President Muhammadu Buhari has urged the military and other security agencies to be steadfast in addressing insecurity.

President Buhari spoke at a regimental banquet in his honour on Tuesday night in Abuja.

While praising the military’s accomplishments in the fight against terrorism, banditry, and oil theft, Buhari stated that the armed forces must not rest on their laurels until insecurity is overcome.

“I am fully aware of all your sacrifices and commitments in tackling the myriad of security challenges and your contributions to the successful elections in our country. “However, until the issue of insecurity is surmounted, much more is still desired from the Armed Forces of Nigeria.

The President paid respect to security officers who have given the ultimate sacrifice in the country’s defence, while also praising heads of security agencies for their efforts to keep the country safe.

The Defence Headquarters staged a Regimental Dinner in honour of President Muhammadu Buhari on Tuesday as part of the festivities planned ahead to the May 29 handover of power to the new administration.

Top government officials and chiefs of other security services attended the dinner, which was held in the newly built ultramodern Armed Forces Officers’ Mess at Lungi Barracks in Asokoro.

The president inaugurated the mess on arrival before setting in for the regimental dinner.

Past service chiefs, serving and retired military generals were also present.

Regimental dinners, a cherished tradition within the military, have their roots deeply embedded in history.

These ceremonial gatherings serve as a means to promote unity, camaraderie, and a sense of belonging among both seasoned and aspiring officers.

The one point six kilometer 2nd Niger Bridge, now known as the President Mohammadu Buhari Bridge linking Delta State and Anambra State has been inaugurated.

Earlier, Governors in the South-East have agreed to name the Second Niger Bridge after the President Muhammadu Buhari

The Special Assistant to the President on Digital Communications, Bashir Ahmad, confirmed the development in a tweet on Tuesday.

 His tweet read, “The Second Niger Bridge is to officially be called/known as Buhari Second Niger Bridge. The Muhammadu Buhari Bridge is officially commissioned today, by President Muhammadu Buhari. #PMBLegacy.”

The Special Assistant to the President on Digital/New Media, Tolu Ogunlesi, also made the confirmation in a tweet.

“Following consultations, the Governors of the South-East have agreed that the Second Niger Bridge shall be named the Muhammadu Buhari Second Niger Bridge,” his tweet read.

President Muhammadu Buhari says his administration has done well in the provision of modern facilities and infrastructure to tertiary institutions across the country through Tertiary Education Trust Fund,TETFund

The president who spoke while commissioning some (TETFund) sponsored projects at the Federal University of Oye Ekiti, Ekiti State hoped that the projects would enhance teaching and learning.

Represented by the Minister of Industry, Trade and Investment, Otunba Niyi Adebayo, president Buhari expressed happiness over the progress recorded at the Federal University, Oye Ekiti urging the management to sustain the good work.

In a remark, the Vice-Chancellor of the Institution, Professor Abayomi Sunday Fasina commended TETFund for its contributions and support for the institution adding that the university has recorded unprecedented successes in teaching and research.

Projects commissioned are the laboratory project of pharmacy block A of the 2021/2022 merge annual intervention, and 250 lecture theater capacity building Block B of the 2021/2022 merge annual intervention.

With 17 days to the end of his regime, the President Muhammadu Buhari has moved out of his official residence inside the Aso Rock Presidential Villa to the Glass House, a temporary structure that has served as the abode of outgoing presidents since 1991.

The move is to allow for maintenance works on the residence in preparation for its next occupant, President-elect Bola Tinubu.

Reports shows that most of Buhari’s aides have also been moving their personal belongings out of the seat of power in order to create room for Tinubu’s personal aides and key Presidency officials.

On the nature of renovations in the main residence, a senior State House source told newsmen that the 32-year-old edifice was being coated with white paint, while some of its sections were being cleaned and fumigated.

However, the renovation, which largely entails finishing and fittings, will not include the provision of new sets of furniture as the incoming President will determine whether to change the existing ones or not.

“You know that most of the structure is white. So, the renovation will involve repainting of the stained sections and replacing fittings that have gone weak or bad. The furniture may not be changed. But that will depend on the new President,” the source said.

According to a two-minute video clip earlier published on her Instagram handle, the First Lady, Aisha Buhari, revealed that the Glass House had since been the new residence of the first family.

Aisha was seen showing the incoming First Lady, Senator Oluremi Tinubu, around the State House official residence, adding that the Glass House should remain in use as the transition base for outgoing presidents and their spouses.

She said, “I have taken the incoming First Lady, Senator Remi Tinubu, around. She has seen the main house; we are now at the popular Glass House. The Glass House is a transitional home for outgoing presidents.

“I’m advising that the Glass House should maintain its tradition of being a transition home for outgoing presidents. As I am talking to you now, I am residing here with my husband.

“Only two of us here, I think it should remain so as a norm of the institution and of the house.”

It was reported last week that the State House Management had begun renovating and refurbishing sections of the Presidential Villa.

The concrete perimeter fence encompassing the President’s office, official residence, the Council Chamber, press gallery, as well as other administrative offices were being overlaid with new white and green paints.

