The Association of Senior Civil Servants of Nigeria had however asked the Federal Government to extend till March next year, today’s deadline for the compulsory vaccination of civil servants, a move which the PSC had described as “impossible”.

Nigeria on Wednesday had also reported three cases of the Omicron variant of the coronavirus disease.

Currently, there is a Federal Government memo indicating that  workers yet to take the Covid-19 jab would be denied access to work places.

This directive is to take effect from the first of December 2021.

As the deadline approaches, correspondent, Olufisoye Adenitan seeks the views of stakeholders about this development.

Since the launch of the Covid-19 vaccine ,efforts have been intensified by government to ensure  availability and accessibility of the vaccines by Nigerians  in government hospitals and other designated places.

Considering the population of over two hundred million Nigerians ,it  is pertinent to know that huge resources is needed to manage and control the spread of the virus through the vaccine and other safety measures.

It is on this basis that the Federal Government and some states launched the mass vaccination exercise to speed up the process of vaccination

To further fast track the process, Federal   Government also raised a memo about a month ago on the need for all civil servants to get vaccinated before DEC 1 while erring workers would be prevented from accessing their offices.

Finding shows that  government had passed memo to it parastatals and MDAs on the Dec 1st deadline ,but investigations reveal that, the December 1st deadline memo had already been passed down to the establishments while feed back from the National orientation agency also show that workers attention had  been sufficiently drawn to the directive.

Speaking on this , A public affairs analyst, Mr Ige Oluwaseyi was of the opinion that government should not enforce this   because people had  the  right to life and their decisions.

He was also of the opinion that government should rather find solution to pertinent issues affecting the health system.

Also federal civil servants,Mrs Florence Anichukwu and Cecilia Oshin explained that they took the vaccine and only had some little reactions afterward .

Also speaking ,Mrs Adebola Deinde expressed dismay that government was enforcing vaccines for Covid-19 while other life threatening diseases were killing  people everyday

A public Health expert ,Dr Toyin Olajide said that Covid-19 spread could be  controlled and  tamed if Nigerians get the vaccine since it boost  immune system to fight the virus.

Many other respondents believed that, there should be community engagement  and interaction with traditional and religious leaders who had influence in encouraging societal development and integration before enforcing vaccination for the people.

The Director-General of the National Youth Service Corps, NYSC, Brigadier General Shuabu Ibrahim has reminded corps members that it is compulsory to take the COVID-19 vaccine, urging anyone who has not taken to do so.

Brigadier General Ibrahim also reminded them of the federal government’s directive that beginning from the first day of December, vaccination would become a condition to gaining entrance to government offices, hence the need for them to be vaccinated.

The admonition is contained in the address of the Director-General to the closing ceremony of the Orientation course for Batch C stream one 2021 corps members.

In the address presented on his behalf by the Osun State Coordinator of the NYSC, Mrs. Winifred Shokpeka at the Permanent Orientation Camp in Ede, Osun State, the NYSC boss warned the corps members against engagement in the local politics of their host communities.

He encouraged them to undertake personal and community development service projects that would help to lift the living standard of the people of their service communities.

While urging them to take seriously, the Skill Acquisition and Entrepreneurship Development, SAED, programme, Brigadier General Ibrahim stressed that the service was liaising with financial institutions and other stakeholders with a view to providing soft loans to enable the corps members to actualize their business dreams.

He also cautioned them against night travels and night parties, urging them to cut short their journey, once it is six o’clock in the evening and pass the night at any military formation.

In her own address, the Osun State coordinator, Mrs Winifred Shokpeka advised the corps members to heed the admonition of the Director-General to make the service year a memorable one for them.

Mrs. Shokpeka advised them to accept their postings in good faith with a determination to make an impact in their host communities.

Adoption of the Central Bank Digital Currency, (CBDC) and its underlying technology called blockchain, can increase Nigeria’s GDP by $29billion over the next 10 years, President Muhammadu Buhari said Monday in Abuja at the official launch of the eNaira.

