Police Command to investigate the matter and ensure that justice is served.

The government noted that the incident was avoidable, noting how what started as a traffic offence, with the father of the slain boy driving against traffic, resulted in the loss of an innocent life.

It urged residents to remain calm as the police and the government handle the situation, while it also warned residents against breaking traffic rules.

The state government clarified that contrary to claims that the incident occurred while the police were chasing a suspected internet fraudster, the incident actually occurred during a routine operation against traffic infraction, carried out by men of the Oyo State Road Traffic Maintenance Authority (OYRTMA).

According to the government, OYRTMA officials, in conjunction with a team from the police, embarked on the traffic operation on Alakia Old Road following complaints from residents over constant one-way traffic violations that have led to deaths and life-threatening injuries on the axis.

It explained that the backup from the police became imperative following assaults on OYRTMA officials and a recent killing of one official in Ibadan by a traffic offender.

The government maintained that the father of the slain boy drove a tinted black Honda Accord Car with registration number FST 639 JU against the traffic at around 7.30 a.m.

It noted that it was during an attempt to apprehend the traffic offender that a policeman, who is already being investigated by the Oyo State Police Command, allegedly aimed a shot at one of the tyres of the car, which missed the target.

The Oyo State Council of Obas and Chiefs, Further Amendments Bill, 2025, passed its second reading on the floor of the Oyo State House of Assembly, OYHA, during plenary, presided over by the Speaker, Mr. Adebo Ogundoyin.

Our correspondent reports that the Bill has also been passed to the House Committee on Local Government and Chieftaincy Matters for further scrutiny.

According to the bill, the amendment presents Alaafin of Oyo as the Presiding Authority while in his absence, the Olubadan of Ibadanland shall preside.

However, if both the Alaafin and Olubadan are absent, the Soun of Ogbomoso shall preside as the chairman of the council.

Deliberating on the bill, the majority leader, member representing Ogbomoso South State Constituency, Mr Sanjo Adedoyin, said the amendment was not driven by sentiments but to make the Council of Obas functional in the state.

Also speaking, the member representing Oyo East/Oyo West State constituency, Mr. Rahman Olorunpoto urged the House Committee on Local Government and Chieftaincy Matters to be thorough in their assignment.

Meanwhile, the House also confirmed the appointment of Mr. Akinwale Akinwole as the Chairman of the Oyo State Local Government Service Commission and other members of the board.

The Oyo State House of Assembly has approved the 2025 capital budget proposals of 33 local government areas in the state.

This became imperative ahead of the proposed financial autonomy for Local Governments.

The approval was made when the report of the House Committee on Local Government, Chieftaincy Matters and State Honours was presented by its Chairman, a member representing Lagelu constituency, Mr Akintunde Olatunde.

The budget approval was aimed at streamlining expenditures of all the 33 Local Government areas of Oyo State for probity and accountability to enable them to deliver on their mandates.

The committee urged all the Local governments to adhere to the approved capital expenditures so as to ensure compliance with the Constitution and the Local Governments Law.

The Speaker, Oyo State House of Assembly, Mr. Adebo Ogundoyin, said the approval of the local governments’ budget is a significant step towards promoting transparency and accountability in governance.

In a bid to curb the rising incidents of vandalism and theft of public and private infrastructure, Oyo Assembly member representing Ibadan North-West State Constituency, Mr Dawood Olalere has moved a motion for regulation of the activities of metal scavengers, commonly known as “Boola”.

The motion was presented during plenary presided over by the Speaker, Mr Adebo Ogundoyin.

Presenting the motion, Mr Olalere noted that, the scavengers have been implicated in the theft and destruction of critical utilities, including streetlights, road signposts, electrical installations, railway tracks, and security barriers, posing significant risks to public safety and economic stability.

In their relentless search for scrap metal, these scavengers have been implicated in the theft and destruction of critical utilities, posing significant risks to public safety and economic stability,” the motion reads.

Mr Olalere further observed that the indiscriminate activities of these scavengers have disrupted communities and businesses, particularly those in the Blacksmith, Welder, and Iron Sellers Association, have repeatedly raised concerns over the severe economic losses caused by the unchecked operations of scavengers.

