The National Identity Management Commission on Friday said it had uncovered a syndicate of individuals posing as employees of the commission and issuing fake national identity numbers to unsuspecting Nigerians.

It said some suspects had been arrested and were undergoing prosecution with relevant security agencies.

The NIMC Director General, Abisoye Coker-Odusote, disclosed this at a press briefing on Friday in Abuja, adding that the commission got wind of the issue after a customer complained that she had paid N120,000 to modify her birth certificate.

Odusote at the briefing also announced that over 107.34 million Nigerians had been enrolled into the NIN database as of May 2024 from the 104 million recorded in December 2023.

The NIN, a unique identifier assigned to each citizen, has gained prominence in recent years as the cornerstone of various government initiatives aimed at enhancing security, governance, and service delivery.

Detailing the mode of operation for the syndicate, the director-general explained that the individuals masqueraded as business vendors and operators of cyber cafes, crafting links for unsuspecting individuals, developing software, and fabricating fake NINs.

She said a further clampdown led to the discovery of a group of individuals around its annex office.

The NIMC boss, however, declined to disclose details on the number of persons being interrogated but assured that as soon as the investigation was concluded, they would be prosecuted for cybercrimes.

Odusote said, “I am going to speak on extortion, data breach, and privacy. When we carried out our investigations, we discovered that around NIMC’s offices, people were parading as business vendors and cyber cafes, creating links for unsuspecting persons, designing software, and generating fake NINs for people. This data does not come to our server and a lot of Nigerians have been scammed.

“We will not allow them to parade as if they are part of us and they are not. A lot of people have lost money through this method. There is a case I got at our annex office and a lady approached me telling me that she had been extorted of over N120,000 to modify her birth certificate, and the person who extorted her was not an NIMC employee.”

Meanwhile, Coke-Odusote said efforts had reached the advanced stage for ministries, departments, and agencies of government to harmonise their identity database with the NIMC for the country to have a central identity database.

Following the announcement of the planned release of a new National Identification Number in the country by the Federal Government last week, the National Identity Management Commission, NIMC has provided further clarifications on the proposed ID.

In a statement released and signed by Head of Corporate Communications, Kayode Adegoke on Friday, the Commission said the new National ID Card is coming as a single, convenient, and General multipurpose card (GMPC), eliminating the need for multiple cards.

The single card with GMPC is said to have multiple use cases as: Payments/Financial, Government intervention/services, travel, etc.

The card, according to the National Identity Management Commission is working with the Central Bank of Nigeria and the Nigerian Interbank Settlement System to deliver the payment and financial use cases.

“The card will be powered by the AFRIGO card scheme, an indigenous scheme powered by NIBSS.

Applicants for the card will have to request with their NIN through the self-service online portal, NIMC offices, or their respective banks

” The card will be issued through the applicants’ respective banks in line with existing protocols with the issuance of the Debit/Credit cards.

“The card can be picked up by holders at the designated centre or delivered to the applicants at the requested location at an extra cost to be borne by the applicants’” the statement said.

The Federal Government, through the National Identity Management Commission, will unveil an enhanced National Identity card layered with payment capabilities and social service features.

This new card, developed in collaboration with the Central Bank of Nigeria and the Nigeria Inter-bank Settlement System, will be powered by AfriGO, a national domestic card scheme.

The Head of Corporate Communications of NIMC, Kayode Adegoke, announced this in a statement on Friday.

The national ID card, fortified with verifiable National Identity features, is supported by the NIMC Act No. 23 of 2007, which mandates the enrollment and issuance of a general multipurpose card to Nigerians and legal residents.

The commission said the initiative aims to meet the demand for physical identification, enabling cardholders to verify their identity and access both government and private social services.

The national ID card will promote financial inclusion, empower citizens, and foster increased participation in nation-building endeavours.

According to NIMC, only registered citizens and legal residents with the National Identification Number will be eligible to request the card

The statement read, “The card, which will be produced according to ICAO standards, is positioned as the country’s default national identity card.

“In addition to this functionality, cardholders will also be able to use the cards as debit or prepaid cards by linking the same to bank accounts of their choice.