The President also declared that the introduction of the eNaira would enable the government to send direct payments to citizens eligible for specific welfare programmes as well as foster cross border trade.

President Buhari said that alongside digital innovations, CBDCs can foster economic growth through better economic activities, increase remittances, improve financial inclusion and make monetary policy more effective.

”Let me note that aside from the global trend to create Digital Currencies, we believe that there are Nigeria-specific benefits that cut across different sectors of, and concerns of the economy.

”The use of CBDCs can help move many more people and businesses from the informal into the formal sector, thereby increasing the tax base of the country,” he said.

The President said with the launch of eNaira, Nigeria has become the first country in Africa, and one of the first in the world to introduce a Digital Currency to her citizens.

He commended the Governor of the Central Bank, Godwin Emefiele, his deputies and the entire team of staff who worked tirelessly to make the launch of Africa’s first digital currency a reality.

The President, who assured Nigerians of the safety and scalability of the CBDC system, said the journey to create a digital currency for Nigeria began sometime in 2017.

”Work intensified over the past several months with several brainstorming exercises, deployment of technical partners and advisers, collaboration with the Ministries of Communication and Digital Economy and its sister agencies like the Nigerian Communications Commission (NCC), integration of banking software across the country and painstaking tests to ensure the robustness, safety and scalability of the CBDC System, ” he said.

The President also used the occasion of the unveiling of the eNaira to painstakingly explain to Nigerians why he approved the use of the digital currency.

”In recent times, the use of physical cash in conducting business and making payments has been on the decline. This trend has been exacerbated by the onset of the COVID-19 pandemic and the resurgence of a new Digital Economy.

”Alongside these developments, businesses, households, and other economic agents have sought for new means of making payments in the new circumstances.

”The absence of a swift and effective solution to these requirements, as well as fears that Central Banks’ actions sometimes lead to hyperinflation created the space for non-government entities to establish new forms of “private currencies” that seemed to have gained popularity and acceptance across the world, including here in Nigeria.

”In response to these developments, an overwhelming majority of Central Banks across the world have started to consider issuing digital currencies in order to cater for businesses and households seeking faster, safer, easier and cheaper means of payments.

”A handful of countries including China, Bahamas, and Cambodia have already issued their own CBDCs.

”A 2021 survey of Central Banks around the world by the Bank for International Settlements (BIS) found that almost 90 per cent are actively researching the potential for CBDCs, 60 percent were experimenting with the technology and 14 per cent were deploying pilot projects.

”Needless to add, close monitoring and close supervision will be necessary in the early stages of implementation to study the effect of eNaira on the economy as a whole.

”It is on the basis of this that the Central Bank of Nigeria (CBN) sought and received my approval to explore issuing Nigeria’s own Central Bank Digital Currency, named the eNaira,’’ he said.

Equally, the Nigerian leader noted that his approval was also underpinned by the fact that the CBN has been a leading innovator ‘‘in the form of money they produce, and in the payment services they deploy for efficient transactions.’’

He noted that Nigeria’s apex bank has invested heavily in creating a Payment System that is ranked in the top ten in the world and certainly the best in Africa.

”This payment system now provides high‐value and time‐critical payment services to financial institutions, and ultimately serves as the backbone for every electronic payment in Nigeria.

”They have also supported several private‐sector initiatives to improve the existing payments landscape, and in turn, have created some of the world’s leading payment service providers today,’’ he said.

In his remarks, the CBN Governor explained that eNaira is Nigeria’s CBDC and it is the digital equivalent of the physical Naira.

”As the tagline simply encapsulates, the eNaira is the same Naira with far more possibilities. The eNaira – like the physical Naira – is a legal tender in Nigeria and a liability of the CBN. The eNaira and Naira will have the same value and will always be exchanged at 1 naira to 1 eNaira,” he said.