Many residents lament that reporting the activities of ‘Bola’ boys to the police no longer yields results, as offenders are often released without consequences or are seen in close interactions with law enforcement officials,” the motion notes.

To address this menace, the lawmaker urges the Executive Arm of Government to take measures, including regulating the activities of scrap metal dealers and establishing designated collection centres for scrap materials.

He also called on the Committees on Environment, Water Resources and Ecology, and Security and Strategies to interface with stakeholders, including traditional rulers, community leaders, and security agencies, to proffer sustainable solutions to the activities of scavengers.

During the plenary, the House approved Governor Seyi Makinde’s request to issue a bond for the remodelling of the Agbowo Shopping Complex in Ibadan. 

The decision was made after the Governor’s letter of request was read on the floor of the House by Speaker Mr Adebo Ogundoyin.

The Oyo State House of Assembly Correspondents has joined well-wishers within and beyond the state to congratulate the Speaker, Mr  Adebo Ogundoyin on the occasion of his 38th birthday anniversary celebration.

Speaking on behalf of the correspondents during a congratulatory visit to the speaker, Chairman, 10th Oyo Assembly Correspondents, Mr Mosope Kehinde of Radio Nigeria Ibadan, described the Speaker as a responsible and responsive leader worthy of emulation by other young politicians.

Mr Kehinde explained that the House Correspondents acknowledged the efforts and contributions of the Speaker to the development of democracy and good governance in the state.

The journalists equally lauded the Speaker for what they described as unity and legislative cohesion devoid of rancour and which deeply engenders inclusivity and harmonious working relationships with staff and members of the Assembly Service Commission.

While congratulating and expressing goodwill messages and wishes to Mr Ogundoyin, the correspondents’ Chairman appreciated the Speaker for being a good role model for the youths, not only in Oyo State but Nigeria as a whole. 

The Correspondents prayed for sound health, God’s knowledge and wisdom for the Speaker as he continued to steer the affairs of the state legislative arm through various reforms aimed at repositioning the assembly for improved service delivery. 

In his response, Mr Ogundoyin, appreciated the gesture by the House Correspondents, saying that it is a call for more responsive and responsible leadership.

In attendance at the visit were Mr Babajide Adebayo, Mr Gbenga Oyekola, Mr Olorunpoto Rahman, Mr Yinka OmiKunle, Mr Lekan Abiola and Mr Sunkanmi Babalola.

A highlight of the visit was the presentation of a birthday gift to the speaker.

The Oyo State House of Assembly has called on the State Government to conduct a comprehensive audit on the Integrated Agricultural Silo Complex Project at Awe in Oyo East Local Government.

In a motion presented to the house by Mr Olorunpoto Rahman, the call became necessary to assess the current status of the project, the total amount expended, and to take appropriate action based on the findings that emanated its abandonment.

Mr. Olorunpoto noted that the purpose and critical roles of the Integrated Agricultural Silo in curbing the menace of food scarcity in Oyo State and Nation at large call for urgent attention that will yield positive influence to ensure its aim of food surplus.

“This infrastructure was intended to reduce post – harvest losses, stabilize food prices, and support farmers by ensuring that surplus produce could be stored and made available during periods of scarcity”

“Given the current skyrocketed prices of food in Nigeria, completion of this project would go a long way to boost food supply and guarantee food security in the State and the Country at large.” The motion stated

He lamented that the Project, with a planned capacity of 10,000 metric tonnes was envisioned to be the largest and first of its kind in Nigeria.

The lawmaker added that the project has been abandoned despite the expenditure of over #1.5 billion and over 11 years of work on – going.

 House however directed its Standing Committee on Agriculture and Rural Development to engage all stakeholders on the way forward and report back their findings to the House.

The Oyo State House of Assembly has condemned the derogatory remarks allegedly made by the former Senior Special Assistant on Special Duties and Strategy to late Ondo State Governor, Rotimi Akeredolu, Dr. Doyin Odebowale against the Soun of Ogbomoso, Oba Ghandi Olaoye, during a recent broadcast on a radio station in Ibadan. 

The lawmakers described the alleged derogatory comments as factually incorrect, disrespectful, and inciting.

In a motion sponsored by Mr Sanjo Adedoyin, Leader of the House, the Assembly noted the critical role of traditional institutions in preserving culture, heritage, and community cohesion in Oyo State.

