Oyo State Governor, Engineer Seyi Makinde, will not be distracted in his determination to ensure a strong and united Peoples Democratic Party (PDP) in the South-West geopolitical zone.

This comes on the heel of a statement by former Ekiti State governor, Ayodele Fayose warning Governor Seyi Makinde to stay away from the politics of the Peoples Democratic Party PDP in Ekiti State and Southwest, excluding Oyo State.

A statement by the governor’s Special Adviser on Strategy and Political Matters, Mr Babatunde Oduyoye states that Governor Makinde will not be deterred by opposition to his reconciliatory efforts and plans to bring unity and cohesion to the PDP in the South-West.

The statement notes that the governor has been doing his best both as elected governor of Oyo State and as a leader of note within the PDP structure.

Mr Oduyoye maintained that Governor Makinde would remain focused on delivering good governance in Oyo State in fulfillment of the mandate entrusted to him by the good people of Oyo State, adding that the governor will also continue to play roles considered to be in the overall interests of the PDP in the Southwest zone and nationally.

The political adviser counselled those who might want to paint Governor Makinde as meddling in the affairs of the party in their states to check themselves against the barometer of honesty, altruism and selflessness.

He said: “Upon his assumption of office in May 2019, Governor Makinde embarked on a mission to bring about unity and cohesion in the Peoples Democratic Party (PDP) across all the states of the Southwest geopolitical zone.

“To date, he has achieved a level of success in that effort and the party has not only become stronger, it is also better positioned for more successes in the zone.”

“The governor was in Lagos State to reconcile all sides and the whole world can see the outcome of that effort. He is playing the same role in Osun and Ekiti states, consulting everyone and seeking middle grounds for hitherto warring sides. I believe the opposition from some quarters in Ekiti State is a fallout of the peace effort being championed by the governor.

He further said: “The governor will not back down from any effort that will bring about genuine reconciliation and strengthen the PDP in Ekiti State or any other state of the Southwest for that matter, because he is of a strong conviction that it is by  repositioning  the party that all stakeholders can enjoy a win-win situation.

“For Governor Makinde, developing Oyo State is non-negotiable. He will continue to remain ever committed to rebuilding Oyo State as can be seen in the various efforts to fix the infrastructure deficit, revitalise the health sector and put in place solid policies for the turnaround of the education system.

“We will strongly advise that stakeholders in the PDP whether in Ondo or Ekiti states should not allow themselves to be used by the opposition to distract Governor Makinde and derail the PDP.

….Gives marching orders to LG, LCDA chairmen to secure lives, properties

Oyo State Governor, Engineer Seyi Makinde, has declared that security of lives and properties in the state remains extremely important to his government.

The governor stated this while addressing chairpersons of the 68 Local Government and Local Council Development Council Areas in the state, at a meeting held inside the House of Chiefs, Secretariat Ibadan.

He stated that the Oyo State Security Network codenamed Operation Amotekun has come to stay in the state, adding that the outfit would not be under the control of the Federal establishments but the state, as according to him, it is impossible to achieve any meaningful development in an atmosphere of insecurity.

“We want our people to sleep with their two eyes closed. Of course, security is one of the pillars of this administration and we must do everything possible to invest in the security of lives and property. In Okeho the other day, armed robbers went to rob and the community rose against them and apprehended them. They combed the forests and they got them.

“This is why I will continue to say it and I am saying it for the whole world to hear; Amotekun is here to stay with us. And it will not be under the control of the federal establishment. It will be under our control. Security of our people is extremely important, because nothing can take place, as far as we are concerned, in an atmosphere of insecurity,” he said.

A statement by the Chief Press Secretary to the governor, Mr. Taiwo Adisa, also indicated that the governor gave marching orders to the caretaker committee chairmen to immediately go back to their domains to set up Security Committees with a view to tackling the security challenges in their localities.

He maintained that the state government would provide all enablement for them to succeed in the task.

The governor said: “From where we are here, the biggest challenge we have seen so far is in the area of security.

“We are getting close to the ’ember’ months, a period in which some people who have not worked all year and want to have a Merry Christmas, commit all sorts of crimes. So, we expect that there will be a spike in criminal activities. I want to, as a matter of urgency, urge you that you all go back to your areas to set up your Security Committees. It must be done almost immediately. And I will be happy to release funds; to give approval for you to spend some money on security within your domains.

“Oyo State is very large; in terms of land size, we are more than all the states of South-East Nigeria put together. So, we have a lot to do to protect the state. We have international borders, so there is smuggling taking place. They killed a Customs officer in Saki a few weeks ago; those things are not acceptable to us.

“As the government that is the closest to the people, you have to take control of the challenges of insecurity in your various domains and you should please, once those committees are set up, any enabler that you need, let us know. We will work with the Commissioner for Local Government and Chieftaincy Matters, to make sure those enablers are provided.”

Governor Makinde used the occasion to commend some of the local government chairpersons, whom he noted had been doing their best despite limited resources, while urging everyone of them to sit up and link up with the party men and women as well as residents of their localities ahead of plans for local government election, which he said would be made public once the House of Assembly screens and clears the nominees for the Oyo State Independent Electoral Commission (OYSIEC).

The governor also hinted that the state government would set up an evaluation committee to vet the performances of the local government chairmen as well as the challenges they are facing, stating that his administration remains determined to give the state true democracy and to meet the yearning and aspirations of the people.

He said: “Also, our party, PDP, we are supposed to be solid at the local level and some of you are lagging behind. Some, the party leaders told me, are doing well; you are linking up with the party and encouraging them to put up activities for the party. I want to say if the party is doing well at the state level, it starts from the local government level, so you will have to do more.

