A man, identified only as Kayode, has committed suicide after his neighbour’s daughter accused him of raping her twice at their house in the Oja-Amukoko area of Lagos State.

It was was gathered that the victim’s mother, who had a stroke, was taken to the Ikorodu area for treatment.

The suspect, who was put in care of the 16-year-old at home, was said to have taken advantage of her.

Her father said she accused Kayode of raping her twice, adding that he also seized her phone to prevent her from informing her family members.

He said, “My daughter stays with her mother, as both of us are no longer together. My ex-wife had been suffering from a stroke and from what we gathered, she had a neighbour, Kayode, who had been assisting to take care of her.”

“But when my ex-wife’s sickness worsened, she was taken to Ikorodu for treatment and her daughter also followed her. As time went on, the neighbour had to go there to bring my daughter back to her mother’s house around Campus, Amukoko, so she could continue schooling.”

“But she suddenly left her mother’s place and came to my place on Ojo Road. She said she wanted to continue staying with me till her mother recovered. About 20 minutes after she came, Kayode also came to my place and started saying he knew my daughter’s behaviour better than I did.

“He said if she was no longer staying at her mother’s house, he would have to return her to her mother in Ikorodu since he was the one who brought her home. He also said she came to stay at my place because she wanted freedom to go out and that he never had any agreement with her mother that she would be staying with me.”

After speaking with his ex-wife, the victim’s father said Kayode took his daughter back home but a few days later, he received a call from his ex-wife’s younger brother, who told him to go home to rescue his daughter.”

He said, “I quickly rushed there, but I didn’t meet her at home. I called my ex-wife’s younger brother and he said he would soon join me at the place.”

After a few minutes, I saw my daughter and she informed me that Kayode raped her. She said she could not sleep alone in her mother’s apartment and that when she slept at Kayode’s apartment, he raped her twice and seized her phone.”

“It was when she told Kayode that she wanted to contact her mum that he released his phone to her and instead of calling her mum, she used that opportunity to text her mum’s younger brother.”

“So, we went to a police station and she explained to the policemen who said they could not hear only our side of the story. We went to pick up Kayode, but didn’t meet him at home. The policemen then directed us to do a medical test at Orege General Hospital. We were also asked to return the next day as they searched for him.”

“The next day, I received a call that Kayode drank insecticide and died. They found him in the backyard of their house and rushed him to a hospital, where he was confirmed dead.”

Lagos State Police Public Relations Officer, Benjamin Hundeyin, said Kayode’s brother reported to the command that he committed suicide.

He said, “The father of the girl, 16, reported that his wife’s co-tenant, Kayode, 41, defiled his daughter. After the report was made, policemen were detailed to arrest the suspect, but he was not seen.”

“The investigation was ongoing when the suspect’s brother came to the station to report that Kayode committed suicide by drinking a substance suspected to be insecticide. The corpse was recovered but later released to the family for burial in accordance with Islamic rites.” the PPRO said.

The Lagos State Police Command says it has extended invitations to the management of Chrisland Schools, parents and the pupils allegedly involved in sexual acts during a school trip to Dubai, United Arab Emirates, UAE.

The state Police Public Relations Officer, SP Benjamin Hundeyin, stated this during a telephone interview with Punch.

He said, “All the parties have been invited to the State Criminal Investigation and Intelligence Department, Yaba. The parties include the school authorities, parents and their children.

“Nobody has reported yet, but we are in touch with them and they have all given us a reasonable date and time that they will come. Whatever happens after their invitation will determine the next line of action.”

A source, however, revealed to our correspondent that all the parties would report at the SCIID on Wednesday.

Report says that, the pupils, including a 10-year-old girl, were among the 76 pupils that represented the school during the World School Games in Dubai which held between March 8 and 14, 2022.

During the event, the 10-year-old girl was reportedly involved in sexual acts which were recorded by another pupil.
The video clip went viral on Twitter last Monday.

The mother of the girl was heard in another recorded clip accusing the school of cover-up and taking her daughter for a pregnancy test without parental consent.

