Transportation

Some users of Bus Rapid Transit (BRT) transport in Lagos on Sunday expressed their views over the N100 increase in transportation fare which took effect on July 13.

They spoke in separate interviews with newsmen.

Report says that Gov. Babajide Sanwo-Olu had approved the increase of N100 on all routes of the BRT to cover the increase in operational costs, such as diesel and spare parts.

A printer, Mr Saka Lawal, who resides in Ikorodu and works at Fadeyi, said the state government should have listened to the opinion of the people before the final implementation.

Lawal, who is a regular BRT passenger, said that they had been discussing with the government through their WhatsApp platform for more than a month before the final outcome.

He said that the money was much to some people and there was fear that other commercial buses would follow suit and increase their prices.

Lawal urged the government to provide additional buses, especially at Ikorodu, to solve the problem of long queues which make many to get to office late daily.

“We understand that diesel is costly and not available at some filling stations but the government should upgrade their standard and reduce queues at various bus stops of BRT,” he said.

Mr Adewale Johnson, a banker on Lagos Island, said the N100 increment was reasonable.

He, however, said there should be more buses to reduce crowd at the bus stops to the barest minimum.

Miss Toyin Ayilara, who plies Abule-Egba to Oshodi, said the increment would affect her daily budget being a trader.
She also urged the government to get more buses.

Also, a rug seller at Itire, Mr Yekini Sanusi, said he had purchased a N600 BRT top-up on the Cowry card, but ended up boarding other commercial buses after waiting on the queue for three hours.

“We are not satisfied with the increment, it used to be N300 from Ikorodu to CMS or Costain, during the heat of COVID-19 but it was increased to N500 while observing the social distancing.

“After the period, the government refused to reduce the fare and increase the numbers in the buses and now they increased fare with N100,” Sanusi said.

He pleaded with the state government to reverse the fare, as the country was facing a lot which was affecting the common people.

A tailor at Tejuosho market who resides at Ojo, Mrs Mary Emeka, pleaded with the government to get more buses to ply Ojo-CMS axis.

Recently, Lagos state governor, Babajide Sanwo-Olu raised alarm over the worsening situation of mental health of Nigerians in the state.

Governor Sanwo-Olu who said one in four Lagos residents struggles with one mental health disorder or the other explained that the figure is a product of research conducted by the World Health Organisation, W.H.O, and constitutes a fair assessment of odd behaviours in the state.

He noted that mental health is one of the issues in the society that is still largely misunderstood and whose conversations still happen in secret despite the fact that people know someone who is struggling with one form of mental health challenge or the other, like depression, anxiety, substance abuse and those lost to suicide.

It is stating the obvious that Nigerians are trying to keep body and soul together as a result of the enormous pressure of living such as abject poverty, frustration and hopelessness in the land.

Cases abound of people who have lost their lives to suicide, and more often than not, these tragedies are underreported due to fear of shame and stigmatization.

This has social implications and places a huge burden on the economy as experts say that depression alone is estimated to cost at least eight hundred billion dollars loss to economic output globally, a sum expected to double by 2030.

To this end, the effort of the state government to construct a five hundred bed psychiatric hospital and rehabilitation centre, in Ketu Ejirin is a welcome development.

The most important factor for a stable mental condition is good governance which is lacking in Nigeria characterised by insecurity anxiety and high unemployment rate.

All these combine to produce an environment that is prone to depression, and drug abuse that in turn foster delusion and various antisocial and negative behaviours.

A report of the assessment of the mental health system in Nigeria using the world health organization assessment instrument for mental health systems, provided in its executive summary that: there is considerable neglect of mental health issues in the country.

The existing mental health policy document was formulated in 1991 and was the first policy addressing mental health issues and its components include advocacy, promotion, prevention, treatment and rehabilitation.

Since its formulation, no revision has taken place and no formal assessment of how much it has been implemented has been conducted.

Though a list of essential medicines exists, they are not always available at the health centres.