It was also oberved the delivery of a new set of furniture to the green room adjoining the Council Chamber. Months earlier, the management had carried out a routine upgrade of card readers and installed barricades in areas, which were once freeways.

Meanwhile, the Villa Clinic located at the administrative section of the State House has been relocated to the N21bn VIP wing of the State House Clinic, now a medical centre.

Newsmen also observed the evacuation of hospital beds, surgical suction machine, oxygen cylinders, mini theatre light stands, pedal bins, dressing bowls, file cabinets and blood collection tubes, among others.

A medical member of staff, who spoke on condition of anonymity, told newsmen that the old equipment would be relocated to the old Aso Villa Clinic outside of the Villa as they would not be needed at the VIP section.

The medical officer said, “We are moving them to the old Aso Clinic outside, while we move to the VIP Clinic. All our staff members are relocating there since it has been completed.

“Villa staff members can use the clinic as an out-patient clinic, but they will not be admitted there. It is only for senior officials.”

On the State House Management’s plans for the now-empty clinic, the source said, “I don’t know what they plan to convert this place to. But what I know is that we will no longer be there.”

Construction giant, Julius Berger Plc, had begun work on the VIP Clinic edifice in November 2021 with a completion deadline of December 2022.

March 2023, Buhari approved the re-designation of the State House Clinic as the State House Medical Centre.

The Permanent Secretary, State House, Tijjani Umar, had disclosed after a pre-inauguration inspection of the new presidential VIP wing of the State House Medical Centre by the Secretary to the Government of the Federation, Boss Mustapha, accompanied by the Minister of Finance, Budget and National Planning, Zainab Ahmed; and Minister of State for Finance, Budget and National Planning, Clem Agba.

It was observed that the President’s aides started packing their personal belongings out of the Villa earlier this month in order to avoid last minute focus on them by “overzealous security officials,” who might be taking pictures to give the impression that the aides were engaging in last-minute looting of the residential apartments.

One of the presidential aides, who spoke on condition of anonymity, said items being moved out of the Villa included personal books, electronic gadgets, fittings and other personal effects that he said were not purchased with government funds.

Another aide of the President, who spoke on condition of anonymity because he was not authorised to speak on the issue, said, “Since we all know that the tenure of the present administration ends on May 29, which is about 17 days’ time, why will we wait until the new appointees start to resume before we move out?

“Already, the President and his family have also moved from the main building to a smaller one within the Villa, and I am sure that the first family will soon start moving their belongings out of the Presidential Villa.

“The First Lady, Aisha Buhari, has taken the incoming First Lady round the residential areas and buildings in preparation for the handover. So, what are we going to be waiting for? The outgoing First Lady did that because she knows the incoming First Lady, Senator Oluremi Tinubu.

The NGF, says it has submitted a new revenue formula to the Revenue Mobilization and Fiscal Commission, RMAFC, to enhance the financial capacity of the states.

The Chairman of the Forum and Governor of Sokoto State, Alhaji Aminu Waziri Tambuwal stated this at the end of its monthly meeting in Abuja.

Tambuwal said the Governors would meet President Muhammadu Buhari to present the draft of the new revenue formula to the National Assembly before the end of his administration.

Other issues that dominated the discussion were the guidelines by the Nigerian Financial Intelligence Unit, NFIU on financial regulations to ensure proper financial management at various levels and the progress that has been made by states on Primary Health Care Under one roof in line with the Seattle declaration in Nigeria.

President Muhammadu Buhari has sworn in six new permanent secretaries in the Federal Civil Service at the Council Chambers of the State House, Abuja.

The swearing-in, which took place from 10:05 – 10:30 am on Wednesday, came shortly before the commencement of this week’s Federal Executive Council meeting.

The appointees and their states of origin are Mahmud Kambari (Borno State), Esuabana Nko-Asanye (Cross River), Lamuwa Ibrahim (Gombe), (Yakubu Kofar-Mata (Kano), Oloruntola Michael (Ogun) and Richard Pheelangwah (Taraba State).

While reading the citation of the new officers, Special Adviser to the President on Media and Publicity, Femi Adesina, said the event marked the culmination of a weeks-long prequalification exercise for directors by the Office of the Head of Civil Service of the Federation.

“Mr President, six persons have fulfilled the conditions as permanent secretaries after a selection exercise recently conducted for directors.

“This exercise involved competency tests and interactions with a wide range of stakeholders,” he said.

The swearing-in comes barely one month after Buhari approved their appointments.

On March 29, 2023, the Head of Civil of the Federation, Dr Folashade Yemi-Esan, announced that the President approved the appointment of the six permanent secretaries in the Federal Civil Service following the recently conducted selection process.

Afterwards, the Federal Executive Council began in earnest with the Secretary to the Government of the Federation, Boss Mustapha, Head of Civil Service, Dr Folashade Yemi-Esan, the President’s Chief of Staff, Prof. Ibrahim Gambari and National Security Adviser, Maj-Gen. Babagana Monguno (retd.) in attendance.