The state government then shut down all Chrisland Schools in the state, as the police commenced investigation into the matter.

Chrisland Schools, in a statement by a member of its advisory board, Akin Fadeyi, late Monday, denied the rape allegation, adding that, the school did not take the child for any pregnancy test.
Reacting to the incident, a senior lawyer, Jiti Ogunye, faulted the Lagos State Government for taking a knee-jack approach to such issues.

“It closed down the school, so what happens to the right to education of other pupils in the school? What happened to their right to learn in school? What happened to the money parents paid?

“So, it is not just about closing down the school; that is reactive; what the government should be doing is to activate the appropriate agencies/departments in the ministry of education, the supervisors to work. So, this is the time for the government to look inward.

“How many supervisors do they have that go round schools on a weekly/monthly basis to ask these children how they are fearing and what is going on in that school? I suspect that they don’t.”

Meanwhile, the Inspector-General of Police, Usman Baba, has ordered a review of police personnel and operational assets deployment to schools and colleges in the country.

The Force Public Relations Officer, Muyiwa Adejobi, in a statement on Tuesday, said the order was to ensure schools were safe and secure for students across the country.

An Ikeja Domestic Violence and Sexual Offences Court has sentenced a man, Collins Okechukwu, to life imprisonment for raping and robbing a 25-year-old UNILAG student (name withheld) on the school campus.

Justice Abiola Soladoye described Okechukwu in her judgment as a “pathological liar”, noting that the prosecution proved the charge of defilement against the convict beyond a reasonable doubt.

“The testimony of the defence portrayed him as a pathological liar in the sense that the University of Lagos (Unilag) Guest House was fully booked, and the survivor was sex-starved, which made them have sex on a bare floor.

“This is unbelievable and watery as there is no consent where force is used to have sex. The defendant lured the survivor into the Admin block, brought out a pistol, robbed her of valuables and raped her.

“The evidence of the defendant to have met the survivor at the Guest House and agreed to have sex with him was consistently laced with irregularities and found unreliable.

“The defendant is found guilty as charged of the two offences and thereby sentenced to life imprisonment for rape and 21 years jail term for robbery.

The sentence shall run concurrently.

“He should have his name entered in the Sex Offenders Register of the Lagos State Government,” she said.

Justice Sholadoye, in her judgement, cautioned female students in tertiary institutions to be very discerning in giving out their phone numbers to strangers.

She said, “what manner of a woman is the victim herself? she should desist from giving out her numbers for unnecessary frolicking,”

The State prosecutor called four witnesses, and three exhibits were tendered during the trial.

According to the Lagos State prosecution counsel, Mr Peter Owolabani, the defendant committed the offence on Dec. 17 2017, at 9.00 p.m., behind the Faculty of Arts Building, University of Lagos.

The prosecutor said the defendant lured the survivor behind the building after they had lodged in the Guest House and raped her.

The defendant also robbed the survivor of her phone, money and gold chain.

He further submitted that the survivor, who later met the defendant a year after the incident, invited him to her “supposed birthday party” and got him arrested.

News Analysis

One major feature of the present democratic system in Nigeria is the approval of a generous pension package for former governors and their deputies.

Apart from working their way up, while still in office to become senators or ministers, these governors either persuade or compel their state Houses of Assembly to come up with legislations that make them enjoy pension for life.

For instance, in Lagos State which was the first to implement the law signed by former Governor Bola Tinubu in 2007, the legislation provides a lot of comfort and convenience for their ex-governors and their deputies.

A breakdown of the legislation shows that former governors in the state are entitled to a house each in preferred locations in Lagos and Abuja.

The law provides for six new cars every three years, one hundred percent of the basic salary of the incumbent governor, and free healthcare for the beneficiary and his family members.

Former governors in Lagos State are also entitled to furniture allowance, three hundred percent of annual basic salary, house maintenance allowance, ten percent of annual basic salary utility allowance, twenty percent of annual basic salary, car maintenance allowance and thirty percent of the annual basic salary.