“The card shall enable eligible persons, especially those financially excluded from social and financial services, to have access to multiple government intervention programmes.

“In line with data protection regulation and public interest, NIMC remains committed to protecting cardholders’ personal data and will ensure compliance with international standards on data security protocols as security features that protect the confidentiality and safety of users’ information.”

Other features of the card include a machine-readable zone in conformation with ICAO for e-passport information, identity card Issue date and document number in line with ICAO standards, travel, health insurance information, microloans, agriculture, food stamps, transport, and energy subsidies, etc.

The Minister of Interior, Olubunmi Tunji-Ojo, has said that the Federal Government will invest in the harmonisation of the country’s data through the National Identity Management Commission, noting that multiple ID registrations will soon be over in the country.

Speaking while receiving the management of team network service provider in Abuja, Tunji-Ojo said there was a need for the country to have a tech-driven data hub under the ministry.

“We must have an interior hub; a massive data centre where we will have all our identity information documented.

“Data harmonisation is key,” he said, adding, “The integrity of our travel document must be restored through the harmonisation of our data.

“This way, our people do not have to repeat data capture processes during the passport enrolment phase when they have a valid NIN.”

“When we harmonise our data, there will be an exchange amongst agencies such that when our people need data for passport or BVN, with their NIN, their data can be pulled out,” he said.

Minister of Interior, Hon. Olubunmi Tunji-Ojo says talks will soon begin among all relevant stakeholders in the national identity system to work out modalities on how to harmonise all the various identity systems for seamless and efficient service delivery in the country.

He said the discussion would involve all the relevant stakeholders concerned, ranging from the INEC, Banks, FRSC, NPC, Immigration, NCC etc. with the NIMC as a statutory body empowered by law to achieve the target in no distant future.

The Minister disclosed this on Saturday and at the 5th Identity Day commemoration held at ICC, Abuja with the theme: Identity As  Catalyst for Nigeria’s Development ” – Examining the Role of Identity in Key  Government Programs of Social Safety Net, Financial Inclusion, promotion of Good Governance and Transparency.

He said the harmonization and management of national identity was what the country needed now as a major means of mitigating and controlling crime as well as for national development.

The event was the first one under the current administration of  President Bola Ahmed Tinubu and since the movement of the NIMC to the Ministry of Interior.

Ojo, who described the theme as a catalyst to Nigeria’s development underscored the importance of ID management on nation building,  saying that identity remains key in the everyday lives, which is why it is commemorated this Day every year.

Looking at the progress made so far in ensuring digital identity inclusion for everyone, the minister said future solutions can be put in place to ensure better lives for the citizens and legal residents of Nigeria.

”We live in the modern digital age where a secure and verifiable identity is vital for any set system to work.

“You can’t access bank services and get ATM cards without proving your identity. You can’t even engage with others on online social media platforms without first verifying your identity. So, identity is key in our everyday lives, which is why we commemorate this Day today.

“I have stated that the harmonization and management of national identity is a major means of mitigating and controlling crime as well as for national development.”

“With a database of over 100 million National Identification Numbers in the National Identity Database, NIDB, NIMC provided essential access to attaining this goal along with other major stakeholders. 

As a member of the Ministry of Interior family, he said that the joining of NIMC with other sister agencies will not only improve access by the general public to services like passport acquisition  renewal but also the likes of efficient border security technology, effective handling of insecurity around the country, protection of critical national assets and infrastructure, reformation and reintegration of rehabilitated offenders in the society as well as improved emergency and fire response times.

He urged all stakeholders to join hands in ensuring the successful implementation of positive policies regarding national identity as it affects government social safety net and financial inclusion programmes.

The ID Day is all about setting a day out nationally and internationally in commemoration  and appreciation of the real value of ownership of verifiable identity in the everyday lives.

In her address, Acting Director General/CEO of NIMC,  Engr. Abisoye Coker-Odusote said harmonization of all the various identity systems remain a top  priority in her agenda as CEO of NIMC. 

She said the decision by President Tinubu  to appoint her as the Acting Director General/CEO of NIMC, “is a profound testament to the President’s unwavering faith in the Commission’s recent achievements and his optimistic outlook on our future endeavors”.