Also present are the Ministers of Interior, Rauf Aregbesola; Science and Technology, Olorunimbe Mamora; Finance, Zainab Ahmed; Transportation, Mu’azu Sambo; Agriculture, Mohammed Abubakar; Health, Dr Osagie Ehanire; Information, Lai Mohammed; Mines and Steel Development, Olamilekan Adegbite; Communication and Digital Economy, Prof. Isa Pantami; Sports, Sunday Dare, amongst others.

Meanwhile, Vice President Yemi Osinbajo is away in the United States of America where he delivered a special lecture at the University of Pennsylvania advocating a just energy transition for Africa in the light of Climate Change.

He is expected back in Abuja later on Wednesday.

President Muhammadu Buhari, on Friday, thanked Nigerians for tolerating him for the past eight years he has been on the saddle.

President Buhari expressed his appreciation while Speaking when residents of the Federal Capital Territory, FCT, Abuja, paid him Sallah homage, he apologized to those he may have hurt in the course of doing his constitutional duties to forgive him.

The President, who said that he was counting his days and cannot wait to retire to his Daura hometown, added that his home is eight kilometers from Niger Republic.

He noted that he got all he asked of God and would quietly retire home.

He said: “Thank you for tolerating me. I consider myself lucky to have been a governor, minister, head of state, and now President for two terms.”

He commended residents of the FCT for being tolerant hosts, adding: “I can’t wait to go home. I deliberately arranged to be as far away as possible from you people.”

While going down memory lane on how he lost elections three times and ended up at the Supreme Court, he said that it was technology through the Permanent Voters Card, PVC, that came to his rescue in 2015.

It would be recalled that Buhari was sworn in as the President on May 29, 2015, for a four-year tenure. He was re-elected and inaugurated on May 29, 2019, for another four-year tenure.

President Muhammadu Buhari has signed 16 out of the 35 bills seeking to amend various parts of the 1999 Constitution, which were passed by the National Assembly and concurred with by the required number of State Houses of Assembly.

The Constitution amendment bills included those seeking to devolve powers from the Federal Government to the states, moving some items from the Exclusive Legislative List to the Concurrent List in the Constitution.

President Buhari had on the same day signed into law, two bills recently passed by the National Assembly.

The Senior Special Assistant to the President on National Assembly Matters (House of Representatives), Nasiru Ila, made this known in a statement he issued on Thursday and titled “Buhari Assents to Copyright Right, Federal College of Medical Laboratory Science and Technology, Jos Bills.”

According to Ila, the president assented to the bills on March 17.

The statement reads, “COPYRIGHT ACT 2022: This Act repeals the Copyright Act, Cap C28, Laws of the Federation of Nigeria, 2004, and enact the Copyright Act, 2022, to provide for the regulation, protection and administration of copyright. The enactment of the new Copyright Act has again demonstrated this administration’s commitment to re-energising Nigeria’s creative economy and making it more globally competitive in the digital age.”

“The principal objectives of the new law, as outlined in Section 1 are to: protect the rights of authors and ensure just rewards and recognition for their intellectual efforts; provide appropriate limitations and exceptions to guarantee access to creative works; facilitate Nigeria’s compliance with obligations arising from relevant international copyright treaties and conventions; and enhance the capacity of the Nigerian Copyright Commission for effective regulation, administration, and enforcement.”

It added that the new Copyright Act expands authors’ rights, raises the sanctions for criminal infringements and more adequately addresses the challenges posed by digital and online use of copyright works.

The Act also provides specially for the needs blind, visually impaired and print-disabled persons to have access to learning and reading materials in accessible formats, according to Ila.

The statement further read, “FEDERAL COLLEGE OF MEDICAL LABORATORY SCIENCE AND TECHNOLOGY, JOS ACT, 2023: This Act repeals the Federal School of Medical Laboratory Science, Jos (Establishment) Act, 2018, and enacts the Federal College of Medical Laboratory Science and Technology, Jos Act, 2023, establishes the Federal College of Medical Laboratory Science, Jos, to make the Institution more effective in the discharge of its functions by strengthening the organizational framework, and to bring its provision in conformity with current democratic principles and operations of existing educational institutions, and the laws of the Federal Republic of Nigeria.”

President Muhammadu Buhari has urged Nigerians to vote for their candidates of choice in the February 25 and March 11 elections, assuring them that “Your vote shall count”.

This was as he assured the electorate that adequate security has been provided to ensure a hitch-free exercise.

Buhari said this in a national broadcast from the State House, Abuja.

The President said, “I urge every citizen, therefore, to go out to vote for their candidates of choice without fear, because security shall be provided and your vote shall count.

“I however admonish you to eschew violence and avoid actions capable of disrupting the electoral processes.”

While announcing the new April 10 deadline for the circulation of the old N200 notes, Buhari affirmed that the new Naira policy implemented by the Central Bank of Nigeria has curbed money politics.

“I am aware that this new monetary policy has also contributed immensely to the minimization of the influence of money in politics.