Emefiele added that the CBN has given careful consideration to the entire payments and financial architecture and has designed the eNaira to complement and strengthen these ecosystems and has implemented secure safeguards and policies to maintain the integrity of the financial system.

He pledged that there would be strict adherence to the anti-money laundering and combating the financing of terrorism (AML/CFT) standards in order to preserve the integrity and stability of Nigeria’s payment system.

According to Emefiele, since the eNaira platform went live, there has been overwhelming interest and encouraging response from Nigerians and other parties across the world with over 2.5 million daily visits to the website.

 He listed the following milestones:

”33 banks are fully integrated and live on the platform, 500 million has been successfully minted by the Bank, N200 million has been issued to financial institutions, over 2,000 customers have been onboarded and over 120 merchants have successfully registered on the eNaira platform”.

The CBN governor also used the occasion to commend President Buhari for making history, yet again, with the launch of the eNaira – the first in Africa and one of the earliest around the world.

He also dispelled fears on the nation’s foreign reserves, saying the reserves are strong and getting stronger by the day.

”Mr. President, as you make ground breaking reforms, there have been continuing debate on the true value of the Naira. Rather than worry today on the direction of the exchange rate, let us take a step back and analyze how we got here in the first place.

”Please recall that since the advent of the International Monetary Fund (IMF) led Structural Adjustment Programme (SAP) in 1986, and the introduction of the Second Tier Foreign Exchange (SFEM) market, the Naira has been on a one-way free fall from parity to the US Dollar in 1984 to over N410/USD today.

”Some 35 years later, we have not been able to achieve the many promises and objectives of that programme.

”Instead, what we have seen is widespread import dependency, which has wiped out most of our production and manufacturing bases and exported all our jobs in the process.

”What has happened to the massive textile factories across our nation such that we import almost all cotton products when we are rich in cotton?

”What has happened to our vehicle assembly plants across the nation such that we import most vehicles and have become a massive dumping ground for dying second-hand vehicles?

”What has happened to our rubber plantations through which we made the best tyres and rubber products in the world? What has happened to our groundnut pyramids? What has happened to our Cocoa farms? What has happened to our palm oil mills?

”Under your leadership, Mr. President, we must stop this decline for good! We must return to massive homemade production; we must get our people working again. We must create the economic environment for massive domestic production and significant non-oil exports.

”As custodians of your national reserves, let me first assure you that there is no cause for alarm. Our FX reserves are strong and indeed getting stronger by the day, crossing the 40 billion USD mark, and is one of the highest in Africa – and growing.

”But we cannot fritter our reserves away on cheap imports and currency speculators. We must return to an employment-led growth anchored on productivity and rewarding producers of local goods, services, innovation and new technologies.

”If you consume cheap imports and export our jobs, we will make you pay dearly; but if you produce locally – with little or no foreign inputs beyond machinery, we will support you, and the markets will reward you abundantly,” he said.

In addition to all policies and actions of the CBN to support the economy especially through the trying times of COVID-19, Emefiele announced a new financial instrument titled “The 100 for 100 PPP – Policy on Production and Productivity”, which will be anchored in the Development Finance Department under his direct supervision.

He explained that under this policy the CBN would advertise, screen, scrutinize and financially support 100 targeted private sector companies in 100 days, beginning from 01 November 2021, and rolling over every 100 days with new set of 100 companies, whose names will be published in National Dailies for Nigerians to verify and confirm.

The Oyo State Ministry of Health, on Thursday, declared that allegations that paucity of funds had hit the state’s isolation centres as reported in the news were false.

The ministry, which made the clarification in a statement released on Thursday, said the allegations were untrue and baseless, adding that the state government has been providing adequate funds and personnel since the outbreak of COVID-19 in the state.

The ministry added that the administration of Governor Seyi Makinde has been taking proactive measures to meet the needs of the people of the state and ensure the smooth running of the isolation centres.