There is also an entertainment allowance which is ten percent of the annual basic salary and a personal assistant who will earn twenty-five percent of the governor’s annual basic salary.

But in a surprise move, Lagos State governor, Babajide Sanwo-Olu announced his intention to set in motion necessary machinery for the repeal of the ex-governors’ pension law.

Governor Sanwo-Olu noted that amid rising poverty, youth unemployment, inability of most states to pay the thirty thousand naira minimum wage, poor roads infrastructure, underdevelopment of rural areas, it would not speak well to ask fellow citizens to brace up for harsh economic realities, and yet allow a segment of the society live in affluence.

Lagos State is not alone in this gesture though, Zamfara and Imo States have repealed the governors’ pension package.

The Pension Reform Act of 2004 changed the Nigerian Pension System from defined benefits to defined contributions which means that private and public sector workers can only be entitled to a pension from the funds they contributed while in active pensionable work.

Since the salaries of the governors and their deputies are not subject to pension deductions, their pension is a different ball game, which can only be fixed by the revenue mobilization, allocation and fiscal commission but rather than have that, the states use taxpayers’ money to pay the illegal pension.

No doubt, the repeal will reduce the cost of governance and is expected to bring development to the various states.

With this, these governors have sent a message that those in public service can also make sacrifice.

Similar principle of self-restraint should also guide those in the private sector who have the powers, and use it to set huge benefits for themselves as such acts send the message to those below them to act recklessly.

Public service should be for those who have distinguished themselves in other endeavours, or for those who are capable of engaging in other works after a stint in public service.

It is pertinent that other state Houses of Assembly do the needful by abrogating this law once and for all, as what the country requires now are laws that will fast-track the overall development of the nation.

Lagos State Governor, Babajide Sanwo-Olu has addressed resident’s of the state in the wake of the unrest sparked by protests against police brutality.

TEXT

*SPEECH FROM LAGOS STATE GOVERNOR..TONIGHT.

Dear Lagos,

We mourn the lives we have sadly lost across the state. To the families that we could have better protected, I sincerely apologise.
To the police and law enforcement that lost members, we also mourn them. Every life is important to us. And we do not take anyone for granted.

I was on Arise TV where I spoke on the efforts we’re making to return normalcy to our state. I mentioned my call to the President after which the Chief of Defence Staff called to assure us on helping to restoring security to our state.

Lagos will be stronger. We will rebuild bridges, we will deliver on the good work we started on ending police brutality & providing justice.

The unfortunate incident that happened served as a catalyst that fueled anger and looting by thugs across the state. Fake news and baiting was also spread across social media further causing more chaos. We indeed apologize for all the losses.

We are working to stabilise things across the state as we look to rebuild. The state team is working with the hospitals and emergency services to verify the details of everyone involved in incidents across the state.

On the false report of switching off CCTV, the LCC has confirmed that what was removed were infrared car scanners. Evidence from the surveillance cameras (which wasn’t removed) will be used to aid investigations into the incident at the Lekki toll gate. An investigation panel will be constituted to probe the shooting, and all proceedings will be transparent.

I understand that tempers are high but we are beginning to get a clearer picture of what led us to this point & I want to ask us to be circumspect to avoid further losses & triggering other sentiments. Do not encourage thugs through parody & innocent but inciteful words.

On our work to end police brutality, our panel is ready to begin work. We want to find justice and provide compensation for victims to the best of our abilities.

We encourage the youth to provide two representatives to join the judicial panel.

I want to implore Lagosians on the need to come together for genuine reconciliation to forge a better and stronger Lagos

Lagos is the center of excellence, a symbol of national pride and we have to protect it. It is our home.

It is my Lagos, your Lagos, our Lagos.

We will protect our home.

God bless Lagos State

The Lagos State Government says it has concluded plans for the establishment of a ten billion naira project known as Lagos Aquaculture Centre of Excellence, LACE, to be located on a 35 Hectares of land in Igbonla in Epe under a Public Private Partnership arrangement.