“This is a positive departure from the past and represents a bold legacy step by this administration, towards laying a strong foundation for free and fair elections,” he said.

Nigerians have expressed satisfaction and relief at the decision of President Muhammadu Buhari to extend the validity of the N200 old notes as legal tender in the country.

President Buhari extended the validity of the old N200 notes till April 10, 2023.

The president announced this in a national broadcast on Thursday Monday.

Reacting, some residents of Ibadan, the Oyo State capital, Mrs Oluwatosin Adeyemi. Mr Samuel Abiola and Mrs Fola Akande said that though the decision by the president was rather late, it was still commendable.

“Many Nigerians have gone through hardship as a result of the swapping of old naira notes for new ones. I have been trekking from my house to work for the past three days because I have only old notes which motorists refused to collect and I have to get to work”

On his part, Mr Samuel Abiola, who is a commercial driver, lamented that business had been at a low ebb as commuters still offered old notes for payment, which was no more accepted.

 “I have had to park my car since yesterday because most passengers pay with old notes and I cannot collect, and I don’t have a bank account to accept transfers”

“So I believe with the decision of the president to extend the use of old 200 naira notes, passengers will have money to spend, I can start my business as from now”

Another resident, Mrs Fola Akande appealed to the Central Bank of Nigeria to pump the old 200 naira into circulation to ease the hardship being faced by the citizens.

The Supreme Court had on 15 February adjourned the suit brought to the apex court by the governors of Kogi Kaduna and Zamfara states against the Federal Government and CBN to 22nd February 2023.

President Muhammadu Buhari has flagged off operations of the Agricultural Machinery and Equipment Development Institute (AMEDI) Lafia, as part of efforts to make Nigeria West Africa’s hub for the development of agro-allied industries, machines and technologies.

The president commended the Executive Vice Chairman/Chief Executive of the National Agency for Science and Engineering Infrastructure (NASENI), Prof. Mohammed Sani Haruna and his Management team for completing the project in record time after the foundation laying ceremony in August 2022.

According to the president, the institute Equipped with modern laboratories and machines for mechanized farming was to achieve an Agricultural revolution within the West African sub-region and also to reduce Nigeria’s reliance on the importation of foreign technologies.

President Buhari who noted that the Institute houses a smart administrative block, Juice Producing Machines, Tomatoes paste production and Milk production factories said the initiative would create jobs for the unemployed youths and create wealth.

NASENI boss, Prof. Mohammed Haruna thanked the President for the financial backing of the Federal government.

The Governor of Nasarawa state Abdullahi Sule, appreciated the President for the projects saying that it would transform agricultural production in the country and ensure food security.

President Muhammadu Buhari has expressed anguish over the ambush and killing of 7 personnel of the Nigeria Security and Civil Defence Corps, NSCDC, by bandits in Kaduna State, while on official duty.

In a statement, the President describes the loss of the NSCDC personnel as a terrible event and salutes the courage of the men who gave their lives to the nation.

“The NSCDC personnel who braved all challenges to guard our nation and its people had made the ultimate sacrifice in the line of duty.

“My thoughts are with the bereaved families and their compatriots in the service. May Almighty God grant them and the entire service the fortitude to bear the loss.”

The President directs the Armed Forces to seek the bandits who inflicted the casualty and make them pay the price.

President Muhammadu Buhari has appointed Dr. Sani Man Yahaya as the new Rector, Federal Polytechnic, Ede, Osun state. The appointment of Dr Yahaya was contained in a letter signed by the Minister of Education, Alhaji Adamu Adamu, which was made available to newsmen in Bida on Thursday.

The appointment which took effect on November 21, 2022, is for a period of five years in line with the Federal Polytechnic (Amendment) Act 2019.

The letter reads, “I write to convey to you the approval of Mr President, His Excellency, Muhammadu Buhari, GCFR, for your appointment as Rector of Federal Polytechnic, Ede, Osun state.

“The terms and conditions of service including remuneration and fringe benefits shall be as approved for Rectors of Federal Polytechnics”.

Until his appointment, the new rector was the Deputy Rector (Administration), at Federal Polytechnic, Bida in Niger state.

President Buhari congratulated the new rector and wished him a most successful tenure.

The new rector expressed gratitude to President Buhari for the appointment, saying he would do everything humanly possible to lift the standard of the polytechnic to greater heights.

President Muhammadu Buhari has restated the determination of the Nigerian Government towards achieving the vision of 30 Gigawatts of energy by the year 2030.

The President said this in Washington during the discussion panel on Just Energy Transition at the ongoing US-Africa Leaders Summit. 

President Buhari said as part of the National Renewable Energy and Energy Efficiency Policy, Nigeria set the vision 30:30:30, which aims at achieving 30 GW of electricity at that target period, with renewable energy contributing 30 percent of the energy mix. 

He explained that last year, Nigeria became the first African country to develop a detailed Energy Transition Plan to tackle both energy poverty and climate change, and deliver SDG7 by 2030 and net zero by 2060.