“I remember in 2019, when we were running for the office, we didn’t have anyone at the local level while the APC had the so-called ALGON, but they are ALL-GONE, because they are gone now. But they were rejected even up to the local level, because they were not performing. Let us even say they were not performing at the state level, if at the local levels, they were able to level up with our people, perhaps things would have been a little different for them.

“We don’t want our situation to be like theirs. But we want to reach out to our people and ensure that the welfare of our people at the local level becomes top priority for us.

“Yesterday, I sent the names of our nominees to be screened and cleared for OYSIEC and you all know the meaning of that, OYSIEC are the ones to conduct local government election. So, as soon as they are cleared and we swear them in, I am sure they will swing into action and they will let us know their plans.

“So, watch out, because things will happen and they will happen rapidly. Our people want to elect their leaders, because they want them to be accountable to them. You know that it is not just chairmen and chairpersons that will be elected, each ward will have a representative. We want real and true democracy at the local government level in Oyo State. So, you should all be prepared for that.”

The governor further charged the local government chairpersons to take responsibility for government assets in their domains, noting that it has become imperative to move away from the mentality that public assets are no one’s property.

Earlier, the Commissioner for Local Government and Chieftaincy Matter, Chief Bayo Lawal, charged the local government chairmen to be good ambassadors in their local governments.

He said that the Makinde-led administration would not tolerate any failure from the chairpersons, urging them to emulate the state government by making sure that the dividends of democracy get to the people at the grassroots.

The meeting was attended by top government functionaries including the Deputy Governor, Engr. Rauf Olaniyan; chairman, State Advisory Committee, Senator Hosea Agboola; the Deputy Chief of Staff, Mr. Olawale Mogbonjubola, the Commissioner for Local Government, Chief Lawal and the Special Adviser on Strategy and Political Affairs, Hon. Press Statement

The attention of the Nigerian Bar Association, NBA, Ibadan Branch, is drawn to a directive of the Oyo State Government issued on 15 June 2020 as it concerns the resumption of pupils and students in Primary 6, Junior Secondary School Class 3 and Senior Secondary School Class 3 for academic activities on Monday, 29 June, 2020.

The rationale for the resumption of the above categories of student is to enhance their preparation for forthcoming state and national examinations.

As at today, Oyo State has recorded 575 confirmed cases of Covid-19, 242 recoveries and 7 deaths. We sympathise with the bereaved and pray for the speedy recovery of those who are infected. We must state that the comparatively low figures above are due to the mercy of God and are direct consequences of the proactive steps taken by the State Government to curb the spread of the deadly disease. We commend the state government under the leadership of our Governor, His Excellency, Oluseyi Abiodun Makinde, FNSE on the efforts put in place to curb the spread of Covid-19.

The new directive for resumption of pupils in final classes in primary, junior secondary and senior secondary schools is predicated on the assumption that in the next two weeks Covid-19 would have been eliminated or reduced to the barest level. This may be a very ambitious expectation.

The Government of Oyo State has in the past year invested heavily in education and it is of utmost importance that this huge investment be complemented by policies that focus on the best interest of children. Section 3 of the Child’s Rights Law of Oyo State provides:

In every action concerning a child, whether undertaken by an individual, public or private body, institutions or service, court of law, or administrative or legislative authority, the best interest of the child shall be the primary consideration. (Emphasis supplied)

It is our considered view, and judicial authorities have confirmed this position by recognizing the presumption, that children are naturally playful. One may be demanding too much from them to observe necessary safety precautions to prevent the spread of Covid-19. Regrettably, some of our adult citizens still carry on their activities as if Covid-19 does not exist. In this context, we have not laid down good examples for our children to emulate.

Despite the efforts put in place by the government, particularly the protocols regarding social distancing and use of face mask, majority of our citizens do not adhere to these protocols. Even our transporters ignore safety measures to prevent the spread of Covid-19. It is our considered view that opening our schools at this time may create a veritable avenue for community spread of this infectious disease.

There are instances of spikes in infection rates in some countries as a direct result of premature resumption of schools. In Western Cape Province, South Africa, 98 teachers, 1800 students tested positive for Covid-19 almost two weeks after school resumption. Three weeks after Israel reopened the doors to all its schools, 347 pupils and teachers tested positive. These are territories which have better health infrastructure than we do in Nigeria.

While it is desirable that our children, particularly those in the final classes of their present programme, prepare adequately for the state and external examinations they are to write in the nearest future, the immediate concern of Government and all stakeholders should be to secure the constitutional right of our children to life as well as their rights to survival and development and to enjoy the best attainable state of physical, mental and spiritual health guaranteed by the Child’s Right Law of Oyo State, other relevant national laws and norms contained in regional and international instruments.

In our humble opinion, only children who are alive and in sound health can sit and pass examinations. It is only through these healthy children the investment of government and parents and guardians will not be wasted.

On the auspicious occasion of the International Day of the African Child celebrated today, the 16th day of June, 2020 we call on the Governor of Oyo State, His Excellency, Engr. Seyi Makinde FNSE, to reconsider the decision that schools some pupils and students resume on the 29th day of June, 2020, until there is sufficient scientific evidence that positively indicates that the safety and well-being of our pupils and students, their teachers and other workers, their parents and guardians and other family members, and the good people of Oyo State, are guaranteed.

We therefore appeal to the Government of Oyo State under the dynamic leadership of Governor Seyi Makinde to rescind the decision to reopen schools. We are assured of a decision in the best interest of children.