A statement by Mr. Taiwo Adisa, the Chief Press Secretary to Governor Seyi Makinde, quoted a report by the Permanent Secretary, Ministry of Health, Dr. Adebisi Ayoola, which provided details of operations of the Isolation Centres and government’s commitments to patients to debunk the claims.

It indicated that the claims that the isolation centres were not funded and that health workers had not been paid were curious and unfounded.

He noted that the services being provided by the isolation centres in the state were adjudged excellent by the Nigeria Centre for Disease Control (NCDC), adding that ever since the emergence of the Delta Variant of COVID-19, the state’s Isolation Centres had redoubled their energy and are functioning effectively.

According to the statement, since the outbreak of the pandemic, the state government had been paying all COVID-19 Isolation Centres expenses through bank transfers, with banking instructions, adding that if there was any delay in payment along the line; it could be from the respective banks.

The statement read: “The claims made about the paucity of funds affecting Oyo State Isolation Centres are false and baseless”.

“One would expect the reporter to investigate thoroughly and present facts rather than creating false information for the public”.

“Since advent of this administration, it has been taking proactive steps by improving the needs of the people; and ever since the outbreak of COVID-19 in the state, the government has been providing adequate funds for the running of the Isolation Centres and the personnel cost.

“Furthermore, the services being provided by the centres were ranked as world class by NCDC”.

“Also, since the Delta variant started, all the different Isolation Centres remained open and they have been functioning effectively”.

“So, there is no truth in what was alleged in the news report. Apart from effectively running the isolation centres, the state government is spending much money for the provision of delicious meals, accommodation and payment of allowances to its health workers.

“Equally, additional adhoc health workers were engaged”

Hence, the reporter should find out the true position of things rather than going to press with fake news.”

Osun State Government says 13 persons have died of Covid-19 complications in the last seven days.

Urging residents to be wary of the costly assumption that the state is completely rid of the Covid-19 virus, the government maintains that the state is now in the grip of the third wave of the dreaded disease, compounded by the fast spreading new variant.

In a statement issued by the Commissioner for Information and Civic Orientation, Mrs Funke Egbemode, at the end of the State Executive Council meeting Osun government warned all residents to take responsibility for their personal safety and that of their family members, adding that continued disregard for safety protocols would only result in more fatalities.

The statement read in part: “The commendable gains the state recorded in the fight against Covid-19 over the last one year, is gradually been obliterated by this inevitable resurgence given how our people have almost totally let down their guards. In just one week, we recorded 13 Covid-19 related deaths. The government is worried about this sad turn of events.

“Let’s be reminded that Osun is not an Island, We are surrounded by other states and people move into and outside the state everyday for socio-economic reasons.

“We need to take responsibility for our safety, especially considering the fact that what we are dealing with in this third wave is deadlier than the first two waves.

The statement adds that while government will continue to shore up its efforts in combating the pandemic and its effect on the State, citizens are enjoined to ensure absolute adherence to the non-pharmaceutical safety protocols.

Dr Filani confirmed that the patients are stable and government had three isolation centres with necessary facilities to manage them.

The prime minister and chancellor are now self-isolating after contact with Health Secretary Sajid Javid, who has tested positive for coronavirus.

No 10 initially said they would not have to isolate, as they were taking part in a pilot scheme that involves daily testing instead.

But opposition parties said it suggested there was “one rule for them and another for the rest of us”.

The PM later said they had “briefly” considered taking part in the scheme.

But Boris Johnson said it was “far more important that everybody sticks to the same rules and that’s why I’m going to be self-isolating until Monday 26 July”.

In a video published on Twitter, Mr Johnson added: “I know how frustrating it all is, but I really do urge everybody to stick with the programme and take the appropriate course of action when you’re asked to do so by NHS Test and Trace.”

He will now conduct meetings remotely at Chequers.

Chancellor Rishi Sunak said on Twitter: “Whilst the test and trace pilot is fairly restrictive, allowing only essential government business, I recognise that even the sense that the rules aren’t the same for everyone is wrong.”