The lawmakers observed that Dr Odebowale’s remarks breached the Nigeria Broadcasting Code of Ethics and the National Broadcasting Commission (NBC) Act, Cap N11, LFN 2004. 

They therefore urged the Executive Arm of Government to take proactive steps to safeguard traditional institutions in Oyo State.

The Assembly called on the Office of the Attorney-General and Commissioner for Justice to seek legal remedy against Dr Odebowale for making defamatory and inciting remarks against the Soun of Ogbomosoland. 

Furthermore, the lawmakers called on NBC to prevail on the FM Station to air a public apology on the issue, while also directing the station to retract the alleged misleading and offensive statements.

In a bid to ensure the integrity of its workforce, Mr Dawood Al-Ameen, a lawmaker representing Ibadan North-West State Constituency in the Oyo State House of Assembly, has called on the executive arm of government to make drug testing a mandatory part of the recruitment process for prospective government employees. 

This move is aimed at preventing individuals with substance abuse issues from being employed in sensitive positions, particularly in the education, healthcare, and security sectors.

In the motion, Mr Al-Ameen noted Governor Seyi Makinde’s commendable efforts to strengthen the education sector, including the recruitment of over 5,000 teachers and 600 education officers during his first administration.

However, the motion also highlighted the potential risks associated with employing individuals who may be addicted to prohibited substances. 

The House resolved to urge the executive arm of government to collaborate with relevant agencies to mandate drug testing for prospective applicants during recruitment processes across all sectors.

“Some candidates may have certain dispositions and habits that might not be easily detected through standard oral interviews,” the motion stated. 

Among these dispositions is the potential addiction to prohibited substances, which could impair judgment and lead to misbehaviour.”

The motion specifically mentioned the need for drug testing for prospective teachers, healthcare workers, and law enforcement officers, including those in the Oyo State Road Traffic Management Authority (OYRTMA) and Amotekun. 

The tests should screen for substances such as cocaine, methamphetamine, marijuana, and tramadol, among others. Institutionalizing drug testing will enhance the integrity of the workforce, improve security, and protect the interests of the state.”

In its efforts to ensure a more standard, friendly and pollution-free environment for the people of Pacesetter State, the Oyo State House of Assembly has called on the executive to strengthen the enforcement of Environmental Regulations, particularly on air and water pollution across companies, lounges, institutions and malls in the state.

This was part of resolves in a motion moved by the lawmaker representing Oyo East/West State Constituency,  Mr Olorunpoto Rahman during a plenary presided over by the Speaker, Rt. Hon. Adebo Ogundoyin.

Presenting the motion,  Mr Olorunpoto revealed that the air and water pollution caused by companies,  lounges, institutions, malls and other establishments pose a significant threat to public health and the environment, leading to respiratory illness, waterborne diseases and environmental degradation.

The motion co-sponsored by Mr Adebo Ogundoyin, Mr Sanjo Adedoyin, Mr Abiodun Babalola, and Mr Gbenga Oyekola stated that the improper discharge of industrial effluents, toxic emissions and poor waste management practices by some establishments across Oyo State contribute to the containment of water bodies, air pollution, and the deteriorating of the ecosystem.

Mr Olorunpoto explained further that it is imperative to strengthen the enforcement of Environmental standards in order to curb the menace of water and air pollution and ensure appropriate punishment for any individual violating the law guiding environmental activities in the state as stated by the law.

“The Environmental Management Laws of Oyo State mandate strict compliance with Environmental standards and provide for punitive measures against non – compliance, yet some businesses and institutions continue to flout these laws with impunity

“The inadequate enforcement of Environmental Regulations and the lack of regular monitoring create a loophole for non-compliant businesses to operate at the expense of public health and environmental sustainability.” He added.

Reacting to the various submissions during the debate on the motion, the Speaker, Mr Ogundoyin however directed the standing committees on Environment, Water Resources and Ecology to make a general assessment of the roles of Local and State Governments in ensuring clean environments across the State, and its sustainability.

The House also called on all companies, lounges, malls and institutions in Oyo State to adopt eco-friendly practices, such as proper waste disposal, water recycling and emission control systems in compliance with environmental laws in the state.