The Independent National Electoral Commission, INEC, has announced that the Continuous Voter Registration, CVR, program is still on hold.

According to a statement issued by the National Commissioner and Chairman of the Information and Voter Education Committee, Mr Festus Okoye, the Commission’s attention was drawn to an online site urging Nigerians to enroll for “VOTER CARD (PVC)” registration.

He says the site claim that the Federal Government has approved individual VOTER CARD (PVC) registration online to avoid unnecessary crowding in the “NIMC” CENTERS.

According to the statement, the Commission says that the site is unrelated to the Commission and that the link/portal comes from an untrustworthy source.

It says that INEC is the only body constitutionally and legally mandated to conduct the registration of persons qualified to vote in any election in Nigeria and to update and revise the register when the need arises.

It also states that the Commission is solely responsible for organizing, undertaking, and supervising national elections in the country and does not share this responsibility with anybody or organization.

Members of the public are advised not to succumb to the antics of online scammers.

The statement added that the Commission has concluded the Continuous Voter Registration nationwide and does not need to open an additional site or portal for the purposes of registration of voters.

The National Identity Management Commission (NIMC) has assured the public that its servers were not hacked but are fully optimised at the highest international security levels.

Making this declaration in his new year message, the Director-General of NIMC, Engineer Aliyu Aziz said as the custodian of the foundational identity database the nation, NIMC has gone to great lengths to ensure the nation’s database is adequately secured and protected.

In a statement by the Head of Public Affairs, NIMC, Mr Kayode Adegoke, NIMC says it has made painstaking efforts to build a robust and credible system for Nation’s identity database.

The statement says the recently launched NIMC Tokenization of the NIN verification service is meant to safeguard the personal data of individuals and ensure continuous user rights and privacy.

The Commission in the statement also hails the concerted efforts of several Federal Government agencies such as Joint Admissions and Matriculations Board (JAMB), the Federal Road Safety Corps (FRSC), Nigeria Immigration Services, Pension Commission (PENCOM), the Nigeria Police Force, the Nigeria Correctional Service, the Nigeria Customs, and a host of others, who have streamlined their services in line with the use of National Identification Number (NIN) as the valid means of identification.

The Federal Government on Thursday says the activation and issuance of new SIM cards will resume on April 19 with adherence to the verification and the guidelines.

This was contained in a statement issued by Mr, Femi Ademiluyi, a technical aide to the Minister of Communications and Digital Economy, Dr Isa Pantami.

”The implementation of the Policy will commence on Monday, 19th of April 2021. The issuance of New SIMs and other suspended activities will resume on the same date, as long as verification is done and the guidelines are fully adhered to. The Minister has also directed NCC and NIMC to ensure that the provisions of the Policy are strictly followed by all operators and subscribers”. The statement reads.

The minister expressed optimism that government would continue to take decisions aimed at easing the pains of the citizens with regard to issues related to NIN and SIM registration.

FG Approves the Activation of New SIM Registration with Mandatory NIN in line with the Revised National Digital Identity Policy for SIM Card Registration

The Nigerian Communications Act (NCA) 2003, Section 23(a), specifies the role of the Minister to include the formulation, determination and monitoring of the general policy for the communications sector.

In line with this, on behalf of President Muhammadu Buhari, GCFR, the Honourable Minister of Communications and Digital Economy, Dr Isa Ali Ibrahim Pantami, FNCS, FBCS, FIIM coordinated and led the development of a Revised National Digital Identity Policy for SIM Card Registration in collaboration with all other stakeholders.

An earlier Policy was approved on the 4th of February 2020, while the Revised Policy was developed in early March 2021. The final amendments to the revised Policy based on the directives of Mr President to make the use of NIN mandatory for all SIM registration were completed yesterday, 14th of April, 2021.

Prior to that, the key aspects of the draft Policy were presented to the stakeholders at the 4th Review Meeting of the Ministerial Task Force (MTF) on the NIN-SIM registration which held on Friday, 26th of February, 2021.

