Ondo State Security Network Agency, Amotekun Corps, has arrested 39 suspected bandits said to be fleeing Northern Nigeria following recent airstrikes on criminal enclaves in Sokoto State.

The suspects were apprehended in the Elegbeka Forest area of Ose Local Government, a location long identified by security agencies as a hotspot for kidnapping and armed robbery.

The State Commander of Amotekun, Akogun Adetunji Adeleye, disclosed this on Tuesday in Akure while parading over 100 suspects arrested across the state during the festive period.

Adeleye disclosed that the 39 suspects were intercepted while allegedly attempting to relocate into Ondo forests due to intensified security operations in the North, adding that they are currently undergoing profiling.

He noted that suspects found without incriminating items may be repatriated to their states of origin, while those linked to weapons or other criminal materials would be prosecuted.

The commander also revealed that 61 other suspects were arrested for offences including kidnapping, armed robbery, car snatching, rape, assault and violations of the anti-open grazing law across the 18 local government areas of the state.

Adeleye affirmed that the arrests reflected a coordinated effort by Amotekun and sister security agencies to rid Ondo State of criminal elements, while commending Governor Lucky Aiyedatiwa for providing operational support to the corps.

The Ondo State Security Network Agency, also known as the Amotekun Corps, has arrested no fewer than 28 people for alleged involvement in various crimes in some parts of the state.

Among the suspected criminals were two secondary school pupils who were arrested for allegedly faking their kidnap and demanding ransom from their mother.

Parading the suspects at the headquarters of the command in Akure, the state capital, on Monday, the state Commander, Adetunji Adeleye, said the two female pupils were 13 and 15 years old and were in JSS1 and JSS3 respectively.

According to the commander, the suspects hid somewhere at Oka-Akoko, Akoko South-West Local Government Area of the state and called their mother, pretending to be kidnappers who abducted them and demanded N100,000.

Adeleye added that, pretending to be kidnappers, the girls called and threatened the monarch of their town to pay the ransom within 24 hours or they would kill the abductees in their custody.

He said, “The 28 suspects we are parading today (Monday) shows that we have more kidnapping than any other criminal activities. This is in continuation of our efforts at ensuring that kidnapping in Ondo State becomes a thing of the past.

“We have people who kidnapped themselves and raised alarm and in our diligent investigations, we were able to unravel the mystery surrounding their disappearance to the extent that they have confessed.”

The Amotekun boss noted that the arrest of the suspects was in collaboration with the operatives of the Department of State Services as the telephone line being used by the girls was tracked to where they were hiding.

Speaking, one of the girls confessed and claimed that her elder sister lured her to the crime.

The 13-year-old girl said, “On that day, my sister and I spent the night in our grandma’s place and left there around 6am the following day.

“While on our way back home, my sister told me that she had a plan to get money from our mother.

“She then revealed her plan to declare ourselves kidnapped and asked for N50,000 each ransom from our mother. It was my sister who taught me what to say when she put a call through to my mother.

“When we called, we didn’t know that it was the monarch that was speaking with us on the telephone when we threatened to kill our victims in captivity if they failed to pay the ransom quickly.”

Ex-Military top brass, and Chairman, Oyo State Security Network, codenamed Amotekun, Retired General Kunle Togun says the outfit should be allowed to carry sophisticated weapons.

General Togun made the call at a workshop in Ibadan organised by Leadership and Peace Initiative, YLPI, on safety and security with the theme, “Safety and Security in Yorubaland: An Advisory to Stakeholders” held at Lead City University, Ibadan.

The retired General explained that it was essential that Amotekun be equipped like their counterparts in the Northern region of the country to effectively defend the region.

“Let’s operate the presidential system correctly, if Amotekun is to be, let the Federal Government announce state police, each state has its own Police in America. For instance, if there is a state Police, its personnel will be fully trained and armed to reduce crime and criminality as well as defend the region.

On his part, a monarch, the Orangun of Oke-Ila in Osun State, Oba Adedokun Abolarinwa, says poverty and unemployment are factors causing insecurity in Nigeria, especially Yorubaland.

Oba Abolarinwa said insecurity would continue as long as youths across the nation are not productively engaged to contribute to the development of the country.

The monarch urged stakeholders in Yorubaland not to see the security of the region as the sole duty of the government, but the duty of all, noting that democracy and stability cannot thrive without security.