Similarly, arrangements are also in top gear for the siting of Food Production Centres in Badagry and Epe areas of the State to further ensure food production and supply in the state.

Governor Babajide Sanwo-Olu made this known in Ikeja during the presentation of inputs to over two thousand farmers and other stakeholders in the Agricultural Value Chain Sector.

According to him, the two centres will ensure the resuscitation, expansion, stocking of agricultural production facilities in various value chains and also develop Agro-Tourism centres in the State Songhai project in Badagry and the Agricultural Training Institute, Araga, Epe.

“It is designed to boost the growth and development of aquaculture industry in the state through the direct production of 2,000 tonnes of fish annually, provision of inputs to fish farmers under the Lagos Nucleus Farms (LANS) scheme and serve as off-taker for fish farm clusters in the State.”

Governor Sanwo-Olu who was represented by the Deputy Governor, Dr Obafemi Hamzat, noted that the agricultural sector remains a key component through which he intends to realise his administration’s vision of “Making Lagos a 21st Century Economy”, achieve food security, create employment opportunities and wealth for farmers and all those who operate within the agriculture value chain.

He said this year’s edition of the programme was auspicious coming at a time a lot needed to be done to cushion the effects of COVID-19 on the productive capacity of farmers and other actors within the agricultural value chain.

According to him, the short, medium and long-term goals of these efforts include making the agricultural space attractive for private investment, improve the welfare and well-being of our farmers and sustainably ramp up food production and supply in the State.

In a goodwill message, the member representing Alimosho at the Lagos State House of Assembly, LAHA, Mr Kehinde Joseph suggested the enactment of a law to ensure that the programme would be sustained by subsequent administrations.

In an address of welcome, the Acting Commissioner for Agriculture, Ms. Abisola Olusanya stated that the Agricultural Value Chains Empowerment Programme which was designed as a means of channeling the needed support to active smallholder farmers, agro-processors and butchers to create wealth and job opportunities, improve their standard of living and was also targeted at improving food production and food sufficiency in the state.

Ms Olusanya solicited the support of the private sector to sustainably drive the annual programme.

Items given free of charge to the beneficiaries  include solar kiosks, fertilizer, cows, sheep, goats, fish fingerlings, poultry, eggs, grain seeds, coconut processors as well as farm produce processing machines and outboard engines for fishing boats.

The empowerment programme was held simultaneously in five other locations including Agege, Epe, Ikorodu and Badagry Agric Centres in line with social distancing protocol necessitated by Covid-19.

Speaking on behalf of the beneficiaries, the President Fish Farmers Association, Lagos State Chapter, Alhaja Nurat Atoba thanked the State Government for the gesture which she said was a surprise to them because of the huge resources which had already been expended as palliatives to farmers to cushion the effect of Covid-19.

The Lagos State Government has planted trees simultaneously at four COVID-19 isolations centers to honour health workers and commemorate this year’s Tree Planting Day in the State.

In 2008, the state Government designated July 14TH as Tree Planting Day and backed it up with a legislation in 2011 as part of its commitment to a green and sustainable environment

While Governor Sanwo-Olu performed the ceremony at the Infectious Disease Hospital Yaba, IDH, the Deputy Governor, Doctor Obafemi Hamzat was at Gbagada General Hospital, while the wife of the Governor and that of the Deputy Governor did the same at Onikan and Landmark Isolation Centers.

In his remarks at the IDH, Governor Sanwo-Olu stated that this would be the third time the State is acknowledging the sacrifices being made by Healthworkers.

Noting that COVID-19 cannot be an excuse for not paying attention to preexisting issues, Governor Sanwo-Olu promised that his administration would continue to work toward achieving  the United Nations Sustainable Development Goals particularly in combating climate change.

“You will agree with me that we can draw parallels between the protective role trees play in the environment, and the roles of our health workers in protecting us from diseases and pandemics. It is therefore fitting that we are planting trees today to celebrate and support our health workers. And just as these trees will long outlive us, the heroic feats and sacrifices of our frontline health workers will also never be forgotten, even long after the pandemic is behind us.

