The Oyo State House of Assembly, OYHA, has reconstituted its standing committees for more effective oversight functions.

The Speaker, Oyo State House of Assembly, Mr Adebo Ogundoyin during plenary on Tuesday announced the reconstitution of the 27 house standing committees.

Mr Ogundoyin urged members of the standing Committees to take their oversight functions seriously as this will further help in presenting the 9th Oyo Assembly as a vibrant and focused house. 

The committees as announced by the Speaker have Mr Akeem Mustapha as the Chairman of Public Accounts, Finance and Appropriation, while Mr Ademola Olusegun Popoola heads the Local Government, Chieftaincy Matters and Honors Committee. 

Mr Olamide Francis Olagoke is in charge of Inter-Parliamentary Relations just as Mr Olatunde Taofeeq Kehinde oversees Works and Transport Committee while Mr Akeem Obadara is the Chairman House Committee on Security and Strategy.

The Chairman House Committee on Information, Media and ICT still remains Mr Kazeem Olayanju while Mr Bimbo Oladeji continues as House Committee Chairman on Women Affairs and Community Development among other committee heads and members.

Members of the Oyo State House of Assembly, OYHA, have eulogised the immediate past governor of Oyo State, Senator Abiola Ajimobi, describing him as man with unprecedented achievements who lived a fulfilled life and solidified his impact in the history of Oyo state.

At a special plenary in honour of the late governor, the lawmakers, despite their political party differences, attest to late Senator Ajimobi’s remarkable contributions to the progress of the state and Nigeria in general. 

Mr Seyi Adisa representing Afijio Constituency from All progressives Congress, APC, said the former governor left achievements that cannot be erased in the history of the state.

Others who spoke including Mr Asimiyu Alarape of the APC, Mrs Wumi Oladeji of ADP and Mr Olusola Owolabi of People’s Democratic Party, PDP, described Senator Ajimobi as a hardworking, achiever and a political juggernaut. 

Earlier, Speaker of the House, Mr Adebo Ogundoyin said the late governor was able to change the political landscape of the state through his three-point agenda of restoration, transformation and repositioning.

Oyo State House of Assembly, OYHA, has extended the tenure of chairmen of Local Governments and Local Council Development Areas, LCDAs, in the state for six months. 

This followed the adoption of a request from the executive and a report presented to the house by the house committee on Local government requesting the assembly to extend the tenure which expired yesterday June 18th. 

The House also granted the request of the committee asking chairmen of Local governments and LCDAs to henceforth forward the lists of their proposed projects to the house for approval which is in accordance to section 19, 093 of local government law 2001. 

Speaker of the House, Mr Adebo Ogundoyin however directed the committee to forward the section of the law to the Ministry of Local Government and Chieftaincy matters for record purposes. 

Meanwhile, a bill to provide for establishment of office of the public defender scaled through the first and the second reading on the floor. 

The bill if passed into law will provide legal representation for the less privileged on legal matters.

Following the increased spate of crime and criminality in Oyo state with the recent armed robbery cases, rape, murder, and kidnapping, the Oyo state House of Assembly, OYHA, has fixed next week Tuesday for the screening of nominees that will head Oyo State Security Network, codenamed “Operation Amotekun”.

The Speaker, Oyo State House of Assembly, Mr Adebo Ogundoyin announced this during the plenary while reading letter from the executive, seeking approval of retired General Ajibola Kunle-Togun as chairman and retired Colonel Olayanju Bisiriyu Olayinka as commandant, for the Security Network.

The nominees are to appear before the House Committee on Security and Strategy.

Speaker of the Oyo State House of Assembly, OYHA, Mr Adebo Ogundoyin says the assembly has never acted as a rubber stamp to the executive as speculated in some quarters, but believed in the brilliant vision of the governor, Engineer Seyi Makinde.

Mr Ogundoyin made this know while delivering a speech at a special plenary to mark one year in office of the 9th assembly.

The Speaker who explained that it will be unwise for the 9th assembly in the state not to key into the various people oriented policies of the executive, reiterated that the legislature will continue to be in tune with the ideas of the governor for the benefit of the people of Oyo state.

Mr Ogundoyin gave assurance that the assembly will not relent in its resolve to record more monumental achievements especially in the area of lawmaking without compromising integrity, mandate and independence.

Earlier in an address, Oyo State Governor, Engineer Seyi Makinde who commended the moves of the legislatures as regards the review of laws on rape and sexual assault maintained that the best ways to address a crime was to strengthen the legislation around it.