“Our Federal Executive Council approved the plan earlier this year and adopted it as a national policy. As part of the plan, we intend to completely eliminate the use of petrol/diesel generators by 2060 and therefore need to deploy renewables, particularly solar, at an unprecedented scale. For instance, the Energy Transition Plan requires that 5.3 GW of Solar be deployed annually until 2060 to achieve our targets.”

The President stressed that Nigeria had embarked on several reforms, one of the best in Africa, on mini-grid regulations, as well as the integration of renewable energy into the national grid.

He said the aggressive power sector reforms had resulted in cost-reflective tariffs in the power sector for the first time since privatization. 

The President told the summit that under the Nigeria Electrification Project, over 4 million people had been impacted through solar mini-grids and solar stand-alone systems. 

With respect to hydro, the President said the Zungeru hydropower Project was nearing completion and will add an additional 700 mw capacity to the grid. 

While stressing the resources that the administration has committed towards the realization of the vision, President Buhari called for considerable financial and technical support to achieve the goals.  

“For instance, our analysis shows that delivering the Energy Transition Plan requires $1.9 trillion in spending up to 2060, including $410 billion above business-as-usual spending. This additional financing requirement translates to a $10 billion investment needed per annum. Between 2000 and 2020, just $3 billion per year was invested in renewable energy in the whole of Africa.

President Buhari also called on US businessmen and the global community to tap into the innovation and potential returns in Nigeria’s enormous market, which is yet to be fully optimized.

President Muhammadu Buhari has reaffirmed the commitment of Nigeria to work with Guinea Bissau and other countries towards sustaining and strengthening democracy and good governance in the sub-region and the larger African continent.

President Buhari gave the assurance during a one-day state visit to Guinea Bissau, where he gave words of encouragement to the people of the country for standing with the democratically-chosen administration of President Umaro Sissoco Embaló against threats by undemocratic forces.

The President appreciated the conferment of the country’s highest national honour, the Amilcar Cabral Award, on him as well as the naming of a major street in Bissau, the capital city, after him.

President Buhari said: “In the course of this one-day official visit to Bissau today, we had an opportunity to review the state of our bilateral relations, and to share concerns on the challenges facing us in the region. I very much appreciate the naming of two roads in my honour, as well as being conferred with the highest honour of Guinea Bissau.

“I am personally grateful to you, your government and the people of this fine country. I believe all of these were possible because of the persevering stand of Nigeria in ensuring that Guinea Bissau remains on the side of democratic governance.

“Nigeria’s strong stand through the ECOWAS, in insisting and pushing for the full implementation of the Conakry Peace Agreement by imposing sanctions on 19 individuals who impeded the implementation of the Conakry Agreement helped to restore the peace that now prevails in Guinea Bissau.

“Guinea Bissau and Nigeria have come a long way. Our cordial relations date back to Guinea Bissau’s liberation struggle from Portugal when Nigeria supported the African Party for the Independence of Guinea and Cape Verde.

“Nigeria has on its own, as well as through ECOWAS, intervened at critical periods in the life of this country, making immense direct contributions as well as, by supporting international efforts on the peace process in Guinea Bissau. This fact has further reinforced our relations, enhanced understanding and trust between our two countries.”

The President congratulated the people of Guinea Bissau for rallying around Abhay, a name he fondly calls President Embalo.

He encouraged the people of Bissau-Guineans to support the entrenchment of democratic values in their country, saying: “You should always ensure that the electoral process is conducted in free and fair conditions.”

Continued cooperation

President Buhari concluded his address by assuring President Embalo of the continued disposition of Nigeria towards reinforcing cooperation with Guinea Bissau, both at bilateral and multilateral levels.

The President of Guinea Bissau had praised Nigeria for always standing with them in their 20 years of instability.

“You have assisted us with our elections. You have assisted in stabilising Guinea Bissau. I assure you that your support for democracy in this country and the entire subregion is much appreciated by the people, who as you have seen, trooped to greet you,” President Embalo said.

The Guinea-Bissau leader also assured President Buhari that he would follow in his footsteps in ensuring free and fair elections in his country and leaving at the end of his tenure.

He thanked the Nigerian leader for assisting his country with 70 doctors, who perform the dual duties of training the Guineans and carrying out surgeries in the country without ordinary citizens having to travel to Portugal for medical attention.

On the “Amilcar Cabral Award” conferred on the President and the major street named Muhammadu Buhari Boulevard, President Embalo said the two events reflected the most solemn moment of the country and a recognition of the stabilising role President Buhari has been playing in the life of his country, as well as his defence of democracy and its values throughout the subregion.

New Presidential Villa

President Embalo promised to re-invite President Buhari to commission the new Presidential Villa, now under construction even after leaving office, saying that the edifice will be named Muhammadu Buhari Villa.

Nigerian officials that received the Guinean merit award are: Minister of Foreign Affairs, Geoffrey Onyeama; National Security Adviser, Babagana Monguno; Chief of Staff to the President, Ambassador Ibrahim Gambari; and the Director-General of the National Intelligence Agency, Ambassador Rufai Abubakar.