Labour leader Sir Keir Starmer said the prime minister and chancellor had been “busted yet again for thinking the rules that we are all following don’t apply to them”.

He said the public have done so much to stick to the rules.

At a time when we need to maintain confidence in self isolation, parents, workers and businesses will be wondering what on earth is going on in Downing Street.

“As such, this is to warn that the virus is still very much within the society.”

It warned residents of the state to continue to comply with all advisories aimed at curtailing the spread of COVID-19.

The statement also asked all in-bound travellers to always isolate for seven days and submit themselves for tests.

It further read: “The ‘Own Your Action’ (OYA) initiative of the State Government should be seriously considered by adhering to the guidelines of wearing nose and mouth masks in public gatherings, washing of hands with soap and water and use of hand sanitisers, among others.

GOVERNOR BABAJIDE SANWO-OLU’S CORONAVIRUS PRESS STATEMENT – JULY 11, 2021

Fellow Lagosians,

It has become imperative to once again provide you an update on the Coronavirus pandemic situation in Lagos State, and our ongoing response as a State Government.

Starting around the end of March 2021, the second wave of the COVID-19 pandemic in Lagos State began to wind down, and we began to enjoy some reprieve from the worst effects of the virus.

This allowed us to further open-up the economy to allow the start of the journey towards full normalcy in our lives and the pursuit of livelihoods, after what has been a very difficult year.

Regrettably, in spite of the hard work and dedicated efforts towards sustaining the return to normalcy, over the last three months, we are now finding ourselves at what appears to be the start of a potential 3rd wave of the COVID-19 pandemic, in Lagos State.

From the beginning of July, we started to experience a steep increase in the number of daily confirmed cases, with the test positivity rate going from 1.1% at the end of June 2021 to its current rate of 6.6% as at 8th of July 2021.

The rapid increase within a week gives great cause for concern. Also, within the last two weeks, the occupancy rate at our isolation centres increased from an average of 1% to 6%.

This is the new and disturbing reality that now confronts us.

But we must not be demoralized by this.

We must instead resolve that we will not leave any stone unturned in our bid to effectively mitigate the third wave of this pandemic in Lagos State.

As you all know, Lagos has been the epicentre of the pandemic since the start, and the way we manage it here has a significant impact and reverberating effect on the national outlook and outcomes.

So, Nigeria is counting on us in Lagos State to be resolute in our stand against the virus.

We will continue to test aggressively. We will also focus on sequencing the samples we are collecting to ensure we are detecting and keeping track of the different variants in circulation.

It is only by testing and sequencing comprehensively that we can collect the data required for informed decision-making.

Epidemiology Update

As at the 7th of July 2021, Lagos State had recorded a total of 60,202 confirmed cases of COVID-19.

Of this number, 55,135 have recovered in-community and 770 are currently being managed actively in-community.

Over the course of managing the COVID-19 pandemic, about 4,382 patients have been admitted into our various COVID-19 care centres in Lagos: with 357 registered fatalities.

In all we have tested 563,679 samples in Lagos State since the pandemic started. Today we have 30 accredited testing centers: 26 private and 4 public health laboratories in the state, a significant improvement in capacity over the course of the past year.

Accredited Health Facilities

Let me make it clear that outside of the health facilities accredited for the management and treatment of COVID-19, and the EKOTELEMED program, no other health facilities, whether public or private, are permitted to admit or attend to COVID-19 patients.

The Lagos State Health Facility Monitoring and Accreditation Agency (HEFAMAA) is providing monitoring and surveillance and has been mandated to apply heavy fines and other punitive measures on all facilities found to be in violation of this.

Lagosians should desist from patronizing non-accredited COVID-19 treatment centers, and proprietors should also ensure that all suspected and confirmed cases are referred appropriately.

Vaccine Distribution and Access

One of the major tenets of our mitigation strategy against the 3rd wave is our vaccination campaign, similar to other parts of the world.