Key stakeholders and members of the MTF who joined the Honourable Minister at the meeting included the EVC/CEO of the Nigerian Communications Commission (NCC), DG/CEO of the National Identity Management Commission (NIMC), DG/CEO of the National Information Technology Development Agency (NITDA), Comptroller-General of the Nigeria Immigration Service (NIS) and the Chairman of the Association of Licensed Telecommunications Operators of Nigeria (ALTON). Others included the NCC Executive Commissioners for Technical Services and Stakeholder Management, MD/CEOs of MTN, Airtel, EMTS (9Mobile), NTEL, Spectranet and SMILE, as well as the COO of Glo.

Dr Pantami also presented the Revised Policy to His Excellency, President Muhammadu Buhari, GCFR on Friday, 26th of March, 2021. Mr President made further improvements and endorsed it for implementation. Mr President also commended the Honourable Minister for his commitment in carrying out the responsibility of developing the digital economy sector, including championing the NIN-SIM registration process.

The Policy includes Guidelines on New SIM Acquisition and Activation, SIM Replacement, New SIM Activation for Corporates and Internet-of-Things/Machine-to-Machine (IoT/M2M), amongst others.

The possession of a National Identity number will be a prerequisite for each of these categories. For the Corporate registration, institutions will be required to appoint a Telecoms Master (at the minimum of an Executive Management level) to provide the operational Primary NIN representation. The Telecoms Master will also be responsible to ensuring that the users provide their NINs to serve as a Secondary NIN.

For IoT/M2M activations, SIM security protocols would be implemented on the SIM profile to ensure that SIMs can only be used for point to point data services specific to the URL they are working with. All other services will be barred. In the event that a data only service is particular to individual use (eg home car tracking, WiFi, MiFi services, etc), the standard NIN registration process will be followed. A Telecoms Master will also be required for Corporates requiring IoT/M2M activations. The full details of the requirements for each class of service will be made available in due course.

Significant progress has been made in the NIN registration process across the country. Nonetheless, the Federal Government is committed to supporting all Nigerians and legal residents to obtain a NIN. The biometric verification process has been slower than anticipated, owing largely to the non-adherence of many previous SIM biometric capture processes to the NIMC standards. The Revised Policy will ensure that operators conform to the required standards for biometric capture.

The Guidelines in the Policy have been painstakingly developed and while they are thorough, it should be noted that they have been developed that way in National interest since the SIM is essentially a national resource. Citizens and legal residents are encouraged to bear with the government as the process has been developed in the best interest of the country.

The implementation of the Policy will commence on Monday, 19th of April 2021. The issuance of New SIMs and other suspended activities will resume on the same date, as long as verification is done and the guidelines are fully adhered to. The Honourable Minister has also directed NCC and NIMC to ensure that the provisions of the Policy are strictly followed by all operators and subscribers.

Dr Pantami wishes to thank Nigerians for their patience and compliance with the Federal Government’s directive on the NIN-SIM registration exercise. He reiterated government’s commitment to continually taking decisions aimed at easing the pains of the citizens with regard to issues related to NIN and SIM registration.

The National Identity Management Commission, NMIC has launched an improved National Identity Number (NIN) slips and App for the public.

The launch was performed by Minister of Communications and Digital Economy, Dr. Isa Pantami, through the Director-General/Chief Executive Officer of NIMC, Engr. Aliyu A. Aziz.

The Head of Corporate Communications of NIMC, Kayode Adegoke, said the NIMC APP comes with improved National Identification Number (NIN) Slip.

The NIMC App offers a secure channel for Nigerians and legal residents to verify and authenticate their identities using their smartphones on-the-go, Adegoke explained in a statement.

He said: “As an integral part of Nigeria’s digitization process spearheaded by Minister of Communications and Digital Economy, the App offers a built-in harmonisation process that allows for its use across other government services including FIRS, FRSC, NHIS, NPF, and NCC to mention a few

“On the other hand, the new improved NIN slip is pocket friendly and easy to verify and can be accessed via a self-service Portal, where persons who already have been issued the NIN, can log in, pay a small token fee, download a PDF of the document in color (if preferred) print and laminate as desired.

“The current NIN Slip will remain valid and gradually phased out.

Association of Senior Civil Servants of Nigeria (ASCSN), NIMC branch has called off its strike over the fear of COVID-19 spread in the agency aswell as lack of adequate funding and equipments.