Others are the Special Assistant to the President on Domestic Matters, Alhaji Sarki Abba, and the State Chief of Protocol, Ambassador Lawal Kazaure.

President Buhari later landed in Katsina en route Daura, his hometown.

President Muhamadu Buhari has called on all athletes to compete fairly and shun all forms of anti-social behaviour.

He stated this at the opening ceremony of the 21st National Sports Festival, NSF, Delta 2022 held at the Stephen Keshi Stadium, Asaba.

Represented by the Minister of Youths and Sports Development, Mr Sunday Dare, President Buhari admonished the sportsmen to stay away from the use of performance-enhancing substances.

Meanwhile, the host, Delta State Governor, Ifeanyi Okowa welcomed dignitaries, state contingents and visitors to Asaba for the festival.

Tagged the “African Olympics”, the 21st Sports Festival announced itself with much celebration and excitement.

The National Sports Festival, NSF is a sporting event where Nigerian athletes from all the states of the federation get to showcase their talents.

As Tinubu unveils Action Plan

President Muhammadu Buhari will lead Governors, National Working Committee members and other leaders of the All Progressives Congress to the inauguration of the Presidential Campaign Council (PCC) of the party on Friday afternoon at the State House Banquet Hall in Abuja.

At the event which signals the formal launch of the party’s campaign season, the Presidential Candidate of the party, Asiwaju Bola Ahmed Tinubu and his running mate Senator Kashim Shettima will unveil their Action Plan for the transformation of the country.

The 80-page document, containing a multi-sectoral policy options, is tagged “Renewed Hope 2023 – Action Plan for a Better Nigeria.”

According to the document, the former Lagos State governor will prioritise National Security, Economy, Agriculture, Power, Oil and Gas, Transportation and Education, when elected as President Buhari’s successor next February.

Tinubu also outlines policy options for Healthcare, Digital Economy, Women Empowerment, Judicial Reform, Federalism/Decentralisation of Power and Foreign Policy.

He promises huge investment in Sports Entertainment and Culture, Youth Empowerment and Entrepreneurship, to expand jobs and opportunities for millions of Nigerian youths.

Tinubu also promises to continue and expand the massive Social Investment Programs of the Buhari administration.

In his foreword to the document, Tinubu says that his plans were conceived after travelling the length and breadth of the country and listening to people from different life strata.

Whether the hardworking farmer, the industrious market woman, the dynamic young entrepreneur or the hopeful child, Nigerian people rank among the best anywhere. They excel in every aspect of human endeavour when given a fair chance.”

Nor do they want the broken, unimaginative, failed promises repackaged and fed to them again. They want true and innovative solutions which address the challenging realities of today.”

According to the APC Presidential candidate, having listened to the yearnings of the people, he is emboldened to change their stories for good the same way he did in Lagos State as governor for eight years while putting together the best team.

Tinubu notes that total transformation of Nigeria can be achieved, building on the foundation laid by the present APC administration of President Muhammadu Buhari.

On security which he affirms to be the “bedrock of a prosperous and democratic society”, Tinubu says his administration will make it a fundamental responsibility to protect the lives and property of its citizens by mobilising the country’s national security, military and law enforcement assets to protect all Nigerians from danger and from the fear of danger.

The current government has made important inroads. When it came into office, the Buhari government met situation in which terrorists had planted their flags and claimed Nigerian territory as their own. The Buhari government eliminated these incursions against our national sovereignty, bringing peace to many areas. Thousands of formerly displaced people have returned home to rebuild their lives.”

Recalling meeting a tough security problem when he assumed office as Governor of Lagos State in 1999, Tinubu reveals the herculean task he surmounted.

When I entered office as governor of Lagos, the state was crime-ridden. Safety was uncertain. The population was fearful. With bold, no-nonsense crime prevention reform and creative institution building, we won back our state. It became a safe and secure place to live and to do business. I shall bring the same determined, problem-solving spirit to solving insecurity at the national level.”

Our administration will be committed to permanently securing the safety, freedom and prosperity of all Nigerians.”

To achieve this, Tinubu promises in his Action Plan to further equip the armed forces with more modern hardware and needed technological support.

He also says police will be reformed to fully take responsibility for internal security.

Police reform will be focused on positioning the institution to better deliver on its primary duties of community policing and maintaining law and order through crime fighting and prevention.”

Police personnel will be freed from extraneous duties such as VIP security and guard duties. VIP Security and provision of security for government buildings, installations and other critical assets will be transferred to The Nigeria Security and Civil Defence Corps (NSCDC). The NSCDC shall be evaluated and reformed to be better integrated with our internal security apparatus.

On the nation’s economy, the APC Presidential Candidate assures Nigerians that his administration will focus on massive and unprecedented 4th industrial revolution, helping the youth to be transformed from job seekers to job providers.

Minister of Works and Housing, Babatunde Fashola, has confirmed that the construction of the 2nd Niger Bridge has now reached its completion stage.