Advocates for child protection have urged the government to implement stringent safety measures to prevent stampedes at events with large gatherings.

They expressed these concerns to journalists in Ibadan while reacting to the December 18, 2024, stampede at a children’s funfair held at Islamic High School, Bashorun, Ibadan.

Oyo State Coordinator of the Child Protection Network, CPN, Dr Rosemary Odigbo, commiserated with the victims’ families and emphasized key measures such as pre-registering beneficiaries, involving relevant groups in selection processes, decentralizing distribution locations, and enforcing robust safety protocols and crowd control measures.

Dr Odigbo urged the establishment of an independent committee to investigate the stampede.

She stated, “An independent committee should be established to investigate the causes of the stampede. Their focus will include examining event planning, crowd control measures, and safety protocols. Findings from the investigation should be made public and measures put in place to prevent a recurrence of such tragedies. Expanding distribution sites across the city to decentralize gatherings, separate queues or dedicated time slots for pregnant women, the elderly, and children to ensure their safety during events.”

She also stressed the need for the government to prioritize child safety policies, food security, community farming, food bank initiatives, and sustainable food systems as long-term solutions.

An orphanage operator, Mrs Kehinde Aiyeola, highlighted the importance of proper planning and event management, warning that good intentions could become futile without adequate preparation.

Child Rights advocate, Mrs. Ibukunoluwa Otesile, called for Nigerians to prioritize child protection issues and recommended introducing emergency management education in schools to mitigate potential disasters.

She also urged the Oyo State House of Assembly, OYHA,  to enact laws regulating large gatherings to prevent similar incidents.

An executive of the Federation of Muslim Women’s Associations in Nigeria, FOMWAN in Oyo State, Dr Lateefat Dairo clarified that the advocacy aims to promote orderliness and contentment during such events rather than assigning blame for the Ibadan stampede.

The Oyo State House of Assembly has commended Governor Seyi Makinde for his visionary leadership and commitment to the state’s development, as he signed the 2025 Appropriation Bill into law. 

The budget, tagged “Budget of Economic Stabilisation,” prioritizes infrastructure and education.

The Speaker of the Oyo State House of Assembly, Mr. Adebo Ogundoyin, expressed his heartfelt appreciation to Governor Makinde on behalf of the State Legislature during the signing of the 2025 Appropriation Bill at the Executive Chamber, Governor’s office 

Mr. Ogundoyin noted that the budget is a blueprint for transforming Oyo State, with a focus on driving economic growth, improving infrastructure, and enhancing the overall quality of life for citizens.

“I would like to express my heartfelt appreciation to His Excellency, Governor Seyi Makinde, for assenting to the 2025 Appropriation Bill. The budget prioritizes infrastructure and education, allocating the highest amounts to these critical sectors. The significant investment in infrastructure will undoubtedly enhance the state’s connectivity, facilitate economic growth, and improve the overall quality of life for our citizens. 

“The substantial allocation to education demonstrates the state’s commitment to empowering the future generation, with investments in schools, teachers, and students. We are also happy that the 2025 Appropriation will support the new minimum wage of ₦80,000 for Oyo State workers, commencing in January 2025. Commendably, about 15,000 have just been recruited into the State Teaching Service Commission (TESCOM) and the State Universal Basic Education Board (SUBEB). Newly employed staff will also be resuming in the State Civil Service (not less than 800), and the Oyo State Hospital Management Board (about 400 Doctors and 3,000 Health workers), recruitment of 480 Amotekun Forest Rangers among other recently employed personnel by the State Government significantly improving the state’s human resource capacity.”

The Speaker assured that the 10th Oyo State House of Assembly is committed to ensuring the effective implementation of the 2025 budget, with comprehensive monitoring and oversight to achieve all-round economic, social, educational, and infrastructural growth and development.

“As we mark the signing of the 2025 Appropriation, I want to assure the good people of Oyo State that the 10th Oyo State House of Assembly is committed to ensuring that the 2025 budget is implemented effectively. We are convinced that the resources allocated to each sector, Ministry, Department, and Agency (MDA) will be used judiciously. However, we will not take anything for granted. As part of our oversight functions, we will comprehensively monitor the implementation of the budget to ensure that it achieves its desired results of all-round economic, social, educational, and infrastructural growth and development.