After a meeting with the Federal Government on Friday, the association agreed to call off the strike after the government agreed that the demands of the employees would be addressed.

The President of ASCSN, Mr Lucky Michael, confirming that the strike had been suspended said workers of the commission across the country were being contacted to resume work by Monday and begin the enrolment of citizens for National Identification Numbers.

Meanwhile, Minister of Communications and Digital Economy, Dr. Ibrahim Isa Pantami has assured staff of the National Identity Management Commission (NIMC) that their grievances will be addressed.

In a statement by the Head of Cooperate Communications, NIMC, Kayode Adegoke, the Minister assured staff that matters involving their welfare would be looked into while calling for their dedication to duty.

The statement says the Director-General of NIMC, Engr. Aliyu Aziz, stressed his Management’s avowed pursuit of the welfare, health and safety of all staff of the commission especially with the provision of COVID-19 prevention safety gears.

Staffers of the National Identity Management Commission, NIMC, in Osun State have embarked on strike for failure of government to pay their arrears, among other demands.

Their grievances included among others, nonpayment of hazard allowance and lack of provision for Personal Protective Equipment, PPE, for staff for the ongoing registration of National Identification Number.

The staff alleged that they had not received promotion arrears since 2016 while running cost, hazard allowance and internet service were not provided in all its local Government Offices across the state for the ongoing NIN registration.

According to them, this was the second time in four years that staff of the agency would be denied promotion.

At the commission’s office in Osogbo intending registrants decried the hardship they had been subjected to due to the NIN registration.

Residents, who arrived the state office of the commission as early as 4 o clock in the morning were disappointed to see the office locked.

They wanted the NIN registration be put on hold to avoid the spread of COVID-19 since social distancing was not being observed.

Operations of the National Identity Management Commission in Ogun State have been suspended indefinitely by the staff pending the provision of Personal Protective Equipment, PPE, by the management.

A visit to the commission’s office at Oke Mosan in Abeokuta revealed that applicants requesting the National Identification card were turned down.

Some of the workers while speaking with newsmen said the suspension of service was in line with the order from their union in Abuja that officers from level twelve downward should stay at home as a result of the second wave of coronavirus pandemic.

They also listed inadequate working equipment, unfavourable work conditions and poor welfare packages as part of their agitations.

A representative of the senior staff Association of Nigeria Comrade Kuoye Lukman while speaking noted that workers of the commission were unduly exposed to coronavirus while several efforts to correct the anomaly were not attended to by the management.

An applicant, Mr. Sadiq Adebayo expressed concern over the situation as the government’s pronouncement on national identity and the current impasse between the management of the commission and its workforce had placed the citizens at the receiving end.

Mrs Dosunmu gave the charge when she paid an on the spot assessment visit to the state’s headquarters of the National Identity Management Commission, NIMC, New Garage, Ibadan.

The Oyo NOA director said from her assessment, the management of NIMC is making efforts to make the registration process seamless and reduce the stress that Nigerians have been going through to get the NIN.

She, therefore, enjoined market men and women who might be busy with the festive trade, to create a time to perform their civic responsibility in the ongoing National Identity Number Registration.

Mrs Dosunmu who maintained that government was serious about the new deadline set for the registration, enjoined all and sundry to do the needful before the expiration of the exercise.

It would be recalled that the Federal Government, on Monday, extended the synchronization of SIM cards with the National Identity Number, NIN, to January and February 2021 for different categories of subscribers.

As Nigerians celebrate National Identity Day, the Ekiti State coordinator  of National Identity Management Commission, Mr Gbenga Ifayefunmi says about six hundred and fifty thousand people in the state have been registered into the national identity data base.. 

Mr Ifayefunmi told Radio Nigeria in Ado Ekiti that the Federal Government would soon develop a policy to ensure massive digital identity registration for Nigerians.

He stated that such digital registration would further assist government to check financial crimes, and assist government in planning for the future. 

Mr Ifayefunmi noted that there were challenges associated with registration which had made the commission in Ekiti to decentralize the registration to make it more comfortable to the people.

The Ekiti N.I.M.C coordinator urged the people of the state to ensure their full participation to validate their citizenship of Nigerians.