He stated further that Yoruba people should put aside their personal interests and differences and support calls for the security of the lives and property of people in the region.

“Poverty in the land is caused by unemployment, let’s attack the issue of poverty in the rural areas, let’s be our brother’s keeper and chart a pathway to unite and tackle insecurity in this region.”

“Let us all get involved, we cannot afford to leave everything to the government, we traditional rulers have our roles to play in the safety of Yorubaland, everybody also has to contribute their quota towards the security of our region.”

“There can’t be development without security, all hands must be on deck in tackling insecurity, let all of us be involved in finding solutions to the security challenges facing the southwest.”

On his part, the President of the Yoruba Leadership and Peace Initiative, TYLPI, Mr Olusegun Ahmadu said the workshop became imperative as the issue of insecurity across the Southwest region has become a threat to the development of the nation.

“We decided not to just sit down with the level of our exposure, education and experience and fold our hands and be looking till the region is captured for ransom, that is why we bring people who have wide experience, knowledge and committed to protecting the region to brainstorm on the way forward.”

Present at the event were the chairman of Southwest Development Stakeholders Forum, SWSDF, Cheif Alao Adedayo and other members of the group.

Education

Sexual violence remains a scourge which must not be allowed to fester like gangrene in society, especially as youths are now getting caught in the web of the malaise in the country.

Radio Nigeria correspondent, Olufisoye Adenitan, in this special report, reveals how girls have become more vulnerable to rape cases in secondary schools in Ondo State.

A major factor fueling this trauma for girls is bad toilet facilities or their location in schools in Ondo State, Southwest Nigeria.

Some victims recount their experiences.

“It was a beautiful morning, I was on my way to drop my brother at school and also proceed to my school along the Store Area, after Prayer Centre Church along Idanre Road, Akure, Ondo State, three men blindfolded me and raped me,” 18-year-old Hannah* recounted.

“After the incident, I decided to drop out of school,” she stated further, adding that the perpetrators started threatening her parents who were trying to seek justice.

The southwest security network codenamed: AMOTEKUN, got the perpetrators arrested while a human rights lawyer, Tayo Dada decided to take up the case from there. The rapists are now in the Nigerian Correctional Centre awaiting trial.

There is also a case of a 14-year-old SS1 Student of Akure High School, who was gang raped by three male students of the school during school hours.

Akure High School located in Akure, the state capital of Ondo State was founded in 1974. It has over one thousand students but without a single toilet facility. This forces students to relieve themselves in the bush.

According to the victim “I was feeling pressed to use the toilet but because there was no toilet in  the school, I went to a nearby bush, unknowingly the boys were laying ambush for me and dragged me back into the bush and raped me.”

“One of the boys had approached me a few months back for relationship and sex and I declined until he recruited his friends to rape me. The boys were my seniors and I knew them by name,” she narrated.

The victim revealed that after the incident she went straight to class in excruciating pain until her mates discovered a blood stain on her school uniform and raised alarm.

An investigation reveals that the school administrators immediately called the police for the arrest of the boys who are currently at the juvenile centre in Akure.

The vile act generated heat from parents, stakeholders and community leaders on the increasing sexual abuse of school girls.

Some of the parents, Mrs Ronke Agunloye, Mrs Mojisade Adegbuyi and Kikelomo Paseda expressed fear that if something urgent was not done, it could affect the enrollment of girls in schools for the 2022/2023 academic session, considering the vulnerability and poor state of facilities especially toilets in the schools.

Rape, no doubt, constitutes part of violence against women and girls, often perpetrated in the guise of harmful traditional practices.

This practice ranges from female genital mutilation, child early marriage and forced marriage, female infanticide, breast ironing, rape, period stigma, and virginity testing among other social norms.

Girls are more vulnerable to harmful practices because violence or ritual discrimination is normalized by social norms.

In Ondo, female students live in the fear of the unknown: one in four girls never feels comfortable using a school latrine.

Each year, 150 million girls are raped worldwide by a close person or someone in the family circle, and 30 per cent of females globally have reported that their first sexual experience was forced.

According to the Linking Partners for Niger Delta Development on sexual violence against children in Ondo State, in 2022, there were more than 30 incidents of child sexual abuse and exploitation reported between 2018 and 2021.

Recent data shows an increase in reported incidents of child sexual abuse in Ondo State.