It has been observed by various credible studies that those that have received their vaccines have demonstrated significant resistance to the effects of the virus, with fewer associated complications and deaths.

As of today, however, the percentage of residents of Lagos who have received two (2) doses of the vaccine stands at a mere 1%.

We recognise that this is not adequate, and given the imminent third wave, and our priority to reduce COVID-19 related deaths, we are exploring all avenues possible to ramp up access to vaccination so as to reach our herd immunity target of at least 60% COVID-19 vaccination coverage of the population of Lagos State.

We are confident that we will be getting a second batch of vaccines very soon, to kick-start the second phase of vaccinations.

Travel Protocols for in-Bound Passengers
Between 8th May 2021 and 7th July 2021, a total of 50,322 passengers of interest arrived in Lagos via the Murtala Mohammed Airport.

Of the 50,322 passengers, 18 percent could not be reached by EKOTELEMED because of the provision of either wrong numbers or wrong Nigerian contact details to be reached on.

It is the responsibility of passengers to ensure they provide the right details for us to reach them for proper monitoring.

Going forward, passengers that do not provide the right details, including a phone number they can be reached for monitoring and an address for isolation, will face serious sanctions including fines and imprisonment according to our Lagos State Coronavirus Law of 2021.

Sanctions Against Quarantine Defaulters

As dictated by the Presidential Steering Committee on COVID-19 (PSC), passengers from red-listed countries (India, South Africa, Brazil and Turkey) are required to observe mandatory isolation.

So far, we have successfully isolated 2,386 passengers in Lagos State.

Of this number, 15% have absconded.

The following sanctions are being recommended and have already been meted out to defaulters:
● For Foreigners: Revocation of their Permanent Residency, and deportation; and
● For Nigerians: Prosecution to the full extent of the Lagos State COVID-19 Law.

Religious Activities

Greater vigilance is required at this time in our Churches and Mosques and other places of religious worship.

Even as we are pleased that religious houses are now open for worship, after the lengthy closures of 2020, we must not allow ourselves to be carried away by the illusion that all is now back to normal.

This is especially critical, as Sallah approaches, in a little over a week from now.

The festivities will no doubt bring people together in large numbers and create conditions that can sadly cause the spread of the Coronavirus.

We must not allow this to happen.

For this reason, we are mandating full compliance with all protective protocols.

Compulsory use of masks in all public places, Social distancing, Temperature checks, Provisions for hand-washing and sanitizers, and a maximum of 50 percent occupancy in enclosed spaces.

Resisting Pandemic Fatigue

Whilst both the Federal and State Governments have a huge role to play in the management of the COVID-19 pandemic, the responsibility of managing the third wave ultimately belongs to all of us.

Without the cooperation of the public at large, we stand the risks of losing both lives and livelihood, on a devastating scale.

Therefore, I would like to once again reiterate that this is not the time to get tired or complacent.

Instead, we must be re-energized to battle this invisible and seemingly relentless enemy.

After almost 18 months of daily confronting this virus, it is understandable that many are tired and want their old, pre-pandemic lives to return.

Unfortunately, we do not have a choice in this regard, and fatigue is not an option.

We cannot afford to be tired, frustrated or distracted.

The enemy is formidable and opportunistic, it will only go as far as we allow it.

Having triumphed over the first and second waves of the pandemic, we must now find within ourselves new reserves of energy to quell this emerging third wave before it snowballs out of control.

Let me assure us all that victory over COVID-19 is much closer today than at any other point in our recent history.

But we must persevere to see this victory.
We must maintain our vigilance even as we ramp up the vaccination coverage.

At this point, I would like to thank all the members of the Incident Command Structure for their resilience in the management of this never-ending pandemic, and also the Federal Government, through the Presidential Steering Committee, for all their support and collaboration.

Lagos State will continue to work with all our partners, across government and the private sector, to ensure that we permanently triumph over this virus.

We will not rest until this is achieved.