On the Covid-19 pandemic in the state, Governor Makinde urged religious bodies to be patient with government on reopening of worship centres and other public places.

The governor said his administration will continue to work with the Oyo State House of Assembly for the all good of the people of the state.

As Islamic faithful across the globe commence Ramadan, the Speaker, Oyo State House of Assembly, OYHA, Mr Adebo Ogundoyin has congratulated Muslims on the beginning of the month of blessing and mercy.

The Speaker in his Ramadan message said Allah has provided yet another opportunity for the whole world to raise their voices in prayer to him in this sacred month of fasting especially on the deadly Coronavirus which has killed thousands of people across the globe.

Mr Ogundoyin said there was no doubting the fact that the first and most important prayer request of humanity to God at this critical moment is for Covid-19 to end or for it to get a cure hence Muslims must avail themselves of the divine opportunity by praying fervently.

He urged Islamic faithful not to be discouraged by the ban on all congregational activities including prayers at the mosques and Ramadan lectures in public, but observe their prayers regularly at home and also engage in devotional and meritorious activities like feeding the poor Muslims, reciting the Glorious Quran, giving out gifts among others to earn maximum rewards in the Holy month.

According to the Oyo State Speaker, the measures are aimed at controlling and containing the spread of the pandemic.

Speaker of the Oyo State House of Assembly, OYHA, Mr Adebo Ogundoyin has urged residents of the state to take seriously precautionary measures against the spread of coronavirus also known as Covid-19 to curtail the spread of the virus. 

Mr Ogundoyin who gave the advice during plenary explained that the appeal became necessary because of the inadequate capacity of the country to fight the disease if it goes out of hand.

The speaker called on everyone to practice good hygiene and adhere strictly to directives by the federal and state governments on curbing the menace, saying the challenge posed by Covid-19 was a major one that needs a synergy to be fought. 

Mr Ogundoyin equally advised the lawmakers and the assembly staff to take priority measures against the spread of the virus. 

The house later adjourned its sitting till the 7th of next month.

The Oyo State House of Assembly, OYHA, has confirmed all Secretaries to the Local Government and members of the transition committee members nominated by the state governor, Engineer Seyi Makinde.

The Speaker, Mr Adebo Ogundoyin confirmed the list after the screening exercise report was presented by the Chairman, Committee on Local Government, Chieftaincy Matters and the lawmaker representing Ibadan South East State Constituency 2, Mr Olusegun Popoola.

In the report presented before the House, none of the 68 Secretaries to the Local Government and 340 transition committee members were rejected by the committee during the screening exercise.

While confirming the list of the nominees, the Speaker, Mr Ogundoyin directed all the caretaker chairmen to inaugurate the confirmed secretaries and members of the committee in their respective local government simultaneously.

Speaker of the Oyo State House of Assembly, OYHA, Mr. Adebo Ogundoyin, has urged the executive arm of government through the Ministry of Public Works and Transport and Oyo State Road Transport Maintenance Authority (OYRTMA) to come up with policy mechanism on Public-Private Partnership (PPP) arrangement for car parks management. 

This followed a motion moved by the member representing Afijio state constituency, Mr. Seyi Adisa aimed at preventing indiscriminate parking of vehicles by to the road users.

Mr. Ogundoyin also urged the state Ministry of Information, Culture, and Tourism to embark on orientation for road users on road regulations, statutes and the state non-tolerance posture to breaching road rules and regulations.

Presenting the motion, Mr. Adisa explained that the habit of indiscriminate parking of motorists and inadequate motor parks has seriously militated against the efforts of the officers of the Oyo State Road Traffic Management Authority, OYRTMA, who are noted for effective discharge of their duties. 

Contributing, the minority leader, Mr. Asimiyu Alarape commended the OYRTMA on their effective maintenance of road activities in the Akinyele area of the state.

He appealed that such competence should be directed towards vehicular activities in other towns of the state such as Sabo in Ogbomoso and Ile-Ikara in Oyo town.

The need to put measures in place for the upgrade of Emmanuel Alayande College of Education, Oyo to a degree awarding institution and accreditation of some courses in state owned tertiary institutions formed the major agenda of the Oyo State House of Assembly, OYHA, in its plenary presided over by speaker, Mr. Adebo Ogundoyin. 