Ironically, the trauma women equally come from an unexpected quarter. According to UNICEF, one in ten women who have experienced violence trying to seek help from security operatives.

Justice

After Hannah’s rape experience, AMOTEKUN, a security network in the Southwest arrested three perpetrators but the families and some community leaders came begging the father of the victim to settle out of court.

“They came to my house in a Sienna bus begging me to withdraw the case from AMOTEKUN after I resisted they started threatening my family, especially the victim’s mother,” he recounts.

Socio-economic and evidence-based facts truncate justice in cases of rape, but Hanna’s father believed that he would get justice for his daughter as the case will resume hearing, on January 27th 2023 as the perpetrators are still in custody.

According to a human right lawyer, Mrs Chamba Sagba notes that justice system in Ondo State has improved with the passage of the VAPP Act.

She cited a rape case in Akure that started on December 8th 2021 and closed in December 2022.

“Although there are particular cases when GBV happens between families, there are cases of abandonment and relocation because they prefer to settle out of court without exposing their families and community pervading justice system.”

According to her, Section 218 of the Nigerian Criminal Code says that a person cannot be found guilty of rape or defilement without evidence.

But then, the patriarchal nature of society has compelled women to be silent.

CSOs Improved Advocacy Against Rape

Mrs Folasade Bamigboye, the executive director of Kids &Teen Resources Centre, a local NGO in Ondo State, has embarked on various advocacy campaigns in collaboration with local government, farmsteads, and rural communities on the dangers of sexual violence

“Gender-based violence should not be treated as a family matter; it is a criminal offence and violation of human rights.”

Similarly, the International Federation of Women Lawyers (FIDA), Ondo State chairperson Jumoke Ogunjebi said women and girls experience a lot of changes in their bodies that necessitated a lot of hormonal imbalances which could lead them to use the toilet facilities in schools and homes more than their male counterparts.

“Girls require a good toilet for their overall well-being and psycho-social balance,” she said.

Unfortunately, this is not the case in our Secondary school in Ondo State, government should do something urgently.

Government Intervention

The government recently passed into law the VAPP law of Ondo State.

The state is one of the 34 states in Nigeria that have domesticated the law to protect the rights of women.

To achieve the desired result of eliminating violence and making both illiterates and literate understand the law, the Ministry of Women’s Affairs with support from UNFPA simplified the law into local languages.

However, regarding the necessary toilet facilities in schools, investigation reveals that there were no toilet facilities provided for over one thousand students schooling at Akure High School.

In a telephone interaction with the Ondo State Director of School Services, Dr Akindele Ige, they are working on the issue.

“We are working out modalities to fix a toilet in the school ASAP,” he said.

Way forward

A professor of philosophy of Education, Mathew Ayeni advocated for trained education administrators and professionals that understand the pedagogy of teaching and principles guiding the profession to help in addressing the situation.

“In the 21st century, basic infrastructure and learning tools are parts of the fundamental rights of children in schools,” he said calling on educationists to push for the right learning environment which promotes the safety of learners.

During the 16 Days Activism against sexual and gender-based violence in Ondo State, the Commissioner for Women’s Affairs, Dr Bunmi Osadahun empathised that one of the key solutions was the regular engagement of traditional rulers with their subjects on SGBV.

“The VAPP Act will not spare any offender,” she stated.

One of the traditional Ruler in Akure, Iralepo of Isinkan in Ondo state, Oba oluwagbemiga Ajimokunola olofin-Adimula at a consultative forum on sexual and gender-based violence maintained that traditional institutions would not tolerate any forms of violence against girls and women in their domain.

“Rapists will not be tolerated in my domain; I will expose them, “Iralepo of Isinkan.

Dr Yomi Oshatimi, a local psychiatrist identified stigma and post-trauma stress disorder as major issues the victims of sexual abuse had to battle with as well as an anxiety disorder.

He added that shelters give immediate relief and boost the confidence and sense of security of victims.

As more girls continue to be sexually abused, the government has been charged to be more responsible in providing necessities in schools that would reduce the vulnerability of girls.

Gender advocates should also intensify efforts at ensuring the enlightenment of stakeholders in charge of the affairs of the girls as well as an improved justice system and penalty for those who want to subvert justice in the name of “family matter.”

At this time the implementation of the VAPP Act was critical to the stipulated punishment for offenders.