No desk exists in the ministries at any level for mental health issues and only four percent of government expenditures on health are earmarked for mental health.

While working to improve governance and make life worth living for its populace, political office holders must strive to stop the mass departure of its physicians abroad.

According to international health monitors, nine out of every ten doctors in Nigeria are seeking to leave the country and find work elsewhere, this will increase the pressure on the patients.

All governments both at federal and state levels must work together to develop a strategy to counter the growing menace of poor mental health before it ravages the country.

Governors from the Southern part of the country, under the aegis of the Southern Governors Forum, have canvassed a rotational Presidency between Northern and Southern Nigeria, with a resolve that the next President must emerge from the South.

In order to consolidate democracy and strengthen the Electoral process in the Country, the Southern Governors’ Forum also rejected the removal of the Electronic transmission of the election result from the electoral act and that of the confirmation of exclusive jurisdiction in pre-election matters on the Federal High Court

The Governors of the seventeen States making up the Southern part of the Federation had converged on the Lagos House, Alausa Ikeja to discuss urgent national issues at the meeting hosted by Governor Babajide Sanwo-Olu

Those in attendance are the Chairman of the Forum and Governor of Ondo State, Rotimi Akeredolu, that of Ogun State, Dapo Abiodun, Gboyega Oyetola of Osun, Ifeanyi Okowa of Delta, Rivers’ Nyesom Wike, Seyi Makinde, Oyo, Kayode Fayemi of Ekiti, Douye Diri, Bayelsa, Enugu’s Ifeanyi Ugwuanyi and Emmanuel Udom of Akwa Ibom.

While the Governors of Anambra and Cross River were absent, that of Edo, Imo, Abia, and Ebonyi were represented by their Deputies.

In a six-point Communique, the Governors re-affirmed their commitment to the unity of Nigeria on the pillars of equity, fairness, justice, progress, and peaceful co-existence between and amongst its people.

Presenting the communique, Arakunrin Rotimi Akeredolu
said the Forum had set a timeline of Wednesday, 1st of September, 2021 for the promulgation of the anti-open grazing law in all Member States; and resolved that Funds deducted from the Federation Account for the Nigeria Police Security Trust Fund should be distributed among the States and Federal Government to combat security challenges.

He said the Forum reviewed the security situation in the country and commends security operatives for their relentless efforts in restoring security and safety and commiserates with families and loved ones of those who have fallen in the line of duty

The Southern Governors Forum re-emphasized the need for State Police; resolving that if for any reason security institutions need to undertake an operation in any State, the Chief Security Officer of the State must be duly informed;

Governor Akeredolu announced that the forum frowned at selective criminal administration of Justice and resolved that arrests should be made within the ambit of the Law and fundamental human rights

On the recently passed Petroleum Industry Bill (PIB) Law, the Forum commended the National Assembly for the progress made in the passage of the PIB but rejected the proposed 3% and support the 5% share of the oil revenue to the host community as recommended by the House of Representatives;

The Forum also rejected the proposed 30% share of profit for the exploration of oil and gas in the basins; as well as the ownership structure of the proposed Nigeria National Petroleum Company Limited (NNPC).

It disagreed that the company be vested in the Federal Ministry of Finance but should be held in trust by Nigeria Sovereign Investment Authority (NSIA) since all tiers of Government have stakes in that vehicle.

The Southern Governors Forum unanimously chose Lagos State as its permanent secretariat.

Lagos State Governor, Babajide Sanwo-Olu has addressed resident’s of the state in the wake of the unrest sparked by protests against police brutality.

TEXT

*SPEECH FROM LAGOS STATE GOVERNOR..TONIGHT.

Dear Lagos,

We mourn the lives we have sadly lost across the state. To the families that we could have better protected, I sincerely apologise.
To the police and law enforcement that lost members, we also mourn them. Every life is important to us. And we do not take anyone for granted.