We do not have a back-up planet, so we must treat the Earth with respect and dignity” the Governor said

In an address of welcome, the Commissioner for the Environment and Water Resources, Mr Tunji Bello explained that the State chose the four major isolation centers as ceremonial sites for this year’s tree planting day celebrations as they were very significant in view of this year’s  theme which is  “Trees for Life”.

His counterpart in the Ministry of Health, Professor Akin Abayomi noted that Tree Planting is part of the One Health initiative as trees gives sustenance.

The Tree Planting Day was also marked in the fifty seven Local Governments and council Development Areas in Lagos.

As of 09:45 am on 23rd March, (Source: @NCDCgov ) the number of Covid-19 cases in Nigeria is thirty-six with thirty-three active ones, a total of two people discharged with one person dead.

Lagos has twenty-five cases, the Federal Capital Territory, F.C.T, with six, Ogun State has two cases, Ekiti, Oyo and Edo states with one case each.

The first Covid-19 case in Nigeria was reported in Lagos on the twenty-ninth of last month.

Some of the preventive measures to prevent the disease are frequent washing of hands with soap using running water as well as the use of hand sanitizer.

Most of the banks and corporate offices visited in the Ibadan metropolis had sanitizers at their entrances for use by their customers.

Some residents who spoke with Radio Nigeria emphasised that they had been conscious of their level of personal hygiene.

However, there were no precautionary measures in markets as the traders were more concerned about their sales.

Some of them lamented the low level of patronage as most people were indoors.

They, however, called on the government to put mechanisms in place to control the spread of the Covid-19.

The Federal Ministry of Health has announced five new cases of Coronavirus bringing the total number of confirmed cases in Nigeria to eight.

All the five new cases had a travel history to the United Kingdom and the United States.

The development is alarming as it comes on the heels of the confirmation of the third Coronavirus case in Nigeria on Tuesday, which spurred the Federal Government from its slumber as it rolled out a number of measures to stop the spread of the disease in the country.

The Lagos State Commissioner for Health, Prof. Akin Abayomi, at a press conference in Ikeja on Tuesday morning, said the third case was a 30-year-old woman, who returned to the country on Friday from the United Kingdom.

The announcement of the third Coronavirus case triggered a flurry of activities by the Federal Government which included the  postponement  of the 20th edition of the National Sports Festival, tagged ‘Edo 2020’, scheduled to start on Friday.

The National Open University of Nigeria also put off its 9th convocation, which was slated from March 21 indefinitely.

The Nigeria Centre for Disease Control, NCDC, on its part, issued health advisory to religious organizations and other groups that could attract mass gatherings.

NCDC said they should not allow people who had cough, fever or other Coronavirus-like symptoms into their mass gatherings.

In the United Kingdom, the Nigerian High Commission suspended the processing of passports until further notice as a proactive measure to curb Coronavirus.

Similarly, the Federal Government on Tuesday inaugurated a task force on Coronavirus, whose members were named on March 9.

Nigeria recorded its first coronavirus case on February 27 when an Italian businessman, who was on a visit to Lafarge Africa Plc, Ewekoro, Ogun State, was diagnosed with the disease. The Italian is currently receiving treatment in Lagos.

A few days later, a Nigerian, who had contact with him and was isolated in Ogun State, was diagnosed with the disease.

The Minister of Transportation, Mr. Rotimi Amaechi, says the federal government does not have the jurisdiction to intervene in the recent ban of Okada and tricycles in some parts of Lagos State.

The Lagos state government started to implement a ban on motorcycles, popularly known as Okadas, and tricycles in major parts of the state on Saturday.

However, the Minister, told newsmen that the Federal Government could not intervene in the matter as it was a state affair.

However, Mr. Amaechi, pointed out that the reason for the ban included insecurity and increased Okada accidents in the state.

He added that likely problems to face were unemployment and an increase in crime.