This story was supported by African women in media, as part of the Reporting Violence against women and Girls initiative.

The Chairman of the South-West Governors Forum, Mr Rotimi Akeredolu, on Monday, expressed his commitment to arming the South West Security Network Agency, also known as Amotekun, with sophisticated weapons for effective operation.

Speaking at the passing-out parade of Courses 3 and 4 of the state Amotekun Corps in Akure, Akeredolu insisted,  “The Amotekun Corps must be given the tools to carry out its now pivotal, indispensable duties. For centuries, we have been admonished that a bad workman blames his tools. In the case of Amotekun Corps, the workman is expected to function without good tools. It is not only absurd but also a dereliction of duty and a cause of disaffection.

“Dissatisfaction is induced by a feeling of unfairness. The crisis in conventional wisdom is life-threatening and nationwide. Therefore, it is unacceptable if the state sanctions differing rules of engagement for different sub-national governments.

“Without providing the sub-national security forces to be a counter-balancing force, we have a crisis which strikes at the heart of the conception and the definition of the state itself. It is not just the definition of the state; the state itself is under existential threat.”

No amount of training will mask the debilitation of fighting with one arm tied against implacable foes.

“Amotekun must therefore be armed and will be armed and be backed by law. Otherwise, the training will be inadequate and we will be placing the lives of these great patriots in danger,” he noted.

Similarly, pan-Yoruba socio-political organisation, Afenifere; the Yoruba Council of Elders and the Ohanaeze Ndigbo have flayed the Federal Government for denying the Amotekun corps the right to bear sophisticated weapons.

Operatives of the Western Nigeria Security Network Agency code-named Amotekun, Osun State Command have arrested a 40-year- old mechanical engineer, Segun Oladipupo and two others for allegedly stealing 18 goats.

Parading Oladipupo among other suspects in Osogbo, the Field Commander, Osun Amotekun Corps, Chief Amitolu Shittu hinted that the suspect and two others namely Wale Samuel and Sulemon Garbuga were arrested in the early hours in Osogbo, the state capital after some operatives of Oyo State Amotekun, sent signal to the Osun command on some criminal specialized in stealing of goats.

According to him, the Osun Amotekun swung into action and burst some places where Segun Oladipulo was picked alongside Wale Samuel with a spear bus they were using for the criminal operation.

Chief Shittu further explained that the suspects were using the spear bus owned by their buyer who is now on the run to carry out the evil act.

“We were notified by some operatives in Ibadan, Oyo State that some criminals are engaging in stealing of goats.

“We decide to burst some places and discovered some suspects with a bus carrying goats. They put beans and onion to cover them, during interrogation they confessed to have stolen them.

While urging the residents of Osun State to be security conscious, Chief Shittu said “some many unthinkable things are happening in our societies, people have to be vigilant with their lives and security.”

He further stressed that the Osun Amotekun was carrying out the investigation to arrest other criminals involved in the act and urged members of the public to support them in the investigation.

He, however, assured that the suspects would be handed over to the police for further legal action.

Speaking to newsmen the three suspects admitted to having jointly committed the crime and explained that they have been in the business for some months.

They further confessed that it was their third time stealing and transporting stolen goats.

Oladipupo, however, linked the ownership of the spear bus to her sister who bought it for him to be using it for transport business before he was introduced to stealing of goats business.

News Analysis

Every society is governed by rules regulations, codes, and ethics regarding what to do and what not to do.

For instance, most African cultures frown at relationships between animals and men known as bestiality as it is regarded as taboo.

Apart from that, it is against the holy writs because both the Bible and Quran clearly condemn the act.

Animal rights activists describe sexual relations between human beings and animals as cruel and abusive and strongly kick against it.

Bestiality according to findings is a type of sexual practice in which animals are used as a medium for satisfying sexual desire without developing any kind of emotional bonding while others perceive it as a modality for curing sexually transmitted diseases.

However, bestiality in reality is a punishable offence under Nigerian law whether in aiding or abetting another person’s sexual acts with an animal, observation of such acts; or taking photographs or films of the act for the purpose of sexual gratification, whether their own or another’s.

If found culpable, the offender is liable to 14 years imprisonment based on “Section 214 of the Criminal Code Act; or Section 284 of the Penal Code Act”.

In May this year, the video of a young lady having sex with a dog went viral on social media followed immediately by another video where she defended her acts purportedly to earn one point five million naira per session.