I was on Arise TV where I spoke on the efforts we’re making to return normalcy to our state. I mentioned my call to the President after which the Chief of Defence Staff called to assure us on helping to restoring security to our state.

Lagos will be stronger. We will rebuild bridges, we will deliver on the good work we started on ending police brutality & providing justice.

The unfortunate incident that happened served as a catalyst that fueled anger and looting by thugs across the state. Fake news and baiting was also spread across social media further causing more chaos. We indeed apologize for all the losses.

We are working to stabilise things across the state as we look to rebuild. The state team is working with the hospitals and emergency services to verify the details of everyone involved in incidents across the state.

On the false report of switching off CCTV, the LCC has confirmed that what was removed were infrared car scanners. Evidence from the surveillance cameras (which wasn’t removed) will be used to aid investigations into the incident at the Lekki toll gate. An investigation panel will be constituted to probe the shooting, and all proceedings will be transparent.

I understand that tempers are high but we are beginning to get a clearer picture of what led us to this point & I want to ask us to be circumspect to avoid further losses & triggering other sentiments. Do not encourage thugs through parody & innocent but inciteful words.

On our work to end police brutality, our panel is ready to begin work. We want to find justice and provide compensation for victims to the best of our abilities.

We encourage the youth to provide two representatives to join the judicial panel.

I want to implore Lagosians on the need to come together for genuine reconciliation to forge a better and stronger Lagos

Lagos is the center of excellence, a symbol of national pride and we have to protect it. It is our home.

It is my Lagos, your Lagos, our Lagos.

We will protect our home.

God bless Lagos State

News Analysis

Road transportation is the most important and inevitable for human existence.

No doubt, without access to road, humanity will remain at a standstill and immobile.

This is because workers will go to work.

Teachers and students will have to go to school; people will have to continue to move from one place to another.

Human activities are made easy through availability of road transportation.

Road is also vital for the development and promotion of infrastructure.

Knowing these facts the federal, state and local governments allocate huge amount of money in their annual budget for construction, rehabilitation and expansion of roads.

However, research over the years has shown that the good intention of government is gradually becoming a nightmare to motorists and other road users.

Research findings revealed that most Nigerian highways are becoming death trap to users.

This dangerous turn of event was attributed to the collapse of railway transportation.

In the late 70s, shortly after the departure of RITES of India, a company that effectively managed the Nigerian Railway Corporation, haulage businesses involving movement of heavy duty containers, petroleum products, automobile and other goods and services were done through railway transportation.

Unfortunately, the story is no longer the same as there is now enormous strain on roads in the country.

It was discovered those that were constructed to have a lifespan of 30 years now hardly last for 10 years.

Trucks loaded with unmanned, unguarded and loose containers engage smaller vehicles in a competition for right of passage on the ever-busy highways.

The outcome of this friction between articulated trucks carrying containers, on smaller vehicles and other road users are most times fatal.

Almost on daily basis, we have reported cases of containers falling off their mother trucks to wreak havoc on other moving vehicles on the highways with attendant loss of human lives and material resources.

Recently, the reported tragic mishap that happened to a woman in Lagos state few weeks ago remain fresh in the heart of many Nigerians.

The unsuspecting woman had earlier petitioned Governor Babajide Sanwo-Olu on the need to check the menace of articulated trucks carrying containers across highways in Lagos state.

Shortly after her petition, she was crushed to death by a container that fell off and landed on her, unfortunately she died instantly.

To stem the tide of this avoidable carnage on the highways.

There is urgent need to declare state of emergency on railway transportation in Nigeria.

There must be a restriction on the movement of articulated trucks carrying heavy duty containers and must only be allowed to move on specially dedicated highways.

The Federal Road Safety Corps, FRSC, policy on banning articulated vehicles without minimum safety standards from operating in the nation’s ports and tank farms should be strictly enforced.

Lastly, owners of such long lorries must be made to provide safety measures for containers to guarantee the safety of other road users including regular maintenance of such articulated trucks.