Prospective JAMB candidates in Nigeria have been advised to still register for the National Identity Number, NIN, even though it has been suspended for this year’s UTME. 

Ondo state coordinator of the National Identity Management Commission, Mr. Akinwale Agbotoba gave the advice when he featured on a radio nigeria positive fm programme, “Guest of the Week”.

Mr. Agbotoba said it was pertinent for students to register as the National Identity Number would be used for JAMB registration in coming years.

The NIMC boss also called on other Nigerians who were yet to register for the NIN to visit designated areas for the exercise.

Mr. Agbotoba who said the NIN was important for official purposes, urged Nigerians to keep both their number and identity card properly urging them to dial *346# to retrieve their lost national identity number.

National Identity Management Commission, NIMC, is a statutory Nigerian organization that operates the country’s management National Identity Systems.

Established by the NIMC act no. 23 of 2007, the agency has the mandate to establish, own, operate, maintain and manage the National Identity Database in the country.

Registered persons covered by the act are assigned a unique National Identification Number, NIN, and issued General Multi-Purpose Cards, GMPC, to those who are citizens of Nigeria, as well as others legally residing within the country.

According to the acting Director-General of NIMC, Hadiza Dagabana, since its establishment, only over thirty seven million Nigerians of the estimated two hundred million population are registered despite the awareness on the activities of the organization.

For instance, the number of registered people is less than half of the eighty-four million who registered for the 2019 general election despite the fact that unlike the voters registration, the NIMC registration is not restricted to people of eighteen years and above.

Recently, the National Identity Management Commission, NIMC, announced that Nigerians seeking to replace their lost National ID cards or renew existing ones are to pay fees.

The NIMC stated that Nigerians who lost their ID cards would pay five thousand naira to replace them, while those whose cards expired would pay three thousand naira for renewal.

The requirements include a written application with attached proof of payment receipt made through Remita, bank teller and NIN slip to be submitted at the commission’s office.

Also, the Joint Admissions and Matriculations Board, JAMB, had made it mandatory for prospective candidates to collect NIMC’s card, which would place financial burden on parents.

However, Mrs. Dagabana said that the adoption of the National Identification Number, NIN, as a criterion for all examinations in the country will tackle malpractices such as impersonation.

She stressed that registration for NIN has already started at the primary school level of education across the country and should be encouraged to further enhance confidence in the nation’s examination system.

According to her, doing so will help to stop impersonation, adding that registration processes for NIN should become mandatory before enrolment for public examinations.

It is alleged that the commission is not well funded by the government, hence, the need to source funds for the making of the National Identity Cards.

Report says that the payment for renewal of NIMC cards is capable of robbing over one hundred million Nigerians of their right to possess their country’s ID card.

It is stating the obvious that many Nigerians will be denied the access to the NIMC card with the recent development.

Since the core mandate of the commission is to register as many citizens as possible, some stakeholders believe that the motive of its creation will be forfeited as many citizens will be prevented from registering.

In a country where there is no unified central database, having the NIN without the ID card itself might hamper citizens’ eligibility where the National ID card is required.

Even if Nigerians are to renew any other form of identification, the National ID card should never be subject to renewal, especially if failure to renew can hamper citizens in any way.

NIMC’s failure to establish a National Identity Database is appalling and unacceptable. NIMC is not and should not be a revenue generating federal agency, but must provide the National ID card to all citizens free of charge, therefore, these charges should be dropped.

The National Identification Management Commission, NIMC, wants Nigerians to take advantage of the continuous registration exercise to put their data in the national database.

Osun State coordinator of the commission, Doctor Omolara Idah made the call in a chat with Radio Nigeria in Ilesa, Osun State.

Doctor Idah explained that the registration would generate the right population figure for national planning, implementation of people-oriented projects and issuance of multi-purpose identity cards.

On the new regulation of the Joint Admission and Matriculation Board, JAMB, to its candidates to register for National Identification Number, NIN, she expressed optimism that the directive would address impersonation and examination malpractices.

The NIMC state coordinator pleaded with those who have not been presented with their identity cards after registration to exercise patience, while Nigerians who were yet to register to visit the nearest registration centre for the exercise.