Fashola stated this at an ongoing press briefing to present President Muhammadu Buhari’s scorecard in Abuja on Wednesday.

According to Fashola, the bridge would soon be released to the public for use.

The minister noted that the only factor delaying the commissioning of the road is the construction of the link road which the recent surge of flooding has impeded.

He said, “I can confirm that the second Niger Bridge itself is finished. People can walk through the bridge now unimpeded. What remains is the four-kilometre link road on the Asaba side.

“Right now, our dredger is in place, we have to rebuild the road by reclaiming sand, the recent surge of flood has slowed us down. On the Onitsha side, there is a 7kilometer road that links the bridge and the Onitsha-Owerri interchange.”

President Muhammadu Buhari is scheduled to attend today’s investiture ceremony of Mahamat Idriss Deby Itno as President of the Transitional Team in the Republic of Chad for two years.

The ceremony, which will hold at the capital, N’Djamena, will further accentuate negotiations on a peaceful and harmonious return to the democratic process in the country, following the passing of the former President, Idriss Deby Itno in April 2021.

A statement by the Special Assistant to the President on Media and Publicity, Mallam Garba Shehu, says President Buhari will return to Nigeria after the ceremony.

President Muhammadu Buhari will present the N19.76 trillion 2023 budget to the joint session of the National Assembly, on Friday, October 7, 2022.

This was contained in a letter written by the President, which was addressed to the Senate President, Ahmad Lawan, and read at the commencement of plenary on Tuesday.

According to the letter, the budget presentation will take place at 10 am in the temporary chamber of the House of Representatives.

Senate President said arrangements had been made to accommodate all members of the National Assembly and the president’s entourage.

Both the Senate and House of Representatives chambers are undergoing renovation, causing the relocation of federal lawmakers to makeshift chambers.

President Muhammadu Buhari will depart Abuja, Sunday, September 18, for New York, United States to attend the annual meeting of world leaders, the United Nations General Assembly (UNGA77).

The theme for the 77th session which opened on Tuesday, September 13 is: “A Watershed Moment: Transformative Solutions to Interlocking Challenges.”

President Buhari will take his turn to deliver the National Statement on the second day of the General Debates on Wednesday, September 21.

Aside his statement, the president will also participate in High Level meetings and side events including the Nigeria International Economic Partnership Forum (NIEPF), convened by Nigeria in partnership with the Business Council for International Understanding (BCIU); Strengthening Coordination through National Humanitarian Development Peace (NHDP) Framework: A practical approach to sustainable durable solutions to ensure no one is left behind, organised by the Ministry of Humanitarian Affairs, Disaster Management and Social Development; and the EFCC-NEPAD Programme on combating Illicit Financial Flows.

President Buhari will also hold strategic bilateral meetings with World Leaders, renowned investors and heads of multinational organisations while in New York.

On the entourage of the President are the First Lady, Aisha Buhari, some governors, Ministers and top government officials.

The president is expected back in the country on Monday, September 26.

Minister of Interior, Alhaji Rauf Aregbesola has appealed to state governments to speed up the justice delivery system in their various states.

The minister made the appeal in Abuja at the news briefing on the successes recorded by security agencies in the fight against insecurity.

Alhaji Aregbesola said the major challenge faced by the Nigerian Correctional Service was the awaiting trial process as a result of the slow justice delivery system in states.

The minister said presently, over 75 thousand inmates occupy various custodian centres across the country.

Alhaji Aregbesola, who acknowledged that correctional centres had recently suffered various attacks resulting in jailbreaks, the federal government had strengthened the centres with tougher measures.

The Interior Minister argued that the security challenges in the country preceded the present administration.

He, however, vowed that the ultimate goal of President Muhammadu Buhari-led government was to restore total and lasting peace to every part of Nigeria by December, this year.

President Muhammadu Buhari, APC presidential flag bearer, Asiwaju Bola Ahmed Tinubu, Senate President Ahmad Lawan, House of Representatives, Speaker Femi Gbajabiamila and Deputy Speaker Ahmed Idris Wase and other leaders of the ruling All Progressives Congress (APC) have poured encomiums on former Borno State Governor, Kashim Shettima on his 56th birthday.

Tinubu, in a statement signed by his media aide, Mr Tunde Rahman, described Shettima as a bold, courageous, selfless, brilliant, and committed leader who led his people through the most difficult and challenging period as Governor of Borno State, when the state was under Boko Haram siege.

The APC standard bearer noted that Shettima did not allow the menace of Boko Haram terrorism to overwhelm him as he had shown exemplary leadership.

He said, “I heartily congratulate my brother and worthy partner, Senator Kashim Shettima, on attaining 56 in good health. I am excited about his energy, dynamism, and readiness to serve our country at the centre as Vice President.

Senate President Lawan, in a statement by his Special Adviser (Media), Ola Awoniyi, said: “…Senator Shettima is a man of many parts and bundle of energy, as he has demonstrated in his remarkably productive public life.

“His record of service as a scholar, banker, two-term governor of Borno State and currently as a distinguished senator representing Borno Central, is exemplary.