Governor Seyi Makinde has signed the Oyo State 2025 Budget into law, with assurance that the budget would play a key role in the state’s economic prosperity. 

Speaking at the signing ceremony held at the Executive Chamber, Governor’s office, Ibadan, Governor Makinde reassured the people of the state that his administration would continue to push for reforms, policies and economic civilization. 

He expressed optimism that the signing of the 2025 Appropriation Bill of 684 billion naira would foster growth, enhance infrastructure, and improve the livelihoods of residents.

The governor said the new 80,000 naira minimum wage had been captured in the 2025 budget and its implementation would commence by January 2025.

Governor Makinde called for continued support for his administration, pledging that his government would continue to be transparent in its dealings. 

Earlier, the Speaker, Oyo State House of Assembly, OSHA, Mr Adebo Ogundoyin, said the upward review of the budget from 678 billion naira to 684 billion naira was a deliberate effort to accommodate emerging priorities and critical projects.

Mr Ogundoyin said the emerging priorities and critical projects would drive the state’s economic growth, improve infrastructure, and enhance the overall quality of life of citizens.

The speaker said the lawmakers were committed to working collaboratively with other arms of government to implement policies and programmes for economic growth.

The governor had on November 13 presented a 2025 budget proposal of 678 billion naira to the Oyo State House of Assembly for approval.

The state legislature after its legislative considerations jacked up the budget by an additional 6 billion naira, which raised the total budget to 684 billion naira.

The Oyo State House of Assembly has passed and approved an upward review of the state’s budget, increasing it from ₦678 billion to ₦684 billion. 

This approval came after the House Committee on Finance, Appropriation, and State Economic Planning presented its report read by its Chairman, Mr. Sunkanmi Babalola representing Egbeda State Constituency at the plenary presided over by the Speaker, Mr. Adebo Ogundoyin.

According to the Speaker, one major reason for the upward review of the 2025 budget to N684b is to accommodate emerging priorities and critical projects that will drive economic growth, improve infrastructure, and enhance the overall well-being of our citizens.

Recall that Governor Seyi Makinde on November 13, 2024, presented a budget proposal of Six hundred and Seventy-Eight billion, Eighty-Six million, Seven hundred and Sixty-Seven thousand, Three hundred and Thirty-Two naira, Eighteen kobo (#678,086,767,332.18).

Oyo State House of Assembly has urged the executive arm through the waste management authority, to implement and enforce strict waste regulations at Lapite dump site, Akinyele Local Government to control the disposal of waste at the dumpsite.

This followed a motion brought to the House by the member representing Akinyele state constituency 1, Mr Lekan Abiola during plenary on Thursday.

According to Mr Abiola the Lapite dumpsite on the Oyo-Ibadan expressway is reeking out disgusting smell to people in the communities and road users thereby becoming an alarming threat to both human health and the environment.

Mr Abiola also hinted that the practice of burning waste at the Lapite dumpsite is causing severe air pollution, noting that the harmful chemicals and particles released during burning are a direct threat to the respiratory health of nearby residents.

He said “Without immediate intervention, the health risks and environmental damage caused by the Lapite dumpsite will continue to escalate. The well-being of the community and the preservation of the local ecosystem are at stake”.

The unchecked disposal of waste at this site, driven by rapid population growth, industrial activities, and urbanization, has led to severe environmental damage. The disturbing practice of burning waste at the dumpsite adds to the problem by releasing harmful fumes into the atmosphere, endangering the health of nearby residents“.

The lawmaker however stressed the need for the government to enforce 100m setback and perimeter fencing around the dumpsites.

Considering the motion, lawmakers on the floor of the house decried indiscriminate dumping of refuse by residents which they said was capable of causing erosion and flooding especially during the rainy season.

Reacting, Speaker of the House, Mr Adebo Ogundoyin called on the executive to develop and implement a detailed waste management plan that includes regular monitoring, effective waste segregation, recycling, and safe disposal methods

Mr Ogundoyin also urged the executive through the Ministry of Information to launch awareness campaigns and educational programs to inform the public about the dangers of improper waste management and encourage community participation in maintaining environmental health.