This was sequel to a motion brought before the House by the Deputy speaker, Mr. Abiodun Fadeyi representing Ona Ara Constituency. 

Presenting the motion, Mr. Fadeyi expressed concern over recurrent negative effects on students, the non-accreditation of courses in Ibarapa Polytechnic, Eruwa and Oke Ogun Polytechnic, Saki which he attributed to inadequacies in teaching facilities and teaching personnel. 

Contributing, the majority leader of the House, Mr. Sanjo Adedoyin while adding to the prayers of the motion, said the state executive arm should map out modalities on Emmanuel Alayande College which had been running a part time degree programme for many years under Ondo State University, Ado Ekiti. 

Speaker of the House, Mr. Ogundoyin urged the executive through the Ministry of Education and management of state owned tertiary institutions to be proactive in the accreditation of outstanding courses in the affected schools.

Oyo State House of Assembly has advised the executive arm in the State through the Ministry of Women Affairs to urgently embark on sensitization programmes on the negative effect of delinquency among juveniles in the society. 

The House in its first plenary of the year, expressed concern over the increasing rate of juvenile delinquency among out of school children in the state, attributing the development to poor parenting. 

This followed a motion brought to the House by a member representing Ogbomoso North constituency, Mrs Bimbo Oladeji on the need for the executive arm to take steps at reducing the menace of crimes among youths. 

Presenting the motion, Mrs Oladeji who observed that there has been increase in cases of gangsterism and hooliganism, especially among youths between the ages of 16 and 18 years, suggested that more juvenile homes with necessary facilities be established in the state. 

In a resolution, Speaker of the House, Mr Adebo Ogundoyin urged the executive to build more schools with quality teachers and directed the House Committee on Information to make enquires on the awareness programmes of the executive on juvenile delinquency.

The House also passed into law, the State Agribusiness Development Programme Bill 2019 after scaling through the second reading.

As Nigerians join the rest of the world to celebrate the beginning of another new year, Speaker Oyo State House of Assembly, Rt. Honourable Adebo Ogundoyin has assured the people of the state of a legislative arm that will give priority to bills, motions and resolutions that will further enhance good governance and prompt delivery of dividends of democracy in the state.

Honourable Ogundoyin reiterated this in his New Year message.

The speaker said the activities of members of the 9th Oyo State House of Assembly in the year just ended have left no one in doubt of their resolve to work with the executive arm of government and other stakeholders in the task of enhancing the standard of living of the people as well as ensuring the socio-economic development of Oyo state.

“I am happy that we have been able to pass some notable bills including the Oyo State Anti-Open Grazing and Rearing Bill, Oyo State Anti-Corruption Agency Bill among others. We will surely expedite action on other ones before us for accelerated passing for the overall benefit of our people.” 

According to him, the passage of the 2020 budget by the house and its eventual signing into law by Governor Seyi Makinde in the outgone year will make every arm of government in the state to hit the ground running in the new year so as to improve on the performances of 2019 and further give the residents the desired development they have been denied in the past years.

While congratulating the people of Oyo state on the occasion of a brand new year, Mr. Ogundoyin solicited their support for the Peoples Democratic Party- led government in Oyo state adding that the governor has promised to make the state a model for democratic ideals and good governance in the country and has not failed in this regard.

The OYHA speaker then prayed for a prosperous new year for Nigerians and urged the people to continue to remember the nation in their prayers especially on some of the challenges facing the nation like, insecurity, bad economy, unemployment, ethnic crises and bad governance.

Oyo state government has been admonished to urgently save the Ladoke Akintola University of Technology, Lautech, Teaching Hospital, Oyo Annex from further collapse. 

Lawmakers in the Oyo State House of Assembly, OYHA, gave the passionate appeal during a plenary presided over by the speaker of the House, Mr. Adebo Ogundoyin. 

The appeal followed a motion moved by member representing Oyo East/West constituency, Mr. Kazeem Isiaka on the urgent need to rescue the hospital Oyo annex from its deplorable state. 

Mr. Isiaka said if properly equipped, the Oyo Annex of LAUTECH Teaching Hospital should cater for health needs of both people in Oyo and Oke Ogun axis if the state which was the initial idea of its creation.

In his resolution, Speaker of the House, Mr. Adebo Ogundoyin summoned the state Commissioner for Health, the Chief Medical Director, CMD, LAUTECH Teaching Hospital, and the permanent Secretary, Hospital Management Board to appear before the House next week Thursday, 24th of October, 2019, to brief it on the matter.