“The APC Northeast Caucus is proud to showcase him as our ambassador and to assure Nigerians that he will do the party and the nation proud as the next Vice President of Nigeria, by the Grace of God.”

Similarly, Speaker, House of Reps, Gbajabiamila described Shettima as a determined, upright, courageous and dogged politician, whose words are his bond.

The Speaker said the APC vice presidential candidate has achieved a lot and still has more contributions to make to Nigeria and Nigerians, while wishing Shettima many more years of sound health and increased wisdom from the Almighty Allah.

In a statement by his Chief Press Secretary, Umar Muhammad Puma, deputy Speaker Wase said: “I am very confident that you and your boss will provide the needed leadership to improve our economy, create jobs, improve education, reform governance and fight corruption.

President Muhammadu Buhari has approved the appointment of Mr Ojogun Tellson Osifo as the Director General of the National Population Commission, NPC.

A letter signed by the Secretary to Government of the Federation Boss Mustapha says his appointment takes effect from 4 August, 2022.

Until his appointment, Mr Ojogun Tellsson Osifo was data analyst with United Nations Population Fund UNFPA.

After the retirement of the former Director General of the Commission, Alhaji Ghanji Bello, Mrs Patience Mbagwu assumed that position in acting capacity.

President Muhammadu Buhari has explained why his administration decided not to use maximum force to free the victims of the Kaduna-bound train abducted by terrorists about five months ago, saying the military jettisoned the use of lethal force so that innocent souls would not be killed.
He, however, gave an assurance that the remaining 31 victims still in the custody of the terrorists would be rescued to join their kiths and kins before long.


The president, who spoke at the State House, Abuja, while meeting with representatives of victims of the Kaduna train abduction, stated that in the immediate aftermath of the incident, several actions had been taken by the government to bring succour to the affected families and to prevent a recurrence in the country.
He also explained his reason for discarding the use of lethal military force in extracting the remaining abductees.

According to him: “It is understandable that emotions typically run high, we have received several suggestions about the deployment of lethal military force in extracting those still being held in captivity.


‘‘This option has indeed been considered and evaluated. However, the condition to guarantee a successful outcome and minimise potential collateral damage could not be assured and therefore that course of action had to be reluctantly discarded.”
Buhari assured the representatives of the train victims that the federal government was doing everything within its powers to ensure the safe return of the remaining captives.


While condoling with the families of the victims and those who lost their loved ones, the president said since the “terrible and cowardly attack by the criminal elements on March 28, 2022, the nation had joined them to endure a period of difficulty and emotional pains.
He said: ‘‘I have been informed that at last count, there remain about 31 people in the hands of the kidnappers, and our determination is to work towards returning these 31 people to their families.

”My primary concern is to get everyone released safe and unhurt.”
Commenting on his recent instruction to security and law enforcement agencies to bring an end to inhumane action against innocent Nigerians, the president expressed delight, saying: “judging by the available reports to me and news that have begun emerging in the last few days, I will say they have heard this instruction and are responding appropriately.
‘‘In the past couple of days, you must have heard about the number of terrorists neutralised by the military, and a number of hostages freed. These efforts will not stop or reduce.


‘‘We must take the fight to the terrorists and demonstrate that there is no hiding place for them within the borders of our country.
‘‘Each one of them will be hunted, and pursued and spoken to in the language that they understand.’’
Buhari also used the occasion to commend the bravery and gallant actions taken by members of the Police Force who were onboard the train on that fateful day.
According to him: ‘‘It is clear that their actions saved many lives and by making the ultimate sacrifice, they must be recognised for their bravery.’’
Buhari added that he had never doubted the ability or confidence of those who have presented themselves to defend the country and the Kaduna train incident had reinforced the belief and faith of the nation in this special group of Nigerians.

‘‘I also would like to use this opportunity to say that we are cognisant of events that have unsettled our citizens in various parts of our nation and in the capital.
‘‘I would like to comfort those who were traumatised by these tragic events and pledge that our response is to protect all Nigerians wherever they are.
‘‘My dear country men and women, we thank God that none of the released prisoners died due to the severe trauma they passed through in the hands of the terrorists, showing that the efforts of the government in securing their release were not in vain as the government continues to do its best to secure the release of the remaining abductees and ensure the overall security of all citizens in the country.’’

Speaking earlier, the Minister of Transportation, Jaji Sambo, said in the first week of his resumption in the ministry, he met with the relatives of the victims of the Kaduna train attack, updating them on all the efforts the government is making to ensure the safe return of their loved ones.
He described the audience with the president as a manifestation of the efforts by this administration to secure the release of all captives and proof that the government is not resting on its oars.


On his part, a representative of the victims of the train abduction, Alhaji Sabiu Mohammed, appealed to the federal government to assist the families with the release of their remaining loved ones still in captivity.
He said: ‘‘Please we want to see our loved ones and many have found themselves in very critical situations. We do not have the money that they (kidnappers) are demanding. Please, Mr. President, we know you are doing your best…please, please we want to see our loved ones.”