Speaker, Oyo State House of Assembly, Adebo Ogundoyin has led the House Committee on Security and Strategy on a working visit to the headquarters of the Nigeria Security and Civil Defence Corps (NSCDC) and Nigeria Immigration Service (NIS) in Ibadan, Oyo State capital.

The visit according to the Speaker is to synergize and partner to foster holistic approach to security, governance and legislation in the state.

The delegation was received by the state Commandant of the NSCDC, Augustine Padonu and the state NIS Deputy Comptroller, Olusola Odesola.

Speaking at the Headquarters of NSCDC, Adebo Ogundoyin acknowledged the efforts of the Corps towards securing the public and government infrastructure and protecting the people.

He noted that NSCDC was the first point of contact of the people as far as security situation is concerned, saying that this calls for the House to encourage the agency in the course of its duties.

Mr Ogundoyin maintained that the lawmakers, as the representatives of the people have the mandate to protect the people and their properties in the state through improved security architecture.

He said that there is a wide gap in the security architecture in the country, and this can be closed through collaborating efforts with other security agencies.

Also at the Immigration Headquarters, the Speaker commended the NIS in the aspect of passport application, processing and collection.

He also praised the Minister of Interior, Olubunmi Tunji-Ojo for the new innovation he has brought to the ministry.

Mr Ogundoyin praised the Immigration for its collaborative effort with other security agencies in line with the state Governor’s initiative.

Responding, the Commandant of the Nigeria Security and Civil Defense Corp (NSCDC), Augustine Padonu, stated that the main challenges facing the Corps were lack of vehicles for movement, and lack of neccessary facilities to work with.

He gave assurance that the Command would not relent in protecting lives, property, public infrastructure, as well as ensuring good working relationship with other security outfits in the state.

The Deputy Comptroller of the Nigeria Immigration Service, Olusola Odesola said that the Nigerian borders were complicated in terms of management.

He noted that though their men and officers were confronted with challenges in the course of their duties, such should not be excuses to discharge their duties accordingly.

Earlier, Chairman of the Committee, Mr Dawud Olalere, had explained that the purpose of the visit was to familiarize with the NSCDC and Immigration for improved security system in the state.

The delegation include Mr Sanjo Adedoyin, Mr Lukman Ishola, Mr Ibrahim Shittu, Mr Oluwafemi Fowokanmi and Mr Rasaq Mabaje.

Oyo State House of Assembly has urged the executive to set up inter ministerial committee to look into cases of civil servants who have absconded or travelled out of the country but still receiving salaries.

The advice followed a motion brought to the House by the Speaker, Mr Adebo Ogundoyin, co-sponsored by the majority leader, Sanjo Adedoyin and presented by Mr Babajide Gabriel, representing Ibadan North Constituency 2.

Mr Babajide who said some of the civil servants had left the system while others are absent without leave of permission, disclosed that some workers have also become accomplices aiding their colleagues that were no more in the system.

Mr. Babajide also suggested sanction for any worker found culpable, aiding civil servants who are still receiving salaries and had left the workforce.

Contributing, Mr Gbenga Oyekola said despite the continuous relocation, death and retirement of workers, the state’s budget for workers’ salaries on monthly basis remained unchanged.

Another lawmaker, Mr. Akintunde Olajide urged the executive to extend their probe into political office holders in Oyo State whom he said had relocated abroad but still receiving salaries monthly.

Speaker of the House, Mr Adebo Ogundoyin called on the executive to embark on staff audit to ascertain the number of workers still in service and to allow recruitment exercise.

The Oyo State House Assembly has condemned the attack by the acclaimed Oodua Nation Agitators over the invasion of the Agodi State Secretariat.

The House made the condemnation following a motion raised by the Speaker, Mr. Adebo Ogundoyin, under a matter of urgent public importance and presented by the leader of the house, Mr. Sanjo Adedoyin, on the floor of the house.

The motion, co-sponsored by five other members of the house, commended Governor Seyi Makinde and Security Operatives for taking proactive steps to curb the nefarious activities of the Oodua Nation Agitators.

Deliberating on the matter on the floor, some lawmakers in their separate reactions, emphasised the need to strengthen the security apparatus of Agodi State Secretariat Ibadan

Also during plenary, the House urged the Executive Arm of Government to erect traffic signs and symbols at major and inner roads across the State to provide necessary information to road users and curb extortion from law enforcement agencies.