The Speaker of the Oyo State House of Assembly, OYHA, Mr. Adebo Ogundoyin has called on the Nigerian Senate and the House of Representative to make conscious efforts towards politically empowering Nigerian youths and women.

Speaking in Abuja, at the 25th Nigerian Economic Summit tagged, “Nigeria 2050: Shifting Gears”, Ogundoyin noted that the Nigerian government needs to create more political opportunities for youths if the current ageing leaders really care about the future of the country which they will leave behind.

While speaking with newsmen, he said the Not-Too-Young-To-Run Act which lowers the age qualification for contesting elections into public offices are laudable, however, this may not be enough in getting youths involved in politics.

He said Oyo and Kwara State governors are obviously championing the operation to get the youths and women involve presently with the number of young persons and women appointed in their cabinets.

Speaking as a panelist on Leadership in 2050, insights with Nigeria’s Emerging Leaders, Ogundoyin said reduction of out-of-school children and improving children education is one of the primary goal of the Peoples Democratic Party, PDP, led administration in Oyo State.

According to him, if the number of out-of-school children reduced to five percent within 10 years, then 2050 can look safe for Nigeria as a country.

Following a report of electrical cables theft by thieves in the Oyo State House of Assembly Complex, the Clerk of the House, Miss. Felicia Oyediran has said that two persons have been invited by the officers of the Nigeria Police Force for questioning. 

She stated this at the Oyo State House of Assembly complex while reacting to some media report on the theft.  

Miss Oyediran stated that contrary to the report that thieves stole cables worth about 500,000 naira, it was an electrical fuse that was stolen from the Assembly generating set. 

The Clerk clarified that the plenary sitting of the lawmakers has nothing to do with electrical fittings theft contrary to the report as the House had earlier adjourned its sitting to today October 2nd

Miss Oyediran, who confirmed that the incident was not the first time as reported, further said that two security guards who were on duty on the day of the incident have been invited for questioning by the state police and the house is awaiting the report of the investigation before any action can be carried out.

It was reported that thieves invaded the Oyo State House of Assembly, OYHA Complex and carted away over 500,000 naira worth of electrical cables that transmit electricity into the hallowed chamber, assembly complex and offices of the lawmakers, which allegedly slowed down legislative activities in the Pacesetter State.

The Oyo state House of Assembly, OYHA, has warned principals and heads of public schools in the state to desist from collecting unauthorized fees and levies from students, as the Oyo state Governor, Engineer Seyi Makinde has abolished the three thousand naira education levy introduced by the immediate past Government in the state.

The House gave the warning while deliberating on a motion on the need to check collection of unapproved fees and levies from pupils and students of public schools in Oyo state brought to the plenary by Mr. Oluwafemi Oluwafowokanmi, Ibadan Southwest 2.

The Speaker, OYHA, Mr. Adebo Ogundoyin while reading the resolutions of the sitting on the motion warned that the state Government will deal decisively with any school head caught collecting or demanding school fees and other levies from the school children.

The House urged the executive arm of government through the Oyo state Ministry of Education, Teaching Service Commission and the State Universal Basic Education Board to ensure that public schools comply with government policies and directives on education matters.

The decision of the Oyo state Government to earmark ten percent of Oyo state annual budget for the education sector was widely applauded by the lawmakers.

Speaker, Oyo State House of Assembly, OYHA, Mr. Adebo Ogundoyin says three important bills before it will be given accelerated hearing as they are germane and pivotal to addressing critical issues in the state.

The bills are Anti-Grazing Bill, Anti-Corruption Bill and Investment Promotion Bill.

Mr. Ogundoyin made this known this while speaking during an interview in Ibadan. 

According to the Speaker, the Anti-Grazing Bill will address one of the most controversial burning issues in the country.

Speaking on the Anti-Corruption Bill, Mr. Ogundoyin said the House will help actualize the dream of Governor Seyi Makinde in having an Anti-Graft Agency which will look into cases of mismanagement, fraud, embezzlement of public funds and other related matters in the state.

While commenting on the proposed Investment Promotion Bill before the House; the speaker explained that such a bill is aimed at giving necessary legislative backing to plans by the Oyo State Government to woo investors to the State.

He also used the medium to highlight the legislative agenda of the 9th Assembly to address deficiencies in critical sectors in health, education and infrastructure and assured that the House will build synergistic and effective communication with the people of the state.