This triggered public outcry and the Nigeria Police launched a manhunt to arrest and prosecute owners of the dogs who were allegedly paying ladies to have sex with their pets for rituals to serve as a deterrent to others.

Also, operatives of the Ogun State Security Network, codenamed Amotekun Corps arrested an 18-year-old, Ibrahim Ismaila, for allegedly having sexual intercourse with a goat.

He was arrested in Ilu-Tuntun Olorunsogo, in the Ifo Local Government Area of Oyo State when a man raised an alarm about the act.

One might wonder what the rationality behind this ugly indulgence could be.

Is it due to a lack of affection or sexual satisfaction from the opposite sex or purely perversion?

This is why there must be increased awareness about the negative impact this action could have on the young generation and society at large.

Although experts blamed such misbehaviour on low morals and falling family values, more still needs to be done to unravel the factors responsible.

This should be done with the aim of finding a lasting solution to the misdemeanour.

Furthermore, public health experts recommend that any person caught having sex with animals should be made to undergo a psychiatric assessment, as such behaviour while not only illegal, is also unacceptable in society.

Apart from the foregoing, there are health risks associated with humans having sex or coming in close contact with dogs, goats, cows, horses, cats and tortoises such as viral, bacterial and fungal zoonotic infections.

These include rabies, monkeypox, canine brucellosis, and leptospirosis.

Canine brucellosis for example is an infectious and zoonotic disease caused by brucella canis and has been reported worldwide it is contracted through urine, semen and other secretions from an infected dog.

Little wonder therefore the increasing number of unknown and new diseases ravaging the world.

It is pertinent therefore for the Federal Ministry of Health and health authorities at the state and local government levels to mount campaigns against bestiality in view of the public health concerns raised.

Everyone should watch out and raise alarm if such incidents are noticed.

Teaching religious moral and societal values that must be imbibed should be intensified from the family level.

These steps will help to redirect and re-orientate young minds that could have been influenced in the wrong direction.

The exact number of the victims was not ascertained as of the time of filing this report as some sources said the victims were over 40 in number.

However, another source disclosed that the travellers were 32 in number, who were travelling in a Coastal bus to Benin City, Edo State, from Ondo State but on getting to Ifon area the hoodlums appeared from the bush and stopped the vehicle after which they whisked all the occupants of the vehicle into the bush.

When contacted on Sunday, the Police Public Relations Officer of the state, Mrs Funmilayo Odunlami, confirmed the incident. She, however, was not certain about the number of the victims.

But the PPRO said the men of the command and other security agencies in the state had commenced the search for the victims in the forest.

The men of the Ondo State Security Network Agency, also known as Amotekun Corps, have intercepted a truck that conveyed about 151 persons who were suspected to be invaders.

It was gathered that the corps made the arrest while acting on intelligence on the incursion of terrorists into the South- West of Nigeria.

The suspects included five women, hidden behind beans and rice bags inside the trailers.

They were intercepted around the Sango area of Akure-Ado Expressway by the operatives of the corps who were on ‘stop and search’ on Thursday as they became suspicious of their movement.

The state Commander of Amotekun, Akogun Adetunji Adeleye, said the suspects were concealed behind bags of rice inside the truck.

He said, “We intercepted two trucks conveying 151 people who were cleverly concealed behind bags of rice and beans in a way that one may not know these number of people were tucked in the trucks.

“Upon interception, we asked of their destinations. Some said Akure, while others said Osogbo in Osun state. Although, we have not completed profiling them, as none of them has an idea of what they were going to do or their mission.

“All they were able to tell us is that they entered the vehicle and came to Ondo State.

“While searching the vehicles, we saw 10 bikes and various dangerous charms. If we check and do not find anything on them as long as they don’t have anybody ready to take custody of them in Ondo state, we will send them back to their various states.”

The suspects were said to have been coming from Kastina, Kano, and Jigawa states heading to South-West states.

He continued, “Some of them claimed they are from Kastina, Kano, and Jigawa states, but on how they came together, they said they couldn’t figure it out, but that they were conveyed by the truck down to Akure in Ondo State.

“This, however, is not a good sign, following the security warning in the South West states.

“While respecting their rights as Nigerians, yet, we are not sure of what they are here for. We still feel that while travelling, anyone should have a mission and destination at where he or she is going to,” he said.