The plea was part of the resolves by the House on a motion sponsored by the lawmaker representing Akinyele 1,  Mr. Monsuru Abiola

The lawmakers observed that the provision of adequate information through road signs and symbols on major roads across the State will go a long way in curtailing the rate of ignorance about traffic rules and regulations that guide driving and other activities on the major roads.

Road users especially private and commercial drivers is usually about non-observance of the traffic rules and regulations coupled with non-strict enforcement by traffic regulatory agency of government. Although some drivers at times do not understand some of the traffic signs and symbols which were part of the prerequisite for obtaining driver’s license in the olden days.”

Government has a major role to play in this regard in terms of strengthening enforcement strategies on traffic regulations mechanism.”

“Government needs to holistically address the issue of traffic  symbols to be put  on major roads and inner roads within the State especially in Ibadan, the State capital.” He said. 

The Lawmakers however enjoined the State Road Traffic Management Authority  ( OYRTMA ) to strengthen its enforcement mechanism towards apprehending road users and drivers who fail to observe and follow traffic signs and symbols in the state.

Oyo State House of Assembly, OYHA, has engaged cooperative societies in a stakeholders’ consultative meeting to form an action plan for enhanced productivity of the societies in the state.

The meeting was organized by the House Committee on Commerce and Cooperatives to gather inputs from stakeholders towards an action plan for government’s interventions was a fallout of a motion earlier presented by the majority leader, Mr Sanjo Adedoyin towards repositioning cooperative societies.

In an address, Commissioner for Trade, Investment, Industry and Commerce, Mr Demola Ojo disclosed that the present administration was working towards organizing a cooperative summit that would usher in government’s investment in the societies.

Mr Ojo said the government is presently capturing cooperative societies in the state and will leverage on the numbers of cooperative societies to further impact the lives of residents.

He explained that the government will be involved in the training, promotion and sustenance of cooperative societies, especially for traders and artisans.

Also speaking, the majority leader of the House, Mr Sanjo Adedoyin urged political officeholders and individuals to consider using trade and artisans’ cooperative societies to drive their empowerment programmes.

Some of the stakeholders including the president, Oyo State Cooperative Federation, Mr Adegoke Olusegun and the provost, Federal College of Cooperatives, Dr Sunday Oyeleye advocated yearly government intervention funds and grants, strong cooperative financial institutional practices and review of by-laws, to protect both borrowers and guarantors.

Earlier in a welcome address, chairman, OYHA Committee on Commerce and Cooperatives, Mr Rasak Mabaje expressed confidence that the consultative forum would birth meaningful impact on artisans, traders, farmers and their immediate communities.

The Oyo State House of Assembly, OYHA, has urged the executive to take proactive and decisive steps towards addressing the menace of land grabbing and encroachment of public school lands across the state. 

The appeal followed a motion moved by the lawmaker representing the Oluyole State constituency, Mr Waheed Akintayo on Tuesday during a plenary presided over by the speaker, Mr Adebo Ogundoyin.

Presenting the motion, Mr Akintayo expressed displeasure that the situation in some government schools which were surrounded by indiscriminate erection of kiosks and illegal structures was problematic, making the environment unconducive for teaching and learning.

“It is disheartening to state that virtually all public school lands in the state had been encroached upon by unscrupulous individuals leaving the school environment not conducive for learning”. He stated 

“Government over the years has paid lip service to the issue of encroachment of its landed properties. Most of these schools have been so bastardized to the extent that the proliferation of illegal structures be it residential or commercial have taken three-quarters or half possession of some public school lands in the state,” he revealed 

Mr Akintayo called on the Ministry of Education, Science and Technology, the State Teaching Service Commission (TESCOM), State Universal Basic Education Board (SUBEB), to collaborate with the Ministry of Lands, Housing and Urban Development and Office of Surveyor-General to set up an inter-ministerial committee to look into the original master plans or designs of some of the encroached public schools to erect perimeter fencing or corner piece.

In his resolutions, the speaker of the house, Mr Adebo Ogundoyin directed the Oyo State Ministry of Lands, Housing and Urban Development to expedite action in clearing shops and kiosks around public school premises across the state.
